argument on valentine's day hitting her three times. the defense said it was an accident as pistorius thought she was a robber. we have a couple nbc news reporters in the courtroom and their tweets are so compelling. one says pistorius made a statement i had picked her up as i was told not to wait for paramedics. she died in my arms. steenkamp was laid to rest this morning. her uncle spoke to the press saying the family will do its best to uphold what she stood for and that includes fighting abuse against women. >> a statement that she stood for. abuse against women that was so much in the months that she would like to be an activist for that. >> the bail hearing is ongoing.

we are hearing from our nbc news team inside that courtroom that the proceedings are just beginning to wrap up. i'll continue to follow it to bring you the latest. laura? >> we'll check back with you. thank you very much. an east bay city cracking down on interstate cafes. the hayward city council says the cafes are hot beds for online gambling. arturo santiago is live in hay wa hayward with what the city plans to do about it. >> reporter: the cafes have computer terminals that offer sweepstakes games which are an illegal type of slot machine and other types of gambling which are prohibited by state law. there are reportedly three of these cafes in hayward. there's world net business center in a strip small on 22000 block of vermont net collection across from city hall and ibiz on maple court. today hayward city council is going to consider an emergency

ordinance that would prohibit these kinds of cafes during a 45-day moratorium. during that 45 days, city staff members will explore some long-term recommendations. options include extending the moratorium or even changing the city's zoning ordinance. after the city found out about the three locations, it sent letters earlier this month ordering them to shut down the sweepstakes computers. world net already closed completely. the state bureau of gambling control considers these internet cafes to be illegal gambling operations and alameda county is in the process of shutting down the cafes in unincorporated areas. i'm arturo santiago, "today in the bay." san francisco mayor ed lee and giants expected to make a big-time announcement later on this morning regarding the mission rock development project which is right near at&t park. announcement could possibly be. bob, good morning. >> reporter: good morning to you, jon. san francisco giants mission rock project is being tauted by the team as one of the largest urban mixed use developments in the country. it would be a $1.6 billion project that would cover 24 acres here at pier 48 and parking lot a which is here. mayor ed lee of san francisco is expected to make a major announcement regarding this announcement. according to the chronicle it will be anchor brewing company agreed to have a facility here at pier 48 that would include not only a brewery but a restaurant and museum. the 100 plus-year-old company would keep the original location with this additional facility the brewery would quadruple the amount of beer it produces creating a hundred new jobs in the process. when the entire mission rock

project is completed in 2017, it's expected to add a park, apartment, stores, office space, create just under 7,000 jobs for the city and bring in hundreds of millions of dollars in tax revenue. reporting live at pier 48, bob redell, "today in the bay." >> we are on storm watch this morning. cities all over the bay area getting ready for the approaching rain. in the south bay santa clara valley water district handing out sandbags at the headquarters on winfield drive in san jose. meteorologist christina loren is tracking the storm for us. how are we looking now? >> we're looking good. the brunt of the storm doesn't arrive for another couple hours. if you are leaving right now, you'll get the best drive of the morning. 45 degrees in livermore. 47 degrees to start the day in sunnyvale and 45 degrees in santa cruz. i want to point out how cold it is. cold enough for snow showers down to 1,000 feet this morning. just depends on where the cells end up. right now you can see we're not getting a lot of rainfall but it is becoming a little bit more steady in marin county right

now. watch out for that. all of the shower activity pushing toward the golden gate bridge over the next 15 to 20 minutes. we'll check on the drive with mike in just a couple minutes. count on a slower than normal commute with showers alone and a lot of people headed about eing work today as well. behind the area of low pressure, cold air trails. it's going to be cold all week long. unsettled weather continues with the jet stream to our south. for today this is what you need to count on. thunderstorms possible associated with stronger storms we could see gusty i understand up to 50 miles per hour. we could see pea sized hail even and we're also expecting some heavy downpours. we'll track those thunderstorms as they develop. temperatures in the upper 40s. straight snow coming down at 2,000 feet but it could fall. that snow level to 1,500 feet. we'll have to watch and see how things work out throughout the morning. 48 degrees in livermore today. 49 in san jose. 49 degrees in fremont. grab your jacket. grab the umbrella.

if you can stick around, stay tuned. seven-day outlook ready to go in the next report to help you plan around the next two systems on the way to the bay area. let's check your drive as promised, here's our highway man. >> good morning. good morning. we're looking toward highway 880 through oakland past the coliseum and a nice smooth, easy drive. easier than many weekdays because there are no road crews between the coliseum and downtown. we'll look at the maps and show you what's going on. southbound we saw slowing off 238. that cleared up. two crashes in the area. one is south 880 as you head toward industrial parkway. a new hit-and-run accident reported. the car over on the shoulder now doesn't sound like any injuries and it sounds like everything is out of lanes but we'll watch and chp may arrive soon so we'll see flashing lights. slowing east 580 off castro valley y cleared and pushed that car off the roadway. two cars involved in a crash there. we're still waiting for updates on injuries. it doesn't sound like negatiany

investigative reporters went undercover and found out it's a perk that tempted a lot of abuse by public employees. is this your disabled placard. it says it is registered to someone else. the dmv tells us it is registered to one else and not you. >> it must be my mother. >> it's important to the public that we try to enforce this activity. again, it's very difficult to catch them. you have to catch them redhanded. >> tonight at 11:00 we'll show you what happened with wh we confronted those abusers and what dmv is working to do about the problem. more accusations this morning. the chinese are behind many of the world's hack attacks. companies and governments have been more and more ready to point fingers at china. >> even a couple years ago, laura, it was not something you said out loud. everyone suspected china. google was the first to utter it. now people are just flat out

saying that chinese government is conducting a concerted effort to harm it the united states, its industry and its commerce. the latest accusations coming from an american security company specifying a particular red army unit based near shanghai as doing the hacking. just a few hours ago, chinese officials called a press conference where they denied all of those accusations. said a majority of hacks against chinese companies originate in america. the thing that keeps this from trading into trade sanctions or war is our dependence on chinese manufacturing and we owe them a staggering amount of money so it's in nobody's interest for this thing to spiral out of control. a report new out this morning, says china became the world's biggest trading partner eclipsing the united states. we're still the most productive company but we keep much of the product to ourselves. we make a tractor, we sell it in iowa, not china.

the markets back to work this morning after taking monday off. let's check in with seema mody. she's live at cnbc world headquarters. good morning, seema. >> good morning. futures are higher right now as markets come off a mixed week. the dow posting a small loss for the second straight week. nasdaq broke a six-week winning streak. the broader s&p 500 index extended its winning ways to seven weeks. the last time the s&p 500 started out a year with such a streak, 1967. we do get data out on housing and earnings from dell and marriott. be sure to watch out for that. nasdaq slipped six to close at 3192 on friday. back over to you. >> thank you. here's a fun statistic for you. every website connected to every other website by no more than 19 clicks. put another way. i can get from nbcbayarea.com to the world's most obscure website through 19 links or fewer. a bit like you can connect to

bring your umbrella with you and definitely have that jacket with you. seven-day outlook tells the story as we get into the next couple of days, we're going to keep this unsettled pattern in the mix. so tomorrow morning we are going to trade the rain for very, very cold temperatures. frigid start tomorrow. thursday another round of rain as that jet stream stays to our south. friday into saturday, a little bit of sunshine and temperatures will warm up a touch. a weak disturbance saturday into sunday and then sunday and monday getting an opportunity to dry out and warm up. which is good news because we are getting closer and closer to the first day of spring, which will be march 20th just around the corner. let's check on your drive with mike. >> good morning. christina has been telling you about that impending rain and it's hitting marin county a bit right now. look at this. mist overnight has left this enormously huge drop of rain -- it's percespective thing. it's on the lens. it's what you deal with on the windshield as you drive through the area. 880, mist there and christina

talked about it into san jose. keep that in mind for many bay area routes. right now we're following two crashes in this area on the east bay. south 880 at industrial we do have a crash that's over on the shoulder but the person who was hit and was the victim of the hit-and-run said the person who hit them was swerving around. watch out. chp will be on lookout for that person as well. call if you hear anything or see anything. east 580 crash there still with a flat bed tow truck on scene. see slowing heading countercommute off castro valley y. minor injuries. crash sticking out of the slow lane. use caution toward that interchange. commute direction is westbound for 580. it's a smooth drive through livermore, dublin and into sunol. we're looking at slowing out of the altamont pass. look at the traffic maps. blue means there may be rain falling there or at least some puddling and damp roadways where it is green. you'll see colors throughout the

man. marty does marathon radio broadcasts before the game, after the game, he's doing them here in scottsdale. take a listen. >> spring training is under way. i'm sitting here live at scottsdale stadium. >> reporter: as one of the voices of summer that giants fans spend entire weekends with hearing giants pre and postgame signifies that baseball is back. a former defense attorney, marty's love of the game has translated into a second career in radio. we start this season in the press box reflecting on the glory of spring training. >> it's a great time to get bonded back with baseball. i say it's our way of giving a hug to baseball. there is optimism in every game. every camp. 30 teams. everyone thinks they'll have great season and everyone has an even record right now. it's the welcome back. >> reporter: over the air from scottsdale to the bay area, it's never too early to start talking about how the giants can make

welcome back, everyone. it is 5:23. the public will have a chance to weigh in tonight on a plan to ban plastic bags in redwood city. the proposed ordinance would ban the distribution of plastic bags by all stores except restaurants and nonprofits. it would also require ten cent charge for paper bags. if approved, the ban would take effect on april 25th. tonight's meeting is at 7:00 at the redwood city downtown library. the pittsburgh city council will hold a final vote tonight

to ban medical marijuana clubs. the band would apply to dispensaries, mobile delivery services and cultivation but would make some exceptions in limited situations. the ban is expected to go into effect next month. with little rain this month, working to determine with a caused an oak tree to crash into a home in the east bay. you can take a look at this. it happened yesterday afternoon in diablo. an oak slammed into that house without any explanation there and guess what? three of the four family members were actually inside the house when this happened. we are very happy to report nobody was hurt. look at that. it is possible we're hearing reports that half of this house can be salvaged. that's the good news. bad news is that means half of the house at least is not salvageable. it's crushed. >> look at the size of the tree. gorgeous trees in that area of

francisco no problems. we'll talk about the issue we're watching. reports of some sort of debris north 101. chp doesn't seem too concerned about it. we'll track that and let you know if they have to run traffic breaks. the approach from the east bay and maze nice toward the bay bridge. >> rush hour delays in southern california this morning. two 500,000 oil drums making a six-mile trek to a refinery. the 100-foot long drums cruising at 2 miles an hour. don't want to get stuck behind that. chevron says the refinery supplies 20% of motor fuel in southern california and 40% of jet fuel at lax. four more drums will arrive later this week. a small coffee shop in oregon going hollywood for the oscars. portland roasting selected as the official backstage coffee at the oscars this weekend. i didn't know they had official coffee backstage. the only coffee that will be served backstage and in that

the bail hearing for oscar pistorius just wrapped up. i'll tell you if the olympian is free on bond while his model girlfriend is laid to rest. saying good-bye to the man who helped the 49ers into the dynasty they are today. >> we're introducing rain back into the forecast in addition to potential for strong thunderstorms, gusty winds, dime sized hail. we'll break it down in your full forecast. the rain on roads combined with traffic tuesday we'll have a tough commute. we'll see how the winter break week shakes out for the different flow. right now let's take a live look quickly outside at san jose. you can see it is still early. traffic not a problem just yet. looks like it is clear and dry out there. christina talking about rain.

dress accordingly. take an umbrella. it's tuesday, february 19th. this is "today in the bay." 5:30 on the nose. thank you for joining us. glad to have you along. i'm jon kelley. >> i'm laura garcia-cannon. we start with breaking news out of south africa where the bail hearing for olympian and double amputee oscar pistorius is just wrapping up. he's accused of shooting his model girlfriend to death on valentine's day. new information and video in from south africa. >> the bail hearing came to a close within the last few minutes. brand new video into our newsroom to show you. this is reeva steenkamp's brother as he makes his way out of the courtroom chased by media and press there cannot get enough of this story. though the hearing lasted several hours, the magistrate

did not hand down a ruling on the bail. he will remain in jail. i want to share a tweet. pistorius' eyes are bloodshot, his arms crossed. he's composed as he prepares to be brute to six night in custody. the prosecution is arguing he shot and killed his 29-year-old model girlfriend reeva steenkamp in an act of premeditated murder. they argue that he fired through a bathroom door where she was hiding after she got into an argument. pistorius says he thought she was a robber and shot her three times. he felt vulnerable because he didn't have on productet his p e

legs. steenkamp was laid to rest this morning hundreds of miles away from the courtroom in port elizabeth in south africa in a private ceremony of friends and family. i want to read you another statement that was read in the bail hearing this morning. this one from reeva's best friend. she says reeva and oscar had nothing but love for each other. the bail hearing will resume tomorrow at 9:00 a.m. laura, jon? >> we know you will continue covering this for us. thank you very much. closer to home, police releasing a sketch of a man they say attacked and raped a young woman visiting the uc santa cruz campus. we have a look at that sketch. the victim describes him as a muscular white man in his 30s, dark hair. a full mustache and goatee with a tattoo on the upper right arm. he wore a dark blue t-shirt and smelled of cigarettes. the 21-year-old victim treated at a hospital for bruises.

funeral services will be held next tuesday for lou spadia. once the part owner of the 49ers. he started working with the team when they were founded in 1946. he worked his way from equipment manager to president and eventually the owner. san francisco native died sunday at the age of 92. the city of hayward taking action to try to stop illegal gambling at internet cafes. the city council wants to shut down those cafes in order to stop the problem. active. good morning to you. we have slick conditions. hasn't rained for quite some time. all that oil that's been accumulating on the highway, it's going to make for a dangerous drive to work this morning in addition to rain we are expecting some strong thunderstorms to develop. we have a chance for that all day long. look at this. most of the north bay now is already had the steady rainfall coming in. it's pushing into metropolitan areas. san francisco starting to get slick. you can see all of the peninsula at the very tip nice and wet right now. the bayview district getting the first shower activity of the day. this activity is pushing east of the bay bridge and on its way to oakland in the next 59 minutes it will be on the way to piedmont. a rough drive to work and rough drive home with more rain on the way as we head throughout this afternoon. steady rainfall is expected. heaviest window between 7:00 a.m. and noon today. our snow levels will drop off once that cold blast settles in behind. 2,000-foot snow level in the bay area expecting three to four

inches of the white stuff high atop mt. hamilton. the concern is for thunderstorms to develop. these are thunderstorms that could create some pretty significant sized hail. keep that in mind today. we'll track those cells as they develop basically all day long. 48 degrees in livermore today. 49 in santa theresa. my next report will show the seven-day outlook. two more chances of rain this week and of course we'll be watching the cells as they develop all morning long. 5:37. a slow drive. not just yet, mike. that's what you can expect later on. >> that's right. rain comes in, folks will want to and need to slow down because we haven't had rain for sometime. the oil settled on roadways. especially right now as christina showed you golden gate bridge mist on the roadway, light sheen and light coating of water lifting that oil up. right now may be one of the more dangerous times before that oil has washed off. light volume of traffic here. let me show you on the maps what we're talking about. traffic and weather systems

integrated. green highlighted throughout the north bay is where the wet roads will be a factor. arrow points northbound 101 away from the bridge. we see a bit up toward waldo tunnel. san rafael, there's your commute direction. still wet as far as sensors go but smooth as far as sensors go and rain and mist through the area. 121 and highway 37 as you come over from vallejo to the north bay. we'll give you a quick look at oakland. 880 past the coliseum. a nice smooth flow of traffic starting to pick up. this is traffic tuesday. with rain involved, it could be a tough back. back to you. 5:38. folks at the san jose rep are fighting to keep the beloved theater open. auditors say the rep has to do more to keep the doors open. the fight to survive going on now for years. back in 2006, the theater almost shut down before the city stepped in and bailed it out to the tune of $2 million. an amount the rep will have to

pay back over the next 25 years. the theater says shutting down would leave a big hole in the arts community. >> the arts are very often the reflection of the soul of the city. i think that it's important to have groups like san jose rep. >> the rep says it has an action plan to get the auditors off their back namely building up a cash reserve of $200,000 every year. they will have 50,000 in reserve by the end of the year thanks to foundations and other generous donors. >> a start and step in the right direction. >> got to do what they can. 5:39 right now. we'll go back out to scottsdale, arizona, to meet the former oakland athletic that's now making an appearance in a giants uniform.

congress on recess this week but the president and congressional staffers hard at work trying to deal with the

march 1st deadline when $85 billion in automatic spending cuts take effect. "today in the bay's" danielle lee live on capitol hill with what's happening behind the scenes. good morning. >> reporter: good morning. strategists tell me that staffers are working and making calls negotiating trying to come up with alternative savings in lawmakers' absence and president obama will be joined at the white house later this morning by working americans who could lose their jobs if the sequester happens. he's going to urge congress to come up with a deal that balances these cuts with new revenue he says to avoid hurting the economy and also middle class families. that's not a plan republicans support. lawmakers are not entirely on vacation. many of them are in their districts highlighting the impact that these cuts will have around the bay. there could be delays at the port of oakland in san francisco because of furloughs and thousands could lose military jobs. people here visiting the capitol voters from around the country tell me they're upset that lawmakers took the recess

bay area right now. you can slice it in half everywhere north of the golden gate bridge starting to get wet at this point and that will continue to be the case throughout the next 15 to 20 minutes. shower activity pushing into the east bay. this is what we're talking about right now. you can see this blob of green embedded within that green you have yellow and orange. that's a significant cell on its way to the east bay as we speak. you can see right now most of san francisco nice and wet. richmond san rafael bridge getting hit hard and moisture heading toward the east shore through the next 15 to 20 minutes. watch out for that, berkeley. 15 to 20 minutes away from heavy downpours. throughout the morning hours, all that moisture will continue to push to the south but that is not even the main event. that comes in at 9:00 a.m. and we're talking about the main event arriving in the north bay at 9:00 a.m. you see the yellow embedded within the green. more moderate rainfall on the way. it moves quickly at 11:00 and it will be draped over san mateo north to concord and then by 11:00, moving into the south

bay. this is where it gets interesting. look at the different colors we're picking up here. the very light pink, that snowfall coming down high atop mt. hamilton, six inches of snowfall on the way. look at this. the coastal mountains down to 1,500 feet even at noon today because it will be so cold. we could get some snow on the coastal mountains in the bay area. that's an indication you'll need your jacket all day long. you want to travel cautiously. unsettled weather continues not just today. basically every single day this week. 48 degrees in livermore. 48 in san jose. 47 in gilroy. i do want to point out this is the most moisture rich system of the three headed our way. heading through wednesday, skies will clear. we'll get a cold start to the day and then thursday our next chance for rain arrives. not looking as significant but still enough to keep your umbrella in your car. you want to keep it handy heading throughout the week. by friday a little bit of sunshine and then on saturday another isolated shower. starting to dry out setting up for a fair stretch of weather

google learned its lesson on this in 2008. it sold a phone for the first time purely online click and ship but people want to talk to someone on the phone at the very least to ask questions and get technical help and google was not set up to do that. wall street back to work today. tesla reports profits this week. so does hewlett packard. so far hp the best performing stock on the dow 30 industrials. i said hp. best buy this morning says it's going to continue its experiment with price matching. you find something on amazon.com, best buy will match it. this only works ahead of time. it doesn't count after the purchase and only applies to certain retailers. most importantly, amazon. i think we have done that. best buy knows we do that. you look at a printer and check same price on amazon.com. best buy says they are ready for that. >> guilty of that yesterday. interesting. got to shop around. >> got to work the system.
