i'm frances rivera. we begin with a powerful storm flam s slamming the gulf coast. dozens of people had to be rescued. at least one person was killed in mississippi. the storm also brought torrential rain. some areas getting a month's worth of rain in a single day. powerful wind gusts over 70 miles per hour also snapping power lines. nearly 200,000 power outages being reported across the southeast this morning. and the threat is not over. nbc meteorologist angie lassman joins us with an update on these storms. hi, angie, good morning. >> >> good morning to you. the same storm system is going to continue causing problems across the northeast today. you can see how much rain we've got. we've got of course some of these flash flood warnings and watches coming up to 7 million people at this hour. but plenty of rain working into the ohio valley and great lakes. we've got that stretched across the southeast.

moving through the day today the system will be on the move taking much of the rain with it. from the great lakes to the northeast and down therough the south still dealing with showers and potential tly thunderstorms. we would see colder blustery conditions settling in, too. the severe threat is not quite as expansive as it was yesterday. and the main threat is the wind gusts at 60 miles per hour. parts of the ohio valley and southeast once againing looking to see dangerous storms developing along with really windy conditions. 30 to 40, even 50 mile-per-hour winds across some of these areas, back over to you. >> we'll check with you in a bit. the third time was not the charm for former president trump. yet another appeals court judge rejecting a third attempt to delay trump's hush money select begin on monday.

protecting americans against threats. 19 conservatives broke with speaker mike johnson, preventing the house from even debating this legislation. this marks the fourth time under johnson's leadership that republicans have taken down their own rule. >> we cannot allow section 702 to expire. it's too important to national security. i think most of the members understand that, so ultimately, of course, it weakens our negotiations with the senate and the white house. it's not a good development. but look, we're going to work, find consensus. we have to get the job done, and we will. >> johnson and trump are expected to soon work together. two sources familiar with the plans tell nbc news the house speaker had travel to mar-a-lago on friday to join mr. trump for a press conference about election integrity. now when asked to elaborate, johnson only said they will be talking about free and fair elections. frances? >> okay, brie, thank you.

three people were shot and injured near a ramadan event in philadelphia. an estimated 1,000 people were celebrating eid, marking the end of the muslim holy month. more than 30 shots were fired into a crowd. five people were arrested. authorities do not believe this was a targeted attack but rather a confrontation between two groups. one of the injured is a 15-year-old boy shot by police who say he was armed. all three are expected to survive. in gaza, israel has assassinated three sons of hamas' top political leader. ismail haniyeh lives in qatar. the strike on his family happened in the central gaza strip, according to the israeli military. the idf claims the men were hamas operatives who were quote, on their way to carry out an act of terror when their vehicle was struck. let's go live to claudio lavanga who has more on this and other developments out of the middle east. good morning, claudio. what more do we know about this strike? >> reporter: good morning,

frances. well, al aqsa tv is a television channel run by hamas and aired a video that claims to show the moments when is when ismael hak lea ismail haniyeh learns about the death of his children. he thanked allah that his children and grandchildren were martyred. the three sons were traveling in the car with three of ismail haniyeh's grandchildren when the car was hit by an israeli airstrike that killed all on board. now he also confirmed the death of his three sons through al jazeera but said that this will not discourage or soften the position of hamas in the ongoing negotiation. there is absolutely no doubt these are some of the highest-profile figures that have been killed, at least among hamas' ranks since the as start the war. and it comes at a time when

there is a growing fear that this war may escalate beyond gaza's borders. president biden said iran may be planning a significant attack inside israel in retaliation for that attack on the embassy building in syria. but according to officials who spoke to nbc news, any retaliation by iran against israel may target or focus on military and intelligence targets rather than civilians. frances? >> claudio, thank you. more than a year after a school shooting involving a 6-year-old boy with a gun, the school's former assistant principal has now been charged with child abuse. as erin mclaughlin reports, the teacher who was shot is also seeking tens of millions in civil damages. >> reporter: new allegations about the actions of the assistant principal in the hours before a 6-year-old student shot and seriously injured his teacher last year. on tuesday, a grand jury indicted former assistant

principal, dr. ebony parker on eight counts of felony child neglect. one count, according to the grand jury, for each bullet inside the loaded gun the child brought to richneck elementary and used to shoot abigail zwerner. >> i will never forget the look he gave me. >> reporter: the report alleged that dr. parker neglected to take any action upon receiving four reports of a potentially dangerous threat, including a request from a teacher to search the child after concerns were raised the boy had a gun in his pocket. according to the report, the grand jury found parker acted in complete disregard for the safety of the children at the school. while also noting that when zwerner tried to warn parker about the child's behavior, parker did not look away from her computer screen. nbc's attempts to reach her or her attorney were not successful. zwerner is now seeking $40

million in civil damages. >> when you look at what happened that day, it meets the elements of child neglect. it was certainly an appropriate charge to be brought. >> reporter: and what message does abby believe sends to other schools? >> hopefully they will take notice that they have to be held accountable for their actions. >> reporter: a warning to school administrators across the country. erin mch e erin mclaughlin, nbc news. more trouble for a kansas city chiefs star. a warrant has been issued for rashee rice, including for aggravated assault. rice was driving a lamborghini, and his friends walked away from the scene. the driver in the other speeding car was also charged. four people were injured in that crash. the east is looking at warm temperatures to wrap up the workweek. nbc meteorologist angie lassman is back with a look at what we can expect. good morning, angie. >> good morning, frances.

temperatures running above normal for this time of year. yes, we're dealing with rain in some of these spots. charleston running ten degrees above normal. washington, d.c. headed to the 70s. as we get into tomorrow, not quite as warm but still fairly mild with new york at 66 degrees. this is where it gets really warm. temperatures for places like nashville rounding out the weekend into the 80s. atlanta headed to the 80s for sunday and monday. really mild conditions on tap for folks there. big picture, look for your weekend, we'll deal with wind and showers akos the great lakes, stretching into the northeast. warm highs out west and feeling like may across the mid section of the country w charleston and through atlanta. plenty of sunshine, though, for san antonio to houston, with temperatures in the 80s.
