multiple assaults have jails in san francisco on lockdown this morning. now at five, what deputies say is driving this dangerous situation a community in the north bay shaken by a deadly shooting over the weekend, two young women killed. >> no one under arrest. we're speaking with the man who tried to help, one of the victims alleged victims of a former sonoma county politician, are moving forward with a civil trial. >> why? they say the state's attorney general has failed them

after they accused the former windsor male of sexual assault. >> an israeli forces on alert. this morning. tensions high after iran unleashed hundreds of drones and missiles toward israel. world leaders now trying to avoid a serious escalation in the middle east. >> good morning. it is monday, april 15th, starting with a check of our forecast with dru. >> yes. so we get rid of the rain from the weekend. now we have a nice week ahead. here's a live look outside from the exploratorium camera. we do have some leftover clouds out there this morning and some areas of fog developing, but live doppler seven showing you that we are totally dry out there. any showers we had saturday or yesterday, that system is gone, but some leftover lingering moisture has created fog in the north bay from santa rosa to napa, novato, petaluma. we do have reduced visibility, so watch this area very closely. but outside of the north bay we have good visibility underneath that fog. we're in the low 40s, upper 40s to the low and mid 50s around the bay shoreline, 54 in hayward right now, 49. in the

city, a chilly 41 in santa rosa with that fog. so we'll have our cloud cover early on. for the first half of the day, we're in and out of that cloud. cover your sunrise here at 634 this morning, but later on this afternoon, we'll get rid of the clouds. nothing but sunshine and temperatures getting to near average 50s along the coast, 60s around the bay shoreline, our warmest spots inland, getting close to 70 degrees. reggie drew, thank you. >> developing news, the white house and other world leaders urging israeli leaders to show restraint after iran's unprecedented attack on israel over the weekend. amanda, we're learning that most or at least a lot of the ballistic missiles launched at israel failed to reach their targets. >> now, abc news is confirming overnight at least half of those iranian missiles either failed to launch, failed in flight, or crashed before hitting their targets in israel. israel says 99% of the drones and missiles ended up being intercepted, and those that hit caused minor damage at an israeli air base. prime minister benjamin

netanyahu met with his war cabinet over the weekend. the war cabinet reportedly supports retaliating against iran, but is divided over the timing and scale. the idf says the israeli government will make a decision on how to respond to iran's missile strike. as early as today. top officials here at home have made it clear the us would not be a part of any israeli counter strike or response. and on capitol hill, lawmakers are now considering a new military aid package for israel. a vote could come as soon as this week. back to you at the desk, kumasi. >> thank you. amanda. developing news. the san francisco deputy sheriff's union is now calling on the national guard to step in after a series of attacks at two san francisco jails. abc seven news reporter gloria rodriguez joining us live. and gloria, these incidents led to a jail lockdown over the weekend. >> they did kumasi, the jails website says visits to inmates are canceled through today. the sheriff's office says the jail assaults are under investigation, but says the national guard is not the

answer. escalating violence has been reported at san francisco county jails, on seventh street in san francisco and in san bruno. ken loma is the president of the san francisco deputy sheriffs association that represents deputies many of whom work inside the jails. he sent a letter to san francisco sheriff paul miyamoto calling for the help of the california national guard until low staffing levels can be addressed, he says, the staffing problem is not new, but that it has never been this low. >> it's a scary time. i mean, we've had nine attacks in three weeks on deputies, there's been prisoner fights, there's been civilian staff injured. this is a really violent time. >> the san francisco sheriff's office released a statement on sunday saying, we believe that our current internal response strategies will immediately address the increase in assaults on our members. and the statement went on to say, we understand that the dsa also ties the recent incidents into

low staffing levels and has called for immediate staffing. the national guard is not the answer to the staffing shortage, and the sheriff continues to be committed to filling vacancies, recruiting and hiring. abc seven asked the sheriff's office why there has been a rise in violence, but they did not respond to that question. so of course we'll bring you any updates on this very important story live in the studio. gloria rodriguez, abc seven news. >> police in the north bay are investigating a deadly shooting over the weekend in wine country. two young women died. the shooting happened on riverside drive in a residential neighborhood in old town napa. abc seven news reporter cornell bernard spoke to neighbors who saw it all happen and tried to help the victims. >> extremely disturbing. extremely sad. >> neighbors reacting to a night of deadly violence near downtown napa. police say two female victims were shot and killed saturday night near the napa river. >> i ended up seeing some else

that i didn't expect for sure. >> brandon perez lives on riverside drive. he says he heard people fighting, then gunshots. >> i hear a crazy scream that just, you know, sends chills down your spine. >> brandon says he ran to help. did you try to talk to the victim? >> yeah. no, i tried saying like, you know, can you like, like can you, like, try to lean back or something to, like, help them out? because i saw that they had a couple shots on, like, like by there, like right here and then like another one here, i didn't know that you know, they already had passed on by the time i got to them. >> investigators say another victim was shot and later died at the hospital. brandon believes both victims were teenage girls. he says a car quickly left the scene, a moment that those shots went off, the car, you know, just kind of magically appeared to be there at the perfect timing, and then just sped off. >> police say no arrests have been made, and a motive is still unclear. it's sad that our community is going to something like this. >> it's sad to hear that two young girls had to lose their

lives. >> neighbors living here on riverside drive believe their neighborhood is quiet and safe. but lately they have seen some changes. >> it's definitely been a little rougher recently, just because, yeah, like that right now. and we've been having some, like, gang graffiti, all that stuff. >> i think it was gang related. personally. >> police haven't commented whether gangs were involved, but they're asking the public for any information they have. >> all of napa is very safe. it's. it's a very small community. it's a very small town. everyone pretty much knows everyone. so they're. they're going to catch the person that did it for sure in napa. >> cornell, bernard abc seven news. >> another wild weekend on the streets of oakland. sideshows forced the shutdown of several roads overnight saturday. police tracked the dangerous driving at three locations. they say people were firing guns. you could hear it and setting fire to at least one car. police say the shows

broke up once police got there and officers took a few people into custody. >> repairs still ongoing this morning on highway one near big sur. caltrans says initial stabilizing of the road should be done by memorial day, which is may 27th. after that, a temporary signal will be installed to allow unrestricted one way traffic across rocky creek bridge. crews are leading two daily convoys for local residents and essential workers to cross the highway. caltrans says restoring the portion of the road that crumbled away last month could cost about $25 million. >> time now approaching 508. we'll take you to our san jose camera, where we do have a fair amount of cloud cover in the south bay. mostly cloudy conditions here, but we will find those clouds clearing from north to south throughout the morning. and this afternoon we'll have bright sunshine out there, but we are tracking some thick fog in parts of the north bay. we'll take a look at santa rosa, for example. right now it's 41 degrees, but the problem

is visibility is less than about a half of a mile. it's been ebbing and flowing all morning. so certainly the valleys of the north bay, napa, sonoma county, we're starting out with cloud cover. it'll burn off by about 10 a.m, but be aware of that. some low visibility there. looking at the morning commute, we'll have that fog in the north bay. it's just a mix of sun and clouds. throughout the first half of our day. temperatures mainly starting in the 40s, will gradually get you into the 50s by about 9 a.m. and later on this afternoon, our highs are pretty close to average for this time of the year. we do have one change to the pollen forecast now we're starting to see a little bit of weed pollen. it's at low levels that was not the case last week. so that's a new allergen in the forecast. trees are still running high oak, pine and juniper and cedar are your main offenders. so mix of sun and clouds throughout the morning. then we'll get rid of the cloud cover throughout the afternoon and temperatures is getting close to where we should be for this time of the year. so a mix of sun and clouds early on giving way to brighter sunshine. this afternoon. 61. in the city

payments are still due today. filing an extension is just buying more time to get the paperwork in, not additional time to pay what you might owe. penalties and interest still apply to late payments if you owed last year, and your income and your tax situation is basically the same, you owe this year. >> so here's what you do. go to irs.gov, make a payment, whatever payment it was last year, the irs will issue most refunds within 21 days or less. >> if you file electronically with direct deposit, you can check the status of your refund on irs.gov with the where's my refund tool this year, the irs says taxpayers who needed help this year got it quicker with wait times over the phone. cut to just three minutes. the average refund is about $3,000, up about $123 from last year. two important new credits you might be able to claim this year. impact used electric

electric vehicle buyers and expanded home energy savings. we have information about both credits on our website abc seven news.com. back to you both at the desk. >> thanks, amanda. a major challenge for teachers here in the bay area is a struggle to find affordable housing. reporter veronica miracle has a look at some potential solutions to ensure that bay area educators can actually afford to live here. >> bert dixon teaches high school math in one of the most expensive places to live in the world, the bay area suburbs to live just three miles from school, he tutors and teaches at a community college. i'm veronica, i'm bert. nice to meet you, veronica. did you think at this point in your career you would be working three jobs? >> not really. i thought you know, by this point in my career, i'd be a little bit more financially stable. the salaries didn't really keep up with with the cost of living. >> working three jobs allows bert to live close enough to school, to bike. there a commute many teachers can't afford. >> do we want teachers that

stay after school, maybe coach sports, get involved in school activities? or do we want teachers that, right after the bell rings that they have to get in their car and start their hour and a half commute? >> one potential solution to this housing crisis affordable housing financed with government assistance, specifically for teachers and school staff. cities like miami, chicago and los angeles are all building developments like these. >> so we're talking upwards of 400, 450 individuals. it'll be transformative. >> nearly 80% of public schools nationwide struggled to fill teaching positions for the current school year, with low salaries being a key issue. >> we're in the middle of a national and state teacher shortage. we started the year with about 5% of our classrooms not having teachers. this is a key strategy for us to be able to recruit and retain teachers and other staff in san francisco. >> between his second and third job of the day, dixon grabs a

quick bite at home. his wife erin, and daughter kelly are also teachers. >> as a mom, did you try to talk her out of becoming a teacher? >> no. so, because it was her dream, we just hope that she, she, can handle it because this is what she's always wanted to do. >> it's not the financial reward that i'm in this for. it's the intrinsic reward of working with the students and feeling success with the students and ultimately we go in our classrooms and just do the best you can. >> veronica. miracle cnn, san francisco. >> applications are now open for alameda county's program helping first time homebuyers afford down payments. it's giving up to $210,000 loans to people who live or work in the county, or those who were displaced from homes. they're applicants must be making 120% of the area median income in order to

qualify. now recipients will be selected through a lottery, with priority given to educators and first responders. you can apply online until may 15th. >> the pricey public toilet for san francisco's noe valley finally opens next weekend. the plan for the toilet generated lots of pushback, with the price tag of $1.7 million. then, vendors agreed to donate the restroom, bringing the price down dramatically. now wey valley will hold a grand opening celebration for that toilet next sunday. a meerkat at the oakland zoo was caught taking his lookout duty very seriously you know that was the sound they made? no you can see the animal stand up on his hind legs while making those soft noises. it's something you may have seen, but not necessarily heard. if you've visited these little guys at the zoo, keepers say this is the sound of a meerkat on watch. makes to let others know that

of degrees warmer than yesterday. more of us getting into the 60s. so this is getting closer to where we should be for this time of the year across the state. it's a similar story, 60s in the central valley for much of southern california as well. south lake tahoe, a mix of sun and clouds. we'll go to 53 degrees for a daytime high back here at home. any evening plans? it's looking quite nice. it's quiet out there. temperatures in the 60s early on with clear skies tonight. we'll see those numbers gradually fall through the 50s overnight. tonight will eventually land in the upper 40s for a lot of areas overnight under mainly clear skies. and then as we head towards tuesday, we'll start to see warmer weather move in here. future tracker temperatures showing you tomorrow we'll see more 70s start to build in. we'll start to go above average, but by wednesday with sunny skies, we'll have 70 and 80s. so wednesday and thursday are going to be the warmest days this week. again thursday afternoon we have those temperatures going above average again. and even though we take a little bit of a dip heading into the weekend,

potentially. we have information about both of them on our website, abc seven news.com. new developments in the case of a former sonoma county politician accused of sexual assault, multiple women are moving forward with civil action against former windsor mayor dominic pepoli recent. the state's attorney general opted not to file criminal charges against him. abc seven news reporter cornell bernard has the details from santa rosa. >> we will not be silenced. we are not going to stop the fight. >> seven women claiming they were sexually assaulted by former windsor mayor dominic foppoli holding a news conference with their attorneys outside the sonoma county civil and family courthouse. the accusers say they're disappointed by last month's decision by attorney general rob bonta not to file criminal charges against foppoli due to lack of evidence in the case. >> we are shocked that even with the large number of women from all over the globe who have come forward, that this is still not considered enough for a criminal criminal conviction, these women

defense accused the judge of being biased, the jury pool tainted and the limited gag order he's under unfair. the court rejected all those claims. prosecutors say trump paid daniels to keep quiet about an alleged affair, then tried to disguise it as legal payments to former lawyer michael cohen. >> the defendant claimed that he was paying michael cohen for legal services performed in 2017. this simply was not true. >> hundreds of potential jurors have been summoned. it could take a week to seat 12 jurors and six alternates. trump pleaded not guilty to the charges. cohen and daniels are expected to testify during the trial if he's found guilty and still wins the election. trump can't pardon himself because these are not federal charges. back to you, kumasi at the live desk. >> thank you. amanda. new developments in the fallout from arizona's near-total ban on abortions. now arizona's attorney general is turning to california, trying to find a way
