across the bay from the east bay hills mount tam, you can see weather is impacting some of the viewing area right now for sure. >> puddles on pavement near the oakland coliseum this morning, the rain in oakland cited as a big reason for the postponement of the first first friday since december. the arts festival in uptown oakland was supposed to return tomorrow, but organizers say inclement weather would make the event unsafe, something a lot of people were looking forward to. >> also check this out. cold enough for the rain to turn to snow at the top of mount tam? yeah we're seeing some flurries fly right there. not the type of weather we expect in the middle of spring, though. >> oh hell yes. a hail shower in monterey. the national weather service bay area shared this video on their x or twitter account if you prefer. some hailstones poured down this afternoon right outside the nws office, and we want to get the very latest on this level one storm. and will the wet weather stick around for the weekend? yeah, that's the big question. >> we check in now with abc seven news meteorologist sandhya

patel. sandhya got a mix of everything right now. >> absolutely. it's a potpourri. julian and larry, let's take a look at live doppler seven. and we are seeing literally everything you can imagine. mount hamilton has been seeing accumulating snow as we take you in closer to our local radar, you will notice we have a couple of lightning strikes right northeast of bay point and also near the dixon area. so watch out for downpours. seeing lighter showers right around santa rosa and even some high elevation snow. snow has been reported as low as 1500 feet. and in lake and mendocino

but it is something, especially when you compare it to the rest of the bay area that looks like that. it's not the spring break the santo family was expecting. >> my dad said that there might be snow up here, and i really wanted to go up here. >> snow on mount diablo in april. you grew up in pennsylvania, so this is nothing for you. >> yeah, this isn't much, but for my kids who don't get to see snow very often, it's a big deal. >> dion santo brought his daughters santo brought his daughters up for a hike to see the flurries. >> this is really cool. >> they didn't get to the summit. it was closed because of the slick roads. >> i just saw a little bits of snow and i said, hey, i'll be down pretty quick. i'll take a picture and start snowing. really quickly. and yeah, no, i got stuck. >> this man who didn't want to give his name did make it to the summit before the roads closed. he shared videos that he took, but on the way down his car started to skid on the icy roads. park rangers had to help him down. >> it was absolutely beautiful.

their final season in oakland. they'll play the next three seasons in sacramento as they wait for a new ballpark to perhaps eventually be built in las vegas. that's the plan, anyway. abc seven's casey pratt joining us live at sutter health park in sacramento, where the a's are going to have a temporary home inside a triple-a ballpark. casey, you've been following this story with the stadium news for years. we knew it was coming, but it still stings to hear the actual formal announcement. >> yeah, larry, it's absolutely a bittersweet day as we watch the a's transformation finally become complete to the triple a's, the team with the worst baseball record last year, the lowest payroll last year, is now playing in a minor league park and the stormy press conference and gloomy weather in sacramento were a beginning to this era. >> i'm just so excited i can hardly contain myself. >> and so began the a's tenure in sacramento. >> well, actually, the negotiations were not that intense. john and i are friends, and so they will be here for

three years, and then they have an option on another year, whether they be athletics players or aaron judge and others. >> uh- launch home runs out of this very intimate, the most intimate ballpark in all of major league. next three years. >> this is the city of the future. positions. >> nice. but is there any assurances at all? or is this just something he said he would be willing to entertain? >> yeah, i know there's no guarantee. >> and we're looking forward to this being our home until we move on to our stadium in las

vegas in 2028. >> my sources tell me the city of oakland offered the a's a $20 million per year deal contingent on a year of exclusivity. that price was just too steep for the a's. i mean, we were just too far apart. >> like, it just it was not a competitive offer. >> and with the move comes the harsh reality. the human element. oakland fans lose their team and many a's employees will lose their jobs. >> that is a unfortunate part of the situation and one that we take very seriously, and we want to treat people appropriately and in the right way. >> now, you heard john fisher refer to this as a quaint ballpark, one that he enjoys very much. he actually ran out of here before taking a single question from any reporters. no questions answered. but as we look at the beginning of the sacramento a's era, it's interesting that the city of oakland dug in. they wanted a guarantee of a expansion opportunity. the kings owner, vivek ranadivé, out here in

sacramento was offered no such guarantee. he took the deal anyway. and there you have it. the sacramento a's are here, although we don't call them that. larry. there's going to be the a's. i know, i know, sacramento. >> they're just whatever city we happen to be in. that's that's we're still the a's. so let's talk about the motivation for vivek ranadivé trying to use the a's as an example to show that sacramento is worthy of an expansion team, a major league city. the really cruel irony here is that he was a driving force in keeping the kings basketball team in sacramento when it looked like they were long gone, and now is eager for the opportunity to snatch a team from another city as soon as possible. >> yeah, very opportunistic. by vivek ranadivé. he believes that if things fall through in vegas or if mlb expands, he's going to be in pole position. you heard it in my interview with him. i pushed back on that notion because he didn't get any such guarantees at all. that's all he got was just mlb saying, yeah, yeah, maybe we'll consider it. so what he did in offering up sacramento to the a's was

completely undercut any and all leverage that oakland had in their negotiations that drove down the price and all that did, larry, was secure that parallel path straight to las vegas. so if vivek thinks the team is going to stay here, all he did was assure that they have the smoothest possible path to vegas. i think it's misguided. >> yeah, and no guarantees, as you mentioned. speaking of no guarantees, we're not even close to a shovel in the ground in las vegas. do you have any more updates on that? because as much as we're going to focus today on the shift to sacramento, if the a's can't get anything financed, built, etc. in vegas, who knows? maybe they do become the sacramento a's at some point. >> yeah, it's absolutely true. they don't know what's going to happen in vegas yet. there are financing questions, but making it cheaper to find a temporary home when you have no home to play in starting next season, assures that it's as easy as

burst here for a few days. >> definitely chilly around here. had to crank the heat up in the car again, right? >> thought we were done with that, but not so fast. sandhya patel. no, not quite. >> you know what? winter is back here in the bay area and larry and julian, i want to show you live doppler seven, because i am tracking some active weather right now. i'm going to take you in first to where we are seeing snow on mount hamilton, as you just showed us some scattered showers right around livermore, 580 les positas road. we also are tracking a line of showers just off the coast, moving towards pescadero at 439 will be in san francisco at 501. so where we are seeing thosee ar thunderstorms right now. well, we'll get into that closer look there. hold on one second here as we get you in a little bit tighter here, there are some strong thunderstorms that have developed right around solano county. as you will notice, moving towards highway 12 and rio vista. so watch out because those thundetormare

definitely capable of producing downpours and hail along the way. and that's something you'll have to watch out for as we continue to see live doppler seven. you will notice the snow falling in the sierra and the chill is with us 15 degrees cooler in concord compared to yesterday. down 18 degrees in santa rosa. temperatures mainly in the 40s and 50s, but it is 37. in clear lake and with the wind blowing, it feels even colder. sfo right now 29 miles an hour in san jose. gusts to 24. showers and snow through tomorrow. there is a chance of thunder, the possibility of hail. we're already seeing that. and for the weekend we're looking at dry and sunny skies to start the weekend on saturday. so level one for today and tomorrow. cold showers, gusty winds, snow on our peaks with the thunderstorms and hail as we go. hour by hour 5:00 this evening. still looking at those showers. some snow falling over the higher terrain. we've seen it on mount diablo as anser hassan reported. we also have seen it in the santa cruz

mountains, and that's going to continue pretty much through tomorrow. so tomorrow morning, watch out for the wet roadways, possible hail, which is obviously going to create hazardous conditions just like we've seen today. and the last of those showers going through tomorrow evening, along with the snow showers before this, all winds down. additional rain looking at anywhere from a few hundredths of an inch to almost an additional inch of rain. more snow coming for the mountains locally and also up to our north around mount tam lake and mendocino county. so far, the rainfall here in the bay area has been anywhere between a few hundred seven inch to almost a half an inch. a winter weather advisory for the interior portions of lake and mendocino counties above 2000ft until 11:00 tonight, looking at 2 to 5in of additional snow and more snow for the sierra chain controls right now on all roads except 8-80 until 11 p.m. tomorrow. snow levels are very low between 1000 and 3000ft, so travel could be difficult. carry those chains if you are heading up 30s and 40s tomorrow morning,

you feel the chill. there will be definitely the chill in the air, but i think the temperatures are going to moderate a little bit. so highs will be in the 50s, primarily breezy and i think we're lucky for the giants home opener against the padres. now 54 degrees at 135. we're talking about an isolated shower. chance for the ninth inning. breezy and partly cloudy if you are going to the game. should be good. accuweather seven day forecast level one for tomorrow with that mixed precip. saturday morning chill, mainly sunny, a slight chance of a shower or two on sunday, but for the most part, models are trending drier and mostly clear for viewing. the partial solar eclipse here, we're not in the path of totality. it is certainly going to be a warming trend that's going to push temperatures up into the 70s and 80s late next week in the workweek, uh- larry and julian will

that fare. inspectors will be added to make sure that when they get on muni. now, this is something that we here at abc seven news have been reporting on. and the sfmta admits it's what most people are concerned about. abc seven news first told you about muni riders who don't pay nearly a year ago. and so again, this week we got on a bus to see if anything had changed except that one of the clipper card readers wasn't working right over here. we finally found a reader that worked and paid our fare. we found that when boarding from the front of the bus, people were more likely to tap their card. monthly pass or mobile device, but those getting on from the rear of the bus were not always paying. not all. in fact, we saw a few people attempting to do the right thing. but then when they discovered that the reader was not working, they gave up. and transit fare inspectors are

seldom seen. >> it's mostly recently, because i haven't really seen a lot of the fare inspectors on the busses as of lately, i think pre-pandemic it was very used to see him a lot. >> but before the pandemic, the san francisco municipal transportation agency estimated that 16% of riders got on without paying. today, they believe that number is north of 20, and that's costing them. the bulk of their money comes from the general fund, 35, 32% comes from revenues such as parking fees and transit fares. so doesn't it make sense to go after the fare evaders? most muni riders can relate. in a survey conducted by the sfmta, the number one concern expressed by the public was transit fares and evasion, holding everyone accountable. >> supposed to be enforcing the law? >> yeah. does it bother you, though, that you pay? yet some people don't pay. do you ever

feel like, man, i'm a sucker? yeah. okay. >> yeah, i'll agree with you. >> yeah, i do feel like i'm a sucker for paying because no one else pays. >> sfmta is finally doing something to generate more money . >> we are not yet at the optimal number of transit fare inspectors. when you look at the revenue that they generate on the transit fare compliance side, 35 inspectors will now be added to bring the number back to pre-pandemic levels, which should be around 80. >> still, there are those who believe muni should be free. >> i am one of the people who doesn't pay. i work two different jobs. i have no health insurance. my rent is very high. you know, i really cannot afford to spend more money on the bus. >> there are other ways sfmta is planning to bring in revenue and close a $12.7 million deficit over the next two years. >> we had to make a lot of really difficult choices in order to balance the budget. >> the chief financial officer

laid out the plan before the sfmta board fares for clipper card users will increase from $2.50 to $2.75 the first year, and 285 the following year. the $3 cash fare will remain the same, and for car owners, parking meter fines will go up. so will residential parking permits and street cleaning tickets will set you back $108. but the agency's financial woes are far from over. >> during the pandemic, as we all know, people stopped moving around and when you're not moving around, you're not paying to park and you're not paying to ride transit. as a result, we lost an incredible amount of revenue, and thankfully, the federal and state government have stepped in to provide relief to transit agencies by 2026, those funds will run out, leaving sfmta with a projected deficit of $220 million, million what is that?

>> that is an enormous amount of money, but they aren't the only transit agency facing a massive shortfall. now. the state plans to introduce a ballot measure in 2026 to help close that gap. and get ready for that whopper to come. i'm telling you, that's a lot of money. >> more taxes, in other words. >> exactly. yeah. and, you know, i'd ask the question that everybody's asking what would it take for muni to be free? and they told me it would cost $360 million here in the city to be free for everybody. yeah. so well albuquerque albuquerque, new mexico is doing it, but they're small. we're very large. and so i just think that, you know, when pigs fly. >> yeah. well, one of those well, some people are already getting it for free. yeah i know exactly. that's part of the story. there you go. thank you. sure. >> well, those giant cranes used to move freight containers around the port of oakland. they will soon be running on hydrogen today, senator alex padilla in congress member barbara lee took

with two candidates absolutely locked in a tie. joe simitian and evan lo are competing for the second spot for the right to face off against former san jose mayor sam liccardo. all three are vying to replace congresswoman anna eshoo, who is retiring county certify their results today. abc7 news reporter zach fuentes has more on what happens now that the race for second is tied. >> march 5th was primary election day and one of the hottest races was the one to replace retiring congresswoman anna eshoo, an open seat in a district that's had an incumbent for decades in a very deeply democratic part of the state, or any part of the country, means you tend to have a lot of qualified challengers, and many went after the seat. but after election day, there were three clear front runners. sam liccardo got the majority of the vote and secured his first place spot early. who would take second place to run against him was unclear, as ballots in both

santa clara county and san mateo counties were processed. santa clara county supervisor joe simitian and state assembly member evan low went back and forth in the second place spot. tuesday was the last day that voters with a ballot that needed their signature to be verified could come in and fix their ballot, verify their signature at the end of that day, lo was leading by just one vote. but at the last minute a voter came in, verified their signature, leading to that tie. >> this election, we had a slogan one vote, make it count. and i think that exemplifies that meaning. and one vote really does make a difference. and your vote does matter. >> both candidates have 30,249 votes. the law states that both lo and simitian can join liccardo in the general election. >> it's absolutely wild. i can't ever remember a literal tie for a full election. >> there is an opportunity for candidates or voters to call a recount. whoever makes the request pays for the recount, and will only be reimbursed if the recount finds the vote in their favor. >> it doesn't make either financial sense or political sense. because the thing about a

recount, you know, usually the person that requested is the person that's losing, right? you're trying to get more votes. you don't want to turn it in the other direction when you actually have a tie. >> we reached out to all three candidates liccardo's team did not get back to us. simitian's team said a statement would be coming later in the day, and lo's team issued a statement declaring victory, saying in part, this historically close race shows that every vote really counts now that counties have finalized results, the california secretary of state certifies the election april 12th in the south bay. zach fuentes, abc seven news. >> california is making history as the first state to seriously consider reparations for slavery and decades of anti-black policies at the state and local level. i've spent years documenting that movement and getting answers to questions you probably have, like, why should california be on the hook for reparations? how will it work? and has this ever been done before? those answers are in the new abc seven originals documentary, california's case for reparations streaming now we have the first few minutes of it

oftentimes denied it's its responsibility for slavery and the impact of slavery on the lives of others. >> i think reparations could be a part of the solution because it would address historic acts of racism. >> i would like to say that to my fourth great grandparents, who were born slaves. our time has come. reparations is alive as a discussion now. >> it's not going to end now. it's going to keep going until reparations is a reality. folks may or may not be ready, but we're here now. >> i think our mantra has to be this time. it has to be different. this time it must be different. >> california has at least stated that it is different, and i think i'm calling on californians to remember their difference in that way and to do something for reparations, not charity. >> it's not a handout. it's not a gift. it is what was promised. it's what is owed. and it's

moved closer to becoming a more perfect union. >> after two years and more than a dozen meetings held across the state of california, the first in the nation state level reparations task force concluded its work a painstaking process that often tapped into the pain of the descendants of chattel slavery in america. >> this will begin to right a wrong that began centuries ago. >> but apology alone as a standalone is not enough, and this reparations will be making right the many centuries of wrong. >> the question of making it right, of repairing the harm is now before the california state legislature. >> and i hope california, through the legislation that we introduced as a black caucus, will help, like you say, move forward to address those wrongs that still affect african-americans in this state and in this nation today. >> state senator steven bradford is a part of the california legislative black caucus, making history by introducing more than a dozen bills in a reparations package, an effort he believes will be a long, multiyear fight.

spanish tortilla de patata, so would you like to dive right into the tasting? >> i'm already tasting. we're there. chef, all right. >> you just keep talking. >> they don't let you. they don't let you eat here. so we have the perrin almond gazpacho. gazpacho is a traditional dish in the south of spain. in andalucia. maybe you're familiar with tomato gazpacho, but all around spain, they do seasonal favorites. and this one is with pear and almond. it's actually vegan and gluten free. if you leave off the croutons. this is san francisco. of course, we got to be gluten free, friendly, and then we have two cheeses here. we have a smoking goat cheese, which is from the canary islands. and then we also have a los cameros cheese, which is a mixed milk cheese from la rioja, which is painted with spanish extra virgin olive oil. and then the finally we have spanish tortilla de patatas. this is a very classic dish that you will find all over the country. it's just layers of potato, egg and onion and they're all vegetarian

a stance against the bike lane. in a letter they sent to sfmta, they detailed their concerns and suggested a different bike lane design. even asking for its immediate removal. today, sfmta responded in part, our outreach and collaboration will continue throughout the spring as we work on solutions that best protect both businesses and bicyclists on the corridor. regarding its parklets, we contacted the city's shared spaces program and they confirmed that he had received approval to begin the permitting process for a parklet outside of his restaurant, yasmin. but his second store, rossi, does not fall under this approval. sfmta said they did offer a permit for a parklet. he would need to remove every day, but he says that's not what he used to have outside of rossi. so instead he's protesting in that space. what if sfmta comes and they want to remove it? >> i just have to remove me with
