area, moving forward, finding solutions, this is abc7news. liz: now at 6:00, arrested and charged, what we're learning about the man accused of multiple explosions in the south bay as authorities described his home as an inactive meth lab. taking a live look outside, more rain expected to move through the bay area throughout the weekend. we are tracking that as well so good morning to all of you here on saturday, march 4. i am liz kreutz here with lisa argen. that's get to it, dry but more rain on the way. lisa: we will see a couple waves of rain today and tonight. as we look at live doppler 7, you can see it is far to the north but there are thunderstorms in the atmosphere and will be getting even colder. the winter weather advisory until tomorrow as well for the hills around st. helena. current numbers are milder with mid 40's for most of us. this is a level one system a couple hours away but sits offshore so the weekend will

the second nearly a month later on snow avenue at santa teresa boulevard. the suspect, peter caraset denied bail. amanda del castillo you has the details. amanda: 36-year-old peter, the man accused of having explosives in his family home on potomac courts, making his first court appearance friday. police linking him two explosions at two pg&e transformers not far from where he lived. this 21 page criminal complaint bringing to light a december 8 last of the damaged a transformer on thornwood drive outside of oakridge mall. the second happened january 5 on snow avenue at santa teresa boulevard where detectives noted damage to a nearby building including multiple broken windows. 1000 customers went without power. >> we are learning information day by day, hour-by-hour, and we will continue to learn more as the case comes together. amanda: detectives credit cellphone video, and police

surveillance tying to the scenes and leading to his home. >> we are going with our f.b.i. partners to have a broader scope of this investigation. we believe this is the only individual that we know of. amanda: a search of his own turned up a large amount of expose of materials and what they describe as an inactive meth lab. police say he admitted to using meth and feta mean as a replacement for adderall during the adderall shortage. additionally the complaint details the suspects interestrot and setting some off outside of his home. investigators say he also admitted to having a difficult time with the war between russia and ukraine because he has family in both countries. the motive is still not known. >> although these are current facts, they may change as the investigation progresses. amanda: cameras were not allowed in court but abc 7 was there as a public defender attempted to

a 16-year-old was stabbed by another student at montgomery high school 10 minutes away. police believe the stabbing happened during a confrontation between multiple students. now, they are demanding action from the school to prevent similar incidents. >> we have administration and staff members needing to care. they don't care. that is why my best friend got stabbed in the classroom, a place where we are supposed to feel safe. liz: the stabbing jaden and another student have been arrested. new developments in the ransomware attack that happened in oakland last month. the hacker group play is taking responsibility for the breach on city services data. according to sfgate, clay planned to release private documents that were obtained to the public. that includes passports, ids, documents, other personal information. officials say they are working with authorities to validate the group's claims. back to our storm coverage. the weather will dump more snow

on this -- on the sierra mountains this weekend. on top of that, the already above average snow could break the existing record set 40 years ago. the california department of water resources carried out the third sierra snow survey at phillips station near lake tahoe and managers found the snow depth was just over 116 inches. the water content was 41.5 inches. that puts the snowpack level at 177% of average. >> this snowpack rivals 1982 and 1983, which is the largest snowpack on record and the southern sierra is outpacing, still outpacing 1983. liz: last week's rain and snow boosted the numbers after a month long dry spell in january. -- in february. the next survey will be in april. we are seeing extreme conditions as well in san bernardino county where road closures are creating dangerous situations in the mountain. this video shows a trapped person sending out an sos saying

help us in the snow. roads have been closed between crestline and arrowhead because of the storm. cars were backed up all day friday as caltrans escorted residents and deliveries. some cars got stuck on the way up, which delayed things even more. one resident waited to get home to his wife, who is disabled. >> words don't describe it. my wife is up there alone. it has been stressful mentally. like aside, i haven't been home. liz: some homes in the areas had gas lines rupture. one home even exploded. officials say it may take up a week -- to melt the ice. this has allowed for east bay municipal utility district to end its 8% drought surcharge. the surcharge went into effect in july of last year and could -- year so it could cover expenses including supplemental water. the latest drought report shows alameda county is still abnormally dry.

this means customers must reduce water use by 10%. vice president kamala harris returned to the bay area on friday where she held day she met with san francisco mayor london breed as well as other leaders in chinatown. that is where she talked to abc7news an -- anchor dion lim about the success such as covid related hate and funding. >> they talk about the challenges of receiving appropriate funding and investment. what we are doing as an administration to strengthen community banks a way to strengthen the financial support and investment we can put into our small businesses. liz: harris was asked about the 2024 presidential election. she reiterated president biden intends to run for president again and if he does she will run beside him as vice president. as the vice president focuses on asian-american business owners during her visit, suzanne phan

liz: as part of the effort to battle the drug overdose crisis, more than a dozen local leaders are in new york city right now to get a look at the country's first sanction safe consumption site. san francisco is hoping to open three sites by the end of the year, but the city attorney is pumping the brakes, citing legal concerns. reporter tara campbell has the details from new york. tara: there are two safe consumption sites in new york city. one of them is right here behind me. both of them are operated by a profit called on point. >> we are putting in an oral or nasal airway, making sure the oxygen we pump in is getting to the right ice. tara: the pace is fast and purpose is clear, save lives and connect drug users to services they need, from treatment to medical care, a shower, and laundry. on point is home to the first safe consumption sites in the u.s. one location in harlem and the

other in washington heights. besides provide a place for people to use their drugs under the supervision of a medically trained professional. there, ready to reverse an overdose. and more than a dozen of san francisco's local leaders are taking note, from city supervisors to the san francisco fire department, public health, and the nonprofits hoping to operate safe consumption sites in san francisco. lydia princeton is the executive director of the new project. >> i think the thing that hit me the most is the amount of care and compassion here and amount of services offered that really need. that the people really need. so it is amazingly impressive and i just cannot wait to bring services like this to san francisco. >> has one of the nonprofits hoping to operate one of

the sites, what is your biggest take away from the operation here? >> i think the biggest take away is how intentionally everything is done, right? that this is not a fly-by-night operation. this operation is intentional, it is very skilled, and the people he'll really know what they are doing and are very intentional about how they are doing it. tara: since opening a year and a half ago, on point staff has overseen more than 55,000 drug injections or inhalations and reverse more than 700 overdoses. it has also connected more than 2200 people to treatment. now, another point of interest for this group from san francisco is what is happening on the streets outside of the safe consumption sites. how is impacting the local neighborhoods? they will be getting a look at that as well. in new york city, tara campbell, abc7news. liz: take a good look at those lights on the bay bridge the

that brings us anywhere from two to nine degrees milder since yesterday. there is a look at san jose, the rain moving -- ending after 1:00 in the south bay. it is a quick mover. the wet and windy weather come with the cold front within the cold front, area of low pressure, will hang to the north allowing for colder air to filter in sunday. chance of a thunderstorm. then the unsettled pattern to stay with us into monday and tuesday. with the mountains getting buried again, here's a look at 10:30 where the cold front wants to push through the north bay and moves quickly. by 1:30, we are looking at sun but cold, breezy conditions and snow on the higher elevations. hamilton, mount diablo likely, here is our second push of rain through the overnight hours. with that, more wind and into your sunday, it is blustery out there with spotty showers possible thunderstorms once again monday.

liz: as we all know, atm's are convenient but also a target for thieves. some use skimmers to steal your account number or stand nearby to rob customers. we have a new kind of atm fraud to tell you about. some chase bank customers told 7 on your side michael finney that thieves use the tap to pay feature plus ordinary glue to steal their money.

>> so i was using the atm machine on the right. michael: she shows how she got scammed at this atm machine. >> i went up to use my the machine on the right, and inserted my car, it did not work. michael: then a man in line offered advice. >> the man said you have the chip in your card, you can tap it. michael: so pamela tapped her card, this time it worked. she got her cash, thanked the man and walked off. >> the next morning i looked at my bank account. michael: to her shock, she saw three more withdraws from her account, $940 was gone. >> i said that guy scammed me last night at the atm machine. >> i didn't think anything of it. i thought he was using the atm. michael: the same thing happened to rob bell at the same atm. when the card reader didn't work, a man leaned in. >> the man said there's a

problem with the slots, you have to use the tap function. michael: so rob tapped his card, took his cash, and walked off. later, he found two accounts have been drained. 506 he five dollars gone. >> my initial reaction was i did not withdraw that much money. i have no need for $1000 cash. michael: justin sindelar tapped his apple watch at that atm and withdrew $40. later he found five more withdraws in a row. $960, gone. >> so i think someone walked up to the atm right after i used it and withdrew money from the account again. michael: victims complained to the bank manager. >> she said i reported this to the police, it is happening up and down the street. michael: the manager told pamela how the scam works. it starts with glue. >> they put glue in the card reader of the atm machines so you cannot use your cards. michael: so customers tap their card instead. and here's the trick when you

, tap, the account remains open for more transactions, unless the customer proactively logs out. some customers do not know this. but scammers do. they wait for the victim to leave, then walk up and continue making withdrawals on their account. all three victims filed a claim of fraud with chase bank and all three were denied. the bank said the customers authorized those withdrawals. >> and that is definitely not true. >> this is ridiculous. >> why would i do four separate transactions in a row? >> and they should have a picture of who actually did it. michael: victims said chase would not review surveillance video because the amounts were below so pamela filed her claim $5,000. again, and again, and again. chase finally replaced her money. after our inquiries, the bank refunded justin and rob too, telling us, when using an atm, be vigilant in protecting your

system for the weekend bringing rain, gusty winds, snow of the highest peaks and chance of thunderstorms. 8:00, spotty showers but for marin through the peninsula and highway 1 but here comes the cold front on the move at 10:00, pushing through the north bay. by noon time, it is almost out of the east bay and south bay will be hard-pressed to make it near 50. we will see another line of rain through tonight and you can see the bulk of the day, 1:00 this afternoon, a few isolated showers, it is dry, the winds will be pretty breezy with the of showers poised to move through late tonight. the first rain band coming through this morning is a cold, breezy day with more low snow levels. liz: thank you. a building in south lake tahoe was crushed by the weight of snow bank. this is before and this is what it looks like now. people are working to out roughly 12 feet of snow that has

fallen the past week. this as the next round of storms starts today. officials are warning people what the rain and snow will mean for the roads this weekend. they say travel to the area will be dangerous to impossible. another three to five feet of snow expected today. this morning, at least 10 people have been killed by powerful storms moving across the country. in texas you can see a flash of light through a funnel cloud there. this was one of at least seven tornadoes across the south and in 24 hours. in southern california in press line in the san bernardino mountains, first responders are working to clear roads from the snow. families say they are stranded and not able to leave their homes. >> these people, we don't have supplies to last seven to 10 days and certainly not [indiscernible] >> a few days ago we were standing on top of our cars shoveling them out but our road is to packed. liz: this video shows a long line of people who were able to leave their house to get food and supplies.

the judge presiding over the alex murdaugh double murder has -- murder trial has sentenced the once powerful lawyer to life in prison without parole. the disgraced former south carolina attorney will spend the rest of his life in prison for the murders of his wife and 22-year-old son. the jury took less than three hours to reach the guilty verdict. during a sentence hearing yesterday, he proclaimed his innocence and this is how the judge responded. >> it might not have been you. it might've been the monster you become when you take 40, 50, 60 opioid pills, maybe you become another person. liz: lawyers plan to appeal the decision. they say they have no -- today in oakland, the families of murder victims will address the homicide and violence that

they say have plagued the city. they have investigated 17 homicides this year. the families will hold a press conference alongside some violence prevention organizations. they are expected to address the firing of the former oakland police chief. armstrong filed a police chief -- filed an appeal. the reparation's task force wily who should get reparation's. they also focused on housing discrimination and over policing of black communities. public comment is open today from 9:00 until 10:00. the task force is scheduled to release its final report july 1. bernie sanders will be in the area tonight. -- bay are he will be talking about his

book in front of a theater in san jose. it is his only stop in northern california. the event is mostly sold out except for tickets in the front, which run $85. it includes a copy of his book "it's ok to be angry about capitalism." the event starts at 7:00. in nearly one month, california's masking rules are changing according to the department of health. starting april 3, masks will no longer be required at indoor , high-risk, and health care settings. those include health care, long-term care, emergency and wa wearing a mask in those settings will still be recommended however. also changing next mont,h the -- also changing next month, the state will no longer require health care workers to be vaccinated against covid. in 10 days, the state shortening isolation time. if you test positive, you only have to isolate for five days. not 10. as long as you do not have a fever and your symptoms are improving. still ahead on abc seven mornings, florida governor ron desantis will be in california

liz: here's a lie look from our mount tam camera. you can see how foggy it is this morning. no snow but snow has melted, but just a lot of fog. in southern california, i man is in custody after leading police on a wild chase and i one point the suspect appeared to be holding an assault rifle, shooting at police officers driving. >> he shooting, he's shooting, he's got a gun. that's an assault rifle. liz: he was a suspect in a carjacking before the chase. police said during the chase he crashed into another car but refused to stop. it ended at harbor city where

the driver as you saw struck a pole and try to take off on foot. he appeared to take another car but was quickly detained and was taken into custody. a year from tomorrow on march 5 20 24, it will be super tuesday. candidates and potential candidates are already ramping up their campaigns and that includes florida governor ron desantis who will be in california tomorrow. he will speak at the ronald reagan presidential library which is often seen as a launchpad for presidential candidates. this comes as a new poll shows desantis beating former president trump among california republican voters. you can see thunderstorms offshore here. we have a lot of cold air that will move in once again and it is all right here. the area of low pressure is going to hang out and send waves of energy our way. the heaviest rain will arrive today with a cold front and another line of rain tonight and then we see spotty showers after that. with the cold air, it is allowed the national weather service to issue a winter storm warning to the north around lake county and a winter weather advisory until sunday 4:00 for the cold air accumulating snow five to 10 inches that will happen in higher elevations. emil 10 and mount diablo as well, there are some angry looking peaks. 46 san francisco, 44 san jose, 40 eight half moon bay and the golden gate bridge where you can see the cloud cover. temperatures low 40's, the delta a bit of a breeze, 53 degrees, anywhere from four to six degrees milder with the cloud

cover and there is a look at mount tam. not likely to cease now but we will be looking at the cold air sticking around so it is a possibility as we get into the next several waves of moisture that move through the bay area. wet and windy, slight chance of a thunderstorm with every day as the cold air stays in place and we get sunshine. the unsettled pattern through tuesday and then the winter storm warning through monday in the sierra nevada. here is the first line of rain this morning. 10:30 crossing the north bay, the purples there and the white indicating sleet and snow pushes through the entire bay area by about 1:00 and then we are left with sun, breezy conditions, cold air, overnight there is another wave of rain, and that will allow for more wind and more accumulating rain. by the time we get into your sunday, it is light showers, they are isolated, but really this is going to be the pattern. if we get into later monday, into tuesday, with a few showers

around, possibility of a thunderstorm adding up to over an inch of rain for the north bay. the east bay and south bay upwards of .8, maybe .75 less in some spots, depends on where the rain falls if you get a thunderstorm but everyone will have breezy winds. this is that of the front, the southerly winds. then they shift to an onshore component but stay breezy through the afternoon. with the other wave of rain tonight come wind as well. there is a look at snow forecast, easy three feet for tahoe city, incline over two feet, and we could see five feet in some surrounding areas. highs today under the cold air mass after the front moves through, low 50's, breezy winds, another wave of rain tonight. overnight lows with the cloud cover will be in the low 40's and, into sunday, it will be sunny at times but that will not help us out. it will still be cold, and with
