live at the scene, tracking everything you need to know before you head out this morning. up in the air. oakland international airport is the topic of a planned vote involving the controversial name change. new backlash and the looming legal battle. plus, the last day of sunshine this week before more rain arrives. meteorologist kari hall is tracking how much rain we'll have before warm weather. good morning on this thursday. i'm marcus washington. >> i'm laura garcia. we start with the big rig overturned in san lorenzo, blocking a key connector between 328 and 880. bob redell has been at the scene all morning long. what can you tell us so far? >> unfortunately, this is going to be shut down, the northbound 238 connector to southbound 880,

through the morning commute, according to chp. we're talking about several hours in. you can see why. you're looking at the caltrans trucks that are shutting down the road. beyond them is an overturned big rig. there's a couple of issues going on. the rig was fully loaded with tens of thousands of pounds of goods from a chinese food distributor. that trailer is too damaged or too heavy to be uprighted. what they're doing is waiting on another trailer to arrive. the items can be offloaded. also, the accordion-like structure on the freeways, those are the metal and plastic objects that absorb the vehicles from hitting the median, that needs to be repaired. the rig hit the center divide and rolled over a little after 1:30 this morning. the driver was headed to southbound 880. they are okay. he told chp, he might have fallen asleep at the wheel when

he wrecked. no other vehicles involved. there's a small oil spill that needs to be cleaned up. you're looking at a bad commute here, heading from the eastbound to the south bay. if you look to the left, those taillights are heading right now to 880. that's a detour. or trying to get off here. if you're heading from castro valley, dublin, pleasanton, you're trying to get to southbound 880, the connector here on northbound is shut down. bob redell. cinthia hopefully can show you to avoid the delays. >> right now, it's diverting the traffic to the north. and it brings it back down, 880. we go 238 to 92, eventually to 880. that's another connector for you there.

or you can take mission boulevard, also known as 185. take that route to 880. this is a couple of hours, we're approaching the five-hour mark. it will be a long morning. i want to go to pleasant hill. this is also looking pretty difficult, as the car is on its roof. after hitting another one. this is blocking the one and two lanes, going southbound 242 and 680. that traffic is building up to willow pass road. we haven't checked in on the trivalley. but it's a slow ride from westbound 580 to 680. about a 20-minute ride. we'll monitor this breaking story on-air and online. a good way to stay updated is to download the free nbc bay area news app if you haven't done so. it's a great resource for news or weather updates. a live look across the bay area, after a warm, spring day. we can expect similar conditions

today. how long will it last? let's check in with meteorologist kari hall. >> we'll have a sunny and warm day today, as we look outside in oakland. we're starting with mild temperatures in spots. as we look at berkeley, we're going to see our trend going from mid-50s to the upper 60s, during the afternoon, hitting 70 degrees with a beautiful, comfortable day. we'll be in the 70s for hayward, and the 80s for the south bay. for the north bay, 78 degrees. san francisc 68 degrees. tomorrow, we're sunny. it will be cooler. a breezy wind. up to 71 for san jose. mid-60s for the north bay. on saturday, is when the rain gets here. i'll talk about that and whets what's ahead as you make weekend plans. new overnight, a new russian missile strike targeting ukraine's critical

infrastructure. that damage includes a power plant outside of kyiv, said to now being destroyed. 200,000 people without power. the strikes targeting two underground storage facilities, where ukraine stores natural gas. ukraine's president, volodymyr zelenskyy is making a new desperate a plea for defense plies. joe biden is sounding alarms by widening about in the middle east. he is warning that iran may target israel soon. israeli targets may be at risk. >> we want to saturday the iranian threat. they are threatening to launch an attack on israel. our commitment to israel security against the threats from iran and its proxy is iron. clad. i'll say it again.

iron-clad. we're going to do all we can to protect israel's security. >> israel's foreign minister is threatening to strike if a new attack does happen. meanwhile, president biden is calling out israeli prime minister benjamin netanyahu. he opposes the recent decision to invade rafah, calling it a mistake. but he's also reinforcing what he calls america's iron-clad commitment to israel. happening today, oakland port commissioners are expected to vote on the controversial name change for oakland airport. we have a live look at the airport for you this morning. that may soon be renamed. san francisco bay oakland international airport. the airport leaders say the reason the name change, travelers from elsewhere don't realize the proximity to san francisco. but the idea is face headwinds. san francisco leaders vowing to

sue, saying it would create too much confusion. san mateo opposes the plan. but airport leaders say steps will be taken to limit potentially turbulence. >> we will continue to keep the oak identifier. that's what people use in general for baggage claim, tickets and that sort of stuff. we really think that will help eliminate confusion. >> that meeting is scheduled to start later this afternoon. we're following the story. and will join with a live report in the next half hour. happening in san francisco, a growing number of angry merchants will join the battle for businesses is an unpopular, new bike lane. it runs right through what used to be the median along valencia street. before the city put it in, cars parked along the same stretch. local store fronts say business has suffered since the change. and it's led to at least ten

closures. opponents plan to announce more businesses joining the legal battle. the conference is planned for 9:00 this morning. a search for an entangled whale moving up the coastline is in a holding pattern. this is after teams located the mammal yesterday. drone video from earlier this week, showing the 30-foot whale. this is a gray whale, dragging the gill netting attached to its tail. it was spotted last month in southern california. but the tracking device attached by rescue crews stopped responding two days later. the whale headed north on its annual migration to alaskan waters. as the days go by, the added weight may slow it down. that may play in the hands of rescue crews. the whale was last seen near the coastline of thornton beach in daily city. it's now believed to be between there and point reys. >> get the whale from behind and

get ahold of the entanglement. the whale is dragging us. that keeps it at the surface and we use our tools to cut the whale free. >> we've been mentioning, they've been -- that whale was last seen on the coastline there. they will continue those operations. let's check the forecast, with kari hall. a live look outside, in san jose. the sun wasn't up last hour. it is now. think it will warm up? >> the days are getting longer as we get deeper in the spring season and it's slightly warmer this morning. upper 50s in san jose. 53 in oakland. and mid 40s for much of the north bay. santa rosa will see the temperature trend go from 56 degrees at 9:00, to 1:00 and 73 degrees. a big warm-up for the afternoon. this will be another day when we

right now at 6:13 on this thursday morning, we're getting a look at our day planner in morgan hill. going from 60s at 9:00, to upper 70s at 1:00. we'll be in the low 80s for today. this is the last day we'll see 80s in our forecast. tomorrow, big drop by about ten degrees. and cooler for saturday. we'll get a look at the falling temperatures and rain coming up in a few minutes.

and it's a slow drive out of the east bay. we talked about 238. look at the buildup now, at the bay bridge. some metering lights have been on for about 45 minutes now and the richmond-san rafael bridge is starting to show. i'll tell you about a new stall coming up. stock markets hit hard by the inflation report showing prices are stubborn. another blow today. we just got a measurement of wholesale prices with the ppi showing the same thing. that leads more investors think there will be fewer if any interest rate cuts this year. here, you have the ten-year treasury above 4.5%. president biden spoke about interest rates at a press conference with the japanese minister at the white house. >> i stand by my predictions there will be a rate cut. this may delay it a month or so. >> it is unusual, and i would

even say frowned upon, for a president to talk about what the fed may or may not do. it's an independent part of the government. he was asked about it. and he's not the first president to speak out of turn about interest rates. a few minutes ago, elon musk tweeted that twitter had received an inquiry from congress, regarding actions that a judge said were in violation of the law of brazil. this is getting spicy, musk wrote, and added a red pepper emoji. x refused a court card to quash some tweets. a judge there announced a criminal investigation into musk himself, for obstruction. x says, in the part, the judge is wrong, about his interpretation of the law. big update coming to instagram, that hopefully will discourage teenagers from sending pictures they might

regret later. it will detect nudes and ask, will we want to send that? here's an example screen sent to us by instagram's parent, meta. before you share it, it says, it may be difficult to control what happens to a photo once you share it. then, it gives you one more option to change your mind. there's a warning screen if you receive a nude picture that reminds you that you don't have to send one back. the middle screen will detect the picture sent to you, give you a choice not to look at it. and remind you, don't feel pressured to respond. you can stop this conversation if it makes you feel uncomfortable. this is turned on by default for users under 18. not only can it be embarrassing to have a picture circulating. we've seen examples of organized crime getting involved, enticing them to send them a picture and blackmailing them the teen who sent it.

>> never forget the story in the south bay, where a young. she ended up committing suicide. it is very sad. parents need to have serious conversations with their kids, too. new at 6:00, a popular east bay burger joint is closing after nearly 40 years. we're talking about the great american burger and pie company in richmond. serving the last meals today, citing legal problems. the trouble is tied to a lawsuit tied to the american disabilities act requirements. the legal fees are providing an incomparable amount. bay area band trying to soften the blow for fans left high and dry for a grateful dead tribute festival. the roses tour festival has abruptly canceled the event. citing financial devastation from last year's event. telling fans who purchased tickets will not be refunded

because the tickets were labeled nonrefundable. some fans are out of thousands of dollars are calling it fraud. the bay area jam band moonalice has played there before. and they are offering free entry to their bay area shows next week. for any fans who purchased skull and roses tickets. >> interesting. >> nice of them, really. trending this morning, in about an hour, space-x will launch a rock net southern california. residents may hear a loud noise because of it. >> this is going to launch a satellite into orbit. the launch is going to trigger a sonic boom eight minutes after liftoff. this is after the booster lands back on earth. the data will be used in military mission planning, as well as operations. the ten-minute window opens at vandenberg air force base. if the launch is scrubbed,

space-x will try again tomorrow. >> i haven't heard a sonic boom in years. >> what about at the air show in san francisco? >> they are loud. >> yes. >> uh-oh. all right. we're getting started nice and quiet this morning. the sun is rising. it is mostly clear across the bay area. in the low 50s, from oakland to walnut creek, over to san francisco. and it's in the upper 50s for san jose. as we compare the high temperatures versus what we usually see for this date in april, while santa rosa is ten degrees above that, with a high of 78 degrees. we'll be 11 degrees above average in concord. and even though it's much warmer than normal, we're not expected to set any new record highs. that's good news. now, tomorrow, we'll see a drop in temperatures and then instead of seeing 70s and 80s, it will be in the 60s for the east bay. 66 in napa. and 71 in los gatos and san

jose. cooler on saturday. what are you planning to do? make sure you have layers and you keep the umbrella handy. we'll see rain off and on. as this system moves closer, we'll see clouds late tomorrow evening and rain late tomorrow night. this is 10:30 when it moves into the north bay. and early saturday morning, before most of us are heading out for the day, we'll see heavy rain moving through. and off-and-on showers through the afternoon and evening. and tapering off early sunday. with a couple of waves of rain coming in, an inch for parts of the north bay and along the coastline. for the east bay, the south bay, a half to three-quarters of an inch of rain. after that, we are try. and temperatures will warm up again. there won't be as much of a warm surge in temperatures.

we'll be in the 70s in the middle of next week. and in san francisco, from 68 today, to 55 on saturday. if you take castro street to get on to the richmond-san rafael bridge, there was a crash there. one of the lanes is impacted. your alternate route is to take richmond parkway and go slowly on to that build, as you approach the toll plaza in richmond to marin county. we're going to stay in the east bay and go to pleasant hill. this is impacting traffic in 242 and 680. a couple of lanes are blocked there as a car crashed and ended up on its roof there. the situation in the north bay, we're looking at a 30-minute drive into lakeville highway. and under ten minutes to get yourself down 101, over the golden gate bridge. >> thank you, cinthia. next on "today in the bay," nbc bay area responds.

i think for practical reasons it's important for people to know where they are going when they are picking a flight. >> the potential name change and the blowback. we go one-on-one with airport leaders ahead of the controversial renaming vote. this is "today in the bay." good morning to you. i'm laura garcia. >> i'm marcus washington. >> want to start with breaking news this morning. early morning crash, creating headaches this morning for drivers who rely on 880. let's check in with today in the bay's bob redell. he's been near the scene all morning long. what's the latest up there, bob? >> reporter: unfortunately, laura and marcus, this connector to southbound 880 will be shut down in the morning commute. you can see the backup this has been causing. will continue to cause for a number of hours, according to

chp. your headlights are heading westbound on northbound 238. some of the drivers are trying to get to southbound 880. they are being diverted. you see why. the chp and the caltrans trucks blocking the connector to southbound 880. you can see in the video, because of an overturned big rig. a few issues going on here. this big rig, fully loaded. tens of thousands of pounds of goods from a chinese good distributor. it's too heavy or the trailer is too damaged to upright it. they have to get another trailer out here to offload the goods. that will take time. there's the accordion-like structure that's up against the center divide, that absorbs impacts from collisions. that needs to be repaired. there's also motor oil on the

road. that's the third issue. that's not as severe as the other two issues i mentioned. it will take several hours. the driver was headed to southbound 880 when they lost control and wrecked this morning. according to chp, this driver believes he might have fallen asleep. he is okay. no other vehicles involved. it will be several hours, past the morning commute. the connector to southbound 880 is reopened. and this is the mess that drivers have to deal with behind me. >> thank you, bob. our coverage continues with cinthia. she has been tracking the alternative routes for the commuters out there. how is it looking? >> it's looking slow out there, as we pass the five-hour mark since we've been following this. alternates i want to give you is around 580. take that connect to 92, making your way to 880.

it's 52 but all clear. we're seeing that down to the south bay, with low clouds over the golden gate bridge. you see the return of the fog will bring down temperatures near the coastline, a few degrees today. we're headed back to the sunshine for later today, in the mid-60s there. while some of the inland valleys will reach down. with a cooldown coming tomorrow, we'll talk about that and the arrival of rain in a few minutes. just coming in for our newsroom, new details on the three-alarm fire we've been following at a recycling center near an elementary school in san joaquin valley. this is the video from our affiliate on the scene. more than 50 firefighters are out there, trying to get a handle on this fire. look at it burning earlier today. within the hour, crews let us know, that 19 nearby homes are now under evacuation. five acres are filled with the

wooden pallets. you see them there. they are fueling this blaze. we have new video, the flames just erupting into the air. there's no water supply in that area. the firefighters have to shuttle water in. the nearby elementary school is canceled classes for the day. luckily, no one has been hurt. happening today, change is in the air in oakland. this is before the vote of the official name changing of the oakland airport. it's officially the metropolitan oakland international airport. it may go to san francisco bay oakland international airport. not everyone is onboard. ginger has more this morning.

>> reporter: there are plenty of opinions that have been expressed about this. at the end of the day, those voices might not matter. what does matter is how the port of oakland will vote. that vote happening later today. let's give you an inside look at what now is known as the metropolitan oakland international airport. later today, the port is expected to drop the metropolitan out of the airport's name. that doesn't seem to be contentious. the bigger issue is whether or not the board will add san francisco bay, making it, as you mentioned, the san francisco bay oakland international airport. we heard from the interim director of aviation for the airport. he says they have gathered data about whether or not people know where oakland's location is in the bay area. they there were studies in 2013 and again in 2022. the takeaway, people don't know where oakland sits in relation to the greater bay area. oakland's move is a geographical

identifier. >> it's really about how do we grow from an oakland perspective. it's a pro-oakland and pro-bay area, pro-jobs request for the board. >> reporter: not everyone feels the same. plenty of posing opinions have been shared on this. san mateo county has opposed this name change. san francisco has threatened to file legal action over this. its leaders say the change would cause confusion among travelers, particularly among international travelers, who may not speak or read english as well. the city attorney says the name change infringes on san francisco's trademarks. now, regardless of the name change, the airport will still use oak as an identifier. that will stay the came. it will use the same logo. if today's vote passes or if the board votes yes on it and the name change goes the next step, there's a second reading on april 25th. if that passes, the name change could happen as soon as the end of the month.

normal. oakland today, 73 degrees, where we're usually in the mid 60s. san jose, reaching a high of 80. if you've been looking at the seven-day forecast, it is going to drop off significantly, starting tomorrow with mid-60s for the north bay. upper 60s for the east bay. up to 71 in sj. and 450s for saturday. that's what we see around the bay area. this cold front will start to move in. more clouds and eventually some rain. the rain holds off to late tomorrow night. we see it around 10:00, 11:00. into san francisco. and look at the changing colors. we could see snow on bay area hills and mountains. this is before sunrise on saturday. throughout the day on saturday, it will be with the wayne, not raining the entire time.

but there will be pockets of downpours that will be moving through until sunday morning. looking at rainfall totals that could reach an inch, or more for the santa cruz mountains. livermore and concord will see half an inch of rain in total. in palo alto, big drop in temperatures, with 50s on saturday. a gradual rebound to more feasible weather for the middle of next week. we're going to still see temperatures going from up to down and then eventually back up again. the coldest temperatures will be on saturday, when there's so many outdoor events going on. you'll need coats and umbrellas. now, you're tracking a crash in san jose. >> on some local streets. a very popular place in san jose. the eastbound direction of it is blocked right now, after a car hit a pedestrian and crews are out there trying to get everybody to safety.

6:57 for you this morning. welcome you back. we're moving you forward with a look at our top stories on "today in the bay." >> we follow breaking news for you. an overturned big rig in san lorenzo, blocking a key connector for commuters. robert redell has been live at the scene. any updates now? >> reporter: it's going to be several hours before northbound 238 is reopened here in the south 880 connector. now, that we have sunlight, you can see what the issue is. if you look down a couple hundred yards, at least 100 yards, you have an overturned big rig. it overturned overnight. and the reason it's taking so long to get this section of road reopened is that big rig was fully loaded, tens of thousands of pounds of goods from a chinese good distribution company. they can't upright it, either because it's too heavy or the trailer is damaged. what chp is doing, they're

waiting for another trailer to show up on-scene, to offload that. there's damage to the median. you probably can't see it right now. caltrans has to fix that. and there's some motor oil that was spilled. this is a major connector for people, trying to get from castro valley, dublin, present pleasanton. they are being diverted. i'm going to send it over to see where you do have to go because of the mess. >> this has been going on for five hours now. your connector is chp has been diverting traffic northbound 880. and people are making their way south. and the sensors are picking up on that traffic right now, as people make their way down 880. oakland port commissioners are going to vote on the controversial name change for the oakland airport. they want to change it for the san francisco bay oakland international airport. the airport leaders say travelers don't realize the
