trail, c-span takes you to south carolina. and to virginia, where nikki haley continued her push in super tuesday states. and to the u.s. mexico border in texas where president biden and donald trump both made visits. first a look at some of the house races currently held by republicans in california. >> erin kobe is a house analyst for the cook political report. you have done some analysis on the importance of these california house seats. with their primary around the corner, why should people be taking attention to some of these california house seats? >> control of the house is on the line this year. republicans only have a four seat majority in the house and

the redistricting in a couple of states has thrown some curveballs into that. it looks like at the end of the day, democrats will only need to flip a few seats. we don't think either party has a huge advantage for control of the house. at the end of the day, a lot of these competitive seats are either in new york or california. new york has gotten a disproportionate amount of attention but california is going to be really crucial for the house majority in 2024. >> let's start with california's third district, kevin kiley. >> this is probably among the seats that are competitive and republican held. one of the less competitive ones. he is a freshman congressman. this is a seat that trump won by

a couple of points in 2020. depending how the presidential race plays out, it could be competitive. democrats have a strong candidate in jessica morse. we have this as likely republican at the moment. >> moving on to california's 13th district, you have rated this as a tossup. explain. >> we have four california districts. they are all held by republicans. a lot of folks that i have talked to think the 13th district could be the most vulnerable republican in california. he represents a seat that is in the central valley, contains parts of bakersfield. the democratic candidate last cycle came just 500 away from winning.

democrats do have an inherent advantage republicans have control of it. as the incumbent, he is going to have resources he did not have last cycle. in terms of the primary itself, this is not a competitive primary. adam gray is running again and he's the only democrat on the ballot and it's going to be a matchup between them. >> let's talk about the open seats. this seat launched to the former speaker, kevin mccarthy. >> this is the only republican held open seat in california this cycle. it's also in the central valley in the bakersfield area. in terms of control of the house, not going to be competitive. it's interesting that it's open now that mccarthy has resigned. you have the regular primary happening on march 5 and then

you have the special election primary to fill the vacancy happening two weeks later. in this race, the front runner is a state assemblyman and his mccarthy's longtime protege and once it was clear that mccarthy was not going to be returning for another term, he was thought of as the likely successor. he has a couple of opponents running to his right. it looked like this could be a competitive race initially. trump just endorsed fong. trump's endorsement is a game changer. i think he is the pretty clear front runner heading into this race. >> that's the 20th district. talk about the 22nd district. why should we watch this one? >> the 22nd district is probably one of the messiest primaries in

california along with the 47th district which is held by katie porter. the 22nd district is very competitive. technically the most democratic leaning republican held seats in california right now. david valid day-o has cut out a fairly moderate profile. he was one of the 10 republicans who voted to impeach trump in 2021. he was able to take in a lot of crossover votes. he does have a competitive race and the concern is that because he has a republican opponent on the ballot and democrats have two candidates, the democrats could get locked out of the general election. this is the case because california has an open primary system where the top candidates

regardless of what primary move into the general election. there's a good chance you could have two members of the same party actually get into the general election. democrats have now spent over a $1 million boosting ray salas. he won't have any trouble getting into the general election and it will be another matchup. but this is a race democrats have had to spend a decent amount of money on just to make sure they actually have a candidate. >> moving on to california's 27th district. also a tossup. >> this is another perennially competitive race. it's held by mike garcia who has had the same opponent for the last couple of cycles. democrats have a new recruit, george whiteside.

he is the presumptive nominee. this is a really interesting race to watch and whiteside is incredibly wealthy. formerly worked for nasa and now has a private spaceflight company. he has put a decent amount of his own money into the race as well and has a cash on hand advantage over garcia at the moment. for this reason we have it rated as a tossup. >> likely republican. talk about the incumbent. >> this is an interesting race. it's held by congresswoman young kim who was elected in 2020. this is one of the few seats that biden won in 2020 but we have as likely r. we believe kim is the clear favorite in this race.

this is the sort of district that will tend to vote democratic at the top of the ticket but also doesn't mind voting for republicans in other races. this is going to be an interesting race to watch. depending on how the presidential race plays out, it could become more competitive. for now i think kim is the clear favorite. >> what is her appeal? >> she is one of the korean american women in congress in a district with a really large aapi population. she has been able to really take advantage of that and to establish her own brand in the district and she has also carved out a relatively more moderate lane and some of the other republicans in congress. she is still conservative on a

lot of issues, protect early abortion. she has demonstrated crossover appeal. >> the 41st district. >> this is another really interesting race to watch. ken calvert has been a long member of congress since the 90's. but the seat changed a lot in the latest round of redistrict. it's mostly in riverside county. calvert has typically run in these safe seats or he doesn't have to worry about serious democratic challengers. his latest opponent had strong fundraising and democrats were excited about the fact that he's running again this cycle. the seat is more republican leaning that some of these other tossup races. because democrats have such a

strong candidate and because the republican incumbent has a morex long conservative record compared to the other members of the delegation, democrats think this is one of their best opportunities of the cycle. >> the 45th district in california. >> it has one of the largest aapi populations in the country. it is inland to orange county and its represented by michelle steel who was elected in 2020 along with young kim as one of the first korean americans in congress. this is a bit more competitive and it is in the lien republican category. this is going to be probably a bit more competitive. democrats do have a competitive

primary and it will be interesting to see who comes out of that because a couple of the democrats running their have struggled to raise money. a lot of democrats have lined up behind derek tran who has demonstrated stronger fundraising ability and could be a stronger candidate in the general election. the primary is quite competitive and there is not a clear front runner. >> -- california house republican seats. to follow her, you can go to cook political report. >> thank you for having me on. >> californians will also be casting ballots on tuesday in one of the closest watched senate races of the year. the latest poll of the states likely voters has democratic congressman adam schiff at 28% followed by republican steve garvey. the20%.

democratic house members katie porterd fourth in the poll. the top performers in tuesday's primary will move on to the general election. some highlights from the final debate before the primary from nbc four in los angeles. >> when you vote for a resolution that says israel has to impose an immediate cease-fire. congressman lee? mr. schiff? >> no. >> i will have you explain those. i would like you to express your sentiment towards what the 45th president of the united states has said and many people in the united states america first, they want us disengaged from the world. donald trump has said on a number of occasions that he questions whether we should be in the nato alliance. there is concerns about us pulling out.

to ukraine, which we should approve immediately and i'm calling on the president to seize russian assets to help fund ukraine war effort. we cannot abdicate that responsibility neither in the middle east nor in ukraine. >> the united states should be a beacon for freedom, democracy and human rights. that's the touchstone that should guide our foreign policy and we should be shed -- centered on those values. it's important to recognize that this conflict in gaza, the result of the horrific attack by hamas is one in which the parties to the conflict must determine what will be a lasting cease-fire for them. the united states needs we need to recognize the incredible humanitarian disaster

unfolding in gaza and we need to be firm and clear to israel that we expect them to be a champion for peace and democracy. i think it's important that we live our values this way and that we are investing in diplomacy. donald trump did terrible damage to our standing on the world stage, allowing iran and russia to grow in power and we are all paying for the consequences. >> flooding in thcountry believe we are overextended. we should focus on the mystic issues and not be the police officer for the world. what do you say? >> my campaign is based on common sense, compassion and consensus building. we are the torchbearer for democracy around the world. the world is watching us and how we support our allies. we are supporting our ally in ukraine. we are looking at taiwan. i support israel yesterday, today and tomorrow and i believe

all the countries we support have a right to their sovereignty. as everybody looks at us for strength or weakness, we have to maintain that strength so when people look at us, we are a deterrent for china, russia, iran. anyone who feels they can become a threat to democracy. >> i agree but how is that possible? god bless you. >> this year's two presidential frontfz runners, president biden and donald trump were both at the u.s. mexico border on thursday amid a surge of migrants. next, part of biden's visit to the border patrol station in brownsville, texas. then part of president trump's visit to the border at eagl pass, texas. >> staffing has been flat. spending long hours patrolling the border, making major sacrici know it makes a big toln them and their families. that's why i signed a bill finally getting border patrol agent's overtime pay they deserve. and finally getting overtime pay. it's ridiculous it took this long. it was long past time and i was proud to do it, but we need to do more. it's time to step up. provide them with significantly more personnel and capability.

we also need more immigration judges to help handle the backlog. 2 million cases. this deal would provide funding for more immigration judges establish the new process for thconsider asylum claims. the process to get a decision on asylum claim takes five to seven years. it's far too long. we want to change the standard and make it harder. what happens comic come back in five to seven years. maybe get a hearing from a judge determining whether you can stay. this encourages more people to come to the country.

because they know they cannot handle the caseloads quickly and they will be able to stay in this country in the meantime. but new policies addition to 4003 hundred additional asylum officers will be able to reduce the process to less than six months. that would have a serious deterrent effect on those coming north. when the criminal gangs y nort0 bucks. and i'm going to get there and say six months they may be able to get rid of me. a person thinking about entering the united states understand -- they are less likely to come in the first place because they are not going to pay the cartels thousands of dollars.

the border security deal is they win for the american people. it's a win for the people of brownsville and that's why the border patrol unit endorsed it. the national chamber ofnot knowc organization. that's why the wall street journal endorsed it as well. this is a truly bipartisan initiative. that's why the bipartisan south texas alliance of cities endorsed it. i didn't get everything i wanted and not compromised, but neither did anybody else. compromise is part of the process. that's how democracy works. compromise is a very partisan -- critical step. we need to have their bags.

i want the people to understand clearly what happened here. this bill was on its way to being passed and it was derailed by rank-and-file politics. the u.s. senate needs to reconsider this bill and those senators who oppose it need to set politics aside and pass it on merit. it's about whether it benefits the american people. it's what the american people deserve. the speaker of the house needs to put this bill on the floor because it would pass. the majority of democrats and republicans in both houses support this legislation. until someone came along and said don't doent. we need to act. it's time for the speakers to show a little spine. pass bipartisan -- conservative
