11:18 am
scenario at this stage. and that is what communication, what direct communication can they establish with the suspected killer? we know he is alleged to have been armed. he was definitely armed in the falls township area with an ar-15 according to the spokesperson in falls township. we do not know what weapons he has with him at this stage, in this barricade situation. but all of those are the things law enforcement is trying to work out at the stage. >> falls is a town trust is directly southwest of trenton, new jersey which is where he is believed to be now and that home we are showing on the screen. i mentioned that unfortunately one of the people killed is taylor daniel she is 25 years old. andre gordon has two children
11:19 am
with her she is the mother of his two children. so unfortunately her mother i believe was shot and killed as well pray the grandmother of the children. there are other relatives i would imagine police are trying to get in contact with that is a direct link to who this guy is. what pete might've been thinking what might have been taking place leading up to today. >> arthel, you're absently right. what is critical right now is law enforcement to try to not only establish a rapport with gordon himself but to find out what relatives are friends that he is closely associated with. if there are those kind of individuals and we know that from what we have been told is that he has ties in the trenton, new jersey area. so if they can establish who he is associated with and who he is closely associated with who they

are going to try to use those individuals who try to help talk him out of that home, the barricade situation. the key to the whole barricade situation is patients patients can you make this 1.4 me succinctly. this guy andre gordon is 26 he is youngest pictures being flashed all over the tv screen. assuming his mother still alive i'm sure she is very concerned about the welfare of her child so she may indeed be cooperated with police is that a possibility? >> that is always a possibility. one of the things we must keepn mind is that while we are on the air right now andre gordon could very well be in front of a television or have access to a television where he is watching what we are saying at this immediate time.
11:21 am
and i would have to say if he is listening to us. if he is watching us we want him to come out and we want him to be safe and coming out we want him to let the hostages go. so it's very, very important for us to realize that. >> for d.c. a homicide detective ted williams as always thank you ted. >> that's a very good point made by ted williams joining us on the phone former fbi investigator bill daley. bill it seems a very volatile personal situation andre gordon homeless maybe he was kicked out by his family? this is retaliation? potentially against his family carboxylation philadelphia reporting he shot his 52-year-old stepmother, she is dead. she is the mother 25-year-old taylor daniels with whom he had two children also according to fox 29 is accused of allegedly shooting his 13-year-old sister.
11:22 am
how do hostage and gutters navigate this especially when you're dealing with such a heated family tie a personal relationship situation? >> eric, certainly as a situations are very difficult when someone is in a somewhat desperate situation. they say the training of hostage negotiators go through is one where personally they want to slow things down and they want to make sure it is much as they have the area confined can create a ring of security around that premise as we have seen earlier we remove people nearby adjacent properties who could fall into harms way or people in the same house like we have seen them doing already. the next thing they need to be doing is establishing contact much like ted williams said a few minutes ago. establish that contact but at the same time looking to find out what other elements of this person's life they need to put into focus. that would help them through the negotiation with him to help him come out and or release all the
11:23 am
hostages at the same time. it is a scenario hostage negotiators go through weather on the state, local or federal lever. whether they are preparing themselves for these type of situations. similarly i would say, at the same time is negotiators are working as there are hostage rescue personnel. people who can then look to perhaps go in and try to extract individuals should this issue situation become that desperate. the big thing is to slow the situation down get a grasp on what is happening establish the contact 's start to develop some type of rapport where they can hopefully get the hostages verse about identify how many there are and get them released and hopefully have him come out without any further bloodshed. eric: he is accused of taking whatever demons he has out on his family. and the family members.
11:24 am
how does the hostage negotiator try and establish the report you are talking about? the personal sense of sympathy or connection to calm things down? especially when you're dealing g with the hostage situation. >> not having been one but worked very closely with the number of very well-known hostage negotiators i can tell you building that report having them focus on the immediate issues of him being there with hostages as opposed to talking or being involved in whatever surrounding issues that preceded this art may occur after this incident but talking about what is happening currently at the moment. looking at the welfare of the hostages making sure they do not need medical attention if he needs any thing else that he needs to make the immediate moments where he is as comfortable as possible with him to be able to get into the negotiation strategy. at all really hinges on developing a personal relationship with the individual
11:25 am
and then working through myopathy looking at what's happening currently is supposed to blend it all together into what has happened and how desperate the situation is but remove that immediate stress and try to focus on getting him to come to some resolve. to come out and no he won't be harmed when he comes out he can then afford himself to the criminal justice system to adjudicate the issues. >> among the dead say police the mother of two of his children her mother as well as his 13-year-old sister according to fox 29 in philadelphia. that potentially could complicate the situation because often times and hostage situations you can rely on family members but it seems this type of case wasn't fueled by whatever emotions whatever issues there are with his family. >> it certainly seems so. obviously we do not know all the aspects of the motive. we do not know who the victims
11:26 am
are and piece together about this interpersonal relationship with them. and that's why they're chosen as victims. something had precipitated this. whether it was an issue that reached a boiling point that's inthisindividual to carry out te acts. and so at the same time police will probably want to know the relationship of these individuals were being held currently as the hostages for what their relationship is with him. also, similarly they would like to know what are the weapons at the same time the tobacco and firearms you can then search and find out whether he himself has any other weapons or other weapons in the home for that's very key to help negotiators deal with the situation. but also in the event hostage rescue personnel need to try to go in and extract the hostages, what else they may be up against should that occur? eric: finally it's the expertise
11:27 am
and the professionalism of law enforcement hostage negotiators is absolutely astounding. that they can talk to people, they can connect with them they can reach a personal level to try to calm this down and bring someone out. speak to that if you can. i have covered these hostage situations that will go on for hours, 10 or 12 hours it's a matter of that personal connection to try to finally end at thethese type of barricade situations peacefully. >> it is. we hope all of them ended peacefully. it is up to the job of the hostage negotiators to have that demeanor pay to have that sense of trying to have some connection could have that personal connection have somewhat of an empathetic connection with the individual to evoke some response so they can further ratchet the down and have them release the hostages and have him come out safely without further bloodshed.
11:28 am
this is a scenario hostage negotiation teams work on all of the time. they do work in concert with the backup of hostage rescue but you don't want to go that route if you possibly can. even with the best trained personnel whether on the state federal sometimes on the military level these type of situations can be extremely dangerous no matter how well-prepared you are. you want to negotiate it out you want to have the situation beat result as peacefully as possible and that is the focus going on currently as we speak with all the other elements we just spoke about in the background gathering information. putting this person into focus. understanding what other issues are out there driving him and understanding where the weapons he may have access to? works former fbi investigator bill daly thank you for your expertise and insight. the message to andre gordon, surrender, give up, walked out of the house peacefully. put any of your weapons down. we will continue our coverage in just a moment.

11:34 am
allegedly he has hostages. what could you tell us about this? >> is your prior guests the frame does so well the hostage negotiation team is now really the key. the people that do the stuff all day every day and in various circumstances they train for it. they are going to want to make contact with him. but what is really important and to take it maybe a little beyond wwill meet obvious to the audience is the intelligence you can gather not only about andre but the location. this is where the researchers some of whom are going to beat e uniform but many will be civilians you had to scramble on a saturday afternoon and get them in and hitting the databases. you are going to beat looking at things like prior 911 calls from that location he is in now. you are going to look at what those were like have the policeman in that house question mike what did they observe when they were there? look at the reporting that came from that location.
11:35 am
you want to see his social media footprint is there some clue there as to what set this off and what his mindset might be right now? in light of the factors definitely appears to be a domestic it goes to his estranged partner whom he had two children and comment with their some upcoming events that is something of a clue as to the motive? is there say a custody battle going on? is there a court date coming up something like that c might look into civil databases but you want as much context as you can you get that to the hostage negotiators because the most important thing for the hostage negotiator now is not so much what that says you do not want to set him off. he's in a volatile state of mind. >> note to clarify according to fox 2952-year-old woman that was shot and killed his his stepmother.

and again we know now as we look at our screen from pictures moments ago that andre gordon is believed to be barricaded in that home there in trenton, new jersey with hostages. but before he was isolated there, police canceled the st. patrick's day parade in the area. they were issued. so as of now of course you cannot bring back a parade at this point in of course the safety of everybody in the area is very important. you've got about 34000 people who live in falls township at alto again this guy has an barricaded himself in trenton, new jersey. that is directly southwest of trenton. there you have the geographical connection there. but we have been hearing again the parade has been canceled. but talk to me about the safety of the people in the immediate area. as they're concerned about that? >> there would be of course because the reporting is that he

had an assault weapon. assault weapon is very powerful especially in a residential area. they can go to the frames of houses like we see there on the screen. certainly the police have gone to the surrounding area. tthey realistically likely will have a vet evacuated the entire block. short of an executive order you are doing it voluntarily but most people want to hear the circumstances are more than happy to get out of there then they're going to set up a perimeter they have confirmed he is in there which is important that means everybody else can stand down. there is a lot going on that we don't see here. for instance back in pennsylvania by my count we have at least two major crime scenes even the area between those two locations are areas the police are going to have to scrub this goes into a retrospective investigation the detectives are scrambled they are looking for all of things you look at at a traditional crime scene. they are looking for shells from the bullets that were fired. may be video, et cetera but you
11:38 am
also have the car that went mobile into trenton and kudos to the original investigators in pennsylvania for teaching this up and away they were able this goes to the intelligence led policing that i was talking about they were able to tee up at the locations in trenton that he is familiar with that he may go too. he is reportedly homeless and that's not something necessary obvious they managed to get that point quick. the police were able to get a hole of him, isolate him, contain him and that comes from that sort of investigation they did a good job there but all of this stuff is going on behind the scenes which most important is your prior guests of said have saidkeep them isolated. keep him calm but the hostage negotiators what to do is engender in his mind something relative to the future. bill daley touched on it you do not want to look retrospectively you do not want to talk too much about what already occurred because we know as those of the triggering events that caused all of this.
11:39 am
what you need to find in making that connection with him is something that says there is a tomorrow. however thin that it is but it's a very delicate line you can't lie to him, they will know you cannot say look you're not in any trouble, not he's going to know and he knows he's in trouble he knows what he did he has i see maybe watching television right now is ted williams said you have to be honest, he had to gain trust and speak effectually. you have to make them understand there's no reason to continue this or commit any more violence there is a tomorrow and that's what you want him thinking so you can end this peacefully. arthel: basically if he is watching your sink listen it is bad but as bad as it is it does not have to get worse. >> and precisely. too really be blunt he made his points are right, that's done there's nothing irrevocable. but making it worse is not going to make your life any better. and at this point the best thing you can do is come out, face the
11:40 am
music and take it from there that's what the hostage negotiators are trying to get him -- germinate in his head. it does not have to be the end here. you get and this in a way that's beneficial to him we cannot change the past but there is a future and that is what you want him thinking that so important here. arthel: paul thank you very much standby force will you? >> will do. before joining cell congressmen who represent the district that encompasses falls town, pennsylvania. congressman brian fitzpatrick for it welcomes your district is just across the river the delaware river from trenton where andre gordon is now we are told barricaded in that house. your thoughts? there are several issues you have homelessness, potential domestic violence. and a long gun and weapons put together what turned out to be a tragic morning in your district. >> yes.
11:41 am
obviously they have him isolated. bush and unfortunately he has barricaded with hostages you've got really good professionals on scene both at the state and federal level that are trained hostage negotiators. it has to be pointed out they therein the hostage negotiatione right now as contrasted with hostage rescue. rescue comes when negotiations have failed and that requires a swat team to forcibly entered the residence which you never want to do because that puts the hostage is it even greater risk. but it is important to note that this is the st. patrick's day parade that i march in every year including this year this all went out about an hour before the parade was set to begin. those of us that gathered at this parade, the people there it's important to note people were still along the parade route. one of the two shooting locations is directly on this parade route.
11:42 am
disaster averted on that front. eric: how are authorities able to address that quickly and get the crowds ushered to safety? >> we have amazing police officers reporting very well among townships in monk bucks county and lower bucks county there is a massive response of the police departments they all had different assignments. some were charged with dispersing the parade route and will they actually responded to the scene. there are two different locations in both in the township. township. there's another thing to note thank god the people were able to survive inside these house these houses are very modestly sized is not a whole lot of places to hide. the fact some of these kids were able to successfully do that is a blessing too. >> quickset absently is there able to hide we are told tragically box 29 is

reporting in philadelphia reporting that andre gordon 13-year-old sister one of the victims of the three victims in this. a lot of law enforcement experience you worse u.s. united states attorney special supervisory agent for the fbi. can you talk a little bit about the issue of long guns and weapons. pennsylvania has a very strict gun law. they demand background checks and at domestic abuser laws. will these be something to look into? if andre gordon is homeless, how did he obtain a weapon of this type? >> our district attorney has got a full open investigation on this and we will get to the bottom of it. obviously andre gordon although was homeless was homeless in trenton, new jersey not in bucks county although he had obviously family members here. we are going to to the bottom of that. one would presume that weapon was acquired illegally.
11:44 am
we cannot be certain of that but we will assume them. all pieces of evidence seem to be traced back to argosy for the prosecution purposes to figure out where there's a break out in the system was the gun stolen or purchased? and if so by who? then you have potential to investigate. >> finally congress is where government and authorities, can the system address the issue of mental health? it seems the safety net is frayed and often too often these type of situations. whether or not it's homelessness and drug addiction and mental instability on the streets of our cities. what more can this country do to try to prevent these type of tragic incidents? >> is a great question. i cochaired the bipartisan mental health task force to congress. the reality is healthcare we talk about healthcare it is

pennsylvania earlier this morning. i want to bring it right now immediately danny colson. danny is important to the story at this point he is a founding commander of hostage rescue team. also a former deputy assistant there at the fbi. so danny, congressman fitzpatrick spoke with gary eric earlier this happened in his district he began his district but he mentioned right now we are in this stage of hostage negotiation versus hostage recovery. talk to us about that. >> well, hostage negotiation may lead to hostage recovery. one of the things you have to remember and this is really important is that this individual's probably listening as i talk right now. commentary on the hostage situation of hilary clinton's campaign campaign headquarters that individuals listen to me the whole time i was on which was like 45 minutes. we have to keep that in mind as you and i are talking today.
11:51 am
there's hostage negotiation and there's hostage recovery and i have done both. but the important thing here is to convince this young man today is not the day today. he has got a life it's a terrible situation you commented on earlier. but there is a reason for him to come out and they have to emphasize come on out, let's go. arthel: also clearly so, in your position you talk about health issues here. and we cannot ignore that. if you were considering what ever is ailing because of this to have led up to this moment, could you speak to that if you could? >> yes i can. one thing to remember to this man is totally exhausted. he has been running on is been e

for hours. up and down, up and down, up and down. it's a very stressful situation. so when negotiators know that they'll be trying to drag this thing out, slow it down fatigue will cause him to think about rational thoughts. when you are fired up you don't think about rationale you think about getting away from people. as soon as the adrenaline starts to subside and rational thought comes over you, what gives the negotiator and opportunity to say let's come out. talk to me. we have to give a lot of credit to this police department they have done a great job. they've isolated him, contained him, evacuated people that is excellent they are doing the right thing. and i hope this man comes out. >> because it listen, as we also have reports here he has been on

the house in trenton, new jersey area. this is clearly an attack on his family. so again, we see you andre. you have our attention you have police attention. i would imagine, danny, you would talk to him and again this does not have to end this way it is already bad but it does not have to get worse. so is it better if you are speaking to andre to have him come out sooner rather than later? what further would you say to him? i would not bring family members into talk to him. often times that is the source of conflicts. i would have them focus on the negotiator. it could be two, one, one or two or three but generally one. focus on that and focus on him. one i think you don't want to do is talk about the hostages.

he has to be the star in the show and i know that sounds kind of outrageous. but he is the star of the show. human life is important. even his life is very important. i certainly feel like that. the model of the hostage rescue team is to save live it's not to kill hostage takers it is to save lives that was our motto we have to focus on him. it is almost like counterintuitive. you have to treat him like a prudent person of importance you have to make them think the people he is talking to, the police are on his side. and i'm sorry. >> so i was just going to say at this point as you said he clearly had some trouble with his family. but again, we see you andre.
11:55 am
we see you. talk to police. like you said it is not a ploy. this is an earnest the police at this point what his life to be saved as well and this to end as peacefully as it can at this point. >> i am beginning to think you should be a negotiated everything you're saying is right on the market. that is exactly it. as i said earlier and i will repeat it he is the star here you have to get him an attachment to the negotiated your previous guests have said that. they have to have a way of developing a rapport with people they are probably the best talkers in the department. they like the people and they like doing things like this. i am a big fan of negotiators. negotiators did their job i didn't have to mine. they are very valuable and very
