catholics. many wanting change after a series of scandals. >> i can imagine these meetings getting challenging, chippy, not informal but hard hitting at certain points. >> reporter: former scottish cardinal keith o'brien would have been among them but announced his resignation last week. now in a statement he has effectively admitted inappropriate sexual contact with other priests and he apologized. the successor to pope benedict must put such things in the past. at this neighborhood church just a few miles from the vatican catholic parents know what they want from a new pope. >> i think it's important that he will be able to reach the souls of the young people. >> reporter: and already, the new pontiff's gown has been made, three vestments in different sizes, displayed by tradition in the window of the

a rare state for her majesty. over the weekend at windsor castle she was suffering from gastroenteritis. an infection and inflammation of the stomach and intestine and yesterday was driven to the hospital. forcing her now to cancel a trip to rome this week. >> gastroenteritis can become a serious illness in older people or little children if they become dehydrated. the way to avoid that is to admit the patient to hospital to observe them for a night or two. >> we are used to her being stallworth getting on with it and being very healthy and sprightly and full of energy. >> reporter: not taking any chances is how royal watchers describe the decision to admit the queen to king edwards vii. the same hospital where kate was treated for morning sickness. after a prank call ended in embarrassment and the suicide of a nurse, security is tight. at once, the queen was guarded by london's tallest at over 7 feet and smallest police officers at the same time. the queen fully expected to recover just fine.

feet by the middle of the week. >> that's now to politics, no sign for compromise and the cuts known as the sequester that started going into effect over the weekend. nbc's chief white house correspondent, chuck todd is here with the latest. good morning to you. >> good morning, savannah. welcome to the new normal of washington budget politics 2013, where inaction leads to an actual action that nobody likes but at the same time nobody stopped, resulting in these automatic cuts known as the sequester. it's clear neither side wants to have a budget fight over the next few months as both president obama and speaker boehner waved the white flag and allowed sequestration to continue. >> these cuts will hurt our economy. >> this is not the smartest way to cut money. >> reporter: considering that nobody wanted the sequester it's striking how little was done to stop it. instead the president and the speaker of the house have seem content to simply blame each other. >> the president demanded it. >> it's happening because of a choice that republicans in congress have made. >> reporter: a sequester

showdown was avoided by doing nothing, allowing these automatic budget cuts to become law. when the president signed the sequester order a number of agencies across government were notified how much they have to cut. it may be months, if ever, that the public feels the direct impact of these cuts. but in a sign of political exhaustion, both the president and the speaker are signaling they won't do battle over funding government the rest of the year, taking the prospect of the government shutdown at the end of this month off the table. there's still optimism both parties can forge some grand bargain on taxes, spending and entitlements much later this year. >> i think we need to do a big agreement for the country. >> bipartisan compromise on revenue, raising tax with serious entitlement reform. >> reporter: meanwhile as republicans use the sequester debate as a rallying cry to move on from 2012, it's clear mitt and ann romney are still grab e grappling with their loss. >> obviously it was a winning campaign. it worked. >> do you think it was fair?

>> no. >> the president had the power of incumbency. obamacare was very attractive, particularly to those with no health insurance and they came out in large numbers to vote. >> as you can see, mitt romney joins mccain, mcgovern and others in the pantheon of defeatdefeat ed presidential candidates that took a little while longer to get over their losses, if ever. matt? >> jeb bush is the author of a brand new book called "immigration wars." governor bush, always good to have you here. >> nice to see you. >> chuck said this is the new norm in washington, dealing with sequester, the cuts went into effect, the finger pointing continues. is this the new norm? every few months, are we to see a manufactured crisis that doesn't get resolved? >> we have the continuing resolution coming up at the end of the month. and then in early may, the debt ceiling again. i view this kind of as a temporary problem in our history, but it is -- it appears to be the last two years we're

going there crisis to crisis to try to deal with these fiscal problems that we face. >> the cuts went into effect friday night, although they roll out over a long period of time, and yet i'm surprised there hasn't been more outrage on the part of the general public. do you think that's because people are simply numb to this by now, the dysfunction of washington or do you think there's a little case of crying wolf here, and they don't believe how severe the impact's going to be? >> there was a lot of crying wolf. >> on both sides? >> no. i think the president kind of led the charge to say that widows and orphans were going to be out on the street. when it didn't happen he actually, himself, kind of stepped back on friday to say it wasn't going to happen that way. we'll have significant cuts in defense spending and discretionary spending for sure. i think it was oversold. you're right, i think people are just numb by this dysfunction and they watch it with their peripheral vision. >> some people, senator lindsey graham, for instance, is saying we can still get a grand bargain. he wants the president and the

speaker to go back to where they were back in 2011 and pick that up and deal with entitlements and perhaps more revenues because of closing loopholes. should your party come to the table on the issue of increased revenues? >> you know, i think it's a little hard to imagine after january where the highest -- the biggest tax increase in american history took place and then go back to say we have a revenue problem. i think the focus -- >> no wiggle room there at all? >> there may be. if the president's sincere about dealing with our structural problems. but the thing that we could all agree on is how do we create high sustained economic growth for starters, and how can we get back to a degree of normalcy where, like, budgets are passed? i'm not talking about ten-year estimations, but going to the new normal being the house and the senate pass a budget and there's a compromise and the president signs it into law. >> this all gets to the dynamic in washington right now. you are passionate about immigration reform. you write in your book, among the many steps we need to take to restore american economic growth and prosperity, none offers a more immediate return than improving our immigration

system. but if we're still pointing fingers over the sequester, is there any chance that meaningful action is taken on immigration in this kind of dynamic? >> well, this is the one place where cats and dogs seem to be getting along a little more. and so i'm optimistic that there could be a consensus about going forward on immigration. it would be better to get the budget issues behind us so there could be a focus on this, and an energy policy and regulatory reform and the things that would allow us to grow at a more sustained rate. >> you're going to speak later this month before cpac. you've been invited. obviously you've got in new book out that you're talking about. it sounds like you are gearing up for a run. those are the kinds of things people do when they're increasing their public profile. are you going to run in 2016? >> that's way off into the future. i have a voice. i want to share my beliefs about how the conservative movement and the republican party can regain its footing, because we've lost our way. >> but you clearly have not ruled out -- you will not

definitively rule out a run for president in the year 2016? >> i won't but i'm not going to declare today either, matt. >> are you surprised that cpac did not offer an invitation to chris christie, a guy who gave the keynote speech at the republican national convention, a guy who has a 74% approval rating? why did they snub him? are you surprised by that? >> a little surprised. on the one hand he did get invited the year before and he will get elected next year when he gets re-elected for sure. i think there was some disappointment in how governor christie dealt with the budget issues related to sandy, trying to advocate his position. i can understand that. >> budget issues, not the optics of him appearing with president obama? you don't think that has anything to do with this? >> i don't think so. i think the issue of castigating the house, particularly, for not going along with a $60 billion spending deal that had very little to do witsandy recovery

and when it got down to funding sandy, house republicans went along with that. that's what i think was the critique. look, i love christie. i think governor christie is part of the future of the republican party for sure. whether he is going to cpac or not is not really changing that. >> i can see that in a christie campaign ad in 2016. jeb bush, "i love christie." >> i do. i love the man. >> you'll come back in our 8:30 half hour. we're going to take a lot about immigration. appreciate you being here. >> thanks. >> now here's savannah. demolition crews in florida are back at work clearing away debris from a sinkhole that swallowed a 37-year-old man in his home. nbc's gabe gutierrez is there covering the story. gabe, good morning. >> reporter: savannah, good morning. demolition crews plan to finish tearing this home down later today. this, after an emotional day for the families who lived here. as her world crumbled, janelle wheeler is also torn apart.

>> over 40 years of memories just gone. >> reporter: her home near tampa now deemed too unstable after a sinkhole at least 30 feet wide and 50 feet deep swallowed 36-year-old jeff bush from his bedroom and just kept growing. >> at this point, it's really not possible to recover the body. >> reporter: but on sunday, authorities recovered some keepsakes for the people who lived here. an american flag, pictures and a bible. >> god works in mysterious ways. he knew we needed this. >> reporter: florida has more sinkholes than any other state. 15,000 cases have been reported, many clustered in the central part of the state. last may this huge hole swallowed a backyard near orlando. the next month another destroyed an entire home near tampa. but they weren't nearly as bad as this 400-foot hole in 1981 that devoured homes, cars and businesses. experts say many things can

cause sinkholes, in florida, it's a domino effect. the state's sandy soil on top of clay supported by a deep layer of limestone can suddenly collapse due to shifts in florida's unique underground rivers. but even experienced engineers say they haven't seen one quite like this. >> the problem with this one was it was entirely within the building, so it was hidden. and so it became catastrophic. >> reporter: once the demolition is finished, crews will decide how best to fill the hole to stabilize the area. the two homes next door remain evacuated. savannah? >> gabe gutierrez, thank you very much. how terrifying, especially for people living in that neighborhood, i can imagine. >> like something out of a hollywood film. coming up, why would a nurse refuse to give a woman life-saving cpr, saying it was the facility's policy? you'll hear the troubling 911 call from this case. >> a frightening night for david

in the world. it's here that nbc was granted exclusive access by the pakistan military, to the tribal area. ground zero for the war on terror in the region. there are constant reminders of the ongoing battle. but there's a new strategy under way here. with a focus on rebuilding. >> there are very many economic facilities available, industries here. >> reporter: so the military is now trying to fill that void, building homes, roads and schools to connect isolated travel communities long cut off from the rest of the world. this is giving them new hope and economic opportunities? >> yes, yes. >> reporter: that they didn't have before. >> that they didn't have before. >> reporter: so they won't be economically interested in helping the taliban or other elements here? >> certainly. >> reporter: 370 miles and be the first of its kind. it's nearly halfway done.

who didn't go to college and have a traditional education. explain the theory of your case. >> i came to my parents and said i'm not learning what i want to in school. i don't feel challenged and i want to do something else. although my mom was a public school teacher, my parents believed in me enough to allow me to take my education in my own hands and said it's your life. if you want to try something else, you have the freedom to do so. >> it's pretty amazing. at 12, you leave school. your parents slowly got used to the idea here. why isn't it worth it to get a traditional education? >> for everyone to think about whether or not they should go to college. there's a high opportunity cost. the cost of college is rise iin out of control, with $27,000 in debt and unemployment rates are the highest levels since the 1950s. so it's really hard to argue that you should go and spend four years and hundreds of thousands of dollars when there's not a guaranteed return of getting a job. >> are your prospects not a

great deal better with a college degree than without one? even for these jobs that you say maybe aren't that great for someone a college degree? sometimes that's just a credential to get you into the door so an employer can discover how creative and wonderful you are. >> there are always job that is will require credit epentials ss a doctor or a lawyer. the college degree doesn't tell them anything about whether or not you're a good candidate or have the skills that allow you to do the job. >> go ahead. >> i challenge employers to take a step back and think about how they're going to assess people in a world where everyone who is applying has a degree. >> while other kids my age sat in class, i organizeded collaborative groups, helped political campaigns and started my own businesses. can we agree that you're special, but if i'm a parent at home and looking at my kid i'm thinking, boy, if he dropped out of school, i'm not sure he would be in france taking classes.

it is 7:56. good morning, everybody. i'm jon kelley a boat in distress near pacifica. that is where christie smith is on the shore and the coast guard now in touch with those sailors. what's the latest? >> reporter: there's quite a predicament out here. three people on a sailboat that's stuck in the sand this morning. the coast guard is here but firefighters just telling us a couple minutes ago that the people onboard are saying basically they don't really want any help. they are hoping to get out on their own. the problem is that the tide is going out and the keel under the boat is stuck in the sand. firefighters got a call 5:15 this morning a distress call. the thought is perhaps these folks might want to float out on their own but we're told that the high tide isn't until 10:00 p.m. so that would be quite a wait. this is a 60-foot sailboat.

inside this facility in california, the 911 call comes in. >> what is the address? >> reporter: the woman is unconscious, barely breathing. >> we need to get cpr started. that's not enough. okay. >> we can't do cpr. >> then hand the phone to a passerby. if you can't do it, hand it to the passerby. i'll have her it do it. >> reporter: despite the calls for help, cpr would never be administered by glenwood gardens staff. our practice is to immediately call emergency medical personnel for assistance and to wait with the individual needing attention until such personnel arrives. that is the protocol we followed. >> she's going to die if we don't get this started. do you understand? >> i understand. >> okay. >> i am a nurse, but i cannot have our other senior citizens who don't know cpr -- >> i will instruct them. >> i will instruct them. is there anyone there -- i don't understand why you're not willing to help this patient.

>> i am. >> mary winters, an expert on senior care, is shocked by the company's refusal to help but she adds in california independent living facilities, unlike nursing homes, are not legally required to provide medical aid. >> it's really more like a hotel where they will offer you concierge services, you will get meals, have housekeeping. they'll change your bed. but you can't even get care in an independent living. >> reporter: the 911 call at glenwood lasted more than seven minutes. with every passing second more desperation. >> is there a gardener, a staff, anybody that doesn't work for you anywhere? can we flag someone down the street? >> as a human being, i don't -- is there anyone that's willing to help this lady and not let her die? >> not at this time. >> reporter: the elderly woman was eventually rushed to a hospital where she was pronoensed dead.

her daughter says she's satisfied with the care while the company says they're cond t conducting a review. >> star jones is a former prosecutor. dr. roshini raj is a medical contributor. i don't think it's possible to listen to that tape and not be shocked. this was not a woman who had a do not resuscitate order. are you shocked by the turn of events? >> it's certainly shocking when you hear a nurse say she can't perform cpr on a patient who needs it. there was a policy in place here. i don't personally agree with those types of policies but apparently the family was aware if something were to happen to this woman that they wouldn't perform cpr. >> one thing to have a policy. because this woman was a nurse, is there some higher moral responsibility? we know doctors take the hi

hipporatic oath. >> if the nurse was fearful she was in jeopardy of losing her job because of the policy, cpr definitely saves lives. it could, in this potential situation, save minutes. the brain starts to die after four minutes of lack of oxygen. every minute was crucial here. that's why the dispatcher was so desperate to get someone to start it. >> star, let's look at the legal issues here. number one, this was the policy of this independent living facility, not a nursing home. this was a policy that reportedly was related to anybody that stayed there. cloer clearly, they didn't want to assume the liability of performing cpr or any other care. >> every family has a right to lay out what they expect from a facility and the facility has a right to limit what they will provide. it's called informed consent, as you know. the problem then becomes, are we looking at a legal responsibility versus a social

responsibility. and the doctor rightly suggests she might have lost her job. think about the pr nightmare of this woman losing her job trying to help an elderly woman and prevent her from dying. >> do you see any potential legal exposure against this nurse or the clinic based on what we know of these facts? and i should add that the daughter, apparently, is not dissatisfied with what happened here in terms of the care. >> right. i'm not sure right now that the lawyers have talked to her yet. as you look at the duty of care that goes across our country, there's elder abuse laws. i'm not sure if this facility takes any medicare or medicaid funds. there are regulations that are required in that regard. i would look at all the facts before i say that this facility did the right thing. she may not go to court but she does have to go to bed at night. i'm not sure she's going to be able to sleep well. >> you are not liable, if you perform cpr in good faith on a person, i want everyone out there to know this. i don't want people to walk away

former republican governor jeb bush has not been afraid to

criticize his own party's treatment of immigrants and hispanics in his new book "immigration wars." he offers his new ideas for reform and how the gop can appeal to the fastest growing minority group. along with the co-author of the book, clint bolich. nice to have you back. let's talk about mitt romney, gave his first interview post-election the other day. he talked about some of the reasons he thinks he may have lost. i know minorities, hispanics, those groups played a large role in the election. let's take a look at what he had to say. >> the weakness that our campaign had, that i had, we weren't effective in taking my message primarily to the minority voters, to hispanic americans, african-americans, other minorities. >> let's go back to 2004. your brother won 44% of the hispanic vote. by contrast governor romney won 27%. was it governor romney's fault or the party's fault? >> i think both.

governor romney put himself in a box in the primary by trying to out conservatives, very good conservative candidates and never really recovered from it. immigration is a gateway issue. it's not the dominant issue for asian-americans and hispanic americans but it's a gateway. if you send the message that you don't want people to be part of your team, they don't join. >> this is an alarm to your party. you called republicans tone deaf and hostile to immigrants and called the party unwilling to expand the base and warn the republicans face, your word, extinction if they continue to alienate hispanics. this damage that has been caused and inflicted, self or not, something that can be repaired in time for 2016? >> absolutely. it's not just a hispanic problem. romney got even fewer asian votes, absolutely remarkable. basically, republicans have lots in common with immigrants, a

desire for entrepreneurship, a desire for educational opportunities, pursuit of the american dream. it has to begin by talking to immigrants and making common cause. >> when you look at comprehensive immigration reform and look at a guy like senator john mccain, who ran into trouble out in arizona not long ago at a town hall style meeting, constituents were furious with him for his stance on this issue. how do republicans then in the coming years balance the need to expand the base, though at the same time staying true to their conservative tenants? >> whether it's immigration, tax reform, all these issues we're facing, we can't be reactionary. we have to have a positive, proactive set of policies. and we need to persuade. we need to listen to people and we need to persuade. >> when it comes to a path to citizenship, you fall short of that. >> right. >> you want legal residency and you want people to admit they've committed a crime by coming here

illegally to pay taxes, and fines. but you do not want to offer them a path to citizenship. if they do all the things you ask them, why not grant them that right to be an american? >> our proposal is a proposal that looks forward. and if we want to create an immigration policy that's going to work, we can't continue to make illegal immigration an easier path than legal immigration. there's a natural friction between our immigrant heritage and the rule of law. this is the right place to be in that sense. not to take away people's rights -- >> the party wants to expand its base, if i'm an illegal immigrant and i look out there at the proposals coming forward and i say, wait shall the president is offering a path to citizenship, i think, in eight years. the team of bipartisan team in the senate looking for a slightly longer timeframe than that. i look at jeb bush and he's saying, no, i don't get a pathway to citizenship. i get legal residency.

why do i jump on board with your proposal? >> half the people who could have gotten amnesty in 1986 didn't apply. many people don't want to be citizens to our country. they want to come here, work here, not necessarily all of them want to become a citizen. that's point number one. point number two, there has to be some difference between people who come here legally and illegally. it's just a matter of common sense and a matter of the rule of law. if we're not going to apply the law fairly and consistently, then we're going to have another wave of illegal immigrants coming into the country. >> just about a month or so ago, i talked about this group of eight senators that have come up with this bipartisan approach here. it seemed this was an area where there would be compromise and something would get done. now we bring in the sequester and other things. do you truly feel this could be accomplished in the coming years? >> absolutely. it has to be accomplished. we need an immigration policy that works. our immigration laws are over 60

years old right now. we need high-skilled and low-skilled immigrants. mainly, if for no other reason, to support the number of people who are retiring. we are not growing our own anymore. and so we desperately need an immigration policy that works. >> clint, governor, nice to have you here. >> thanks. >> the book is called "immigration wars." up next, we'll lighten things up a bit with the guy sitting on the couch across from us here, paul rudd is in the studio. we'll talk to him. first this is "today" on nbc.

near a foot near minneapolis. however, on the east coast, with the divergence of the computer modeling we use, one model gives up to 12 1/2 inches of snow for the mountains of west virginia/virginia, but then as you take a look at the american model, we're talking about maybe 6 to 8 inches and washington not even in the snowfall, and the european model, less snow than that, so we'll keep an eye on and still seeing plenty of gray skies around san jose right now where temperatures haven't moved much. still near 50. you can see and low 50s around the bay area. tomorrow, though, different story. you've got a winter storm that will be plowing into the bay area tomorrow afternoon. today will be the drier of the next two days. upper 50s to low 60s. with scattered showers, isolated thunder possible on wednesday, then clearing out friday into the weekend. and that's your latest weather. >> all right, al, thanks.

this is a breaking news update from nbc bay area news. >> this is out of san francisco's bayview district this morning where police say one person has been shot in a drive-by shooting. now our chopper is flying above the scene near 3rd and palou avenue. officers responded to reports of shots fired just before 8:30. the victim has been taken to the hospital, but the extent of injuries is not known at this time. as for the shooter, san francisco police could not confirm a suspect has been arrested, but they are saying a weapon has been recovered at the scene. at 3rd and ballou in san francisco. the coast guard is trying to

perfect. >> you're saying we have to open our minds, consider different people out there for us potentially. >> more than one person may be great for you. if you're not giving yourself a chance to date people from different backgrounds, if you're thinking my guy has to go to this school, have this background, you'll never find them. >> we all have that friend who has that list and she checks it off and says that's a deal breaker. you say don't take those lists too far? >> they're too long and they're not prioritized. if you have a list, you need to dwooit divide it into two. here are the things you need. here are the things you want, right? >> right. >> the wants could be the looks and something like that. but the needs could be something important, like if you're divorced and have children, you need someone who likes kids, who likes pets. you want someone who is 6'3", you want someone who graduated from harvard, but what if they graduated from yale? you won't date them now? some of the things we use are silly when we really prioritize

the car, and came here to new york, and got somebody to do something to his hair and came home and goes what do you think of my hair? do you like my hair? i had to do what i said. i do. honey, do you really want me to answer that? yes. i told him i didn't like it, and then i'll never ask you again. this is the good thing about us getting older. 20 minutes later, how do you like my hair? he forgot that he told me not to ask. never mention it again. so it's all is well with us. it's all good. we're learning to deal with all of his little changes in life with a lot of humor. >> that lying thing did spark a lot about whether or not you should tell your spouse the truth at all times and what you should keep from them. i thought it was interesting. >> it won't change your behavior because you're afraid to tell a woman that she's killing you, taking all the skin off your body. you won't tell her the truth. >> i didn't want to hurt her feelings, okay? people have feelings too. all right? all right. >> we better get to -- we have our favorite things.
