high-fire risk areas. we're live this morning breaking down the impact. also, new video after flames ripped through an east bay commercial building. new details from first responders about the overnight fire. oakland's proposal will cause immense confusion and chaos for travelers, especially visitors who do not speak or read english. >> two cities battle over a proposed airport name change. new comments from san francisco city attorney threatening legal action if oakland tries to incorporate the same sf used in sfo. this is "today in the bay." this is also tuesday morning, 5:00 right now. thanks for joining us. i'm laura garcia. >> i'm marcus washington. let's get you caught up with the forecast this morning. meteorologist kari hall has a look. >> it's tongue twister tuesday. we'll have a lot of sunshine, warmer temperatures for the

afternoon. we're in the upper 40s and low 50s as you get ready to step out the door, and it is all clear. we also have a calm wind as our temperatures are headed for the mid-70s for much of the east bay, even upper 70s for the south bay, with san jose looking at a high this afternoon of 78 degrees, and 77 in martinez. we'll be in the mid-70s for much of the north bay. look at tomorrow, even warmer. we'll start to see 80s for parts of the tri-valley, the east bay, down to the south county, and in san francisco, also, in the 70s, as we'll see for much of the peninsula. on thursday, some of those numbers near the coastline start to come back down. we are still warm for parts of the south bay, with morgan hill up to 83 degrees and 81 in concord. so i'll continue to follow this trend. a major cooldown for the weekend. more on that is coming up in a few minutes. a new look this morning at which california neighborhoods

are getting hit the hardest as the state's largest insurer announces plans not to renew some home insurance policies. >> "today in the bay"'s bob redell is live for us in contra costa county. bob, orinda is one of those cities bearing the brunt of this move. >> reporter: unfortunately, you are correct. good morning to you. according to information obtained by the san francisco chronicle, state farm, the state's largest home insurer, will not be renewing 1,703 policies here in the town of o -- orinda. the 1,700 number is the highest number of non renewals by state farm. the highest other number is down south in los angeles. there are almost 1,000 policies that will not be renewed in nearby lafayette and over 1,400 in santa rosa.

last month state farm issued a written statement explaining its decision to no longer write new policies for california homes and to end coverage for about 50,000 existing customers. the statement reads, quote, this decision was not made lightly, and only after careful analysis of state farm general's financial health, which continues to be impacted by inflation, catastrophe exposure, reinsurance costs and the limitations of working within decades-old insurance regulations. homeowners who live in areas that are at high risk of kind ofs like wildfires will have to buy into the california plan that is subsidized by the state and it is expensive and only coverage fire coverage. we talked to a research group about the problem of nonrenewals in densely populated zones and the group says insurers have been losing money due to california premium limits and for every dollar insurance companies receive, $1.08 is spent out on paying claims, primarily due to wildfires.

the insurance information institute says the california department of insurance is updating regulations that could bring more policy options at competitive prices back to the state. >> that would mean being able to charge what is commonly known as actuarial sound rates, something that's not occurring today. >> reporter: but the institute says it could take a few years for the california homeowners insurance industry to stabilize, even after the new laws they were talking about are put in effect. reporting live, bob redell, "today in the bay." >> bob, thank you. we're learning some new details on an intense fire in hayward. citizen app video shows flames shooting into the air last night. firefighters say it started about 9:30 at an insulation business in the intersection of hall. it's around the corner from the costco on hesperian boulevard. flames threatened to spread to

the cabinet store next door. firefighters closed off the area until early this morning. >> flames were shooting through the roof about 30, 40 feet up in the air. crews made entry and the fire load was pretty severe. there was a lot of stuff that was on fire. backed out and we immediately went to defensive mode, called for a second alarm. >> no one was hurt. firefighters are still looking into the cause of the fire. this morning, the posey tube is back open. this is after a fire trapped those cars inside last night. the traffic stopped around 7:30, firefighters battled a pickup truck fire inside the tube. eventually first responders evacuated the drivers, crews used large fans to clear out the smoke. again, posey tube is now reopened. san francisco leaders are vowing not to give up the fight of the -- at least without a fight when it comes to the renaming of the oakland airport. the port commission on thursday

will debate changing open airport's name to san francisco bay oakland international airport. an airport spokesperson argues it would clarify more than confuse. san francisco leaders disagree, and last night threatened legal action if oakland goes ahead with the plan. >> the current proposal infringes on sfo's trademarks. sfo began operating almost a century ago, has used san francisco international airport or san francisco airport through most of the history, and we've had these trademarks for so long, that they are incontestable under federal law. >> airport leaders argue the change is needed because people don't realize its close proximity to san francisco and business is being lost in the process. they also say a new survey finds about half of east bay residents are at least somewhat comfortable with the name change. a member of the san francisco sheriff's department is facing domestic violence

charged, sheriff jonathan espiritu was arraigned yesterday. his ex-girlfriend reported him earlier this month after finding a tracking device in her car and claims he strangled her and later attacked her. the charges include domestic violence, battery and assault. today congress returns from its two-week recess with a busy agenda, including decisions on ukraine aid, israel funding, funding for the baltimore bridge collapse recovery and reauthorizing the federal aviation administration. speaker johnson is facing criticism and could be ousted from his role as speaker. totally captivating. that's what some people are saying after seeing yesterday's solar eclipse. here is how it looked in maine in one of the locations where the skies were clearest.

i want to give you a time lapse video of that experience. this is in northern texas. day, briefly turning into night as the moon passed between the earth and sun. if you missed this one, the next one doesn't happen here in the u.s., anyway, for 20 years. >> and no totality here in the bay area, but the partial eclipse was a hot topic for people of all ages, and that includes students at san jose state, where some astronomy professors held class outside. students could observe with special telescopes equipped with solar lenses. they got a look at a sun spot larger than earth in the middle of the sun. >> i'm a sci-fi nerd, so seeing this is pretty cool. you see it in tv shows and movies. but to see it in real life is awesome and the teacher made it super exciting. >> san francisco's exploratorium passed out 1,000 free eclipse viewing glasses and sold more than 200. visitors also had a live feed they could watch from mexico and texas in that zone of totality.

>> it was a cool experience. >> it really was. we shared it. i like that we shared it. we ran out to the parking lot. >> and perfect weather for that, too. >> at least here in the bay area. it's clear, so it would have been nice to have that totality moment. but, you know what, maybe some other time. maybe in the next 20 years. all right, so let's get a look at our temperatures, where we're starting at right now. we're in the low 40s in parts of the north bay. it is 50 now in san mateo and 50 in san jose. after this cool start, take a look at where we're headed. we're usually in the upper 60s on this date. in santa rosa, we'll see a high of 75 today. it's going to start to heat up this afternoon. it will be about 7 degrees above normal in concord, san francisco a few degrees above normal, and in oakland we'll see a high today of 73, which is our typical high temperature in

good tuesday morning to you. the time is now 5:14. we're taking a look at what to expect today in san francisco. it's 50 degrees right now with a light wind, and we have more beautiful sunshine and clear

skies headed our way for today. it will be slightly warmer this afternoon, and that will be the trend through at least midweek. we'll talk about changes in our weekend forecast in a few minutes. and out there on the roads, as you are driving around the bay area, not seeing any major issues. so i'll check back in. we're seeing the slowdowns in the usual spots coming through the tri-valley, as well as coming through dublin and pleasanton. i'll have more on that in a few minutes as well. good morning. very happy tuesday to you. the markets may take a day of rest today. we get both inflation data and the latest fed minutes tomorrow. so making a move today might be premature. shares in truth social, which trades as djt, down another 11% monday. it's now erased all the gains since it started trading, down from a high of 66. traders are scrambling to find shares to short. now, save on our board is spirit airlines. it's having a lot of trouble.

the government barred its merger with jetblue and it's having problems getting its hands on enough airplanes. this is not a boeing problem. spirit uses airbus and airbus has had some inspection and safety slowdowns as well. spirit says it will have to furlough some pilots, this at a time when the rest of the industry is thriving. a civil trial against tesla for the death of an apple engineer back in 101 in 2018 was supposed to begin yesterday, but tesla settled the case. the ntsb says the driver was on autopilot playing a game on his phone when his tesla hit a barrier in mountain view. we expected the family's lawyers would point to tesla's marketing of its full self-driving, which, by the way, it isn't, as the reason their loved one trusted the car enough to take his hands off the wheel. tesla has fought similar cases and won. target launched its new membership program, circle 360. you get free same-day delivery

on orders over $35 from target, but also places like petco and sephora. the wall street journal and moody's says salt lake city has the hottest job market in the nation. they're top, followed by three cities in florida. austin not in the top five, though it is seven. google has a high ranking search term as well. perhaps you can guess what it is. why did my eyes hurt? a look at a spike in queries, arkansas, iowa, south carolina, the top states. now, arkansas was the only state in the path of totality, but i will remind you, momma always said not to look in the eyes of the sun. >> completely, and how many warnings do we give people? >> apparently it didn't get out to the folks in arkansas, and what was it, south carolina?

>> retina damage there. 5:17 right now, with next week's tax deadline quickly approaching, new data shows a majority of taxpayers have already spent some or all of their tax refund money. that's according to the personal finance company credit karma. the poll finds more than 64% of some who received a refund have spent some or all of it. the other half are disappointed with the amount they received. about one in four fear they won't be able to afford their tax payments this year. 26% of those getting refunds splurging on things like clothing and electronics. >> our advice to anyone who is considering just splurging with their refund, while that can be really fun, it's a great idea to put away a small part of that, maybe 10%, to use for fun, to treat yourself, to have something exciting. but to put the majority of that refund towards either your debt or savings or investments.

that can go a long way to getting 2024 off to a great start for you financially. >> tax day, of course, is april 15th. you can also file for an extension. the deadline to do that is midnight on tax day. trending this morning, a scaly surprise. a florida woman is opening up about finding an alligator inside of her home. >> we're talking about nearly eight feet long. look at this. it happened in venice last month. this was near the state's west coast. the homeowner says that she noticed a strange noise through her screen door. >> i thought somebody who didn't live here was trying to come in, thinking they were probably in the wrong house because that happens frequently. by the time i got up and went near the front door, the gator was already inside. >> yikes. >> definitely the wrong house. she called 911. florida fish and wildlife conservation commissioners, as well as local deputies were able to wrangle the gator out of the

home. wow. >> i have so many questions. >> she said, people normally just come into the wrong house? >> how did that one get in? >> i think it was a screen door. >> that's a big animal there. >> okay. >> can you imagine walking in on that? yikes. >> have whatever you want. i'm out. all right, let's get started this morning, as we are seeing a clear sky. we had beautiful weather yesterday. well, that continues today. we're going to bump up those temperatures a few more degrees. and we'll head for the upper 70s for today, but then by tomorrow into thursday we could see some 80s in the inland valleys, and then cooling down on friday, with rain chances for the weekend. we are all clear for now. once again, taking a look at the big picture and the storm system that we had over the weekend, now causing problems over the texas panhandle and pushing off toward the east.

they're dealing with some large hail and the potential of tornadoes today. we're seeing high pressure warming up our temperatures and things will change for the weekend with our saturday only in the 50s. we're going to see some rain coming in, so we will have another taste of winter coming in. i know, just like last weekend, we had the warm weather throughout the week, and then a cool weekend with a chance of rain. so it looks like that's on repeat for now. as far as how much rain we could see, some of our rainfall totals in these areas in red near the coastline is about an inch of rainfall, while some of our interior valleys could see about a quarter to half inch of rain in the delta, and then for the tri-valley to the south bay, it's about a half inch of rainfall total throughout the weekend. and look at how our temperatures dip. in walnut creek, we're going from 80 and 81 degrees for the end of the week to only highs in the upper 50s for saturday, so we're having to get out the

heavier sweaters, the jackets and the umbrellas as we're seeing that rain coming in. temperatures only up to 57. 62 on sunday. then early next week, it will be clearing out while san francisco will have some mild weather for the middle of the week, and then cooling down, only 56 on saturday. as you're heading out on the road, let's get a look at some of our cameras. things are looking good for 101 in palo alto. both north and southbound there is a smooth flow of traffic and it looks like for the bay bridge it's a little early to see the metering lights. we'll see if they turn them on within the next ten minutes. it does look good there, as well as 101 in san jose. so far, i haven't seen any major issues and i'll continue to track that with another update in a few minutes. >> thanks, kari. 5:22 right now. next on "today in the bay," nbc bay area responds. >> some online job ads are simply too good to be true. job scams are exploding.

seconds. a crook creates a counterfeit website that copies a real company, post job openings, people apply and hand over personal information, which the crooks then use to steal people's identities. tons of people are taking the bait, costing them millions. let's look for five tell-tale signs a job posting is actually a trap. >> we always show the scammers wearing hoodies and sunglasses but that's not how you spot them. your first clue is in your browser's address bar, when scammers sfoof companies the address is off by one company. they might use a cme with two es to trick people. trick two, a recruiter tells you to buy a new phone or laptop before you start your job. >> i would be cautious about purchasing any equipment. >> this hr pro says you're probably just giving a fraudster your money. clue three, you only talk to the recruiter. hr folks told us real jobs, especially professional jobs, will require multiple interviews, by video or in person.

taken to stop them. this is "today in the bay." >> tuesday morning is here and so are we. good morning to you. i'm marcus washington. >> thanks for starting your day with us. i'm laura garcia. let's start with a look at that forecast. meteorologist kari hall is tracking some warmer temperatures. >> we're headed back to spring, maybe even late spring over the next couple of days, after a wintery weekend. and we're going to see more cold weather ahead. so big changes on the way. as we get started on this tuesday, we're in the upper 40s and low 50s. as you're stepping out in walnut creek, it is 49 degrees. it is 50 in san francisco. and as we take a live look outside in oakland, a nice, clear morning, and we're in the upper 40s. but we'll see high temperatures hitting 70 degrees for today. what are you doing this afternoon? maybe getting outside and taking an extra long walk to enjoy it. we're also going to see a lot of 70s across the bay area, even

upper 70s for the south bay. we'll talk about those changes in the forecast in a few minutes. >> sounds good. we'll check back with you. new overnight, we're working to learn more after several vehicles were found with bullet holes in rodeo. our photography capturing this video along midnight along napa avenue, not too far from zion hill baptist church. deputies are confirming a shooting did take place but so far no other details are being released. a key vote is set to happen on the controversial proposal aimed at cracking down on homeless encampments located near schools in san jose. >> ginger conejero saab joins us live. several schools will actually be immediately impacted if this passes. >> reporter: that's correct, laura and marcus. good morning to you. independence high school, which is behind us and behind those rvs that are parked there,

challenger is on berryessa, schools will be part of a pilot program that would create a buffer zone around these schools, buffer zone for encampments around those schools. we have previously reported on this before. students and city staff proposed this ordinance, which would prohibit any tents, rvs and other dwellings within 150 feet of licensed preschools, daycare facilities or k-12 schools. now, when the schools brought the issue for an initial vote in january, unhoused advocates warned a blanket ban discriminates against homeless people. now, the ordinance is up for a vote today. if passed, the city would have the authority to tow those vehicles and remove encampments. city leaders estimate san jose is home to 850 lived-in vehicles and that nearly 1,000, 1,500 residents could be impacted by the policy.

mayor matt mahan wants to make sure students have access to education without feeling scared about going to school. >> we've heard from a number of students that they don't feel safe walking to school, even being at school when there are tents and rv encampments up against the school boundaries. so we worked with a number of students, particularly at kip collegiate to bring forward a thoughtful ordinance. >> student activists have said they do not want to criminalize the unhoused, but insist they should feel safe walking to school. there have been reports on cat calls coming from rvs parked in front of kipp and independence. needles have been found on school picnic tables. an important part in this, marcus and laura, for the students is providing services for the unhoused, which is part of the ordinance as well. and this comes as san jose is tracking with ai homeless encampments, gathering data.

they're even using ai to work on potholes that are developing across the city, which is an interesting tidbit. the city council vote will happen at 1:30 later this afternoon. guys, back to you. >> interesting. thank you very much, ginger. happening in san francisco, a woman charged in a tragic death of a young girl near oracle park last summer. she's due back in court for her arraignment. the unidentified 4-year-old girl was in a stroller when an suv struck her and her parents, this is at the intersection of 4th and king streets next to a caltrain station in august. police later arrested 71-year-old karen cartagena who faces vehicular manslaughter charges. police say she failed to yield to pedestrians in the crosswalk. tesla's stock price appears to be holding steady despite settling a high profile lawsuit that involved the death of an apple engineer in 2018 who

crashed after activating the autopilot feature. the jury was set to begin this week in the south bay. walter wong died in a car crash on highway 101 after his model x crashed into a barrier. ntsb investigators found tesla's technology was at least partially to blame, along with a possible driver distraction and confusing lane rerouting due to construction. his family filed a wrongful death suit claiming the company exaggerated its self-driving abilities. a legal analyst calls the agreement an interesting one for tesla. >> the fact that a settlement was reached suggests that tesla did see exposure if this case went to a jury. >> we did reach out to tesla for a comment, but did not hear back. the company is requesting the terms of the settlement remain sealed. illegal weekend sideshows are not only a growing problem in larger bay area cities, but apparently in smaller ones as

well. at least that was the story this past weekend, this is when police in palo alto, mountain view and menlo park all reported smaller and quicker sideshow incidents. this was all in the wake of a larger sideshow that stopped late night traffic on the bay bridge. chp has this message for anyone taking part. >> our main concern is the safety of the public, and we would ask that those who are considering or actually engaging in these activities would think twice before they do so. >> now, the bay bridge incident, authorities did retain two minors and arrested two adults. traffic was halted for about 20 minutes. new signs of trouble this morning for our climate in crisis. for the tenth straight month, earth's high temperatures in march set a new global record. ocean temperatures also hit a new all-time high. the earth averaged just under 58 degrees fahrenheit last month. but there may be a silver

lining. scientists say the latest record-breaking heat was partially due to the strong el nino pattern warming the pacific ocean and forecast temperatures to slide backwards slightly over the next couple of months with the conditions fading. let's take a live look outside in san francisco this morning. meteorologist kari hall is tracking what we can expect from the forecast today. >> it starts out nice and cool. it is clear across the bay area. as you're stepping out, no issues with having to bring the umbrella or you might want to just make sure that you're layered up for the day. because even though it starts out cool, it's going to warm up significantly, with san jose going from 48 degrees at 6:00 to a noontime temperature of 70 and reaching into the upper 70s for today. so that's a pretty big swing. in fact, across the bay area, we're going to see above normal temperatures, with santa rosa reaching a high of 75 today. that is well above our usual high temperature for this date of 68 degrees. we'll be up to 77 in concord and

we're typically seeing temperatures for this date at 70 degrees. you can see we are well above normal today in oakland, as well as san jose. the forecast does get warmer and i'll have more on that in a few minutes. i wanted to show you the overall view of traffic around the bay area. we haven't seen any major incidents. there are some slowdowns and potentially some backups coming through the altamont pass into the tri-valley, but other than that, we're not seeing any major incidents, and around the bay area drive times are looking pretty good for the bridges. it takes you about ten minutes to get across the bay bridge, and that's slightly slowing down just a bit now that they've turned on the metering lights. richmond bridge and san mateo bridge are looking great. we'll check back in on all of this in the microclimate forecast and traffic report coming up in a few minutes. >> we'll check back with you. ensuring accessibility for the deaf community at live events. >> and i was completely ignorant. i didn't realize that deaf people enjoyed music, let alone

the time is now 5:42. we're taking a look at fremont where we're starting out at 50 degrees. we may see temperatures dip a couple more degrees as sun rises and we get a lot of sun throughout the day and temperatures warming up quickly. we're headed for the mid-70s here. and getting out on the roadways, we are seeing some pretty good drive times, but are starting to slow down through contra costa county. from pittsburg to walnut creek it takes about 28 minutes. also, if you plan to take kirker pass road, a slight slowdown. i'll be keeping an eye on all of this and we'll talk about a weekend cooldown in our microclimate forecast coming up. let's check in with scott for business and tech. >> thank you so much. we are talking about president joe biden. he is greeting the prime minister of japan at the white house today. >> scott mcgrew, japan is becoming even more important of an ally to the united states. >> good morning. it's where we base a lot of the forces that would be in a fight over taiwan. it's also keeping an eye on the islands china is building in the

south china sea. so there's tension with japan, though. we are, remember, the ones who insisted japan be non aggressive after the second world war and now we're leaning to them to be part of our defense in asia. the prime minister of japan who grew up in new york city will speak to a joint session of congress tomorrow. president biden was surrounded by seven signs saying canceling student debt as he announced plans to cancel student debt at a speech in wisconsin yesterday. >> tens of millions of people's debt was literally about to get canceled, but then some of my republican friends and elected officials and special interests sued us and the supreme court blocked us. but that didn't -- well, that didn't stop us. i mean it sincerely. we continue to find alternatives to pass the student debt payment. >> we went over some of the numbers the white house sent us and they indicate more than 200,000 californians will

benefit from proposed student loan relief. the white house says the plan is not reviewable by congress or the courts. but there is still a process involved and new relief might not come until fall. as we predicted, former president trump is getting pushback from members of his own party over his newly announced policy on abortion. mr. trump says he does not favor a nationwide ban and thinks exceptions should be made in the case of rape, incest and the life of the mother. his former vice president, mike pence, said that was a slap in the face to millions of pro-life americans who voted for him in 2016 and 2020. trump and republican senator lindsey graham got into a kerfuffle on social media. graham, who has proposed a federal ban at 15 weeks, also angry at trump's announcement. trump accusing graham of trying to keep the abortion issue in the news, which trump says would lose them the election. an appeals court in new york has refused trump's motions to delay his first criminal trial,

anything. all right, so, you know what, i'll just be dancing this morning. it's time to get ready, get out the door. it's a nice, clear view. this is our reminder that our days are getting longer. we're able to see that sunrise a little bit earlier each day, and we have a lot of sunshine in our forecast for this afternoon. it will be clearing out and warm temperatures ahead. our inland highs reach into the low 80s and then by friday it cools down, with rain chances for the weekend. right now we're at 48 degrees in oakland, 46 in napa, 41 in sonoma. very chilly start in parts of the north bay, as well as the sought county with san martin at 43 degrees. as we take a look at our highs, a big recovery as we go throughout the day. los gatos will reach a high of 77 and a high of 77 in antioch and concord, 73 in oakland. mid-70s from palo alto, while daly city will be up to 64.

the ingleside district will see temperatures in the mid-70s. a big warm-up as high pressure builds across the region, and eventually there will be changes as the high pressure moves away. we can see this low that will be sliding down the coast and very close to the bay area. that may bring us not only rain, but the possibility of thunderstorms. then the sierra gets more snow, as we're going to see one more blast of winter. hopefully that will be it. we are doing pretty well with our sierra snowpack, right now at 112% of its normal amount around the tahoe area. northern sierra, 127% of normal. there will be additional light snow going into the weekend, about 2 to 6 inches, so that's enough to give us a fresh coating there. more rain for the bay area. but the big thing that we'll notice will be the huge change in temperatures. we're going from mid-70s today to low 80s for the next couple of days. and then only 67 on friday. yes, it will be windy as we

transition and see that rain in the forecast for saturday into sunday, with our high temperatures in san francisco going from 70 to mid-50s for saturday. getting on the roads, here is a live look at palo alto, highway 101, also flowing well at the richmond-san rafael bridge. no issues there. we are seeing the volume picking up for the san mateo bridge, but it is flowing pretty well. we've had a couple of incidents we've been watching coming through the altamont pass into the tri-valley, and we're also seeing that slowing on highway 4 from antioch and heading over toward concord. but it does look like there's no accidents, it's just slowing down because of the sheer volume of people getting up and heading out. peninsula drive times are also looking good. 101 is all green all the way, which means everyone is driving at speed. laura and marcus. >> thank you so much, kari. happening now, a new state bill is aiming to protect students from harassment and bullying at school. so under that proposal a new
