actually be covered. $20 per hour starting tomorrow. that will be minimum wage for fast food workers across california. >> but there are quite a few exceptions and plenty of confusion about whether certain types of workers will be covered. alyssa goard explains why this is sparking both optimism and concern. >> reporter: according to federal data, the more than 500,000 fast food workers in california make, on average, around $16.60 per hour, but starting monday, restaurants will be required to pay fast food workers at least $20 an hour. >> the issue's been around for long time. but this is one of the first attempts, beyond minimum wage, to raise wages directly. >> reporter: but there are exceptions. this only applies to chains with at least 60 locations nationwide, where customers order and pay for items before

eating and drinking. restaurants that produce and sell bread are exempt but not if the dough is premade elsewhere. restaurants inside a grocery store are exempt, as are restaurants in airports, hotels be event centers, theme parks and more. >> i think there's a great deal of confusion within the restaurant industry on who's covered and who's not. but there's clearly a segment of workers, and it's a large segment in california, that are covered. >> reporter: former employment development director michael burnic thinks it will take some time to dispel the gray areas in the law. >> we could have this positive impact of increasing wages where possible in other non-hospitality fields. >> reporter: last week, this south bay restaurant owner told us he's not sure if he can afford the required wages.

>> as an owner or employer, you have to have coverage to pay them. if you cannot, you have to shut your door, or they're going to lose hours. >> reporter: restaurant chains and employees are left with lots of questions. if you believe you're covered by this law but aren't being paid accordingly, you do have the option to file claim through the state labor commissioner. alyssa goard, nbc bay area news. let's take a live look outside this evening. another weekend of rain across the bay area. on and off. some sunshine, too. things are starting to dry up for the beginning of the workweek, not going to stay that way long. >> the man with the answer is here with more. >> two days. even at this hour, still dodging a few showers. cloudy skies off to the east. and three-day rain totals pretty impressive. most areas south of san

francisco, a half inch to three quarters of an inch. still seeing some showers south of gilroy into hollister. this was the late day line of some thunderstorms on the east side of the diablo range, moving from north to south. but that area of low pressure, scooting through southern california, out towards arizona. behind it tonight, clearing skies. warming temperatures. and we will finally see some 70s in the forecast monday into tuesday. mid-70s in reach tuesday. but two days later, highs drop by 20 degrees. much cooler again by thursday, as the rain and sierra snow make a big comeback. we'll give you the timeline on that, and if we'll see, yeah, more showers for next weekend's forecast. >> say it ain't so, rob. authorities are telling people to ah void highway 1 along the central coast after this happened. a part of the road collapsed. it happened yesterday as the rain was moving through the area. the collapse is near rocky creek

bridge, about 17 miles south of monterey. it is unclear right now when that highway's going to be repaired. cal trans says the highway is closed. chp will escort residents who can show proof of residency into the area. california state parks have temporarily closed all of the parks in big sur for day use and camping because of that closure. officials say that anyone who had a camping reservation will receive a full refund. we're learning more about a couple killed in a truckee plane crash. >> the couple were identified as leon and naomi patrushka. the single-engine plane was trying to land at the truckee-tahoe airport when it crashed onto union pacific tracks near neighborhood.

one neighbor said the crash was so intense it caused their house to shake. >> i could hear this big thud. i knew it went down. and i immediately, i almost thought it could have landed back here. it seemed that close, you know. >> it's unclear why it crashed. it took off from colorado yesterday. the ntsb is on scene investigating tonight. a deadly crash has left a pedestrian dead on saratoga avenue near 280, near the harker school. they say the victim is a man, and saratoga avenue closed in both directions while first responders investigated and cleared that scene. not clear what led up to the crash. it appears the driver stayed and cooperated with police. tonight a business owner in oakland is picking up the pieces after her boutique was broken into this morning. thousands of dollars in

merchandise taken, all caught on camera. it comes as a solidarity rally was held downtown. >> reporter: taylor's shop was broken into this morning. they were on their way to church this easter sunday when they received a message. >> so we just rushed right here. and we came in, and we saw the glass. >> reporter: this is video from the store's security cameras. >> and they took our p.o.s. system, a full rack of clothes. they even used our own suitcases for when we travel with popups. they took those, two. >> reporter: now there's 20,000 worth of items missing. >> even the community, they're afraid for their safety. >> reporter: they've been having meetings with businesses and customers. >> we want people to hear us, that we matter.

we don't have to keep closing our businesses because of the crime. >> this is not about the politicians or to point fingers. >> reporter: small businesses and community members gathered for a solidarity rally called heart of oakland. >> we're basically coming out to demonstrate that things are not working, and we need it to work. >> it's a way for us to come out, support each other and say we love oakland. and we need to go in a different direction. we need to see a safer oakland. we need to stand up for each other. and it's all of our responsibilities. >> reporter: that includes a call to support neighborhoods, restaurants, small businesses and shops. the city recently introduced a new police chief and has laid out public safety strategies. the state is also ramping up efforts to crackdown on crime. for this business, they just want to see the change first hand. >> we've invested so much in the city. and we've built such a strong brand within the community.

we want to be here. we want to be successful, we want to thrive here. berkeley police are looking for the gunman in a theft turned shooting on the cal campus. it happened on delaware street. a berkeley resident interrupted a theft. police say the person then fired several rounds at that resident and fled in a dark-colored car. luckily, the person shot at was not hurt. a strike is looming in the south bay. the nurses say chronic understaffing is a major problem and are calling for increases to staffing, pay, benefits and security. nbc bay area's emma gosk has more on how patients could be impacted. >> reporter: today and tomorrow, fill-in nursing staff are being trained to keep up with patient care at the hospitals and 13 medical clinics impacted by the strike. at this point, some patients

have had to reschedule their medical appointments. patient care won't be severely disrupted. >> we feel as though we have made the maximum effort to ensure that our services can continue, to the community we care for. >> reporter: that's because the county-owned health system has spent nearly $20 million to cover the strike and is bringing in more than 1,000 contracted nurses. the nurses strike, while only for three days will be widespread. the picket lines will be at all three of the county's hospital. o'connor, st. loui and valley medical center. nurses across 13 county medical clinics are also expected to join the strike. >> we're asking to be able to have the staffing that's needed to keep our patients safe.

>> reporter: last month, 97% of the county nurses represented by the register nurses professional association voted to support the strike. contract negotiations with the county reached an impasse. earlier their week, the president of santa clara county's board of supervisor called the new contract terms on the table which come with a 5% raise generous. >> i propose that they are generous terms. >> reporter: emma goss, nbc bay area news. pope francis delivered his message to worshippers gathered in st. peter's squarede. square. the 87-year-old pontiff has been in poor health in recent weeks,

forcing him to cancel engagements. gaza residents say the israeli military has withdrawn from gaza's main hospital after a two-week raid leaving behind a swath of destruction. megan fitzgerald reports. >> reporter: tonight, more bloodshed in gaza. israel believed to have hit tents outside al aqsa hospital, killing and injuring a number of people, including journalists, according to gaza health officials. i fell to the ground, this journalist tells nbc news, and saw my leg was swollen. we were in a journalist tent. why did they target us? the israeli military issuing this statement, calling the attacks a precision strike meant to minimize harm to uninvolved civilians, saying the idf and isa struck an islamic jihad

county. in san jose, you see the clouds off to the east. 52 in san jose. still producing showers southeast of mt. hamilton off to the east to hollister. that was the last batch there going from north to south. and that trend will continue to head south, clearing skies. will also help to clear the skies, increasing wind out of the north bay hills. here's a closer look if you're up around calistoga, notice those speeds picking up. that might wake you up just before sun rise. wind gusts picking up from 20 to 30 miles per hour. also notice the wind direction. we're getting offshore wind for a time as high pressure builds in the next two days. the offshore breeze is a sign of drier weather and warmer temperatures. the morning starts off in the 40s and 50s as early as lunchtime, and watch these high temperatures up towards ukiah, 76 tomorrow. 73 in santa rosa. san jose at 72 degrees. mid to upper 60s from san francisco to oakland.

now the warmest day of the week, right there on tuesday. most inland areas in the mid 70s. including oakland. look at ukiah. 80 degrees on tuesday. remember that number and watch what happens by the time we get to thursday. things start cooling down on wednesday. clouds start to increase. late-day rain. watch ukiah's high now by thursday. look at that. low 50s, as the temperatures drop by almost 20 degrees into thursday, with rain chances returning. so the cause of this weather whiplash? high pressure weakens, allowing this storm system to drop in. peak rain looks to be later thursday on into friday. and then the cold air bringing more sierra snow, and even some snow perhaps in the higher peaks of lake county. better news for saturday for now. we may be between weather

a wage increase for california's fast food workers is going into effect. the impact companies say it will have on the price you pay. >> plus, using drones to deliver key medical supplies. we speak to the cleanup continues in baltimore after last week's deadly bridge collapse. teams of engineers have begun cutting and removing the pieces from the bridge. one of the chores is to get a smaller channel open so smaller boats and tugboats can move freely. ship traffic at the port of baltimore remains suspended. this port handles more cars and farm equipment than any other part in the united states. and the disruption is impacting

drugs has skyrocketed, which has led to high demand, putting diabetes patients at high krifx. >> for the last two months i've been trying to get the mounjaro prescription and all the pharmacies have been out of it. >> reporter: he's not just trying to manage diabetes butye way. that people don't really care about people with diabetes. they just care about themselves, about losing weight. >> reporter: dr. marilyn tan says some of her patients with diabetes have frantically. a number have ended up in the emergency room with high blood sugar levels because they weren't able to get ozempic or mounjaro prescriptions. who is in charge of prioritizing these medicines to maybe have it go to someone who needs it for a medical reason rather than for someone who wants it for

aesthetic weight loss? >> there's no consensus. part of the role is in prescribers, but even then, patients will see commercials or buy it on the black market. >> reporter: is there a black market for ozempic and mounjaro? >> there is. i hear of patients buying it on facebook and going to mexico and buying it at the airport. it and cabo san lucas. >> reporter: the doctor shared with us this photo her friend took of a drugstore inside cabo's airport last month. >> some people have been using medicine. >> reporter: earlier this month, three days before the oscars, mounjaro's manufacturer, lilly released this open letter saying stands against the use of its medicines for cosmetic weight loss, mounjaro is meant for the treatment for serious diseases, but the fda has approved

showers have come to an end. tuesday tracking to be the warmest day of the week. but a quick reversal by thursday. those highs will come crashing back down into the 50s. there's a look hour by hour. the last of the showers need to move out. shouldn't see too much in the way of patchy fog. maybe a little something in the santa clara valley, but the north bay not likely to see much, especially around the hills here as you see these areas in red. higher elevations of sonoma county, napa county. we'll have wind speeds for sun rise tomorrow morning, 20-30 miles per hour as the wind arrows show you. we're setting the stage for a warmup to start the week. 60s around lunchtime, and 70s around santa rosa. pretty good temperature recovery there. 66, san francisco. 69 in oakland and 72 around san jose. and tuesday will likely be the warmest day of the week.
