right now at 4:30, rain moving through the bay area. here is a live look at stormranger. we're tracking the impacts you can expect as you start your day. >> mike inouye is monitoring the slick roads and any commute problems. also meteorologist vianey arana is timing out the storm hour-by-hour. we'll take you south of the bay area where hundreds are underwater this morning. this is "today in the bay," streaming live on roku, xumo, and online. good tuesday morning to you. i'm gia vang. laura garcia is off. >> i'm marcus washington. mike, i know you've got an issue this morning.

we've got to talk about the rain already here. so technically is the atmospheric river already here? >> it is, we're just seeing the beginning. the heaviest of the rain is still just offshore. but it will push through. i do have a bit of good news. it looks like the system will move out quickly, which is great when it comes to atmospheric rivers because we don't want to see it sitting over one area for an extended period of time. now, if i zoom this in using our mobile dob ler stormranger, you can see some of the heavier cells moving into san francisco. everywhere else, widespread light rain, so about 4:39, redwood city, you can see it starting to move in through the south bay. the timing looks similar to yesterday as far as when we'll see the heavy rain. we saw it ramping up around 5:00, 6:00, and that's when we'll see again today. it's a system that's going to move out quicker and that will help us out when it comes to rain totals once the system does

move out. so because it is picking up speed, rain totals are down a little bit, which is great. for the north bay, it's still looking like higher totals, and there will be a potential for landslides. wind speeds are expected to ramp up as you see the stronger cells move through. the threat for downed trees and power outages will remain, along with sierra snowmelt at about 5,000 feet. the wintery mix is going to cause this warmer system to create the potential for some flooding in the sierra. but they're also going to see additional snow above 7,000 feet through the next 24 hours. the conditions in the sierra will still be very dangerous, as there's also an avalanche warning as well. we'll go through the hourly timing and what the rain totals will look like this morning in a few minutes. i know mike has a lot of issues. >> well, this is a very big

concern. this is a caltrans camera. it looks like it's frozen, but you can tell it actually is a live camera. this is the traffic that is stuck right now traveling north on 680. there's a big rig that jackknifed across the freeway and they need a heavy-duty tow truck to clear it from the roadway. this happened at about 4:10 and traffic is stacking up. chp is going to have to force folks through pleasanton. you can take pleasanton to sunol. just note that this northbound 680 stretch is closed just shy of sunol boulevard because of the jackknifed rig. we will track that. the green highlighting show that it's definitely wet roadways, blue creeping in off the coast in patches over here through 580 and livermore, that's ponding and puddling. with the amount of rain we've

had, it doesn't take much to have flooding like in morgan hill and gilroy. the bay bridge, light traffic. rain coming down and the roadway really starting to show that water. back to you. >> thanks, mike. residents in one monterey county city are seeing the result of several storms. the small town of pajaro has been partially under water for more than four days, due to a 400-foot breach in the levee system. many families have been evacuating. this family left saturday and said that they evacuated again monday night. >> here is our neighbor's house. they can't get out their driveway. it's just a giant lake for a mile in any direction. >> now, reinforcements are pouring in. the san jose police department is sending six officers a day to help with flooding. many people who live in the area are also sheltering in the santa

cruz county fairgrounds. many counts are under a state of emergency due to the storm. a look at interstate 80 in donner summit, it is still open with chains required. this is as the sierra braces for another wave of serious snowfall. drivers faced light and spotty rain last night in the lower elevations. one traveling from vacaville was fueling up and said he was trying to make it to tahoe before the blizzard conditions return. >> get over there. we paid for the week and we missed a week of skiing earlier this year. >> several feet of new snow may fall over the next few days at higher elevations. as the storm moves through the bay area, we want to see what the rain looks like where you live. tag us in your pictures and videos on social media. we'll be watching for them on twitter, facebook and instagram. 4:35 this morning. venture capitalists and startups

are able to get their money out of the now shuttered silicon valley bank. >> the bank is back open and under the guidance of the fdic. people lined up at 7:00 a.m. yesterday to withdrawal money at santa clara headquarters. startup ceos tell us they're grateful to be able to get their money out. >> thankfully this morning we were able to wire the funds out and we're lined up for payroll. we're also in the midst of raising our next fundraising round. we're developing a blood test, the first to be able to diagnose ovarian cancer and we need to see if we're going to be able to get new capital to bring in the test and development and fda approval. >> there are growing fears that the crisis could spread. the new york stock exchange halted trading of first republic after shares lost more than half their value and signature bank in new york also failed over the weekend. >> the federal government is making sure depositors can get their money back, but there are

some questions about community projects that svb was funding. >> many find themselves scrambling for another source. we're in san francisco with that part of the story. >> reporter: as people with accounts at silicon valley bank lined up outside the defunct bank's santa clara headquarters, there's a lot of relief that the federal government has taken immediate action to shore up those depositors. >> this is a nonprofit, it's wineries, and there was, for example, a payroll processing company that i know of in san francisco that processes payroll for 10,000 small businesses. 10,000. >> reporter: and those repercussions would have been felt across the country. this is an interview done by our sister station in boston. she runs a community development nonprofit there. she says she's in line at the bank to retrieve her nonprofit's money to move it to another financial institution, but

silicon valley bank was also a significant lender for affordable housing projects here in the bay area. projects that are now frozen while the funding is sorted out. one of the developments that is on hold is spearheaded by mercy housing and would have filled in this space around the corner from san francisco city hall. according to mercy housing, senior vice president kate peterson, mercy housing was in the process of securing a loan from silicon valley bank for an affordable housing project, but that has been delayed and we're exploring alternate financing options. it is supposed to include 112 homes. construction is supposed to begin this year. according to the mayor's office of housing and community development, the kelsey is one of five affordable housing projects in san francisco with funding affected by silicon valley bank's collapse. they account for 500 homes, intended for people with disabilities, teachers and veterans. it's not clear how long it will take for each developer to get

and it is 4:41 right now. we are under a microclimate weather alert as the first round of light rain is already moving through the bay area. we've still got the heaviest of this atmospheric river about to make its way through. you can see some of the cells. if you live in mountain view, expect to see some heavy downpours at times, and at about 5:12 in sunnyvale. we'll take you through the timing in a few minutes. we have stopped lights. yeah, this is video from a camera in sunol, heading toward pleasanton. these trucks have not moved in the last 20 to 30 minutes. the reason why, we have the closure, the crash, the big rig across lanes northbound 680 just around the sunol boulevard exit. chp says you've got to take highway 84 into the pleasanton and livermore area to get around it on stanley or holmes. if you try to take pleasanton

sunol, i believe it cuts it off as an option. we'll track this and the weather affecting the entire bay area coming up. good morning. i'm silvana henao from cnbc. wall street is set to open higher after a mixed session yesterday, with the dow falling for a fifth straight day after the government's plan to back up depositors at silicon valley bank failed to boost bank stocks. shares of regional banks got crushed. the nasdaq rising as some investors bet the collapse of svb could mean the federal reserve will hold off on hiking interest rates when it meets next week. >> in focus today, the consumer price index, which is expected to show inflation slowed last month but still remains high. volkswagen plans to invest nearly $200 billion over the next few years to expand in north america and china. more than two-thirds of the investment will go toward

welcome back. it is 4:47 for you this morning. you're watching "today in the bay." and we continue to track that downpour for you this morning. now, this is the second storm system in less than a week and it's already caused a lot of

damage out there. you can see right there it's pretty calm when you look at the san francisco shot and then the other camera, you can see the rain continuing to come down. >> we're going to see it intensify. so within the next couple of hours is when critical things will start to come in, including the rain and gusty winds. a high wind warning is in effect. i want to show you what's to come. offshore we do have stronger cells beginning to develop and that will move through, peaking between now and noon. and i want to show you stormranger, because where san bruno mountain is, we are seeing moderate downpours right now. you can see the yellow and orange popping up on our map. if i zoom to the north bay, you can see the rain is pretty light so far. pushing a little further to the south bay, if you're wondering when some heavier pockets could reach your area, this is the timing. at about 5:16 mountain view will start to get heavier downpours,

through santa clara county, 5:33. these are the timestamps from yesterday when we talked about it peaking right between the 4:00 and 8:00 a.m. hour. we saw a little bit of the rain move in overnight. let's take this through about 6:00 a.m. it will be widespread and then we see a bull's-eye over santa cruz as well. the higher rainfall totals are expected in the north bay, so santa rosa, san rafael through napa, but also the santa cruz area as well. the good news is it does look like the system moves out rather quickly, so we're not going to see it stall out. by 1:00, heavier pockets of rain will turn into mainly scattered showers through the north bay. then we catch a bit of a break with sunshine and then we'll get another round of showers start to pick up around 3:30, 4:00 in the evening. then it will rain pretty much through tuesday night. 5:00 p.m., we start to see it

diminish. at 8:00 p.m., we'll see the majority of the rain create more of a scattered activity pattern through the overnight hours. the good news as well about the system moving out is that the rain totals are down. we don't need more rain than we've already seen. if you look at the color stamps here, notice the yellow, half an inch to three-quarters of an inch, and then the green is about a quarter of an inch to less than half an inch, which is typical around santa clara county and san jose. in the higher elevations, still the possibility of seeing anywhere from 1 to 2, 2 1/2 inches. even up through the north bay as well, notice most of the bay area will get anywhere from about a quarter of an inch to just over 2 inches. so this is good here, because notice what we've been worried about, the san lorenzo river has already hit flood stage from previous storms and we are expecting for this to crest above flood stage, right below major flood stage at 11:00 a.m.

today, at about 26 feet. this is above the flood stage of 16.5, but as the system clears out it will help it begin to recede heading into the evening. the winds will be the next big concern because the timing right now for some of the gustiest conditions, right around 10:00, so right as the storm comes through, until about 11:00, 12:00. the winds around san francisco, 50 plus miles per hour, river more 43, through san jose, 30 plus as well, and it stays very gusty, ramping up through about 12:00, 1:00. concord, 50 miles per hour, through san francisco as well. so we're not going to see these winds start to taper off, really, until this evening. once that does move out, that's going to make way for still the possibility of downed trees as well. as we inch closer toward wednesday, i have some good news. it looks like because the system is moving out quickly, we're going to see quicker clearing than we expected.

we were expecting scattered showers, but now we're going to see 57 degrees and a combination of sunshine and cloud cover. for thursday, we've got sunshine in the mix. friday's storm system, although it is going to rain, it is a weaker system and it is a colder system with another chance for more rain heading into next monday. let's see how those roads are doing and check in with mike. >> we're checking the caltrans camera. i expect to see some movement. there it is, a couple of cars creeping and crawling. this is a backup caused by -- if you're just joining us, this is very slow movement and let's look at the maps. there's a crash, a big rig jackknifed across all lanes just around sunol boulevard and that caused traffic to be stopped on the freeway. they're letting the cars that are stuck in the backup past the scene. that's why we were able to see a little movement. they're trying to let those cars move through because they've been stuck there since about 4:10 this morning. you can use 84 as the alternate.

do not go to pleasanton/sunol. it's a longer way, but just take your time. wet roads. they need a heavy-duty truck to clear northbound 680 right now coming out of sunol and through pleasanton. the commute direction is moving well and most of the commute around the bay is moving well. the conditions around the bay are tough. soupy conditions. it's quite possible many bridges -- although they're moving smoothly, there's a minor crash on highway 4 between 680 and i-80, but no major problems. north bay really getting a lot of rain on our lenses. we're watching for potential issues, like on highway 37 where it meets 101, but so far they're reporting the roadways as open and clear. new beginnings for jimmy g. still ahead, it finally happened. he is no longer a 49er.

impact of the damages from those slides. and mike is monitoring the commute hot spots this morning. >> let's start with how conditions are looking at this hour. meteorologist vianey arana is tracking the path of the storm and how long the rain will last. >> if you're up and about to head out, you might hit some areas of light rain depending on where you live. but i want to remind folks the rain is expected to ramp up. this isn't the worst of it right now. we are expecting for it to peak sometime between now and noon, so we're going to see some heavier cells move through. you can see right over san francisco, starting to see some moderate pockets. and then through santa rosa, light to moderate and widespread rain throughout. i did take a closer look to see the timing of when some of the heavier rain would be moving closer to the south bay. in santa clara, about 5:30, san jose at 5:42. once it begins to move through, we'll see cells of heavy downpours over s
