10 one, san quentin, highway 80 heading into richmond. we are getting reports of flooding east of dublin. also around great and and sonoma county. we are getting reports of flooding as well. emeryville, oakland, berkeley noticing some moderate rain across the region. it is pretty much across the entire area. later rainfall from san francisco to daly city. in the south bay we are starting to see light rain some moderate rain across the santa cruz mountains. a strong level three storm. the atmospheric river of l'express stretching over a thousand miles aimed right at us. 7:00 tonight some pockets of downpours. this trend carries over it to :00 a.m. you will see pops of red. as we head toward your morning commute, 8:00 a.m. the focus is going to be from san francisco

east bay to the south bay. winds are gusting 42 miles per hour at woodacre. southerly winds running perpendicular to the bridges. it is going to be rough to get around for the evening commute. san jose right now, 39. flood watch out for the entire bay area until 10:00 a.m. sunday. excessive rain will lead to flooding. wind advisory until 4:00 p.m. tomorrow. here are the reports of storm related damage. we are seeing multiple reports from flooding to wind damage. there of smalls -- there are urban small strip flood advisories east of the bay area. expect more flooding, downed trees and the possible the of thunder. a weaker atmospheric river get here next week. i will be back with a look at the accuweather 7-day forecast.

>> evacuation orders have been issued prefer -- issued for parts of watsonville. in the santa cruz mountains people are bracing for the storm even though many are still trying to recover from the atmospheric river in january. zach fuentes is live in scotts valley. >> we just got an update from the santa cruz county sheriffs office an hour ago. they had 25 deputies in areas under evacuation warnings to let the residents know about the potential danger. many of those areas are the same ones that were flooded in january. we got to talk with some of the residence. some of them telling us they only got their breath a couple days ago. now they are facing a repeat of january's devastation. this felting grove neighborhood has been hampered by the constant stream of storms that has hit santa cruz county since the start of the year. the road in homes flooded by the nearby san lorenzo river. >> the last flood we had was seven years ago. this year, several floods which

is extremely unusual. >> much of the linundate homestn piles of the street. the cleanup is only just wrapping up. >> we have been working every week when we can since then. it is just starting right now to feel like it was before the storms. this is kind of discouraging to be facing it all over again. >> homeowner howard berman who we first visited in january has lived in his home for 14 years. he says the last atmospheric river was more brutal than he could've imagined and taught him hard lessons. >> we raised everything in preparation for the flood but we did not raise them high enough. the flood was a lot higher. the water was higher than we anticipated so we lost some things. a freezer. a generator. community santa cruz county officials say they continue to prepare for outcomes similar to january. >> we are not out of the woods with the winter storms. this is a big one.

we are looking at this as a big event. >> even prior to alerts county officials have told residents in some of the problem areas to make preparations to leave. information some like berman are willing to take. >> we are going to leave tonight and stay elsewhere and come back tomorrow. they are tired of dealing with storm impacts and are prepared to ride this one out at home. >> i am past the burnout part. i am in the acceptance part. >> the santa cruz county sheriffs office says they made contact with 1200 face-to-face to let them know about the back is. the people who were not home they say they left information. a lot of these are in unincorporated parts of santa cruz county hit hard earlier this year. we will continue to track the conditions throughout the bay area. >> thank you so much. the worst power outages right now are in the south bay. 2500 et any customers -- 2500

pg&e customers are in the dark. an outage affecting 600 san jose customers just popped up. nearly a thousand in pacifica are without power. >> it is tricky to be out on the roads. we are getting this live view of what it is like on the roadways. this is our photographer dean smith driving south on 280 through san mateo county. san carlos redwood city heading toward woodside. it is really coming down. it is treacherous driving conditions. visibility is not great. dean tells me it is windy. you cannot quite tell that from the live picture but he says it is quite gusty. he is just now passing edgewood road. thanks to dean smith for the live picture. we knew the storm was coming to our weather team told us that and people had a chance to repair. it's go live to ryan curry in lafayette to see helmut -- help people manage to get ready in the east bay.

>> a lot of people were able to enjoy the light rain that first came with the storm but as the day has gone on this rain has only intensified to what it is now which is a lot of rain coming down. this brings the threats in this neighborhood, the lumbering the neighborhood, of flooding as well as the possibility of mudslides. a quiet day at the lafayette reservoir as people tried getting in some quick exercise before the heavier rain arrives. >> i invited a couple people. there were like no. no rain. it is the most of a place to be. >> deborah shepard walks here every day was enjoying the early rain but even she knows these storms are not ones to take lightly. she has been prepared since the start of the year. >> having candles, electric battery-operated lights. we lost power off and on in this area a lot so we are ready for that every time. >> the neighborhood has seen

damage from recent storms. a home on cedar lane fell off its foundation in january. the damage is still there. officials red tagged the home next to it over fears it could fall. >> that one has been red tagged. the house next to it has been red tagged. in some ways as a precaution. christie says his crews have been going around the city daily to clear storm drains and assess roads and buildings that might fall. sandbags with shovels are available in fire stations for residents to use. christie says the storms make the ground less stable. and wet the strength goes down. >> the storm is behind winds to the east bay hills. first he says people who live on the hillside should be ready to evacuate if the storm gets worse. >> if you see in your property some sudden change in

topography that would indicate something is moving, take action . for your own safety. be aware of that. >> christie he advises residents to make sure your foundations are fortified. in the east bay pittsbu closed all of its public parks for the foreseeable future. they cited possible safety hazards at their parks for the reasons why. >> thank you. >> let's take a quick look at the impact the storm is having on the bay area. muir woods is closed today and tomorrow. the oakland zoo decided it would not open today. it has already announced it will not open tomorrow. lake observatory atop mount hamilton a shutdown because of a record amount of snow. >> on the peninsul enjoying the storm.

the high winds are a chance to catch some air. we found these kite surfers at half moon bay. the winds help power their boards across the open water alongside the jetty. they got some pretty good rides today. >> in the north bay we found first responders preparing for the worst. the sonoma county fire district is up staffing for the storm opening its district operations center to help monitor trouble spots. crews pulled water rescue crafts out of storage just in case they are needed. state what officials expect the upper russian river to flood tomorrow into saturday. >> our big message to people is if you don't have to be out don't be out. don't drive through standing water appeared you don't know how deep it is. >>m across f igers rain and rescues pretty some crew schedule to take part in the training hadfor th te stoorm. >> in san francisco a lot of people loaded up on sandbags before the heaviest rain arrived. suzanne phan is live with that part of our coverage. >> we are along the embarcadero

tonight where right now it is light rain that is falling. very different from about an hour ago. across the city of san francisco we saw people gearing up bracing themselves for the possibility of flooding. with more rain coming down across san francisco many people have been scrambling to get sandbags. at the san francisco public works service yard at kansas and marin, we bumped into a little park. >> i just found out they were giving up for sandbags. >> following the new year's eve storm her place on 14th street the mission district flooded. >> it got into about eight inches so we had to replace all our furniture, appliances, our whole garage was flooded. >> showed -- so she is not taking any chances this time. >> this time we're just trying to get prepared. >> there were plenty of others lined up to fill their vehicle with sandbags just in case. >> we have the storm drain at this deep end of a deep driveway

that leads into our garage. if it backs up our garages flooded. >> in the mission district held up and 14th street flooded in january. > nine hours pumping water out of here. what we had here was not rainwater. what we had was sewage water. >> the owner said he had six to seven inches of water inside his business. that did about $100,000 of damage to his upholstery store. inns always does not want that to happen again. >> we bill another wooden barrier that is here that is suctioned down with some bags that are here. francisco public utilities commission put up these temporary flood barriers wednesday night. a spokesperson tells us crews are stationed around the clock to monitor the barriers, help neighbors get to their homes and businesses and to manage storm drains. sf public works says there street cleaning crews and cleaning crews need to be ready for possible disruptions because of the storm. >> needs to be some patients

weekend is what everyone is concerned about. the city of south lake tahoe on high alert as the atmospheric river is bringing the basin a double threat. severe flooding atop near record snowfall. >> this is historic. there are some areas that have massive mounds of snow. >> the south lake tahoe battalion chief and fire marshal kim george says her crews are worried the heavyweight for -- heavy rainfall could collapse rubes and structures pretty -- could collapse roofs structures. >> with the amount of snow load and wait sitting on roofs we have significant concerns coming up with loops and all the rain. >> kathy is already living through it. racing -- packing up sandbags and bracing for the worst. i have >> been wanting to get out of town for a while. we have had a long winter as it was. enough. uncle. >> a new reality sitting in for ashley. >> we moved here in october.

this is our first winter here. >> first winter. what a welcome. her first winter and her roof is already leaking. backside so the upper side. just wanted to have some back there in case the water gets too high. a little overwhelmed. >> overwhelmed a common theme across the basin as snow totals are reaching levels not seen since the 1950's and 1970's. 8 we keep taking out but we feel at some point something has to give. people who have been here for a long time have said this is more snow than they have ever seen. they have lived here for 20 years. it is more than they have ever seen. >> the community rallying together. >> we have activated our emergency operation center so we are poised and writerly coordinating with our partner agencies, local, state, federal agencies to make sure we are able to efficiently respond to anything that occurs.

>> a winter storm warning in effect for this year is bringing two to eight feet to the mountains. for those who want to come out and ski this week and what would you tell them? ski. we are in a state of disaster so it is not going to be ideal. >> listen to the chief. not ideal nor safe. the storm prompting several resort closures including heavenly in south lake tahoe as well as kirkwood and northstar. we are told several other closures are coming. but a good weekend to be on the slopes. not a good weekend to be outside or tripoli. -- or troubling. >> so what's the inside. hope you can get a break from being outside. >> this is going to be a long several hours as the storm continues to dump a lot of rain here and snow in the sierra. >> we are tracking it here. sandhya patel. >> it is dumping in the

mountains. you saw stephanie standing in the middle of the snow. this is from town nevada lodge. you can see this -- the snow coming down. we are getting rain at the tahoe valley airport. blue canyon reporting snow. chain controls on all roads leading to the mountains. not a good idea to try this though. have an avalanche warning for the central sierra. heading into the weekend high of alleged failure. winter storm warning until sunday at 10:00 a.m.. the heaviest at 7000 feet. gusts to 80 miles per hour means it is going to be treacherous to get up there. live doppler 7 showing you widespread rain across the bay area. right around fairfield as you will notice cordelia, suisun valley road we are seen moderate to heavy rain. there is a flood advisory until tomorrow morning for solano county. a flood advisory got issued for sonoma county until 9:45 tonight.

small streams and creeks seeing rapid rises. watch out if you live near a creek or a stream. get ready to evacuate if you need to especially for the rivers. like the felton river. upla, ndrussian riold redwood h. you are seeing some heavier rain from san francisco heading down the peninsula. like to moderate rain. we are going to track the moisture coming off the coast. and into redwood city at 6:50 to 7:00 p.m. don't be surprised if you hear rain coming down hard. it is steady but not quite as heavy right now. live views from our tower camera show you the poor visibility, slippery roads. give yourself extra time if you need to go somewhere. you can see the poor visibility. stormy weather tonight through tomorrow morning. showers continue this weekend. our next storm arrives early next week. weaker than what we are experiencing now.

as we check out our exclusive abc7news impact scale. it is a strong storm for tonight and tomorrow morning. downpours, gusty winds, flooding. chance of thunder. all of those are hazards as we head through tonight and tomorrow morning. southerly when 7:00 gusting over 50 miles per hour in half moon bay. place like san rafael, oakland, away from the coast going to continue to experience strong with -- strong gusty winds at 11:00 p.m. it is still windy. we go hour-by-hour to the timeline. widespread rain. pockets of downpours at 7:00. this is a steady stream of moisture that is going to keep going. 3:00 a.m. you see some heavier rainfall across parts of the south bay. the focus of this atmospheric river begins to shift at 8:00 a.m. north bay is getting a breather. the rest of you are not. it is going to be intense at 11:00 a.m. as well.

for the afternoon and evening commute scattered showers, lights a moderate in intensity but still the moisture played continues to go on for saturday evening into sunday. perfect time to watch the oscars here on abc seven news. stay safe if you can. when you look at the rainfall totals sunday night many of you are going be in the inch and a half to two and a half, three inch category but when you look at the santa cruz mountains bedlam it is over four and half inches but some of the santa cruz mountain locations will pick up six to eight inches of rain just why the threat for mudslide wet and windy for parts of the bay area. tomorrow afternoon, scattered showers. a look at the accuweather 7-day forecast. a stormy start for your friday. as we head into your weekend ther and enjoy a little bit of dry weather here and there. scattered showers.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> the colors of the that is what you are seeing on live doppler 7. the storm rinks three on the abc7news impact scale. that means it is a strong storm and it is keeping sandhya patel very busy. >> where is the storm hitting hardest now? it is across many parts of the bay area. pockets of heavy rain right now. let's look at the exploratorium camera. you will be standing in san francisco thinking it is not that bad. you see those oranges and yellows? there are pockets of heavier rain. first in the north bay where we are sitting between penn grove and towards sonoma, rohnert park some very intense rain. rainfall rates about three

quarters of an inch per hour. as we head down the peninsula we are seeing moderate to heavy rain across the region from san mateo to foster city. burlingame, half moon bay heading into woodside. 280, it is a rough commute if you do have to commute. santa cruz mountains. boulder creek hitting -- boulder creek getting hit. later rain around san jose. santa clara west. the east bay you will notice it is steady but like to moderate across concord and antioch. a flood advisory for not just sonoma county, solano county but sonoma county. this is due to minor roadway flooding. creeks and streams flooding. a strong level 3 storm and it will continue to come down hard toward not just the rain but the wind as well. the intensity of the rain continues going into tomorrow morning before the system begins to wind down but it is not done. a look at the we can forecast

coming up. >> more than half the bay areas counties are under a state of emergency as declared by the governor. they are highlighted in red. napa, san francisco, san mateo, santa cruz and sonoma. the declaration helps mobilize emergency staff prioritized response the california national guard has also been activated. it is all hands on deck in san jose to make sure all people are prepared. dustin dorsey explains how the community can prevent flooding with a simple call. >> this is met with the city. i'm just hanging out in our 311 call center. >> when it comes with the city of san jose's response to storm preparations the mayor is taking a hands-on approach. >> you say it is :00 storm drain. tell me where it is. >> to celebrate 311 day the mayor popped on a headset to answer calls for nonemergency service in the city. then he was dispatched into the

field to help crews on their various calls including help cleanup gutters and storm dreams with another storm setting in the region. >> as residency trees and branches down and see storm drains backing up or the things that don't look right, 311 is a great ac the city once residento know how easy it is to use. he can call 311 or visit the website or apt to report where there is a problem and what needs to be solved. the crew will be sent out to the location to take action. reporting storm drain cleanup -- storm drink cleanup on 311 is a big help to prevent flooding. >> we have gone through and cleaned those out many 23 times to all the rain this season. we have crews monitor calls from residents right now. in their free time if they have any their clearing leaves and other debris. >> critical work during what is expected to be a serious storm. the governor declared a state of emergency for santa clara county. while san jose leaders say their own state of emergency is on
