this is "today in the bay." >> and a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. breaking news this morning. water pouring down a san francisco street overnight. this as crews work to cap a major water line break happening at 22nd and vermont street near petraro hill. this is becoming an all-too-familiar scenario in the city. >> that's right, infrastructure is what we're hearing. it was an 1897 cast iron pipe that broke. the focus is on the hill where the city water department is set to be here all day to cut out the damaged pipe and put in a replacement. water was gushing down around the sinkhole around two square feet. the biggest concern was water

supply to hospital buildings. it would have them were cut off this morning. the good news is water is back on for everyone. we were at another line rupture this month that flooded a few homes near candle stick. the utilities commission said it's doing 16 miles of replacement every year, but it's also trying out new, innovative pipeline technology from japan, which is supposed to withstand earthquakes and avoid these types of line breaks. this is ground zero for that. this technology has been in japan for several decades and we're told has withstood magnitude 7.0 or greater earthquakes, including the one in 2011 that was 9.0.

i don't think that's going to matter come game time. it will be 5:07 game time here at kauffman stadium and the fans and the team trying to pull the series out. the giants haven't played since last thursday. royals wednesday. one sports headline questioning whether the rest they've had will lead to rust. the giants did work out saturday and sunday. members of the giants organization telling us the team looks loose, focused and relaxed as they'll go for their third world series title in five years. >> i'm getting a little spoiled. this is my second one in three years pipts just fun to be a part of and not worry about dynasty talk or anything else after the series. >> we have to go out and play great baseball. if we don't, they're going to take advantage of it. >> it never gets old coming back to the world series.

6:40. >> and how can you support the orange and black. we have a whole page on our web page dedicated to the fan base. >> 6:06 right now. oh, it's 6:07. the morning just flying by. time to take a look at the microclimate forecast. we certainly can feel that fall in the air. it rained yesterday in the south bay and i saw people immediately pull out their boots. >> talk about flying by. here we are. >> good morning. it's cold enough for a pair of boots or at least certainly a jacket this morning in parts of the bay area. we'll take a closer look at that this morning. the first two games on the road in kansas city and you'll notice here the temperatures at game time at 5:00 our time, about 7:00 in kansas city, kind of mild. low 60s next two days. we'll have clear skies tonight for game one in kansas city, game two increase in clouds but

notice the bay area on friday. there is a chance late in the game may begin to see some showers. no showers, though, for this morning. 40s and 50s outside, chilly. napa mainly clear skies but clouds here that will stay across the north bay. the rain producing clouds holding off at least until about thursday for the north bay. highs near 70 in san jose. should see numbers in the mid 60s near san francisco. and the try valley high in the low 70s. our chance of showers increases to the far north bay on thursday. and if the game gets into extra innings, there's a chance some of those showers could spill on through. for now the best chance of rain showing up late on thursday.

this is some warm subtropical air being aimed in across oregon and parts of extreme north. sunday does look like we'll see cooler and drying conditions but santa rosa northward, three days of opportunities of seeing showers but not so much for livermore. best chance of seeing rain for you arriving friday night. rob? >> here on the north bay, opportunity for company on north bay 101. that's a typical slowdown there. a car fire was reported. it looks like that has cleared from the report, somewhere

between tulley and blossom hill. it was just an overheated vehicle, not an actual flame situation and no one injured there. a little build out of hayward. on the peninsula, no problems on the other side of that san mateo bridge. typical build for the tri-valley. a live look at dublin. we'll show you a good number of vehicles toward southbound. when you back up for all lanes, not to be unexpected. it's tuesday so we expect a heavier volume of traffic. people ask me why tuesday have a heavier volume. a lot of folks tend not to come into the office or maybe you have a little bit of a weekend tired family so they come in for a lot of meetings on tuesdays, it's a trend of the bay area.

jose today to remember a fallen comrade who died fighting a wildfire near yosemite. he had previous served as a pilot in the navy and was in the reserves for 20 years. >> uber has deactivated a driver cited after allegedly attacking a customer. happened saturday night in san francisco. the victim said after an argument about an investigation, the driver yanked her out of the car and threw her phone down the street. >> and the water is back on at san francisco general hospital after a water main line broke. about an hour ago we found out crews had restored service and are trying to fix the sinkhole. >> the ebola virus has yet to hit california but state leaders aren't sitting around. today governor brown is meeting with california nurses to talk

about statewide ebola standards. >> on the ebola front, leaders of contra costa county and santa clara county will meet to talk about ways to better prepare for a possible case right here in the bay area should it arise. schools in the area are stepping up their efforts for infectious control just in case. they will now check the temperature of any student who walks into the nurse's office. the district is identifying rooms to isolate a child who is sick. a child must exhibit fever-free symptoms without medication for 24 hours before returning to school. >> tonight people who live around communications hill may be get reting relief. kris sanchez is live. good morning, kris.

>> reporter: it's a nice place to exercise, you get to be out in the fresh air, none of that chlorine bleach smell you smell at the gym. but a will the of the folks say those who arrive here to exercise aren't always respectful of their community and that's why they're asking for change. not all folks are polite about how they exercise here at communication hill so they've asked their council woman to do something about it. she is proposing that the city council designate the city stairs off limits early and late. >> if we can designate it as a park land where it's only open between sunrise and sunset, i think that will resolve the issue. >> this has been an ongoing complaint for a while now. madison nguyen said the time to act is now because the developer who built this part of communications hill in this neighborhood, they have more

housing in the works and more staircases planned here as well. the council is scheduled to vote on this matter during their evening session, which starts at 7:00 tonight. if you want to have your say pro or con, lace up your sneakers and head to san jose city hall. >> don't head up that hill. thanks a lot, kris. >> on the agenda in san mateo county, leaders will talk about a restaurant rating system. that county is considering a placarding system like the one in place in santa clara. inspectors would give a green card for a pass, yellow for cause and a red one for closed until safe. >> and a city councilman says pets are being surrendered to animal shelters because of no-pet policies. >> and a drone could give firefighter as birds eye view

for emergencies. >> if you're headed to the coast today, be on the lookout for dangerous waves, some as high as 13 feet. while the swells are good news for surfers, the rip currents could easily pull even the most experienced swimmer out to sea. >> let's check your forecast this morning, this as we give you a live look outside, san jose in the early morning hours here. if you're headed to that coast line, maybe stronger waves but no rain drops slated for today like yesterday. >> we had light rain falling at times yesterday. this morning as that front has moved on by, we're seeing the cool air, chilly temperatures. we'll show you that in a moment. we've got a large surf out on our coast. the storm is many miles off our gulf to the north of alaska. that acts like a gigantic fan on the water. as the energy slows down and

waves begin to build up, we see of wave heights. high surf at times with the possibility of rip currents so use caution. on the coast, cool temperatures there as well. some showers approaching the coach, the most temporarily will be off to the north of the north bay but then chances of showers increasing as we get into thursday and friday. in the meantime, a chilly start to the morning with 40s and 50s outside. but the afternoon looking pretty pleasant. and across the north bay and tri-valley today, highs in the low 70s, high pressure building our temperatures through the middle of the week. rain again mainly off to the north bay on thursday and late friday evening we'll see the next batch swing through, mainly after midnight friday into saturday that could bring the bay area another tenth of an inch of rain.

most of that up towards the north bay. we could see quite a bit of rain coming down by the time we get into the weekend. the five-day forecast shows a brief forecast. about the same for san francisco, some late friday showers, but for places around santa rosa, stay tuned. we could see clouds at times, a few sprinkles possible into wednesday but the best chance of showers there friday to saturday, again into early saturday and clearing on sunday and the north bay seeing temperatures warming up a bit, upper 70s as we approach the middle part of the week. for a check of your tuesday commute, here's mike. >> we had rain yesterday, not quite 24 hours ago. but this is a smooth, dry road right now from the golden gate bridge. we're talking about anywhere north of here and an easy flow. i showed you the build.

there's the build but no slowing. that's your typical morning commute. we have a slow drive, the same thing for west 37 over toward sears point. standard flow of traffic anywhere in the north bay. we're looking over here toward the east bay. and starting the build now, the dumbarton bridge. north toward the bay bridge toll plaza where the metering lights are on. the stackup is there. on 880 itself, south again we show you the slowing through hayward just toward fremont. now these folks are making their way over 92 and 84, just north

of the dumbarton bridge, building the volume for the freeway, same thing for the southbound side. the earlier car fire has cleared without incident and it was somewhere south between tulley and blossom hill. a smoking vehicle, not one that's on fire and no injuries reported. >> that's good news indeed. thank you, mike. >> a drunk driving plane crash turned deadly. the new details surrounding the crash that killed the ceo of a major oil company. >> we'll get to that. first we'll take a live peek out from the san bernardino mountain. >> and game one of the world series happens tonight. bob redell is there live.

it is 6:25. a snow plow collided with a plane at a moscow airport killing the ceo of an oil company. he was in his corporate jet when it hit the snow plow during take-off last night. russian investigators say the driver of the snow plow was drunk. three crew members were also killed in the crash.

it is the fifth largest publicly traded international oil company in the world. >> the family of a southern california mayor shot and killed by his wife is now suing. daniel crespo was killed last month in his home. authorities say his wife shot him several times after he punched their 19-year-old son. crespo's son maintains the mayor had an affair and his wife threatened to kill him many times previously. he has filed a wrongful death suit saying the murder was premeditated and is seeking $50 million in damage. >> and breaking news this morning, a water main burst and crews are scrambling to clean up the mess. >> plus is your car safe? millions are being urged to get their air bags fixed.

pistorius sentenced to five years behind bars for killing his girl friend. the judge said that he showed gross negligence when he opened fire through his bathroom door shooting reeva steenkamp numerous time. however, he could be released after months and serve the rest of his time under house arrest. >> and more than 4.7 million vehicles have been recalled for air bag problems. tracie potts has the details for us. good morning. >> reporter: good morning. the government is taking the unusual step to remind people to check their cars. you may be under this recall because the size being millions of cars, they are spread across all different makes and models, domestic and foreign and they are younger and older cars, some as old as 2002. so you may be, in fact, one of the cars with these defective air bags. that's the issue. defective air bags made by a

company that says the inflaters that inflate the air bags can rupture and spew shrapnel out at the driver and passengers of that car. that obviously can be very dangerous. there are believed to have been four deaths as a result of that. take a look. there is a web site, nhtsa, national highway traffic safety administration wants you to log on and put your car's vin number in. it will let you know whether or not you're part of this recall. laura? >> thank you very much. one to look up. >> and right now on your tuesday, it's still early in the week as we take a live look outside at downtown san francisco blanketed in darkness right now. there's nothing wrong with a little bit of a changing of the season. >> we've been waiting for fall. >> it's here, a little cooler today. >> it will make sense going to all those pumpkin patches. >> it looked more like fall

yesterday. we had light rain coming down. this morning as that weather system has moved on, some drier air settling in overnight. 45 degrees in napa this morning. quite chilly in some of the north bay valleys. jacket weather to start but it looks like can you keep the umbrella at home, at least for today. locations north of santa rosa could see a chance of a few stray showers. the wind from the storm in the gulf of alaska pushing large surf our way. that beach hazard statement and alert for high riptides and currents. we'll begin to see the pattern change as we get into thursday. today near 70 in san jose. low 70s south of downtown, close to 70 in oakland, low 70s inland out toward the north bay and tri-valley locations. temperatures climbing up a few degrees as we get into thursday. north bay will see a slight

chance of showers showing up there late thursday, then friday night into saturday. this will be our best bet for seeing more rain dropping into the bay area, but a large focus of this next system, even the friday system coming up starting the weekend will be aimed in for areas north of santa rosa as the system evolves and we get into the beginning of the weekend. for now we will see a few showers climbing on up as we head to the weekend as the skies beginning to clear. >> coming up, i'll talk you through this shot. the lights that are steady over on the northbound side, that's the traffic, a little conclusion going on on the fremont off ramp. over on your right, that's the only camera with the worse view than ours because the security camera is facing the other way, they can't see the crash and we

can. we can't see any problems caused by this incident. it just appeared on our map as far as an incident goes. southbound 880 is a smooth drive, typical build out of the hayward area. 84 in both directions. the the volume increasing and we have a little more backup coming out of san leandro. slower across the san mateo bridge toward the san mateo side. the south bay moves a little slower. a live look out there shows you highway 92. there's your company across that flat section. a clear view here as well as the bay bridge and a clear drive across the span once you get there. but of course we have your

at 6:44, breaking news this morning. water pouring down a san francisco street overnight as crews work to cap a major water line break. it happened on 22nd and vermont near san francisco general hospital. today today stephanie chuang live at the scene this morning. this is becoming an all-too familiar scenario in san francisco. >> reporter: that's right. good morning to you, laura. the good news is the water is back on to everyone this morning. it was a mess around here with

mud from the water gushing down the hill. there's a little bit of clean-up down here still but up the hill is where they're working on replacing the 1897 cast iron pipeline that broke earlier this morning, causing a sinkhole about two square feet. the water supplied a hospital building, a research building and a dialysis center. but the good news is the water is back on for everyone. we were at another line rupture earlier this month that flooded a few homes near candlestick. these water breaks are caused by an aging infrastructure. it's replacing waterlines doing 15 miles of replacement every year, and trying out innovative pipeline like what is used in

japan. this is going to be the first place in san francisco that will try out the new pipeline technology from japan that is set to be installed that has withstood earthquakes in japan of 7.0. >> thanks a lot, steph. >> it is 6:46 on your tuesday. time to check your forecast as we take a live look outside at the bay bridge from the perspective of emeryville. stephanie chuang was out there wearing a bit of a wind breaker. if you're wondering should i strap on an extra layer, what do you think, brob? >> i think that's not a bad idea. as the rain moves on, the weather system bringing in cooler, dry air behind it. the radar is picking up showers offshore.

that batch will likely fizzle out before getting into sonoma county. next couple of days a chance of a few passing showers as a strong system, a lot of wind here is fanning a large period swell as the sur of gets up to breakers of 13 feet at times on our bay area coastline. napa 50. closer look at some of those temperatures in and around the east bay. you'll notice 48 in livermore and san ramone and low 50s in parts of the east bay. mostly sunny, pretty nice day. we'll go from jacket to t-shirt weather. you'll notice the seven-day forecast at the bottom of the screen, numbers warming slightly through thursday, then we'll see changing at least through the

north bay, increasing chance of seeing the showers drop further south as we get into thursday. then friday night into saturday, we'll see the next round of what we expect to be more late-day rain. and moving on for saturday and sunday, we should trend drier again. most of the rain will fall north of san francisco into friday night and picking up about a quarter inch of rain for the start of the walk. the bulls eye for the heaviest rain, north of mendacino county. so glass half full/half empty here. parts of san jose may not get a whole lot in this weather pattern but that could be good news for the timing of those games coming up. north bay, though, the further north you go from the golden

gate, maybe a stray shower or two, those chances increasing through friday and saturday. livermore, you'll look at rain increasing. and the skies clear with school temperatures sweeping in for sunday. mike? >> we have a little more slowing kicking in the last few minutes, this is north 101. let's show you the maps and the slowdown. we've had a series of smaller crashes, one which didn't seem to cause a problem but a second one approaching 880 and a third near the airport. we'll track this. they should move over to the shoulder without much problem and also from capex all the way up into 87. typical build pattern that we'll see kicking in because it is tuesday, really tying things up

through that area. even north 680, a little slow through san ramone. i'll track it for you as well. slowing for the san mateo bridge and the nimitz. we'll give you a live look at palo alto where you're getting more company. no drama here north into the city, getting a little slower anywhere north of the airport into san francisco and the southbound side also picks up the volume. and north of novato. >> thanks very much. uber under fire again after another reported attack. the victim, who does not want her face shown, says the uber driver picked her up saturday night. she says the man stopped near the corner of jones and pine in san francisco and started to yank her physically out of the car. then he reportedly threw her

phone down the street when she tried to take a picture. >> i feel like the drivers are completely within their right to refuse a rider, not like a rider, be angry with a rider, but you cannot physically touch a rider and you cannot touch their property. >> reporter: police cited the man for several misdemeanors and then let him leave. uber maintains it has deactivated that driver, pending the -- it's been people who live around the bay state could be getting perfected relief. kris sanchez reports on how and when the stairs could be used. >> reporter: yes, it really gets people's blood pumping and not just those who use it for exercise. a lot of people say people who

show up for exercise are not respectful of their community, they say some people show up and make a lot of noise and leave trash and some even say they've spotted some people having sex and doing drugs here. >> if we can dedicate it as a parkland where it's only allowed to be open between sunrise and sunset, i think that will resolve the issue. >> reporter: we did talk with a woman exercising here now. she says this is her only chance to do it before sunrise because her kids are still sleeping and it is before the day starts but that she sympathizes with the folks who live here because she's been annoyed by the trash and beer cans as well the council woman says the time to act is now because there is more development in the work here at communications hill. the council will take their vote at 7:00 tonight at their even council session. in san jose, kris sanchez,
