in the side-by-side comparison, conditions in southern california are slightly improving. >> here's why there is a new sense of urgency. the department of water resources projects the state will lose 10% of its water supply by 2040. that's one of the reasons the governor is seeking other resources of water. he announced his plan to boost the water supply through water recycling, storage, and desalination. tara campbell has the story. >> really taking the salt -- >> governor newsom taking a tour and a sip of water at the antioch water treatment plant. announcing an aggressive plan to increase california's water supply. >> we are focusing on creating more supply. creating more water. we are focusing on more projects exactly like this here. >> the desalination of brackish water will provide drinking water to the city. >> will provide upwards of 30%

turbines in the u.s. >> wicking news and morgan hill. firefighters rescued a construction worker from a manhole. sky 7 was over the scene. the worker was paving the road when he fell into an open manhole. they estimate he felt about 20 feet. cruise got him out a short time ago, no word on the extent of his injuries. >> new developments regarding covid. the cdc is relaxing some of its guidelines. the health agency dropped the quarantine recommendation for people who come into close contact with an infected person. >> the cdc also says people no longer need to stay at least six feet apart. >> they also dropped the recommendation schools do routine daily testing. the cdc says practice can be reinstated during a surge in infections. local health agencies are on a quest to learn more about long covid. organizers will be calling residents who previously had

covid to ask about their experience. melanie woodrow has the story. >> charlie mccone is in his early 30's and has lived an active lifestyle. >> biking, tennis, hiker. >> until he got covid in march of 2020. he thought he was recovering, but life changed medically. >> it is completely unrecognizable. a nightmare. i got sick when i was 30, i'm now 32, i spent my 30's with this condition. >> he's a patient at the ucsf clinic for long covid. the department and san mateo county health are partnering with local community groups to learn more about long covid. mental symptoms that last long after the initial infection. dr. kim rhodes leading a large component in community engagement. common long covid symptoms include fatigue, shortness of breath, problems with concentration, depression, and anxiety. >> the coronavirus is called

novel because it is not something we have seen in human populations before. we don't know much about it. it's only been two and a half years. >> researchers want to know how common it is and how to prevent and treat it. researchers will call san francisco and san mateo county adult residents who had covid at least three months ago. some people who were previously interviewed will be asked to join a more detailed research study, lasting three to four years. researchers are especially interested in hearing from minority groups. >> black and brown communities have been disproportionately affected by covid. it would suggest a disproportionate impact of long covid in the same communities. >> she says everyone needs to understand the risks of long covid. >> by noon, a one in five chance for chronic health conditions with infection. i would have adjusted my behavior. >> melanie woodrow, abc7 news. >> san francisco plans to open a

second monkeypox vaccine walk in clinic this weekend. it will open saturday at kaiser permanente medical center on gary boulevard. you do not need to be a kaiser patient to get vaccinated. general hospitals monkeypox vaccine is still open and accepting walk-ins. the hours are 8:00 a.m. until noon tomorrow and 8:00 a.m. until 3:30 saturday. >> remember these images of flooding in a luxury san francisco high-rise forcing hundreds of residents to evacuate and find temporary housing? it seems it happens again. it is called 33 -- luz pena has the latest. >> it has been shut down for over two months. hundreds of residents have been displaced to hotels through san francisco. as they are waiting for the departments to get fixed, the second leak happened 20 hours ago.

it happened again. a water leak prompted the evacuation of construction workers fixing the building. and residents picking up belongings. >> we are in the units on the corner affected the most. from the top down, 35 to the first floor, our units are water damaged. 90%, 95% of our belongings are still in our apartment and we are not able to access it. >> she's one of over 600 residents who were evacuated two months ago after a pipe burst. 20,000 gallons of water, the equivalent of an entire swimming pool, cascaded through the building into elevator shafts and apartments. she was in her apartment over the weekend recovering some of her personal items. now they are discovering more than water damage. >> it is madness right now. we have missing items from our apartment, there are some late-night intruders coming in and being caught on cameras.

those lucky enough to have internet. >> in a statement, the real estate development and management firm that owns the building confirmed the latest incident took place at the same location as the original event and said in part "a small number of residents and construction workers were in the building at the time, and everyone exited safely. we are in the process of assessing the extent of the damage and cause." san francisco's department of building complaints. the latest one citing "there is water flowing in the elevator shafts. it is visible." supervisor matt dorsey demanding answers, suggesting a lawsuit from the city is not out of the question. >> it is extraordinary it happens once, but it is happening twice in three months, something is not being handled or managed well. >> as for stephanie and her

neighbors, despite the second water leak, they are still paying utilities. even though they haven't lived in the building since the first week of june. >> our utility bills are skyrocketing because they are using all of our individual outlets to have these fans blowing for several hours a day. >> several weeks ago, i spoke to the senior managing director who said residents may not be able to move back in until late this year or early 2023. after the latest water leak, many who still have their belongings inside the building are worried they will be displaced for much longer. in the newsroom, luz pena. >> in the east bay, new details about the deadly shooting investigation at the 24 hour fitness in brentwood. police have detained two people they believe were there during the shooting, though they are not calling those people suspects. there was a fight inside the gym near the basketball court around 2:00 a.m., it's built into the

parking lot where two people started shooting. a man in his 20's was killed. three additional people showed up at nearby hospitals with injuries from which they are expected to recover. one woman talked about the violence in a space where people feel safe. >> can't rent my head around it. i came to work out. finding out someone got shot. that is crazy. >> authorities believe it was an isolated incident and say there is not a threat to the greater community. >> a hearing wrapped up today to decide if scott peterson will get a new trial in the deaths of his wife and unborn child 20 years ago. his attorney said a juror in the original trial lied about a domestic violence question and it entitles him to a new trial. prosecutors dispute the claim. peterson was sentenced to death in 2004 for the murders. the judge has 90 days to decide if she will grant peterson a new trial. >> a man facing 10 felony counts

of sexual assault of a teenager at a park in cupertino. the registered sex offender was arrested. police claim the suspect met with a 15-year-old child on multiple occasions after they met on social media, a dating app. he admitted to engaging in sexual activity with three other children. they believe there may be more victims. anyone with information is asked to contact the santa clara county sheriff's office. >> mountain view police are asking for help to find three french bulldogs stolen. the dogs were taken from a home on el camino real. two of them were taken from the backyard. someone broke into the house to take the third dog. police also got a report of two men approaching a neighbor asking about their dog, which is also a french bulldog. investigators don't know if those men are suspects in the thefts. >> attorney general merrick garland speaks out for the first

>> abc 7 has obtained these bodycam video of the arrest of marshawn lynch in las vegas. the video shows him sleeping in the driver-side side of a ford mustang with the door open. the vehicle was damaged and missing the front tire. he smelled of alcohol and told officers the car was stolen. 15 minutes later, officers asked him to get out of the car. when he ignored, they pulled him out forcibly. he was arrested on suspicion of dui. >> the justice department asked a federal judge to unseal the warrant the fbi received to search president trump's florida

estate. attorney general merrick garland approved the move due to the substantial public interest in the case. if granted, a list of seized items will be released to the public. if the former president does an object. merrick garland also took aim at critics who attacked the fbi and justice department. some even calling for a civil war. >> i will not stand by silently when their integrity is unfairly attacked. the men and women of the fbi and justice department are dedicated, patriotic public servants. >> abc news has learned former president trump initially received a subpoena this past spring for documents. he reportedly took from the white house and failed to turn over to federal investigators. >> vice-president kamala harris in the bay area. she attended a roundtable on abortion rights in san francisco. she met with california's attorney general, state

our dry conditions not helping situation around the state for everyone. last week, you take a look at the drought. i want to point you to this area. the central valley. exceptional drought expanded. extreme drought shrink. the exceptional is over the central valley. it has gotten worse. in southern california and the sierra, the extreme drought shrink as they are getting monsoon moisture. no change in our drought monitor. still in the severe category. but a slight uptick in the severe category around the state. i want to point your attention to la nina. it continues. cooler than average water temperatures near the equatorial pacific. noaa came out with their update. 70% chance it continues through the winter. if it happens, it would be the third time with three la nina
