than it is. but we are ten degrees warmer than we were yesterday at this hour and a live look outside plan on the upper 50s to 60 to start out noontime. we're already in the low to mid 60s with low to mid 70s for highs this afternoon with less wind late in the day. >> gloria good morning lisa. good morning everyone at home and happy friday to you. we're seeing a lot lighter traffic today on this friday as we usually see. so if you look at our map here of the roads in the bay area, a lot of green, not too much red, which of course means backups. however, we are seeing in oakland a downed tree. this is on eastbound 580 before golf links road and right now at least two lanes are blocked. because of this. so the backup right now is from keller avenue and so the speeds are down about ten miles per hour in this area. and a live look at our bay bridge toll plaza camera. you can see traffic is flowing nicely. the lights are on, but there are no delays right now. reggie laurie thank you. >> happening tonight, a major

construction project begins in the east bay. it will close up a big part of highway of the highway for the entire saint patrick's day weekend. abc seven news reporter ryan curry is live in pleasanton with what you should know before you head out for your weekend plans. ryan >> yeah, reggie. good morning. this plan, this was in the plan for a while, but they had to delay it several times this winter due to the rain they saw in january. and february. but now the plan is go ahead. there's no rain in the forecast this weekend. so that means this road will be closed. so here's what's going to look like starting 9 p.m. tonight. the road will be closed. starting at the 580 junction down to koopman road. that's about nine miles of road that will be closed if you're going to the south bay from the east bay. 880 is going to be the best detour. if you are coming from the east, such as tracy, highway 84 will be the best way that will connect you back to 680. pastor. all the closures are caltrans says this is part of a road improvement effort to improve 680 the work, they say, will repair deteriorating roads in this

section, making it safer for drivers. they tried to get this done on mlk day weekend at first, but that rain stopped him. this is now a big closure, so caltrans is asking people to be prepared. >> we understand that this closure is going to impact the traveling public, and we are grateful to the traveling public for your patience. >> and one thing about it is we are rehabilitating dilapidated pavement. i think folks are very aware of the state of things on southbound 680, and how much of an improvement this is going to be. >> now, caltrans did mention this is being done a full year ahead of schedule. a closing it during the weekend prevents them from doing it at the nighttime. meaning and nighttime closures, they say, would have taken seven months. now, if you're also going to dublin this weekend for the saint patrick's day festivities, just know that these closures are not going to

impact you. good news there. all of them are happening south of the city. so any off ramp going into dublin, you're going to be okay using that. but for these closures, just be mindful of them. give yourself extra time and it will reopen before the morning commute on monday. for now. reporting live in pleasanton. ryan curry abc seven news. all right. >> thank you ryan. cameras to catch speeding drivers are coming to san francisco and san francisco and we now know where sftt sfmta is planning to put them. there will be a total of 33 across all 11 districts in the city. and if you look at this map, you'll see where they are. each district will get at least two cameras. they are the locations. they're marked with the red pins. once they go up, the cameras will snap photos of your car. if you're driving 11 miles an hour or more over the speed limit. now the lowest fine is 50 bucks, but the fines increase the faster you're going. there is mixed reaction from pedestrians, bikers and drivers. >> i'm totally down for the speed cameras. i think the

drivers are a little psycho on this street. >> like i understand it, but you know, the city's already expensive. it's just. and you feel like this is just milking us for money. yeah, milking us for money. >> sfmta says the fines will go toward traffic improvements around the city. the cameras are expected to go up by early 2025. if you want to see if there will be cameras in your neighborhood, we posted the full list of the intersections on our website, abc seven news.com. >> the san francisco exodus that we talked about for so long appears to be over new census data shows people are coming back. so take a look at this graph from the census bureau. that huge dip in the population happened during the early part of the pandemic, but now you can see we've not only made up for it, but we've actually gone up, not by a lot, but by about 1200 people. from july of 2022 to july of 2023. that's 0.15. the public policy institute of california tells abc seven news. part of that has to do with jobs

. >> employers are being a little bit fussier in some cases about people showing up in person at least a few days a week. and i think that's drawing people back to california because the dynamic and high paying jobs, especially in the bay area, are still here. >> real estate experts say the city needs to build more affordable housing for people to stay. >> this morning we are getting reaction to a story we first told you about yesterday at 6 a.m. it involves a lawsuit just filed against the city of san francisco demanding changes in the tenderloin neighborhood. this lawsuit was filed by five residents and two businesses who say the city is allowing illegal drug activity to take place there. court filings say the area is unsafe. sidewalks are filled with encampments, and they are inaccessible for people to walk on due to the drug use and clutter. residents in the lawsuit have asked to remain anonymous, but the attorney representing them says one of the residents, a mother of two, documented being threatened with knives and hammers outside of

her home that are at their wits end because the city has treated their neighborhood as a containment zone for narcotics activity. >> and all the problems associated with that. >> the city has since responded to the lawsuit, saying they are, quote, making efforts to reduce crime and disrupt open air drug markets. >> your voice, your vote. the biden-harris ticket is out in full force on the campaign trail, visiting every battleground state after last week's state of the union address. >> abc news special report. >> good morning. i'm wade johnson in new york, and we're coming on the air right now because there has been a major ruling in georgia's election interference case against donald trump and 14 other co-defendants . judge scott mcafee has just ruled fulton county district attorney fani willis can remain on the case. so let's get right to our senior investigative correspondent, aaron katersky, because, aaron, the way the judge laid this out here, there are multiple options to work with. >> there are with because he did

not totally clear the district attorney here in fulton county from the whiff of impropriety. but he said donald trump and some of his co-defendants failed to show that there was an actual conflict of interest posed by her relationship with another member of the prosecution team, nathan wade, whom she hired to help run the case. but he did say there was an appearance of impropriety. and so while disqualification was not necessary, the judge did give options. the decision says the district attorney may choose to step aside along with the entirety of her office or she can let nathan wade go. and the case can continue. so whit the ball is now in fani willis court to decide how to proceed. >> all right, aaron, stand by. let's bring in olivia rubin, our investigative reporter. and, olivia, i know you've been following this closely. of course, the appearance of impropriety. this is exactly what trump's attorneys and the attorneys of the other

co-defendants were trying to lay out. >> it's exactly what donald trump's attorney, steve sadow, and many of the other defense attorneys told the judge should be enough to remove her from the case. they said that there is enough in georgia law that should mean that an appearance of a conflict should get her kicked off, but that is exactly what the da argued against telling the judge immediately after we saw all of those, you know, high stakes evidentiary hearings saying that there is no case law, that just an appearance of conflict should lead to a disqualification, and urged the judge, really, really, in this, i think it was a 17 page filing saying there must be an actual conflict of interest. and as we just heard from aaron, the judge ultimately found that there was no actual conflict of interest, that the trips that they took together, that the money that was paid by nathan white's card member fani willis said she paid that back in cash, that she had no financial benefit. and that should dispel any idea that she had a

financial stake in keeping the case going. so when the judge heard that, it seems that that seemed to dispel any notion that she had any sort of personal stake here. and i think it's likely that we're going to hear from the da that this is a win for her case. i think it's not a, you know, the worst outcome that nathan wade, which is likely the option that they're going to choose, is going to have to step aside because the case will continue forward. fani willis can continue forward and it does not have to get tied up now by this outside body. having to pick an entirely new team to come in and pick up the case, probably delaying it indefinitely. so that has been avoided today. if they take the option of nathan wade with. >> and of course, the attorneys for trump and the co-defendants were actually seeking to disqualify willis. so now we have these options to work with. let's bring in chris timmons, our abc news legal contributor, former georgia prosecutor and chris, so, so where does fani willis go from here in making this decision? >> i mean, i think it's a no

brainer. i think nathan wade, you know, resigns. i think he filed some sort of document that says it in the best interest of the case. he's not moving forward with the case. he's going to he's going to step down. now. fani willis is somebody who is a little bit of a maverick. she's somebody who kind of forges her own path. so there is a slight possibility that she decides to challenge this ruling. but if she's smart and she is very smart, she'll let nathan wade step aside and she'll continue with the rest of the office. they've got a deep bench in fulton county. they've got plenty of prosecutors who are capable of stepping into his shoes. she could bring in another special prosecutor, but this looks like a win for the state. just as olivia said with. >> all right, so let's bring in brian buchmeyer, our legal contributor and trial attorney. and brian, just looking at this from the trump and the co-defendants perspective, what is the perception of all this do? and is there more opportunity for delay, which is what they want. >> yeah. well i think there is a good perception here that while it ultimately is a win for the

prosecution here, the judge did give them a bit of an olive branch to say the appearance of impropriety or conflict did seem to exist, and it might create an opportunity for them to appeal and say, you know, what the judge made an incorrect stance of applying the wrong standard. the standard of being actual conflict rather than the appearance of it. and they can ask a higher court to evaluate this case and take the judge's ultimate finding of an appearance of conflict and say that should have been the ruling. take his understanding of what the evidence was and come to a different conclusion, and that could create a further delay. >> uh- brian, thank you so much. let's go back to aaron katersky, because, aaron, i know you're sort of digging into this this decision from the judge here. and what more did the judge say about this appearance of impropriety? >> yeah, we're even though fani willis is allowed to stay on the case if she gets rid of nathan wade as a special prosecutor, the decision is really unkind to

her. the judge writing that an outsider could reasonably think that the district attorney is not exercising her independent professional judgment totally free of any compromising influences and also left unresolved, the judge said, is the issue of when her romantic relationship with nathan wade started and the defense attorneys believed she hired her boyfriend, that they were dating before she brought wade on to the prosecutor team. she denied that pretty forcefully. but still, the judge's decision said neither side was able to conclusively establish a preponderance of the evidence. when the relationship evolved into a romantic one. however with the decision says an odor of mendacity remains, meaning he seems to doubt whether fani willis and nathan wade were being fully truthful in their testimony. she. >> all right, aaron katersky, thank you. let's go back to olivia rubin. olivia, i understand you're getting more reaction to this. >> we are. i'm just texting

right now with a couple sources down there wet. and there's one on the defense side who was already starting to hint at an appeal for this ruling. the initial reaction is saying they feel that the judge, quote, bent over backwards to protect the da. with this ruling. of course, not necessarily any evidence of that in the actual ruling, but that is the sentiment on the side of the defendants here who fought for two months as part of this effort to get the district attorney disqualified and already hinting at an appeal, saying we will need to wait and see what the appellate court chooses to decide, which of course it will kick off another sort of entire legal issue as part of this effort, and as i'm sure chris timmons will tell you, you know, there is a question about what happens to the case on appeal. does it get stayed again, which could feed right back into donald trump's goal of this case, which is to delay, delay, delay. so already talk of an appeal on the ground in georgia just moments after this ruling hit with olivia. >> thanks so much. let's bring

in john santucci, our executive editorial producer. and john, as olivia pointed to there of course, the timing is the big question. here we are in an election year. former president donald trump is now the republican nominee. and all four of these criminal cases now dealing with delays, possibly. yeah. >> you really can't make this storyline up if you try to it. it's remarkable. every case donald trump faces right now, the news just yesterday, the prosecutors in manhattan are now looking for a 30 day delay in that case that was supposed to begin later this month on march 25th, but now in fulton county. and what i know, olivia has spoken to several sources and defense attorneys. i've spoken to attorneys for former president donald trump. they are reading this ruling right now, and i can tell you it that as olivia just reported, the same for team trump, they are looking at ways to appeal this case. because, look, if nathan wade steps aside as this ruling from judge mcafee says the case can go on, that is not what team trump or any of the other 19 total defendants wanted here. they want this to go away. so how do they get this to go away?

they have an appeal. look at another case right now just for our viewers at home. and stay with me. if we head to the federal cases right now, look at what team trump has been successful doing in the january 6th efforts to overturn the election case brought by special counsel jack smith. they have delayed that case by appealing it to the u.s. supreme court. so here in georgia, obviously, we're at a state level. the goal for team trump get this to the georgia state court of appeals, get another delay because the moment, though, there is no trial date set in stone in georgia, wit the proposed date is august. that is terribly close for team trump to november. >> john santucci, our thanks to you and the entire team on this. again, the breaking news right now. a georgia judge ruling da fani willis can remain on that case out of georgia for now. we do want to return you to regular programing for some people in some parts of the country. that's good morning america. of course, our coverage continues on abc news live and abc news.com. and i'll be right back

at sfo yesterday with a hydraulic leak. according to the chronicle, the flight from dallas landed safely as emergency vehicles stood by as a precaution. the airline tells the newspaper a small amount of smoke was observed around the landing gear, but united says this is routine and is often caused when hydraulic fluid comes in contact with brakes. thankfully no one was hurt. new details about a scary mid-air incident from australia to new zealand. a cockpit error may

know about it. hey, ryan. >> yeah. hi, kumasi. good morning. happy friday. traffic moving very steadily right now, but in just over 12 hours from now, it will be shut down throughout the weekend, causing some major detours that have to get put in place for anybody in this area. so here's what it's going to look like. anybody going towards the south bay from the east bay 880 is going to be your best detour. the road will be closed from the 580 junction down to koopman road. if you're coming from the east, such as tracy, highway 84 will connect you back to southbound 680. past the closures, it's part of a repaving effort from caltrans to make 680 safer for drivers. this was originally planned for mlk day weekend, but the rain pushed it back to february. they tried doing it again in february, but the rain also pushed it back. now to march. good news now there is no rain in the forecast this weekend so they're able to proceed with this project this weekend. >> closure shrinks an entire

three months of nighttime closures into one weekend, and by doing the weekend closures this way, we have moved our schedule ahead a whole year. so instead of 2025, by spring of this year, folks will be enjoying a much smoother ride on i-680 in the area. >> that's the key. caltrans says it would have taken months. have they had to do this over the course of the nighttime closures? but one thing you got to make a note on, you got to give yourself some extra time. really plan ahead for some of these closures, because it is going to be a major detour for anybody who is trying to get to san jose or anywhere in the south bay. but good news, though, if you're going to dublin for the saint patrick's day festivities on sunday, none of these closures are going to be impacting that. all of the off ramps and on ramps going into dublin, those are going to stay open. if you're going further south, that's when you have to be aware of the detours. they will reopen on monday

before the morning commutes for now. live in pleasanton. >> ryan curry abc seven news ryan, thank you. school board members have halted their plan to shut down an east san jose middle school. during school board meeting last night, officials put a pause on cutting grades six through eighth of aptitude community academy at goss. many upset parents spoke at the meeting, saying the closure will hurt the school and the community it serves. >> the district only explains to us that our children are just a number as parents, we know that our children are not only numbers there tomorrow for the future. >> alum rock union school district superintendent says the school is unsustainable. >> while it has a very low enrollment currently. and so if we don't do anything right now in 3 to 4 years, we will be considering closing the entire school, the school board and city staff now have to come up. >> i have 60 days, i should say, to come up with a revised budget or alternative plan. school closures are more likely within the san francisco unified and

oakland unified school districts. >> officials in both districts say they are. they're already dire fiscal outlooks are now worse, and they don't see a path forward that does not include school closures. sfusd already has a list of schools that it's planning to close by 2025, according to the chronicle. ousd is scheduled to vote later this month to begin the process in 2025. you may remember it was just last year that the oakland unified school board rescinded school closures approved by the previous board. the case against the protesters arrested for shutting down the bay bridge back in november has been dismissed. now, the protesters have accepted what is called a diversion agreement. they will each have to pay. excuse me? due five hours of community service and then the whole group will pay about $4,500 in restitution, 78 people have been charged for shutting down the bridge during the apec conference. they were calling for a ceasefire in gaza.

>> senate majority leader chuck schumer is facing criticism this morning for a stunning rebuke of israeli prime minister benjamin netanyahu. on the senate floor yesterday, he called for a new election in israel, possibly to replace netanyahu with a new leader. >> i believe in his heart he has his highest priority is, as is the security of israel. however, i also believe prime minister netanyahu has lost his way by allowing his political survival to take the precedence over the best interests of israel. >> he called netanyahu an obstacle to peace as israel continues to bombard gaza amid a growing humanitarian crisis. schumer is the highest ranking elected jewish official in the u.s. minority leader mitch mcconnell called that speech unprecedented and foreign interference. netanyahu's party responded with a statement, saying in part, israel is an independent and proud democracy that elected prime minister netanyahu not a banana republic.

contrary to schumer's words, the israeli public supports a complete victory over hamas this morning. potential buyers are coming forward. they're interested in tiktok. if it ends up for sale, it comes after the house passed a bill that could ban the social media app here in the u.s, glory is at the live desk with more on who's lining up to make this purchase. >> good morning reggie. just days after the house passed that bill that could ban tiktok in the u.s. unless its chinese owner sells the app, potential buyers are coming forward. analysts say that the video sharing platform could fetch a price of more than $100 billion. former treasury secretary steven mnuchin is among those gathering investors. shark tank's kevin o'leary is also throwing his hat in the ring, but it's unclear if the senate will even take up the house bill. senators from both parties agree that tiktok poses a significant national security concern because of its chinese owner, but senate majority leader chuck schumer has not yet indicated if he will take up the
