those huge trees. and people celebrating the new year across the bay. how people are ringing in the year of the dragon. we got a break in the rain today, but it's another soggy evening across the bay area. >> we have live team coverage with you this evening. in san francisco, officials are making sure people are staying safe among all those big trees. >> it's not just rain. i just talked about tornados. are we kidding? >> no. that's a fact for inland california. some of that does extend into the east bay. first, a look at the radar view does show the rain spreading back across the bay area.

there you see lightning strikes, increasing thunderstorms a real possibly tonight into your monday forecast. the center of low pressure will stay offshore for the next few days. sacramento and modesto during the day tomorrow, that yellow area has a slight risk of isolated tornados and severe thunderstorms and a marginal risk for severe weather does get into vaccaville, fairfield, concord and around the east bay. we could see an additional 3 to 5 inches of rain around the santa cruz mountains. flood watches now in effect all the way into wednesday morning. it has been windy outside today, but moving forward, even stronger wind speeds possible tomorrow. wind advisories up through

tuesday. we'll have a closer look with the forecast coming up in about ten minutes. speaking of all that, just in, highway 1 shut down in both directions in marin county. video shows the flooded roadway about 15 miles north of point reyes station. it is unclear when that highway is going to reopen. the wind is picking up in san francisco. public officials are warning about potential hazards. >> reporter: the san francisco department of emergency management issued a pretty clear alert today asking people to stay away from walking around trees, particularly in parks. right now, we're at stern grove

park in san francisco. it is closed today in anticipation of the wind and the rain. additionally, the san francisco botanical garden and japanese tea gardens are closed and will remain closed tomorrow. during recent storms, the city has seen quite a bit of damage related to falling trees. an 85-foot eucalyptus fell and damaged a historic clubhouse here. trees are also a hazard to humans as well. so the san francisco parks department is asking people to be cautious in the parks, because even healthy trees can be toppled by a strong gust of wind. in the north bay, already hundreds of people woke up without power this morning. it didn't stop people from heading out to the coast to catch a glimpse of these huge

waves. >> reporter: the surf has been amazing. wave after wave came barreling into bodega bay starting this morning. >> it's crazy. >> reporter: visitors to the area got out early to take a look at the powerful display. >> we knew there were big storms coming. the rain last night was really rough. roads were covered in water. the wind was incredible. >> reporter: wind toppled this tree in santa rosa tonight and knocked out power to the downtown area. some roads turned into rivers.

>> it wasn't easy. >> reporter: valley ford road closed saturday when it flooded and it remains closed. it didn't stop drives from crossing the flood waters, while a troe drug -- it's more of the same for these hardy bay area residents who have survived these storms in the past and embrace the beauty of mother nature's power at the same time. >> i could stand here and watch it all day. it's beautiful. the city of vallejo will be opening a warming center tonight at the jfk library from 7:00 this evening to 6:00 in the morning. it will be open through tuesday. don't forget, you can track the snow and rain on the go using our free nbc bay area app.

investigators are looking into a deadly crash in sunnyvale on highway 237. police say a car crashed into an rv, then into a tree on the shoulder of the highway and caught fire. the person in the car died. it is unclear what caused the crash. this is video from the flaring at the chevron plant on friday. the city says there is no public health risk. a level one event has no public health impacts and requires no action from the community. richmond's refinery and the one in martinez are under scrutiny due to flaring events. this weekend marks an

emotional anniversary for a historic church in the east bay. ♪♪ that was the choir at oakland's first african methodist episcopal church or fame. it's been one year since fire gutted the church that dates back to the 1920s. the church is the east bay's first black church with roots as a school for minorities before it became a church. they're holding services at a different location. it's not clear when the church will be open. in san francisco, firefighters are investigating a hazmat incident at an apartment complex. fire leaders say the source of the danger is a refrigeration system leaking refrigerant. three adults were evacuated from an apartment on bush street, but

they are all fine. firefighters say the leak is contained to a single unit in the complex and there is no danger to anyone else. we're back in 60 seconds ringing in the year of the dragon. how the bay area finally got celebrations under way. mark your calendars. the march primary is just over two weeks away. president biden is heading back to the bay area for another visit. . and the radar starting to fill in with heavier rain at times. more lightning being detected offshore as increasing chances of strong thunderstorms roll in. the economy is simply not working for millions of hard working families. they're working harder than ever and they still can't make enough to get by to afford food and medicine to even keep a roof over their heads. we need to build more housing that's truly affordable. we need to address this terrible epidemic of homelessness. we need to invest in good paying jobs,

. ♪♪ in millbrae today, a big turnout for the lunar new year celebration. in oakland, it was rain or shine for this lunar new year's day parade. it's the second oakland parade marking the year of the dragon. ♪♪ >> reporter: people gathered in oakland today hoping for a good spot to set up and watch. >> she hasn't seen this before. see lots of colors, lots of dragons. i'm hoping she's excited about

this and maybe learn something new about the culture, the tradition. >> reporter: the oakland chinatown improvement council's lunar new year parade kicked off with local leaders. >> last year was our first time in 50 years. this is our second annual. we were worried about the rain, worried about the crime, that people would not be coming out. proved me wrong. look at this crowd. >> reporter: a crowd that grew and lined the streets. >> especially in chinatown, this is the time to showcase who we are. >> reporter: many had cell phones out capturing special moments or just enjoying the view. >> we love the dragons and the pandas. >> my first time, our first time. it's always fun to see everyone coming out and supporting the chinese and asian community on lunar new year. >> reporter: for some, the parade led to experiencing more of what the neighborhood has to offer. >> we'll check out the festivities in the park and then probably have lunch over here with our friends.

president biden headed back to the bay area for campaign fundraising. this video is from his visit last september. the white house confirms biden's visit is tuesday through thursday. he has stops in san francisco, los altos hills and los angeles. tickets from the los altos event range from $6600 up to $100,000. gas priced jumping over the last couple of weeks. the national average went up about 13 cents per gallon. the report says oil prices surged during that period, which caused product prices to rise. experts say that will continue to go up. the national average is $3.28. here in california $4.65 is

60 in walnut creek. southeast wind at 16 into san jose. wind speeds right now not too bad. peak gusts near san francisco and the coast around 40 miles an hour. from around sunrise tomorrow to mid afternoon we're looking at about eight to ten hours of wind gusts of 40 to 50 miles an hour at times. monday likely to have more wind than what we've seen this weekend. wind advisories up until about 4 a.m. tuesday morning. rain and isolated thunderstorms and gusty winds too. our highs tomorrow in the upper 50s to 60. around the santa cruz mountains, east bay berkeley hills into the north bay with rain and more bands of intense rain here

lighting up offshore. look at all the lightning offshore. that is something to watch. even at night into tomorrow morning you might be woken up by the sound of thunder and heavy rain rates. across sacramento, stockton and modesto, this is a chance of severe weather and an isolated tornado could form in the sacramento valley and the northern half of the san joaquin valley tomorrow. at midnight, pockets of heavy rain, the most widespread rain we see tonight. tomorrow we change over to scattered showers. some of these individual showers near concord, fairfield, vacaville and fairfield are in the marginal risk for severe thunderstorms. you'll have to watch the ray dan on your nbc bay area weather app. that will notify you right away you have severe thunderstorms in your vicinity. tomorrow evening, the intensity

of the showers should start to decrease and transition to less intense rain. late tuesday into wednesday, we catch a break. next chance of rain right now might arrive next weekend. that looks a lot weaker than the storm we're dealing with over the region through tuesday. the wind will be around throughout the day tomorrow, a chance of severe thunderstorms, which tend to be more intense in terms of strong wind gusts. we'll have to watch that closely over the next 24 hours. the second half of the week looks dry. busy day around the bay area and the rest of northern california tomorrow. up next, it's the big awards show putting you at the center of the voting. we have a preview of "the people's choice awards" happening tonight.

firefighters in sonoma county jumped into action today when a cat got stuck in a tree. >> crews say a couple was walking their cat on a leash. it got loose, ran up the tree. they tried to get it down. then the leash got tangled on a branch. firefighters came out, used the ladder, got the cat, returned the cat to its very grateful owners. cat stuck in a tree and the fire department comes out and does their thing. >> we get the rain filling in on
