>> this is america this morning. >> good wednesday morning, everyone. i'm andrew dymburt. >> good morning to you. i'm rhiannon ally. we begin with the crisis on the southern border. and a new court ruling late last night. >> an appeals court is now weighing in on a controversial law that would allow local police in texas to arrest and deport migrants. >> the ruling follows a us supreme court ruling on the same issue yesterday. abc's perry russom is here now to explain all of this. perry good morning. >> rihanna, good morning to you. an appeals court issued a ruling last night placing that controversial texas law on hold. only adding to confusion at the border. this morning, a federal appeals court is blocking texas from enforcing a law that would give local authorities the power to arrest migrants suspected of entering the us illegally. the late night decision came just hours after the supreme court allowed the law to take effect. while it's being challenged in the appeals court, the appeals court will hold a hearing today to determine what's next. supporters of the law, known as sb four, say something needs to

be done to stop the influx of migrants crossing the border. >> well, this is a product of the federal government not doing its job. >> and allowing my state putting all the burden of border security on my state, both financially and from a law enforcement standpoint. >> the biden administration argues the law would make texas less safe and will burden law enforcement. and it argues the law infringes on the federal government's authority over immigration. >> we know for about 100 years, the states haven't been engaged in this kind of policy, no more than they have been in printing and coining currency. but if you let the states into this area, you open up a pandora's box and not just an immigration the white house also slamming republicans for killing the bipartisan border security bill last month, which critics say did not do enough to address the crisis. >> if the texas law does go into effect, mexico's government yesterday said it will not accept under any circumstances any deportations from texas. and then today, the appeals court will consider a more permanent stay of the law until it hears

arguments. next month. on whether sb four is constitutional. whoever loses that case will likely appeal back to the supreme court. so this issue is a long way from being settled. >> rhiannon. all right, perry, thank you for that breakdown. six former mississippi law enforcement officers who called themselves the goon squad are being sentenced this week for a racist attack on two black men. they have pleaded guilty after busting into a home without a warrant and torturing the victims, even shooting one of them in the mouth. one former officer, hunter elward, was sentenced to 20 years yesterday. another one, geoffrey middleton, got 17 years. one victim forgave the men but said justice must be served. >> what's done already can't be erased, man. it can't be taken back. i relive this every day. >> two more former officers will be sentenced today, the final two tomorrow. >> now to politics and more primary results coming in overnight. former president trump getting some mixed results. abc's lionel moise explains overnight a win for

former president trump in ohio's closely watched gop senate primary. >> trump backed candidate bernie moreno, a colombian born former car dealer, declaring victory in a three way race seen as a battle against the state's republican party establishment. let me just say something. >> i wear with honor my endorsement of president from president trump. i wear that with a badge of honor. moreno will take on democratic senator sherrod brown in november, a race crucial for republicans hopes of taking control of the senate. >> but last night's results not all good news for trump. he won ohio's presidential primary, but exit polls show there is still a significant percentage of republicans unwilling to support him in the election. >> very striking to see 1 in 5 19, roughly, of republican voters in ohio saying that they would not support donald trump. in november. that is a big number in a battleground state. >> both trump and biden now

trump backed congressional candidate derek merrin won his primary race, and that seat is seen as one of the best pickup opportunities for republicans this fall. andrew. rhiannon. >> all right, lionel, thank you for that. a new report shows alzheimer's is on the rise with nearly 7 million seniors here in the u.s. living with the disease . that is roughly 200,000 more than just last year. and the number of deaths from alzheimer's has more than doubled since the year 2000. americans are now spending $360 billion to care for loved ones with alzheimer's dementia. the emotional and financial toll on dementia caregivers is also a growing concern. >> everywhere we turn now to the case of the little rascals, a terme coined by the fbi in its search for a group of suspected bank robbers as young as 11 years old this morning, police say these shockingly young bank robbery suspects are in custody accused of robbing a wells fargo near houston. the fbi dubbing the 11, 12 and 16 year old

suspects the little rascals. >> i was thinking either this was very low in sophistication or maybe an adult had something to do with this. >> investigators say the boys believed to be armed at the time, passed a threatening note to a teller. two of their parents turned them in after seeing their pictures in the media. the third suspect was tracked down by police. it comes amid a spike in crime, especially violent crime among juveniles in the area. >> in the last couple of years, the juvenile homicide rate has increased by 76% between 2021 and 2023, experts say older criminals are convincing kids to help them commit crimes, expecting the juvenile charges won't be as severe elsewhere in the u.s, crime on public transit has been in the spotlight. >> new york's governor even deploying the national guard to patrol the subway. despite the concerns, there's some good news when it comes to overall crime fighting efforts nationwide. a new fbi report citing preliminary data shows violent crime dropped by 6% last year

and homicides were down 13. back in texas, those three boys have been charged with robbery, but officials won't release their names due to their ages. no word on how much money was taken or whether it was recovered. >> well, the new list of the world's happiest countries is out. and for the first time, the united states didn't make it into the top 20. we now ranked 23rd, down from 15th just last year. the report found the decline is largely due to people under 30 feeling less optimistic, but there is some encouraging news the us is still in the top ten for happiness among people ages 60 and older. finland was ranked number one for happiness. >> time now for your wednesday weather day of spring, but it felt like winter on lake michigan yesterday with those heavy winds, lake effect snow was also flying in parts of upstate new york with more possible today. and looking at the radar, it's mostly quiet today, but rain

motorcycle driver was sent. you can see it there flying over a bridge into some brush after another driver slammed into him. the driver who caused the crash was just sentenced to nearly five years in prison. >> a former delta airlines pilot will spend ten months in jail after showing up for a flight drunk. lawrence russell junior of georgia was supposed to fly from scotland to new york's jfk airport last year, but his blood alcohol level was more than twice the aviation limit. security agents also found a half empty bottle of jagermeister in his luggage, and a georgia couple faces child neglect charges after they were found passed out on daytona beach in florida, surrounded by children's toys, empty beer cans and a whiskey bottle. police say the woman's kids were swimming unsupervised at a nearby hotel pool. her fiance is accused of trying to escape from the officers. >> we turn now to a warning for homeowners. squatters can take over your house if you're not careful. that's exactly what happened to a new york woman. she was arrested after trying to

change the locks on her own home to keep squatters out. here's abc's andrea fujii. i have video of you this morning. >> a warning for homeowners across the country as more people, including potential criminals, take advantage of unkempt or vacant properties. i'm being arrested. for what? for being in my house. >> for being in my own home. >> adele andaloro inherited this queens, new york, home from her parents. she's tried to sell the property, but when she dropped by last month, she found multiple strangers were living inside and they called police on her. >> and that's not fair. it's not fair that i, as the homeowner, should be having to go through this. >> under new york city law, a person only needs to be on the property for 30 days to claim squatters rights, meaning the legal owner cannot evict them without going to court, which can be a lengthy process. the law was designed to prevent long time tenants from getting evicted and to help improve the many abandoned buildings in the city, but now many unhoused are
