i'm raj mathai. we begin with that breaking news. a big police presence in a san jose neighborhood involving a man with a machete and a possible hostage here. this is on boyne ton avenue near the wes chester mystery house. stephanie, what do we know? >> reporter: raj, so far the only thing police have confirmed is that this entire avenue is mentioned blocked off because of a hostage situation involving a man armed with a machete. you can see it's still a very active scene out here. earlier, i was speaking to some residents that were telling me they heard police throw a flash bang into an apartment. they also heard at least three gunshots. they also mentioned they saw police go into an apartment and pull out a man on a gurney from inside. they didn't see anybody else come out. but, again, this is all information that we're being

told by residents. it's not anything the police have confirmed so far. but we will continue to stay out here and monitor the situation. we will keep you updated. we've been pushed back at least two or three times already. so, it looks like it's going to be a long night. live in san jose, nbc bay area news. >> stephanie, are other people there? you said it's an apartment complex. so, it seems like a pretty dense neighborhood. are other people being asked to leave their apartments and homes, or are they sheltering in place? >> reporter: no, we haven't seen people being asked to leave. but i did see -- when i was on the other side, there was families trying to go inside their apartment complex. they couldn't take their cars inside. they were parking in the outskirts. and i saw at least one family being escorted inside. so, it might just depend on what side of the apartment complex they're living on. they haven't said anything about evacuations or sheltering in place. >> obviously a very tense night

for people in san jose. we will keep you posted on this story throughout the newscast and into the overnight hours. thank you, stephanie. our other top story tonight, we dealt with the rain and floods all year, but it's the wind that's especially deadly, downed trees claiming a number of lives, also injuring a san francisco cop. here's nbc bay area's terry mcsweeney. terry? >> tonight we have been told that san francisco police sergeant brug let at that is being taken care of here at san francisco general hospital. the last official word we have is in critical condition. he was on duty, driving his city issued unmarked sedan when a tree came down on brotherhood way near the police department's shooting range. he was trapped inside. firefighters had to pry him out before rushing him to the hospital. tonight the police officer's association released a statement saying, the members of the sfpoa are praying for the speedy

recovery of the sergeant, who received injuries while on duty. we're grateful to our san francisco firefighters who responded with great professionalism and care to assist our officer as well as the nurses and doctors who make up his medical care team. the storm also took two lives in the city. one, a woman walking on lincoln way near golden gate park. >> i saw the ambulance and the police officers come here and we walked by and saw the traumatic people doing cpr. >> that woman, identified as 55-year-old -- of san francisco. we also learned ryan taylor, visiting from las vegas, was crushed by a tree while loading his car. the san francisco police department tonight is saying tonight that the sergeant's family is asking for privacy at this time and they are grateful for the well wishes and prayers from the public. in san francisco, terry mcsweeney, nbc bay area news. >> terry, thank you. a lot of families are -- a

lot of familiess now dedealing h this mess. we'ree learning morore abobout mann who was killed inn walnunu creeek last night. 7979-year-oldd thomas huser ands wife e had been o out to dinner ththen stopopped for ice crcrea. the wife w was d driving themem aroround 9:00 p.mm., when a tr crashed onto their tesla. tonight we spoke with his son. >> and suddenly the windshield exploded, and there was, like, a large crash. and that was basically it. my father was immediately killed. >> so difficult for all these families here. his wife suffered minor injuries. huser himself was a long-time attorney in san francisco. his son told us that his law practice was his passion, that he truly liked helping people. he retired to walnut creek a few years ago.

another storm victim being remembered tonight. a plumbing company has posted this tribute to jesus cruz. the 29-year-old was heading back from a job when a tree fell on his van. his coworkers created a gofundme to raise money for his families. pg&e crews are making progress. as of 9:45 tonight, only 39,000 customers are without power. the east bay continues to be hit the hardest, with more than 20,000 outages. 13,000 outages on the peninsula. the north bay has fewer than 100. tonight pg&e is looking to restore power to thousands in the area. what if your area doesn't show up on the outage map even though you've been in the dark for more than 24 hours? that's exactly what happened in one oakland neighborhood. here's nbc's gia vai. >> neighbors here called us earlier today asking to convince

pg&e's outage was real. >> nothing. >> reporter: this is the room this traveling nurse is renting. before her shift around 6:00 p.m. -- >> i was getting ready for work, and the power went out. >> reporter: and it stayed that way for her. >> i had to get rid of everything. >> reporter: and many of her neighbors on 56th street. not only did they not have power for more than 24 hours, they didn't even appear on pg&e's outage map. they called and got nowhere and checked for themselves. >> the outage status says the power is currently on, which it's not. and it warns me that it may take 10 to 25 minutes to appear. it's been 24 hours. >> reporter: for those whose meters register -- >> pg&e estimates that about 90%

of those customers that are currently without power will be able to be energized by end of day friday. some may be sooner. >> when we shared this news -- >> i don't know why i had to learn that from a reporter. why haven't they sent me a message and what options or resources i have, you know, in the meantime? >> i'm old. when i walk in my house, i plan on being warm. when i pick up my phone to charge it, i want to charge it. i think i deserve this. this is what i work for. >> there is a way to file claim for your expenses, but of course these customers here are wondering if the utility will even acknowledge those claims. in the north bay now, a national park closed because of this. you see that crack in the road. the storm caused a mud slide on redwood boulevard. this is the only public road into oel pally national park.

rangers don't know how long the repairs will take. tonight another road is back open but not before creating some tense moments for a hilltop neighborhood in woodside. a mudslide crashed down on a main road overnight cutting off access. that triggered an evacuation recommendation. storms have been battering the patrol road maybe nood for weeks. people who live there understand they're still at risk because the hills are so sach waited. >> they've been working 12-hour shifts through the former heavy rain a few weeks ago. so, they'll figure out how to do it and they'll throw their resources at it. >> the fire department says almost all of the 30 or so people on that section of the road briefly evacuated. crews brought in the heavy machinery -- you can see it there -- to clear out the slide and reopen the road. part of mission street in downtown san francisco is still blocked off at this hour. the day after glass rained down around the salesforce east

high-rise and a window broke off at the millennium tower. jaxon van derbeken was the first to report on that story. nows mass inspections might be coming to all downtown san francisco high-rises. >> this umbrella actually saved me because it was raining at the time. >> reporter: it may have felt like hail landing on his umbrella, but what he thought was hail was shattered bits of glass. fragments of that glass remain today on the sidewalk around the building. >> that could have been a lot more painful and a lot more disastrous. >> reporter: right where young was walking, several windows broke. fire officials say the damage doesn't pose a threat, but the failures did prompt this violation notice, ordering the owner bring in an expert to check the entire facade within 14 days. the building's management didn't

respond to request for comment. meanwhile, across the street, another window broke at the sinking and tilting millennium tower. that window had been left open. millennium officials told us, despite management's urging, all windows be shut as a precaution because of a similar incident back in 2020. while the building -- nearly all of the 3,600 replacement arms are still on route from china. san francisco's city supervisor says the city has so far been lucky, given there's now been four separate cases of window failures in a little over a week. >> we just cannot have it raining glass in san francisco's downtown. the miracle is that in these four-building window failures, nobody has been hurt. but that's not going to be true for long. so, we need to mandate comprehensive inspections of all of the window systems of all of our downtown high-rises. >> peskin says the hearing he

wants on the issue could be held as early as next month. jaxon van derbeken, nbc bay area news. a tropic warning to pass along. tri-valley drivers are being told to prepare for delays tomorrow morning on eastbound 580. caltrans will be closing lanes to make repairs on that crack in the road that popped up on monday after a retaining wall collapsed. chp closed two lanes today and will close another lane tomorrow from 5:00 a.m. to 1:30 p.m. well, no damage and no reports of injuries from a minor earthquake tonight south of hollister. you see the map here. a 3.4 magnitude struck just before 9:00 p.m. there have been a number of minor quakes in this area throughout the week. well, developing tonight, san jose police are searching for a driver who hit a pedestrian and then took off. it happened at 10th and east santa clara street. this is near san jose street. happened around 6:30 this evening. the person who was hit was take ton the hospital with

life-threatening injuries. but police say that victim is now in stable condition. police have not yet released a description of the car or driver involved. oakland's eviction moratorium may finally have an end date. legislation to phase out the ban will be discussed at a hearing tomorrow. the next step, a committee will look at the legislation in april. the proposed schedule then moves on to the full city council. if the council approves it, it would start phasing out on may 1st and end on september 1st. yesterday dozens of outraged landlords protested at the city council meeting. they say it is hurting small property owners. another day and no arrest. the grand jury in the hush money case against former president donald trump will reconvene tomorrow. mr. trump himself said he actually expected to be arrested yesterday, but that didn't happen. today, many expected the former president to be indicted in new york, but the grand jury was told to stand down.

zoo keepers at the oakland zoo are trying to recapture several birds that flew the coop. six birds escaped their enclosure yesterday after the storm blew over a tree. the tree tore open the fence of the african savanna aviary. the zoo tells us they've recovered two starlings so far. no bird lings were hurt and they stayed on the zoo property. one of our viewers tipped us off to this story. a mountain lion hanging out on a fence in a woman's backyard. you see the big cat right there? she showed up last night and didn't leave. around noon today, officials finally decided to tranquilize the big cat. the mountain lion is a two to 3-year-old female that may have been passing through and decided to take cover under a tree when the storm picked up. >> at first, i was so scared. i have cats and dogs and there's

kids around and all this stuff. but how cool? i kept saying, i'm happy to host you, but please never come back. you know? >> there was no evidence that the mountain lion was hurt or sick, so the biologist took her back to the hills today and returned her to the wild. well, if you live in alameda and enjoy using uber eats, you might not be able to much longer. the city passed an ordinance last night that stops uber eats from charges restaurants more than 15% to participate in the service. an urer eats spokesperson said they're fine with that part. what they're not okay with is the other clause, a consumer free freeze. this proposal would cement the consumer fee level. uber argues this means they won't be able to adjust for inflation or pair drivers fairly. well, he changed the world

let's get back to the weather coverage. this is in montebello near east l.a. that's a minitornado. workers were evacuated from the building you see there. the tornado damaged 17 buildings. 11 of them had to be red tagged. it damaged cars as well. thankfully, no major injuries. let's bring in jeff raniere once again. >> that's some serious stuff in l.a. we're just dealing with the deadly storm we had last night with the winds. >> yeah, and that tornado in southern california, liking ranking ef-0. interestingly enough, since 1950, california averages 6.4 tornados per year. l.a. county actually had the most since 1950, with 45 reports of those. so, some wild and crazy weather of course not only in los angeles but right here across the bay area. now, that storm system, it is finally breaking up and getting out of here.

so, as we take you into our forecast here, for tomorrow, what i do want you to see is we'll get in on some sunshine. right across the north bay, some clouds also mixing in. another window of sunshine right around 1:00 p.m. then a slight chance here of a spotty shower once we roll into 5:00 p.m. we've got a longer break coming in the 7-day forecast. tomorrow morning, a lot of you still have storm cleanup to get underway. you maybe have folks coming out to take a look at your house. you're just really starting to survey the damage yourself. as we begin tomorrow morning, you want to get up early, kind of get things checked off the list, it'll begin chilly here. upper 30s and also low 40s. over to the east bay, 39. san francisco, 44. and the north bay, 38. day time highs for tomorrow, again, struggle to warm up. this is all we can do. it's going to be another chilly day. up here to the north bay, 57 in santa rosa, 56 in livermore. also coming in with the mid to
