right now at 11:00, another storm takes aim at the bay area meaning rounds of rain over the next few days and setting up perhaps the most snowfall in the sierra this entire season. ♪♪ ♪♪ good morning. thanks for joining us for our midday newscast. i'm marcus washington. >> i'm laura garcia.

we have a look at san jose tahoe ski resort and the snow is falling in full force in tahoe and this is from the storm moving into the bay area and this is the beginning of a lot of snowfall over the next few days. >> we have live team coverage. nbc bay area bob redell spoke to drivers about the conditions they will face and let's start with cinthia pimentel because you have a look at the timeline of the storm. >> as you mentioned it will be over the next couple of days through walnut creek and the east bay. some breeze, we can tell by the trees and take a look at parts of walnut creek and concord. san bruno mountains seeing the water droplets on the screen and it has yet to make it into dublin and the south bay. as far as the satellite and radar, most of that is being picked up in the northern part of the state along with the hues of blues and that's part of the sierra snowfall that we'll be expecting in the next couple of

days and stormranger is picking up over part of the north bay and the santa cruz mountains over the last couple of minutes and it will be spotty at times for today and this is the appetizer and it will get wet and mushy over the weekend and we'll talk about what's going up on the sierra and the snow levels in the bay area in just a second, but i want to go to today in the bay's bob redell live in the east bay and you talked to the chp, already tricky out there and people are planning to drive and the chp says just stay home. >> you are correct. good morning to you, cynthia. i did speak with the chp officer who is based in south lake tahoe and spoke to her just after 9:00 this morning. her advice, if you are thinking about eastbound 580 to head out of town and go to the snow, her advice, don't do it. at the time the winds are picking up and it was getting darker by the hour and they can see the storm coming and it

looks like it's already there and according to the national weather service it will be extremely dangerous driving conditions. case in point, cal trans tweeted this out within the past hour. you can see eastbound 80 at kingvalley and drum, there is already an overturned big rig and they're having to turn traffic around. chp tweeted this out overnight and they're saying, quote, travel over the sierras is highly discouraged as travel will be extremely dangerous with blizzard condition and white-out conditions and 100+ miles per hour and road delays and road closures. >> i will be completely honest and completely blunt. if you do not want have to travel, do not. your lives are way more important. we want you to be safe on the road and i don't think this weekend will be the one. if you can put off the plan, i highly suggest you do and do not

be on the roads and if you do, prepare ahead of time. >> so to prepare ahead of time, you want to practice on putting on those tire chains or cables at home beforehand if that's not something you've ever done before, i've done it before. you do want to practice and do not want to do it first time while you're in the snow while your hands are freezing cold, if you have a four-wheel drive and make sure your tires are not just for street and cal trans will be checking for this. you want to pack warm clothes, water and food in case you get stuck in your vehicle and do not, chp saying do not play in the snow along highway 80 and highway 50 or other of the main roads because if another vehicle loses control you're in the risk of getting hit. reporting live, bob redell, nbc bay area news. >> thanks, bob.

as this next storm approaches download our free nbc bay area app and the qr code on your screen will take you right to our radar and that way you can check your phone's camera right there to the screen, click it and therefore you will go right to our weather page. happening tonight, oakland takes another step in landing its next police chief with a public forum, but mayor sheng thao is opting out. ginger conejero saab explains the mayor's reasons for staying away. >> oakland mayor sheng thao gave several reasons why she is not attending tonight's public forum. how people are reacting to those reasons? that's another story. here's a letter that mayor thao gave to oakland's police commission where she clearly says she is not participating because, hosting a public forum is detrimental to attracting the best candidates. citing a forum is an unnecessary risk for candidates and current employers. it must force oakland into a premature bidding war and

candidates are withdrawing their names who had a public forum. >> sometimes i don't understand why she's doing what she's doing, but i'm looking forward to a chief that's going to come in and do something because crime is definitely out of control in the city of oakland. >> i understand why she's doing it. it seems, though, a little late given the reason why she didn't want to participate because the candidates are now outed and everyone knows who the candidates are. >> the police commission released their latest short list tuesday evening. the candidates include new york assistant deputy mayor for public safety luis molina and floyd mitchell and lisa davis, and former san leandro police chief abdul pridgen. the public is invited to attend the public forum. the forum will take place at 6:30 this evening at city hall over at oakland.

mayor thao reiterated her commitment to find exceptional candidates for this position. she said she looks forward to that final list from the commission in march. ginger conejero saab, nbc bay area news. this morning the man accused in the half moon bay shooting rampage was arraigned this morning on new grand jury charges. investigators say in january of last year 66-year-old chung lee zhao gunned down serve of his former workers where he worked and he pled not guilty again today. at one point last year he confessed on our janelle wang during a jailhouse interview. he's scheduled to return to court april 19th. a man accused in a string of violent attacks in the south bay was due in court this morning for a plea hearing. authorities arrested kevin parkana in june. this was after an alleged rampage spanning 20 miles. in it, he left there people dead, seven others injured

across san jossy and milpitas. investigators say the former tech worker was armed with a knife, a kitchen knife, which he used to stab four of his victims and used it to carjack. he refused to show up for his previous court date and has a history of mental issues. governor gavin newsom is under the microscope in connection to a new law set to take effect in april. that's when the minimum wage will grow to $24 an hour. a bloomberg report finds the law will include bake and sell their own bread and that includes panera bread which is run by billionaire franchisee greg flinn. flinn has a close relationship with newsom. in 2021 he donated $100,000 to help -- [ no audio ] >> -- campaign, now some lawmakers are calling for an investigation.

governor newsom did not issue a new response, but at the time he signed a bill into law. he said in part we went back and forth and that was part of the negotiation. that was all part of the give and take and that was the collective wisdom of the legislature and ultimately led to my signature. well, most parents have been there, stuck at work or in traffic when your kid needs to be picked up or dropped off. starting today, uber is offering a teen service, mechanism built in. >> we know you probably have questions and we've got answers and nbc bay area's kris sanchez does and she's been digging into the story. >> one of the parents i talked to is at uber. he has a 14-year-old daughter and said he's gotten the toughest questions from his own wife. the uber for teens app rolling out today is linked with a parent or guardian's account. it has those safety features we all have when we ride in uber, plus additional features for

these accounts. and the features cannot be deactivated by not the teen or the driver and we asked a teen and a teacher plus the uber executive to weigh in. >> i feel like you can ride by yourself and if your parents have the location i think it's good. >> i don't want like it. i don't think it's okay. not for my girls to just go and if they're stopped too long then i freak out. >> i think the safety of the children is being considered at all. >> should you be putting a fran-year-old or 15-year-old in a car by themselves with a stranger? i say yes because of all of the safety features that we are releasing on the platform. >> when a teen requests an uber, the parent or guardian will get a notification. you will be able to track your teen in that car real time. only the highest-rated most experienced drivers are allowed to accept those teen requests. as you know, uber does annual

background check for drivers and they'll get a pen that they'll have to provide to the driver in order to make sure they're getting into the right car baz they're not experienced. [ no audio ] >> all rides encrypted for their privacy in case the parent or guardian has to file a report. believe it or not, california is the last state in the nation to allow uber for teens. it has been allowed since the beganing of last year and there hasn't been trouble so far, but they don't share their metric. uber drivers, by the way, they can opt out if they don't feel comfortable driving teenagers around, but they've been getting really high ratings as riders from the drivers so they've been behaving on those rides. >> the driver can call mom and dad and say -- hey, these two right here. >> i'm bringing this one back. >> thanks, kris. president biden and donald

pressure congressional republicans to take action on a bipartisan border security measure that's really been a political football in washington passed back and forth in congress and the white house involved, as well and he'll try and push for that while president trump will be up the road in agoel pass and the border continues to be a primary issue as a part of his campaign to retake the white house overnight. he released a campaign video on social media linking the recent murder of lincoln radley to what he calls the administration's, quote, open border policies and both expected to lay out what they think is needed to help the crisis here, to help the problems that have been escalating over the last several years and of course, both also expected to push back and forth between one another, and i think

it's no coincidence that all of this comes less than a week away from the super tuesday primary here in texas and across the country. that's the latest from brownsville, i'm jay gray. now back to you. new details for you, angry voters taking the next step to to the battled trustees. they're fighting to keep the pride flag from being flown over the campus. election leaders have certified their recall petitions and the next step is for a special election order which should happen within the next two weeks. a vote will likely be held some time this summer. >> rescuers are calling one man's survivor story no short than a miracle after he was stranded clipside. searchers found his car off of highway 1 near carmel by the sea. his car plunged off the road sunday night after he swerved to

avoid a deer. he was ejected through the sun roof at his car crashed to the ground. the car couldn't be seen from the road and first responders say he only got their attention by waving a makeshift flag to the air rescue team and then a truly special moment happened as they retrieved him. >> at first he was able to articulate clearly everything and then there was an obvious rush of emotion. he was overcome with emotion when i let him know that his family was on the cliff and he could look up and see them. >> the victim and his family live in nearby pacific grove. other than cuts and bruises, they say he's still shaken, but otherwise okay. >> glad he's okay. >> we are celebrating black heritage at nbc bay area and we are profiling some of the people and places that make this area so unique. so there's a new exhibit shining the light on a small north bay community of marin city. this month marin city and activist teresa gattison is

giving student tours in the county of education. they settled in the town to work in the nearby shipyards during world war ii and ended up staying. >> they contributed to america's history. they contributed to the war effort. they contributed to the social life, but they also were dealt with lots of discrimination. >> coming up tonight at 5:30, nbc bay area's joe ross atto will take us into the city. tonight the fourth annual california conference for women is under way in the santa clara convention center. several other influential experts are leading work shops in the issue that matter most to women and that includes career advancement or workplace equity and work/life balance and more. we spoke to womening about the

north bay before it goes into parts of the east bay for the evening commute. we will continue this as we go through the early hours of friday, as well and into the early part of the day and starting off our weekend. it's really going to be the overnight hours of friday on into saturday where we're looking at rounds of heavier downpours and a chance of seeing low snow levels around 1,000 to 2,000 feet in the mountains and the wind advisory into the early hours of saturday. the winds will be coming out of the southwest for areas along the coast and our mountains of the east bay range. those gusts could also be going at 50 miles an hour and we could see the tree, and good idea to start charging up those devices and bring it indoors. another place where the visibility is downright nasty with gusts of 100 miles an hour or more and it will be the sierra and we do have the blizzard warnings for all of the areas shaded in red and-y downpours making that travel

well, forget galaxies far, far away. the forces will be strong in the bay area as a new "star wars" movie will soon film here. the mandalorian and grogu will be the first film in the "star wars" franchise to be shot entirely here in california. knx news radio reporting that production will be centered around marin county, san francisco and alameda conte.

the film is expected to be released some time in 2026. >> my kids would give anything to be extras in that. >> we'll work on it. on this leap day, a lot of people are getting that once in four-year chance to celebrate something special. >> birthdays. so if you were born 32 years ago today, in a way this is kind of only your eighth birthday. we want to wish our own happy universia to josh. he and his wife took the leap. they got married with so-called leapers at san francisco's city hall. you see then mayor gavin newsom presiding over the event and it included a star sighting. recognize actor sean penn? he wasn't an invited guest and he was there shooting a scene for "milk." happy anniversary, may life be as complete on your tenth or your 15th, whatever it takes.
