oakland airport and sfo at odds over oakland's proposed name change. san francisco's city attorney is threatening legal action. he joins us to explain why he believes the new name in oakland is trademark infringement. and another weekend of this, illegal sideshows, including right on the bay bridge and in palo alto. what's being done to stop them? good evening on this monday. i'm raj mathai. we begin with something that we're not going to see around here for another 21 years. that total solar eclipse. totality for millions of people in the southwest, midwest, and the northeast. the moon entirely blocking the sun, essentially darkness in the afternoon. for the bay area, we'll take about 34% eclipse. still exciting to see. this was the view from right

outside our nbc studios around 11:15 this morning. hopefully you had some protective glasses to see it. it sounded like a sporting event or a concert from texas to maine. the moment the eclipse started, we heard a lot of cheering at these big watch parties. in some spots, the cheering lasted the entire time that the moon was completely blocking the sun, which is about 4 1/2 minutes. back here at home, the partial eclipse was enough to catch our attention around here. in san francisco, the exploratorium actually passed out 1,000 free protective glasses and sold about 200 more. outside the exploratorium, you see people setting up with telescopes with special filters. in san jose, professors at san jose state held class outside. it was beautiful to get in on this wonder. students gathered right there at tower hall. >> i'm a sci-fi nerd, so seeing this in real life is pretty

cool. >> people really appreciate seeing nature's great show like this. the students are out here having their class and a hands-on learning experience. >> we walked all over the city to try and find the glasses, and we got the last pair here. >> it looks like a cookie. >> they've been learning about it all last week in school, so there's been a lot of excitement at school about this event. >> today we were all sci-fi nerds. a common description you'll hear, emotional and awe-inspiring. a few minutes ago, you might have seen on "nbc nightly news," gadi schwartz got to witness the eclipse from an airplane. here are some of his thoughts about it you didn't see. >> right now we are in full-on totality. let me see if i can show you. look! this is incredible. what a happy coincidence. a happy coincidence that reminds us all that these celestial

bodies above us are moving at these incredibly fast speeds, these speeds that we can't even compute, and they're happening every single day. it just shows us how special we are in this universe, and it's crazy to think that everybody down there on earth, everybody in that shadow as that shadow moves on is looking up, sharing this majestic moment. and we're up here, looking down on earth. it is -- it's a life-changing experience. >> it is emotional. solar eclipses happen quite often. however, they don't happen too often here in north america, especially in the u.s. coming up in about ten minutes, what actually happens during a solar eclipse. that's actually much more than meets the eye. we'll be joined by a bay area astronomer. some other headlines that we're watching on this monday. first republic bank in the bay

area, all the locations will be closing for good as part of a financial takeover by j.p. morgan chase. they'll shut down the banks on may 24th. customers will get an alert that their accounts are converting over to j.p. morgan over memorial day weekend. first republic's downfall began last year after two credit rating agencies downgraded it over concerns the institution loaned out more money than it had. the new j.p. morgan branch headquarters will open on pine street in san francisco this summer. also tonight, a member of san francisco's sheriff's department is facing multiple violent felony charges. 49-year-old deputy sheriff jonathan esperitu was arraigned today in connection to a domestic violence case. his ex-girlfriend reported the alleged abuse earlier this month after finding a tracking device on her car. she claims that esperitu strangled her and later attacked her at work. the charges include domestic violence, battery, and assault.

he pleaded not guilty and will be back in court next week. a frustrating weekend of illegal sideshows across the bay area. what made these gatherings different this time around? a few of them happened in places that never see sideshows. let's start with the usual trouble spots. this is the bay bridge around 3:00 a.m. sunday. this one stopped traffic for about 20 minutes. the sideshow ended with two minors being detained and two adults arrested. chp towed two cars right off the bay bridge. right before that sideshow on the bay bridge, there were two others in oakland, one near 42nd and international and another near alma and excelsior avenue. >> this obviously has the potential for a lot of danger obviously to the participants, the spectators involved. the mass response of our units to a particular location for an improper driving exhibition

obviously takes away from those officers being able to respond to more critical emergencies that might be occurring at that time. >> officers also broke up sideshows in menlo park near stanford and in mountain view, where a woman reportedly broke her ankle after being hit by a car. let's move on now. the fight is intensifying about that proposed name change for the oakland airport. san francisco is now threatening to sue. there is no neighborly love for this issue. a couple weeks ago, we reported this. oakland international airport announced it's looking to change its name to san francisco bay oakland international airport. those pushing for the name change say a lot of tourists simply don't realize that oakland is part of the bay area or just simply 11 miles away from san francisco, sfo. sfo, along with a lot of san francisco city leaders, don't like the proposed name. today san francisco city attorney david chiu sent a letter to the port of oakland commissioners. they get the final say on

changing the name, and they're set to vote on it on thursday. in the letter, the city attorney says, sfo owns the trademark for the phrase "san francisco international airport." he goes on to say the proposed new name will be very highly likely to cause confusion or mistake among consumers and the public generally. if you proceed with the proposed renaming, the city has strong legal claims that we intend to bring in court against the port of oakland. joining us now is city attorney david chiu. david, nice to have you back on the program. simple question here. are you worried about the confusion or oakland taking over some business away from sfo? >> well, first of all, let me just say that all of us in san francisco, we have a lot of affection for our sister city across the bay. but unfortunately, oakland's renaming proposal will cause immense confusion, and we're really concerned about chaos for travelers, especially for visitors who don't speak or read

english. >> do you have a legal case, david, for trademark infringement here? >> absolutely. you know, unfortunately oakland's proposed name also infringes on sfo's trademarks. so sfo began operating almost a century ago in 1927, and through most of its history has used the name san francisco international airport or san francisco airport. and we've had these trademarks for so long that under federal law, they are considered incontestable. so unfortunately, oakland's proposal would be a very clear infringement on our san francisco airports trademarks. >> and, david, would you project some sort of loss in revenue if they do rebrand and rename to san francisco, meaning oakland, that it would take away some of the business? >> i think there are all sorts of intended and unintended consequences that would come from this. there are many who are really concerned that oakland's proposed renaming plan appears

intentionally designed to divert travelers who may not be familiar with our bay area geography. it could also lead visitors to believe that oakland airport has a business relationship with sfo, which it does not. and from our perspective, the very clear similarity in the proposed name to our sfo, san francisco international airport name, and the very high likelihood of confusion gives us, san francisco, strong federal trademark claims, trademark infringe. and trademark dilution claims. >> i could bring up the airport in baltimore uses baltimore washington international in its name. would the courts consider that? >> you know, there are rules in this, and the fact of the matter is we have trademarks that we've established for many, many years. i want to just say we all want

to see the entire bay area thrive as a tourist destination. we want to see an expansion of offerings to our visitors. but this is a proposal that's not legal nor practical as a way to go about accomplishing oakland's goals. >> final question for you. is there a name that you would agree to, or do they have to leave san francisco totally out of their proposed name changes? >> i'm not going to suggest something on-air, but what i can tell you is we've reached out to oakland. we are very willing to sit down. we would love to figure out a way to resolve this amicably both for oakland and for san francisco. as i said earlier, we have a lot of affection for our city across the bay, but this is just not the way to do it. >> david chiu, thanks for your time. have a good evening. we also reached out to the port of oakland. they sent us a statement saying the proposed name change would clarify and not confuse. it also pointed out to a survey it commissioned showing that the surrounding community is comfortable with the name chan. the survey was done by

welcome back to "nbc bay area news tonight." so a lot of things happened during today's solar eclipse. if you want to geek out here, it was more than just seeing the moon block the sun. here's what happened. because the sun got blocked, the temperature dropped. animals that normally come out at night all of a sudden made an appearance during the day. there were plenty of people in the path of totality who saw plenty of bats. there's also a lot of little things that you can see in the sky. joining us now is jessica agnos, an astronomer at san francisco state. jessica, what a day. i can see the smile on your face. how excited were you to see all this today? >> well, i was in-studio, so i didn't get to see totality because i was there today.

but, you know, i got to see 35% coverage with the rest of nbc bay area staff, and it was beautiful. >> it was really fun. okay. let's geek out here. in places like texas and indianapolis and cleveland, all the cool places to be today, they saw what's called a diamond ring effect during this eclipse. tell us what's the diamond ring here. >> well, essentially the way the path of totality becomes, it starts with the shadow bands, the bailey's beads, and the diamond ring is the last glimpse of light you get before the moon covers the sun and you get totality. so it's that last shining piece. >> we see that diamond ring right there. during totality, we see a glow around the moon and some small bright spots. bailey's beads, something like that? tell us. >> so bailey's beads happen before the diamond ring. so essentially you have the moon coming in, and it's covering, and the moon is not a smooth surface. it's got a lot of texture -- well, texture, it's got

mountains and valleys. so as the moon is coming and covering the sun, bailey's beads is the rays of sun coming through those valleys on the moon's surface, on the lunar surface. then that, as it closes, you get that diamond ring. then you get totality. >> isn't it funny? we're all kind of experts for one day here. just for one day. you're the real expert. we're all jumping on the bandwagon. >> i just love being able to talk about astronomy. all astronomers beg for the chance to talk about this. that's what's exciting. >> what's exciting was the sky got really dark, right, in the path of totality. but it almost looked like a sunset here. this was incredible to see. >> well, yeah. i mean it's a complicated physics to an extent in that the blue that we see in the sky is due to the shorter wavelengths of light being scattered, which is the blue wavelengths. so when the sun was covered, what we saw is the longer wavelengths of light, the reds

and the purples, and that's what we see during sunset because of the atmospheric interference as it's going down the horizon. so that's the effect that the people got to see. >> it's really incredible. okay. presuming you're not in-studio with us analyzing for nbc, where are you going to be in 2044 and 2045? are you going to be at one of the locations? >> well, 2045 is passing here in northern california. so the bay area will get over 90% coverage. but i believe eureka is where it makes the path of totality. so, yeah, i plan to be alive and kicking and watching totality for once. >> we'll be doing the newscast live from eureka is what you're saying in 2045. >> yes, and i will be here for you. >> jessica, appreciate your time and love the energy you bring to our coverage. thank you. >> thank you for having me. let's move on now. the next total solar eclipse to move across the entire u.s. won't be, we said, until 2045. it will span from california to florida. it will also be one in 2044, but

you'll only be able to see it in the very northern part of the u.s. like montana and the dakotas. the next eclipse worldwide, right around the corner, 2026, but you'll have to go to greenland, iceland, or spain to see it. all right. booking an airbnb in hawaii may soon be a thing of the past. state legislatures there in hawaii are looking at a pair of bills that would phase out the short-term rentals. supporters say these would help alleviate hawaii's housing crisis. hawaii has some of the highest housing costs in the u.s., and the housing shortage for the locals there was made worse by last year's wildfires on maui. but opponents say this would eliminate jobs like property managers and contractors. the bills still have a ways to go. if passed, each county would still have a say on whether or not to allow short-term rentals like airbnb. well, the white house is giving student debt relief another shot. it unveiled a new plan today that president biden says will help millions of students and

graduates. an adviser to the white house told lawyers help draw up the new programs in an attempt to protect them from legal challenges. he said the new plan will lower the repayment costs for millions of people who are living on the margins and feeling buried in debt. >> we expect that more than 10 million of the borrowers who will get forgiveness here are going to get at least $5,000 in debt relief. that's a pretty substantial amount of relief for families that are struggling month to month. >> here it is. to qualify for relief, you need to be in one of a few specific groups. they include borrowers who owe more now than the original loan amount, anyone already eligible for loan forgiveness but has not applied for it. undergrads who first started repaying at least 20 years ago. and grads who have been paying for at least 25 years. it also helps students who attended institutions with so-called low-value degrees and borrowers facing financial

well, this is a big deal around here. dungeness season ends today. it usually begins in november. this year it didn't open until

january and it lasted less than three months. the shortened window is to protect humpback whales during crab season. migrating whales sometimes get tangled in the crab gear. let's turn things over to our meteorologist, vianey arana. it's going to get nice and warm finally the next couple of days, right? >> finally indeed, raj. look at the sunset already showcasing a nice glow there. current temperatures are in the upper 60s. still in walnut creek, 68 degrees. 58 in san francisco, showcasing our microclimates. let's talk about that warm-up. let's show you what we're seeing right now on satellite radar. now, just last week, we had rain and snow on here. now we've got clear conditions because of that high pressure. and let's look at the 24-hour temperature change. look at santa rosa. 11 degrees warmer at this hour compared to yesterday. morgan hill, 9 degrees warmer. san jose, 7. wait till you see what we've got in store for tomorrow. speaking of temperatures, overnight lows are going to be comfortable and mild. we're going to be in the 50s waking up tomorrow morning. maybe a couple of upper 40s.

so not as cold as the frost advisories that we had last week. then look at the afternoon. we're going to be in the mid-70s for most spots but also a couple of upper 70s in san jose. 77 degrees. take a look at martinez, 77. fairfield and concord, 78. we've got upper 60s, of course, in san francisco. however, we could see some 70s on the map even for the bay and the coast by the time we get to wednesday. check out the 80s. 80 degrees in dublin. fremont, 81. san jose, 83. then depending on if we get a couple of high clouds mixing through, we could get even warmer than that. but right now wednesday does appear to be our warmest day of the week. you can see that settling in. but i do want to give you a look ahead not only into your tuesday through thursday forecast when the warmth comes in. we're also monitoring what could be a system bringing us rain chances and then a cooldown and, yes, what you're seeing here is sierra snow. but before we get to that, let's give you a quick look at your seven-day forecast. we've got friday temperatures
