israel. world leaders now trying to avoid a serious escalation in the middle east. good morning, i'm stephanie sierra. the attack is considered a retaliatory strike against israel for the bombing of iran's embassy in syria. abc news reporter live from washington now, and he has more on the u.s. response and the developments overnight. good morning. perry >> hey. good morning. the shelter in place at the us embassy in jerusalem has been lifted, but the situation remains complex. the attack on israel is escalating tensions even further in the middle east. israel says the more than 300 drones and missiles launched by iran. us officials confirming american forces shot down about 70 of them. a us official telling abc news iran's targets were three israeli military bases, including one housing fighter jets. >> together

partners, we are operating at a at we're operating at full force to defend the state of israel and the people of israel. >> president biden, cutting his weekend trip to delaware short, returning to the white house yesterday afternoon to meet with his national security team. biden, speaking with israeli prime minister benjamin netanyahu late last night, saying afterward, i condemn these attacks in the strongest possible terms. >> the president understands the prime minister uh- runs a government for a sovereign state of israel, and that they'll decide whether and how they're going to respond to what iran did last night. >> the us military increasing its presence in the middle east, bringing in additional troops, ships and aircraft to protect assets already in the region. the question now turns to if and how israel will respond. >> and the air power, the capability of the israeli air force is far beyond anything that the iranians have. and the israeli air force can own the airspace over iran. so between

that and the ships at sea, the israelis have a lot of options in how they retaliate >> and president biden says he wants to meet with the leaders from the group of seven later today. he says he wants a diplomatic response to what he calls iran's brazen attack. stephanie back to you. >> perry, what do we know about this g7? >> yeah, so the italian prime minister is the one that is running this meeting. they say it should be happening in the afternoon. their time right now it is 2:00 italy time. so this should be happening momentarily. but we do know that they are pushing for a diplomatic response, as president biden did say. stephanie. >> yeah, a lot developing. perry, thank you for your reporting. moving on now. new this morning, iranian airports have suspended flights until tomorrow morning. israel, on the other hand, says its airspace is reopening today. the country closed the airspace and canceled flights after iran's overnight strikes. flights into israel were also disrupted. united airlines are also canceling

multiple flights as of yesterday, including a flight from newark to tel aviv. the scene outside the british embassy in tehran. a group of hard liners celebrated the missile and drone strikes against israel, many of them waving iranian flags. some carried signs that said we are ready to be sent to war. now we're hearing about the impact of the global conflict here in the bay area. tara campbell spoke with local families about how they're feeling and what they expect. >> iranian air strikes intercepted in the skies of jerusalem, tehran saturday launching hundreds of drones and missiles at israel and in the bay area. loved ones bracing your first instinct when you hear reports of an incident are to immediately text your loved ones and to turn on the news to see what's happening. >> and that's the reality of what many of us are doing as we speak. >> jonathan mincer lives in

oakland and has family in israel. >> many of us who have connections to israel, who have family in israel, when they're watching the scenes on tv, how powerless you can feel when spending hours messaging saturday, trying to support his family and put his own mind at ease when the red alert sirens stop in israel, that will be at least you know, the relief for now that life will go about as normal when restrictions on large gatherings coming together or attending a school are lifted, which we're hoping will happen soon. >> grappling, he says. with what comes next, the concern right, as many have, is this escalating into a bigger war, which we're hoping we're praying doesn't occur. >> you know, we're very concerned about what could happen over there. >> hamid rezapour lives in lafayette, but his mind is on the middle east and his family in iran. >> we have heard that people are leaving what they think are the highest likely targets. you know, always the capital gas stations are, you know, cars are lining up outside, fill up their

look at live doppler seven looping over the past few hours, and what you'll notice is this area of low pressure is making landfall and it is breaking up. right now we just have a lot of cloud cover, some light rain in parts of the east bay and parts of the south bay and lower part of the peninsula, so we're still in a level one storm. some spotty showers, a slight chance of thunderstorms continues with snow on our highest peaks. i'll show you the forecast animation the future cast. so at 530, this one's a little bit more. exaggerate but we can see some rain and light rain showers falling through the east bay and the south bay. then 9:00 this morning we could see some showers return to the north bay noon. it breaks up quite a bit and then by this afternoon we will be drying out into this evening. and then we have a big warm up ahead, which i'll show you with the accuweather seven day forecast. stephanie. >> oh, we look forward to that. francis. thank you. new this morning two san francisco county jails are locked down this morning because of a series of inmate attacks on deputies and

staff. the sheriff's office is now demanding help from the california national guard. amid these safety concerns and a staffing shortage, the lockdown affects county jail number two here in san francisco and county jail number three in san bruno. that means community and parent child visits are canceled through tomorrow. seven staff members were injured in attack starting on march 29th. the sheriff's office told our media partners at the san francisco standard in part, quote, we are actively investigating these incidents to ascertain their root causes and any potential correlations between the string of attacks. we're also following new developments in the case of a former sonoma county politician accused of sexual assault, multiple women are moving forward with civil action against former windsor mayor dominic foppoli that follows a recent decision by california's attorney general to not file criminal charges against him. abc7 news reporter cornell bernard has these details from santa rosa. >> we will not be silenced. we

are not going to stop the fight. >> seven women claiming they were sexually assaulted by former windsor mayor dominic foppoli holding a news conference with their attorneys outside the sonoma county civil and family courthouse. the accusers say they're disappointed by last month's decision by attorney general rob bonta. not to file criminal charges against foppoli due to lack of evidence in the case. >> we are shocked that even with the large number of women from all over the globe who have come forward, that this is still not considered enough for a criminal criminal conviction, these women trusted in the police department and the attorney general's office to do their job prosecuting these crimes. >> and unfortunately, the criminal justice system failed these women foppoli resigned from office three years ago after multiple women came forward with sexual assault allegations. >> the scandal rocking the small wine country community. >> this has been so hard, reality tv personality farrah

the narcissism of somebody who thinks he's the victim, attorneys say a civil lawsuit against foppoli is now moving forward in sonoma county. cornel bernard, abc seven news. >> in the north bay, seven people, including one child, are safe after they were rescued from an overturned boat in tomales bay, marin county firefighters say they were clinging to the boat as it capsized around three yesterday afternoon. all of the victims were taken to the hospital with minor injuries because of cold exposure. federal regional and local agencies helped with this rescue. as we head to break now, let's check in with francis. how's it looking outside? >> it is looking like things are starting to clear up. we have a live view for you outside from our exploratorium camera looking at downtown san francisco. we have some clouds right now, but it is breaking up and a few spotty showers are expected throughout the rest of the day. and then we have temperatures warming up midweek. and i'll show you that with the accuweather seven day foreca. >> francis thank you. also ahead

our camera looking over san francisco. we have less rain and storm today and drier days ahead. francis will have her full forecast coming up. new details about the impact of closing one of the only trauma centers in the south bay regional medical center in san jose, plans to close its trauma services in august. the hospital says it's not getting enough patients. a new report by santa clara county medical services agency says the closure will mean longer wait times for ambulances, especially north and east of regional medical center. that's because ambulances will now have to travel farther just

to drop off patients. two trauma centers will remain in the south bay after this closure. in the east bay now. multiple drivers crashed into two fire trucks in separate incidents. firefighters in walnut creek say a driver smashed into a fire engine, blocking off the scene of an earlier accident. it happened on 680 near olympic boulevard around ten yesterday morning. four firefighters went to the hospital to be evacuated, evaluated. that is contra costa fire says the people in the car thatit the truck are in critical condition at this hour. the same thing happened again on 680 between fremont and sunol firefighters there say two different drivers smashed into their fire engine. one of the drivers was hurt, but the firefighters are thankfully okay. school leaders in oakland are under pressure from budget problems and strike threats. this week they took a step to solve those issues, but it could mean console dating and closing certain schools. the oakland unified school board voted to

set up metrics to help figure out which schools to shut down. the guidelines are supposed to make sure closures don't hurt vulnerable students. usd is in negotiations with several unions and wants to give raises. they can't do that without budget cuts and consolidating schools could free up money. >> there is a lack of teachers across the district, so our principals are having to do 2 to 3 times the amount of work to get to keep our schools running and keep our keep our students learning. >> this morning, usd is not expected to share a list of potential campus closures until the fall. california lawmakers have introduced a bill that could challenge ticketmaster. oakland assembly member buffy wicks introduced the measure, which would allow multiple companies to sell the first official tickets. currently, ticketmaster is the only primary seller. the goal is to have more ticket buying options that could possibly push lower ticket prices. other companies like stubhub and seatgeek typically

get resale tickets. >> ticketmaster controls 80% of the primary ticket sales in the united states. this lack of competition or otherwise known as a monopoly, hurts consumers. >> officials say ticket prices have gone up 140% since live nation and ticketmaster merged in 2010. ticketmaster responded in a statement saying, quote, we support reforms to improve ticketing, but ab 2808 will not do that. it will instead undermine the efforts of artists, sports teams and primary ticketing companies to minimize ticket scalping. well, if you couldn't tell superbloom season is here and boy is it beautiful. poppies are popping up in the east bay along with some lavender you see there. there are several good places to see all these wildflowers, and that includes table mountain near chico, sugarloaf state park and sonoma county, and skyline ridge preserve on the peninsula.

experts say it won't rival last year's super bloom, but it will be a pretty spectacular season thanks to a lot of rain. and we have more of that rain coming today. not as much, though, as yesterday. frances pretty scattered today, would you say? >> yeah, definitely scattered spotty showers. we did get about a 10th of an inch in san francisco this morning. not much rain in the north bay since midnight, but there are also a few hundredths of an inch in parts of the east bay and some trace amounts, and we could get just a little bit more. so we'll start off with live doppler seven and show you we have some light green. that's a light rain falling on the lower part of the peninsula right now, along 280 from woodside down to the los altos hills. it could be a little slick as you drive there. this morning. and right now temperatures are mostly in the 40s. san francisco 47, as we show you a live view from sutro, we can actually see the downtown san francisco area and the bay bridge. oakland across the bay

is 46. san jose, though, is at 50 right now, and half moon bay is cool at 46 degrees from emeryville. we're looking out towards the bay bridge. some cooler temperatures in parts of the north bay, like santa rosa, 44 degrees, petaluma 45, and livermore is also down to 44 degrees as it is a bit cooler compared to yesterday, especially in in fairfield about ten degrees cooler compared to yesterday. at this time. and that's because we have a bit of a land breeze. the winds coming in from the northeast, gusting up to even 24 miles in napa, 16mph in fairfield. and it's also pretty breezy at sfo and half moon bay, gusting to 24 miles. here is what you can expect with the headlines today. so still some spotty showers. as you can see, it's windy right now. then tomorrow is going to be dry and warmer and then get ready for a warming trend. tuesday through thursday with plenty of sunshine and temperatures climbing well above average. so the futurecast shows

at 7:00 this morning, notice we start to just get a lot of cloud cover around the bay. but in the north bay we could get some light rain falling through ukiah and cloverdale. and then there's that pink and white, some snow possible in the highest elevations. and notice by noon it really breaks up. we could get a shower here and then after that, into this evening it's going to be pretty dry. so we're maybe going to get a few hundreds of an inch in some spots, maybe a quarter of an inch when we get a shower. moving through your neighborhood. and highs today a little bit warmer with less cloud cover, temperatures closer to 60 degrees for almost everybody, milder in san jose at 64 degrees. also for tonight, temperatures will be a bit milder. we'll see lots of upper 40s in san francisco, san mateo, and palo alto, all near 47 degrees cooler, though in the north bay. santa rosa, 41 degrees. and here is the accuweather seven day forecast. so we have spotty showers today.

the marine mammal center to install a system of acoustic buoys off our coast. the system can detect migrating whales, warning ships in the area to slow down to avoid deadly collisions on the west coast. >> what we do is we couple that vessel analytics, surveying and tracking how vessels are paying attention to the slow speed zones that the government puts out for whale safety, as well as also tracking the whales. >> he says the whale safe system also relies on satellites and massive databases to track the movement of ships as well, and on the east coast, the information could be critical for an endangered species known as the north atlantic right whale, whose population has now dwindled to the hundreds. >> and they're already sitting on the edge. this precipice of extinction. and to that gets scary. and that's where tools like this them come through and we hope will help make a difference for their survival. >> similar data also drives a voluntary vessel speed reduction program. that's benefiting the

bay area environment in several ways. jessica morton is with noaa, the national oceanic and atmospheric administration. she says over the last year, their effort, known as protecting blue whales and blue skies, not only cut the risk of ship collisions, but also the amount of dangerous air pollution, and we end up seeing tens of thousands of metric tons of regional greenhouse gas reductions when they slow down to these target speeds of ten knots or less, nearly three dozen major shipping companies now participate in the voluntary program, and researchers are hoping that similar cooperation will ultimately help protect threatened whale populations worldwide. >> and nobody wants to run over whales. and none of these companies do so. they genuinely also are looking for that information so they can help become part of the solution. >> in san francisco. spencer christian, abc seven news. when the blue whales and blue skies program started, it offered financial incentives to shipping companies. >> but the noaa, the noaa rather are now telling that the

tensions are sky high this morning. good morning everybody. we will continue to follow that developing news out of the middle east. but first your forecast, it is cold out there this morning frances. >> it definitely is chilly. still feels a little bit like winter. and here's why. we have this area of low pressure. and you can see it circulating counterclockwise. it's starting to make landfall and it's going to continue pushing east. as it does. it will break up and you'll still see some scattered showers, mainly during the morning hours. right now we have some light rain, maybe some little patches of rain falling in parts of the east bay. we had some on the lower part of the peninsula just a little bit earlier, so we're still in a level one storm for today. most of it will happen this morning with spotty showers, a slight chance of thunderstorms, and snow is also possible on our highest peak, so the future cast shows that 7:00 730 this morning. notice some light rain falling up towards ukiah and cloverdale. pretty dry around the bay area, possibly some light rain down towards gilroy,

and then by 930 it starts to dry out in the bay area. but a little bit more of light rain in the north bay. i'll let you know what you can expect over the next few days, but we will be drying out and warming up. >> stephanie francis, thank you. now to the latest on the conflict in the middle east following iran's retaliatory strikes on israel today, president joe biden will meet with g7 leaders to discuss a, quote, diplomatic response to yesterday's attack. he has made clear the u.s. will not participate in any offensive operations against iran. the u.s. embassy in jerusalem lifted its shelter in place order for u.s. government employees today. it says the threat from iranian drones and missiles have diminished, but that could change. israel's military said 99% of the more than 300 projectiles fired were intercepted by israel and its partners. iran says it was in response to the deadly strike on the iranian consulate in syria. they claim israel carried out israel did not confirm, though

it carried out, that attack on april first. this morning, we're hearing from two bay area scholars specializing in international relations. abc7 news reporter anser hassan has their perspective on the ongoing tension. >> iran's retaliatory attack on israel in response to the bombing of its embassy in syria was a restrained response. as professor lizette pool, they could have done something worse, i'm sure. >> i mean, they have a whole arsenal of stuff. they could have chosen another military response, but they chose something that was that did not put them in, put bodies in, in the mix. >> pool teaches journalism at cal state east bay. she spent almost two decades reporting from the middle east for the associated press and the london times. israel hasn't claimed responsibility, but the pretext, pool argues, is for iran's support of hezbollah. the april 1st embassy bombing killed seven members of iran's revolutionary guard, including two generals.

that triggered iran's attack. >> they've been provoked. israel invades the sovereign space of an arab country and then hits an embassy in that country. what do they think was going to happen? do you think iran was not going to retaliate? >> iran was one of the first muslim countries to recognize the state of israel. but relations ended following the 1979 islamic revolution. pool says tensions increased as the u.s. was working towards a deal with iran over its nuclear program. >> but israel, under netanyahu would not accept that and kept angling for, you know, friction with iran under the guise that iran supports, palestinian resistance. >> iran called the attack true promise, which professor sashikumar says was a message

for the iranian people. >> and by having a military response to that attack by israel, they are telling their people that they are defending their sovereignty and ensuring their security. >> she says iran's response was calculated as to not invoke a military response from the united states, and made it very clear that this was the end of its military operation. >> and they've, now basically forced israel to take the next step of escalation if they choose to. >> still, israel is promising a response. sashikumar points out. this escalation could lead the middle east into something even bigger if this current crisis is not handled very, deftly, this could lead to the development of a nuclear weapon by iran in self-defense. and then there would be nothing that would prevent israel from declaring openly that they have, nuclear weapons capability as well. and then you would have a openly nuclearized middle east in san francisco, anser hassan abc

they're the ones coordinating the street repairs. they sent us to city hall, so we came to city hall to try to talk to a city council member and found this. the offices were closed on a wednesday. nobody is here. and of course, the city council members aren't here either. not everyone is back in person. they did leave their phone numbers though. next up, the mayor's office. except that it too was closed. wait, it says here we are away. so please ring the bell. what's going on in oakland? some one eventually came out and referred us to a press person, who then sent us information on the status of oakland's five year paving plan. work under the £0.05 continues to be behind schedule, primarily due to a slowdown in contract processing, as well as some equipment challenges impacting in-house crews. council member

noel gallo agreed to meet us outside city hall this past year. >> we did have a good number of vacancies and certainly i had to subcontract with even auto repair shops to make sure that our vehicles that fix the streets, are in operation. >> that's because the city's truck repair shop cannot handle the overwhelming demand. we were told that there are 20 employees currently working on 700 pieces of equipment looking at here? >> we're looking at, you know, vehicles that need to be serviced so we can get them on the street. >> for example, the city should have four designated city trucks that work exclusively to fill potholes. here's their status. one truck burnt in an accident. two are currently waiting to be repaired as parts are hard to find. that leaves oakland with only one working pothole truck, so they rely heavily on private

companies to do the work. this truck from the oakland fire department is out of commission after the torsion bar broke when you guessed it, the truck hit a pothole. warren logan is running for a council seat in oakland and has been outspoken about the city's pothole problem. the reason we're only showing you pictures of him is because the day we were supposed to interview him, he had an accident. he sent us a text from the emergency room, quote, i'm unfortunately not available because i'm. and the irony isn't lost on me just arriving at the er, having flipped my bike over, hitting a pothole. here's the culprit. council member gallo agrees. oakland lacks the necessary equipment to keep the city running properly. >> yes, some have to be serviced, but some are outdated, that, you know, we need to buy new vehicles for our employees. that's the bottom line. >> leon melendez, abc seven news. >> wow. for those of us who
