prosecutors are seeking justice for an innocent victim of the fentanyl crisis in the south bay. a baby named winter is dead. four people now face

murder charges in connection with her death. good evening. i'm ama daetz, and i'm dan ashley. >> thank you for joining us. this is truly a tragic case that saw the parents of an 18 month old charged with murder after a fentanyl overdose killed the little girl. >> yeah, baby. winter died in august. the autopsy showed her blood contained 24 times what would constitute a lethal dose of the drug. at her age today, the santa clara county district attorney's office charged two housemates with murder. one is accused of supplying the drugs and the other distributing them. >> we charge drunk drivers for murder. under circumstances like this, we hold businesses accountable for dangerous practices which lead to the murder of their employees and we are holding these four individuals strictly and criminally accountable for their dangerous actions, which led to the death of this defenseless little girl, baby winter.

>> this is one of two cases in santa clara county where parents are facing charges for fentanyl related deaths. there's also the baby phoenix case, where a three month old died. the murder charges in the baby winter case are based partly on a string of text messages between winter's mother and the two housemates. the suspect in the deadly shooting of two people in napa over the weekend is now charged with murder. 22 year old john nicholson made his first court appearance in connection with the killings. today. he was appointed a public defender but did not enter a plea. nicholson is charged with shooting a 19 year old woman and a 17 year old girl along riverside drive on saturday. one of the victims died at the scene, the other died after being taken to a hospital. officers also arrested two women on charges of aiding in a felony. they're expected in court tomorrow in san francisco, street safety advocates are criticizing a plea deal for the driver accused of killing a four year old girl in a stroller last august happened on king and

fourth streets near caltrain and oracle park. >> abc seven news reporter suzanne fawn is in the newsroom, with more on the sentencing and a story you'll see only on seven. almost 71 year-old driver karen cartagena will not have to go to jail after pleading guilty to a misdemeanor vehicular manslaughter charge. >> miss cartagena is profoundly and utterly devastated by what happened. >> attorney greg mendez represents karen cartagena. the 71 year old drove into a family at fourth and king, killing a four year old girl in a stroller . police say it was a tragic accident, mendez explains what led up to the collision at the time of the incident, there were circumstantial evidence which suggested that miss cartagena should continue driving. >> taking the right turn based upon indications from a traffic signal operator as well as the fact that, at least one person behind her was apparently honking their horn, indicating that she was holding up traffic

and that she should drive ahead. >> mendez says cartagena read an emotional letter of apology in court that brought the judge and others to tears. >> she is beyond remorseful, and her life, is, has changed. >> the victim's family, who are now back in korea, also had heartfelt written letters read by a translator. cartagena will face two years of court probation, 400 hours of community service, and she'll need to complete a driver's ed course. luke bornheimer, a sustainable transportation advocate, does not agree with. >> i think there's a dangerous precedent set when you give really lenient, you know, sentences for people killing other people with their cars right after the collision, sfmta reduced the two right hand turn lanes from fourth onto king street to a single lane, saying it would slow traffic and reduce the amount of cars going through

the crosswalk. >> bornheimer says those changes are not enough. >> the city really needs to redesign streets like king street, and many other streets so that there are less driving lanes and, you know, use that space to create more space for people and more space for protected bike lanes. >> san francisco adopted vision zero ten years ago with the goal of zero traffic deaths, safety and advocates say the city is still far from reaching that goal, but sfmta says it has reduced the number of fatal collisions and severe traffic related injuries. it has added a number of protected bike lanes, and the city is adding more speeding cameras back to you. okay, suzanne, thanks very much. >> san francisco police officers are out in force right now looking for drivers failing to yield to pedestrians. the sting operation is taking place between alloa and wawona streets in west portal until 6:00 tonight. it's not far from the location where 78 year old woman crashed her car into a bus shelter last month. remember that horrible tragedy killing a

family of four? >> now, a follow up to monday's protests that stopped traffic in multiple locations across the bay area. more than 30 people were arrested for the shutdown of the golden gate bridge and parts of 8-80 and oakland in the golden gate bridge protests. those arrested have been released, but they may still face felony charges. abc7 news reporter anser hassan has the latest on the investigation. >> 26 gaza war protesters were arrested for their alleged involvement in monday's shutdown of the golden gate bridge. as of wednesday, all were released, but that does not mean we are not going to pursue charges, san francisco district attorney brooke jenkins says there's a tight time frame to make a charging decision when a suspect is booked on a felony, so all 26 were released pending further investigation. potential charges include unlawful assembly, false imprisonment and conspiracy to commit a crime, a possible felony that requires us to have specific evidence related to each one of the 26 people we need video evidence. >> we need statements from

people impacted by the protest who were witnesses to what occurred. >> the da is asking for those stuck in traffic to come forward to help with the investigation, adding they may be entitled to restitution. rachel shapiro mckim says she's considering it. she was in traffic for almost 4.5 hours, headed to san francisco for medical treatment. >> my bigger concern is for people with more life threatening injuries or doctors. i was standing next to waiting to cross the bridge who weren't in the hospital to see their patients in the east bay, alameda county district attorney pamela price is investigating protesters who shut down 8-80 in oakland. >> in a statement to abc seven news, she writes our prosecutors are standing by and prepared to receive case information for individuals arrested during that incident. while my office supports the essential right to protest, it's important to note that public safety should never be compromised. the group a15, one of the protest organizers, say the goal of monday's demonstration was to target the global economy. they write without the billions of dollars in military aid provided to israel by the united states

government, the massacre of over 30,000 people in gaza would not have been made possible. the arab resource and organizing center, which is organized gaza related protests over the past few months, was not involved in monday's action. but in a statement to abc seven news, they called the claims to be absurd, ridiculous and distracting. executive director laura keswani writes jenkins criminalization of dissent runs disturbingly parallel to the calls for violence against protesters being made by the far right d.a. jenkins has one year to file misdemeanor charges, two years for a felony in san francisco, anser hassan abc seven news antioch's police department continues to try to add officers to a force depleted by multiple misconduct investigations. >> interim chief brian addington told the east bay times. the department currently has 77 sworn officers out of 115 authorized positions, just 39 of the 77 are patrol officers, 17 officers remain on paid administrative leave. many due

to accusations of criminal misconduct and the recent investigation of inappropriate text messages allegedly sent by members of the force water rates could be going up for people living in the south bay. >> that's if a proposed increase from santa clara valley water district is approved. abc seven news reporter dustin dorsey explains how much the rate hike could cost people. >> silicon valley is already one of the most expensive places to live and utility rate increases aren't helping. from p-g-and-e's hikes to proposed raises from san jose water. now santa clara valley water district is discussing their own increases that could spike bills for customers like martin quirk. now's the time. >> people are really frustrated. we grow weary of it. the bills have gone up so high. it's so much higher than inflation. a higher than the stock market goes up, you know, how how can we how can we live with this? how can we keep going? >> a challenge for many. but valley water says the proposed charges have a purpose. the money will go towards infrastructure upgrades at places like anderson dam and the

rinconada treatment plant. the board will vote on raising groundwater production and treatment plant charges for cities and private water retailers. >> our infrastructure is old. we need to make sure that we're updating it, providing the proper maintenance, repairing where we need to repair and also, you know, investing in new projects to provide water supply here in santa clara county, the nearly 13% increase could end up costing customers just under $9 per month on average. >> but valley water says without the infrastructure improvements, it will cost the community even more. >> a reliable water supply is something we all take for granted. you know, you just expect to turn on your faucet and the water to come out, but that takes investment. we can't not invest in the infrastructure that provides the water here, because if we don't invest now down the road, it could have impacts, obviously, on the reliability of our water supply. >> ralph quirk understands rate increases are inevitable and he wants to see all companies that raise rates held accountable to follow through with the plans. that way our money goes where they say it will.

thompson. abc seven news sports anchor chris alvarez was there. he is live at the chase center with what klay had to say today. chris >> yeah. klay didn't speak with the media last night. he went zero for ten scoreless a surprising outcome for klay thompson in a game the warriors needed to win. and he's got an upcoming free agency this summer. so a lot to be made about his future. and he did speak with us today. now klay the future hall of famer as i mentioned had a night to forget in sacramento. he went scoreless zero for ten from the field. last night's elimination game loss to sacramento. the warriors really just never had it after halftime. they were trailed most of the way. but hey you know what one game does not make a career for klay thompson. the four time champion future hall of famer missed just five games the entire regular season. remember he missed two seasons of his prime due to year long injuries and he's come back the klay averaged under 18 points just right. under 18 points per game this year. hit 268 from deep and led the league in free throw percentage. just beat his buddy steph curry in that category and in the grand scheme. klay had a really nice

season. says he won't let one bad night erase all of that. >> i'm not going to let one sour night or year ruin a decade plus of great work and success. >> what klay has meant to this franchise, as good as he still is, we desperately want him back. he's still got good, good years left. and i know i speak for everybody in the organization. we want him back, obviously there's business at hand and that has to be addressed. >> it's up to them. but the end of the day, whatever happens, it's all gravy. it's been such a freaking special run. >> after last night's game, steph curry was asked about klay thompson's status moving forward. and steph just says, i couldn't imagine not playing with both klay and draymond. draymond echo the same kind of sentiments. he wants klay back. steve kerr wants klay back. so now it's just a matter of the contract negotiations and whether the number of these two sides can come to agree to

airlines briefly grounded all flights for about an hour this morning. the seattle based airline said it requested a ground stop for alaska and horizon flights. out of an abundance of caution, the airline experienced an issue while performing an upgrade to the system that calculates weight and balance in the nation's capital. >> today, a boeing whistleblower testified at a senate hearing. he told lawmakers that the company verbally and physically threatened him for voicing safety concerns about the production of at least 1400 airplanes. abc news reporter christiane cordero has the story. >> today, a boeing engineer spoke out on capitol hill about his employer. >> i'm not here today because i want to be here. i'm here today because i felt that i must come forward. >> sam sleeper claims the boeing

787 dreamliner could fail over time because he believes it was put together improperly. he accuses boeing of taking manufacturing shortcuts by ignoring gaps in the fuselage to save time and money. >> in a rush to address its bottlenecks in production, boeing hit problems, pushing pieces together with excessive force to make them appear that the gaps don't exist. even though they exist. >> so far, sleeper has not provided any documentation to support this claim. boeing calls the claims inaccurate and says it is fully confident in the safety and durability of the 787. boeing strongly disputes the allegations, and this week the company invited cameras inside of its south carolina facility, where senior engineers explained how boeing tested the fuselage, simulating 165,000 flights with no issues. >> it's actually the longest fatigue test of any commercial airplane that's ever been run. >> the faa reviewed and approved boeing's production quality after the issue was first raised years ago. it's conducting another investigation into sandhya patel claims, claims
