first we need to get to the fox news alert. breaking news overnight, at least seven people dead, seven others hurt following a drive by shooting near the university of california santa barbara campus. police are calling this a mass murder. the gunman was driving a black bmw when he opened fire near the student community. when officers arrived. the gunman then fired shots at them and drove off. eventually crashed into a parked car and was found dead from a gunshot wound. police are are now reviewing both written and video evidence that leads them to believe this was a planned shooting. also new overnight a chemical plant explodes near atlanta. >> whoa. >> holy [bleep] >> well, at this hour fire crews still trying to put out the flames. it happened in an industrial park in marietta, georgia. the building is used to maker aerosol production but

cops say no toxic fumes are involved. nearby buildings and a car reported. >> casey kasem wife in longer in charge of his medical care. a california court serving jean kasem guardianship papers. his daughter kerry will be making medical decisions. this after his children reported him missing last week. he was found with his wife the next day at a family friend's home in washington state. casey is suffering from a form of dementia. pope francis arriving in jordan moments ago for a three day trip through the middle east. take a look at this. his itinerary includes stops in israel and palestine and hoping to appeal to all religions to work for peace. a point of contention for his security team the pope will not be traveling in his bullet proof pope mobile. instead the pontiff wants it use normal vehicles so he can be as close as possible.

staff members to handle all of the need they care. that doesn't jive with the numbers we know about the amount of money the v.a. has received. $150 billion. two fold increase from 2006. >> the funding is way up but the care is way down. we went to this web site at u.s.a. jobs.com and said we need more people. we are under stawfd. apparently not. if you go to this web site u.s.a. jobs.com, over 1,000 job openings available right now. >> let's go. let's hire them. >> aren't they trying to hire these people and recruit them more? 67 openings for v.a. physicians and 18 openings at the phoenix v.a. of course, that is where the first scandal erupted where allegedly 40 of our heroes were left to die there on these secret waiting lists. >> i didn't believe we are talking about this on memorial day weekend. >> it's sad. >> the other thing is why didn't they prepare? they knew we were fighting two wars, medical technology and even body armor

technology has advanced that we know these heroes are going to be coming home surviving and not dieing from their injuries, which is great. but that means there are more that need to be cared for. >> $150 billion they received in order to hire more doctors. so you had $150 billion that they received, but they didn't hire the more doctors. so you needed an extra 50% increase in the number of positions on staff to deal with the injuries. >> all from the vietnam war and speaking of that go down to a special event on the washington mall today. so why weren't we -- i have been talking about this particular story for 25, 30 years. >> really? >> v.a. hospitals not being, you know, no good care at v.a. hospitals, some of them. >> we hold up the veterans affairs and healthcare system under v.a. as a shining example of what we want, right? we always hear these stories about it. this is the type of care the regular americans should get like our veterans get it turns out that that's not the case. now in fact our nation's

veterans are not getting the same quality of care. state government records released this morning showing that illegal aliens, illegal immigrants in this country in pockets of the country are getting better care. >> covered better than vets. >> even though by law they are not supposed to be getting that money. >> if you look out in los angeles, for instance, in los angeles county they are about to increase the number of illegal immigrants getting care under an expansion of the healthcare system there. but, yet, veterans there are still backlogged waiting to get proper care. >> let's throw up some numbers. what do you say? >> let's do it. go to the big board. >> look at that. >> we have some uninsured illegal immigrants $4.3 billion per year for all levels of government. emergency medicaid $2 billion a year going to the care of illegal immigrants and covered by employer private insurance $2.85 million. >> priorities. >> you know michelle malkin

breaks this down interesting piece hot air the problem with kidney dialysis. getting old broken down kidney dialysis machines and they can't even get them up and running and yet brand kidney dialysis machines being brought in for care. >> this is one of these examples we have got to do something about this. good people in congress. we have got to do something about this. we have been saying we have got to do something about this with the veterans administration for years, decades and now it's going to take something like, this people dying to get something done. let's help. ridiculous. >> these men and women are putting themselves on the line for us and fighting for our freedoms and treated like this when they come home. condition contrast that with illegal immigrants that shouldn't be here in the first place. >> last year 36,000 convicted illegal immigrants, this is people from kidnappers and people who have been convicted of sexual assault and rapes and all these awful things, they are released and yet we have

does it no justice. i stand by everything that i say yesterday 10 fold. 100 fold. i do understand that to some degree there is a level of racism that we all have to overcome. and i get all of that. but that doesn't mean every single issue is race-related. sometimes it is about how you represent yourself. it is about how you present yourself. when i alluded to walking around with your pants hanging below your behind, that's just triteless and counter productive. when i talked about first words out of your mouth you know what i'm saying, no, i don't. you ain't said anything yet. we're not talking about having a command of the english language. instead you want a job and career. but you don't want to get your education and you don't want to go out there and pound that pavement. when you look at the guide p. diddy or ojay-z or whether it's lebron or d. wade. here is the reality of the situation, everybody can't

be them. they are special. when we talk about the american dream, you know who i think about? myself. queens, new york city, left back in the fourth grade, grew up fourth, the level of education that i had with the public school system. i ultimately graduate from high school. i go to a historically black institution like winston-salem state university. i graduate with honors. there is no journalism program. i still graduate with honors. i still beat out thousands of people to get an internship and i'm on national tv every day. get paid pretty well, i might add. and i'm thinking about the fact that where did i come from? this is the role, this is the road you have got to climb. >> wow! >> we know him very well in philadelphia where i work monday through friday i worked for the philadelphia enquirer for years. i watch him every day on first take. >> so weigh in. give us your thoughts this morning. talking about that much more on the show morning.

dr. martin handler sr. offering free cardiac care to veterans who are not getting it from the v.a. and hopes to inspire other doctors around the country to follow his lead. dr. handler joins me now to explain. good morning, thanks for being with us on "fox & friends." >> you are welcome. >> explain the need that you see from these veterans and why you decided to step up. >> it's the right thing to do. okay? why do -- why do people step forward to be voluntary firemen? why do people go to help at the world trade centered? both emergency personnel and civilians and run toward the problems? why do emergency personnel and civilians go to help at the boston bombing? it's the right thing to do. when it comes to the military, it's even more. these are our military professionals. these are the people who keep us safe. th best of care. >> yeah. and you have this valuable skill set so you are going to offer your cardiac care

to them free of charge if there is insurance, you will accept any form. if there is no insurance you are going to do it free of charge. which is amazing. how is this process going to work? >> all they need to do is if they feel in the local area that they are not getting the care, the timely care that they deserve, they just call the office and make an appointment. there is a kinship between the military professionals and the healthcare professionals. we do similar things. our lives are not at stake like the military. but we do similar things. nurses work so hard. and i believe that the medical professionals in the v.a. hospitals also want to help as much as possible. but they are hampered by bureaucracy just like we are hampered by bureaucracy. >> we have seen a lot of healthcare professionals talking about stepping up, even just normal civilians stepping up to volunteer and sit in waiting rooms and help veterans fill out their paperwork and try to cut

through all of the red tape. where do you see this going in the future? is this a temporary fix or is this something that needs to happen across the board forever and ever amen? >> what i'm trying to do is just a temporary fix, okay? just to help the military people that are on long waiting lines to try to get care across the country. i would like to get all the medical societies across the country involved in this. and so they could be the vehicle that physicians and other healthcare professionals can call to volunteer their services to the medical societies. but that's just a short-term. >> dr. handler, we have heard some commentators say this is just a precursor a sign of what's to come with obamacare when the government is running healthcare this is what it looks like. do you agree or not? >> well, you know, this should be -- they should put this out as an example of the best of care and not the worst of care. >> dr. handler, thank you so much for your time today. a great thing you are doing.

400 feet of another plane headed to mexico city. this is the third incident of a near crash just in the last month. well, between october of 2011 and september of 2012, over 4,000 cases where planes got too close to each other o, faa deemed 41 of those 4,000 to be high risk. so, what do you need to know if you are headed to the airport right now in the publish everywhere of jet wyandot come and fox news aviation analyst robert marks joins us right now. robert, welcome to the program here. it gives me no compel confidence. how many planes are in the air at any given time? >> thousands. easily thousands. they are all concentrated in the the major metropolitan areas, the new yorks, the chicagos, the atlantas, and tease usually where these accidents or near accidents happen. except that the one over hawaii was out in the middle of nowhere. >> so, what -- what is the

problem here? is it normally human error like they go left instead of right? >> pretty much. i mean, as long as we have z and this probably isn't going to make people feel incredibly safe but the system is relatively safe. it is. but as long as you have pilots that are humans and air traffic controllers that are humans, people are going to make mistakes. and luckily this one got caught before it got completely out of hand. but it was close. >> yeah. i noticed one of the airports said okay. we are not going to use this particular runway anymore. well, that just backs up, you know, the flights and then you have got delays and stuff like that. is there a solution? is there technology that we're not using properly? >> >> well, there is technology, of course, the aircraft have a system that alerts them to the fact that another aircraft is. >> alarm. >> exactly. i'm sure they saw that the one thing that really saved us though the other day is that the weather was really

good in houston. if the weather had been bad and both of these airplanes had been in the clouds, they might not have seen each other. and that would have been even worse. way worse. >> you know, just, the day before yesterday there was a big hailstorm in the philadelphia area and a plane coming in from orlando, actually the hail hit the plane and cracked the windshield of the cockpit. why would that plane even be allowed to land in a storm like that? >> well, that's one of those situations that's considered pilot judgment. and seriously, no pilot ever intentionally flies into that kind of thing. my guess is that it probably turned out to be way worse than they ever planned on, of course once you are in it and the windshield is cracked, the last thing you want to do is stay in the air. you want to get back down on the ground. >> people heading to the airport, what can i do as a passenger? just hold my breath? >> no, i will tell you something. you know what passengers can do. if we go back to an accident that was really awful here in the states about five years ago when that airplane

that pole there conducting to the water. unbelievable. unbelievable. tips we can take care of our own pools and hopefully public poles have. a pole maintained by a qualified technician. how do you know they are qualified and how often do they have to do it? t.? >> in this particular case there is no way a parent would have known whether or not there is frayed wires, corrosion or proper grounding of that pool. that's why it is so important to talk to a reputable, qualified pool technician. it's not just about throwing chemicals in the pool. it's about checking the wiring and making sure that pool is grounded properly. >> it is unbelievable when you think about it yes, many pools are are lighted so there is electricity sitting right next to all of this water. number two it on your list you say look for corroded or frayed wires. i would be 100 yards away from that pool. >> right. you can't do much about fixing it yourself. but if you see a lighting, you mentioned lighting, any

fixture, any liting source, electricity souter around a pool. water feathers, landscaping. if it looks like the water is frayed and showing. you really shouldn't be getting in that pool. certainly by all means reporting it to the owner/operator and making sure they get it ton othe list to get it fixed. >> i spent years as a lifeguard growing up and i know one important thing you can can do as a patient is to be your child's lifeguard. break that down for us. >> that video shows why. nobody cares about your child more than you do. >> right. >> so even if if there is a lifeguard on the scene, as good as they are, watch your children so you can react as quickly as those parents did down in florida. a drowning or an electrocution in this case can happen in seconds. a kid goes under quietly. it can be over. so you need to be on top of them quickly. >> let's be honest when you are a lifeguard at a pool and hundreds of kids swimming all around you, it's hard to have that many eyeballs on all of those kids at that moment.

perhaps honor those who have paid the ultimate sacrifice? >> well, i think as you know, the ceremony is hosted by the vietnam veterans memorial fund it's one generation of americans honoring the next generation of american veterans. and to do it at the vietnam memorial, which has really become a place of healing for the entire country is a great way to start to put the last 13 years of war behind us. >> yeah. there is going to be about 450 people reading these over 7,000. 7,000 people died since 9/11. what part will you have in this? are you going to read some names? >> yes, i actually asked do read the name from the sergeant of the 101st airborne division whose bracelet i wear sergeant first class. and he was killed in april of 2006 in anbar province when an improvised explosive

device hit his vehicle. i was given the bracelet by his wife, dana. to remind me of the human cost of war but also to remind me that every one of these servicemen and women that will we'll are remembering today has left loved ones behind. and of that almost 7,000 servicemen and women who died, they are left over 20,000 surviving family members we can never forget their sacrifices. >> we can never forget on this memorial day the sacrifices of those who returned from these wars and dealing with injuries, both mental and physical here at home. and, of course, the v.a. scandal has been on the minds of many of these veterans on this memorial day weekend, wondering why they are not getting the care that they deserve and need. what is your thought on this memorial day about what is is unfolding at the v.a. >> well, you know, we are appalled by the reports coming out of veterans administration. but having led a large

now. could you imagine how that might help the backlog? >> you've got to have bright minds. wouldn't they have the foresight, we are fighting two wars, body armor technology is so great they are coming home alive but in pieces. why didn't they hire them? why aren't they trying to recruit? >> 50% increase in the number of troops who need our help when they come back home. yet they only have about a 6% to 7% increase. >> think of all the baby boomers who served in vietnam. you knew they were getting to a certain age. why wasn't there more planning? we've been talking about

problems at the v.a., 30, 40, 50 years. something needs to be done but never gets done. maybe this will be the turning point to get something done. >> we heard from the president. we did have the press conference. a lot of people thought you were going to hear from the president, him saying i'm accepting the resignation of secretary shinseki. he said i still support him and many democrats are stand buying him, as well. >> is this the answer to get rid of this guy at the head of it? earlier we asked about this and he said i know eric shinseki. he's the right man to lead us out of this issue and out of this quagmire. is it the wrong move to get rid of him? what do you think at home?

well, for nearly two months u.s. marine sergeant has been sitting in a mexican jail because he made a wrong turn and crossed the border with three guns he legally owns here in the united states. the turn only marked by this little sign. the mexicoant military even made the same mistake. >> millions intentionally cross our borders with drugs, guns and more and the u.s. government says let them stay. how does this make sense? nice to see you, sir. what do you make of the time frame? been nearly two months since he crossed the border. can't the federal government pick up the phone and do anything about this? >> this underscores the problem. the mexican government in its judicial system still isn't up to modern standards. you know if this happened with

great to see you on the show. over the past few weeks, of course, you know the calls for his resignation getting louder and louder. you say he needs to stay. why? >> he certainly needs to stay unless somebody can give me the name of somebody who is going to do a better job. it just outrages me that you've got this lynch mob mentality, which i am not going to join to get shinseki. you're hearing cries from people on capitol hill, mostly democrats but republicans who know nothing about the v.a. and never served in our military. suddenly in an election year have discovered we have disabled veterans. they are calling for shinseki to go. you know what? they haven't bothered to check on how hard this guy has worked. is general shinseki perfect? there hasn't been a perfect man

shouldn't he be held accountable for that? >> certainly positive things have been done. he's been trying really hard to fix v.a. it's unfair to expect general shinseki in five years to overcome the results of a half century of neglect and underfunding, plus we've got a wave of aging vietnam vets who suddenly need care. veterans from recent wars have been kept alive by military medicine. in earlier wars they would have died. they require higher levels of care. the medical care itself is overwhelmingly very, very good. my vet friends are happy with that. the complaints are about the administrative side. that administrative side is a problem throughout the federal government because of protections for civil servants have gotten excessive. union regulations. procurement rules that don't let us buy good information technology. we can argue this back and forth forever. i believe general shinseki is the right man for this job at this time. give him more time. if you want to blame someone,
