creek this morning. everything looks like it's flowing well. we have a clear sky. as we go throughout the day, we are going to see temperatures go from upper 40s to mid-50s at 8:00, and you can see how fast it warms up today. low 70s at noon and headed for the upper 70s for this afternoon. in mountain view we'll see a high of 77, about the same in oakland, novato, santa rosa, a lot of upper 70s, but a few low 80s for the south bay. tomorrow it looks nice, while our coastline will be in the upper 60s. i'll track the forecast for the weekend in a few minutes. new hope for california homeowners facing rising insurance costs. lawmakers are considering a bill, a new one, to try to boost some protections. >> "today in the bay"'s bob redell is live for us in livermore this morning. bob, what can we expect if this bill becomes law? >> reporter: good morning. it's not clear what impact, if any, this bill would have on

what we pay for homeowners insurance here in the state of california. state senator josh becker is a democrat out of menlo park, and he has put forth this bill which would force home insurers like state farm and others here in the state to take into consideration the billions of dollars that the state has spent on wildfire mitigation and all the work homeowners have done to protect their homes from wildfires, like creating defensible space around the property. becker says the insurance companies are not taking those facts into consideration when calculating coverage and the cost to home buyers. sb-1060 would require this. the bill would not require the insurers to pass on any sort of discount, just that they consider the work that has been done to better protect property. the american property casualty insurance association, which represents insurance companies, said the state already requires

companies to model these mitigation efforts into their coverage and that the state will soon require new regulations surrounding this kind of modeling. many homeowners have seen their insurance bills go up in recent years to cover the cost of wildfires, and some have been dropped by their insurer. state farm has announced it is not renewing 30,000 policies in california, and as we reported earlier this month, the city of orinda will bear the brunt, some 1,700 policies will be dropped in the city, more than any other zip code in the state. orinda's mayor calls this a crisis and has written a letter to the governor, the insurance commissioner and state lawmakers, asking them to take action. she says impacted residents are having a tough time finding affordable insurance elsewhere. reporting live in livermore, bob redell, "today in the bay." >> we were both saying everything seems to be going up these days. thank you, bob. well, talk about a hard hit

for one east bay little league. the players are facing a big setback after thieves stole more than $15,000 worth of field maintenance equipment. it happened saturday in concord. parents and coaches for the junior optimus baseball league say it included an atv, water pumps and a generator. the impact will be felt in trying to prepare fields for games. longer term, the concern is keeping the fields in good shape. they do say the games will go on. >> it's very disappointing, because you're stealing from little kids, you're stealing from a league that's helping the community, that's been here for over 50 years. >> the league filed a report with sheriff's deputies, who did not get back to us last night. they've also set up a gofundme page. a follow-up this morning, and south bay leaders are endorsing the idea of keeping open san jose regional medical center's level 2 trauma center.

santa clara county supervisors yesterday voted unanimously to support a recent county report recommending health providers be denied the option to close it. this follows hours of public testimony, including many who oppose that plan. the closure would leave east san jose's closest trauma center eight miles away at valley medical. that could make a critical difference in an emergency situation. >> trauma means immediate medical help. when there is no immediate medical help, you can't put a band-aid on a gunshot wound and say, go, you cannot put a band-aid on someone lying in the street losing their life. >> the county report finds regional medical's trauma center helps nearly 2,500 patients each year. state lawmakers will make the ultimate decision on whether or not to close it. all right, as you wake up this morning, dub nation, i'm sure many of you are waking up thinking, is the dynasty over?

>> the warriors simply lost to the better team last night, ending their season in sacramento. warriors were outplayed by the kings in the play-in postseason game. klay thompson looked finished, 0 for 10 with no points. the dubs did manage to cut the margin to one in the third quarter, helped by a steph curry three-pointer. that's when sacramento picked it up. the kings won by 24. they moved on to a win or go home game now in new orleans. as for the warriors, now the big questions start. >> it was a tough way to end our year, for sure. gave ourselves a chance to be in this situation you win one game, win one game, then you're right where we expect to be. but we're going home. so definitely frustrating, disappointing, to say the least. >> these guys are all still really damn good players, so hopefully we can resign klay,

it should be a lot of fun. a lot of athletes are here. you've got athletes on the plaza right now. look, when you're around the members of team usa, even for just a few minutes, you can't help but be hyped up. they certainly are getting ready 100 days ahead of the games. for many, there's a mix of excitement that comes with all of this, and the realization that their final few months of training will soon give way to living out their lifetime dreams. in just 100 days, the city of lights, will become the city of tights, cleats, swimming, skateboarding, boxing. paris hosting the 2024 summer games, and team usa is ready. >> this is my time. this is my time to shine. >> reporter: perhaps the brightest shine comes from the olympic flame. the torch beginning its journey to the louvre, as america's

sunshine, but still nice as the south bay temperatures head for 80 degrees. we'll see upper 70s in much of the north bay, east bay and tri-valley, while san francisco will be in the upper 60s. mike, you're looking at slowing in the south bay. >> overall, a smooth, easy drive, including the altamont pass. typical build there toward greenville. the south bay, i saw a lot of slowing over the last ten minutes, southbound 87. now you see just a little remaining. i think there was a crew going on overnight and they may have cleared so that might have been a traffic break. northbound 101, no slowing. that's too early for the first burst of traffic, which will happen in 20 to 30 minutes. maybe held back by this crash at cochran. it sounds like two of four lanes are blocked and folks are scrambling at the off-ramp. coming up on "today in the bay," we'll show you how to use ai to program your music, and the american economy moving in double time.

good wednesday morning. right now at 5:15, we're taking a look at what to expect today in san jose. it is mostly clear and we're going to see temperatures in the

mid-50s, with some high clouds filtering the sunshine today, but still really nice and a significant warm-up for the afternoon. we're headed for the low 80s today and it stays just as warm the next few days. we'll take a look ahead to the weekend coming up. the bay bridge, we see a nice smooth drive, folks going into san francisco and coming out about -- they're both about the speed limit. we're looking at a build that should be approaching from the east coming up. we'll show you how that's shaping up. good morning. happy wednesday to you. wall street still worrying the fed won't cut interest rates any time soon. more about that in a second. first, breaking, tesla is going to ask shareholders to approve a $56 billion stock pay package for elon musk just two days after the company announced it's laying off 10% of its workers. the $56 billion would make up for a package musk lost when a delaware court ruled such an

arrangement was excessive and deeply flawed. the court found tesla's board worked side by side with musk on the huge stock grant, almost advising him instead of negotiating with him on behalf of shareholders. now musk is going straight to those shareholders to get that money back. there will be two hearings on capitol hill this morning over the safety of boeing aircraft. one session will feature a panel of experts, the second will concentrate on a whistleblower who works as an engineer at boeing. boeing says it's cooperating in every way. fed chairman jay powell said in a speech yesterday there's been a lack of further progress on inflation, and that it's going to take longer to achieve confidence in the fight against higher prices. that may not sound like much. it was a huge deal, because he's saying higher interest rates are going to be around for a lot longer, or as wall street calls it, higher longer.

why? because the economy is so darn good. we can't have it both ways, powell is saying. higher wages, near record low unemployment, huge growth. these are our problems. in fact, the international monetary fund says the usa is set to grow twice as fast as any other country in the g7. not just faster than any country, twice as fast. though the imf warns part of that is coming from unsustainable government spending. and amazon, the latest to announce it's bringing ai to its music services. spotify is already experimenting with this. the idea being you could describe the music or mood you wanted to your home speaker. like play rainy day sunday songs or back yard barbecue songs or i just broke up with my boyfriend songs, and the machine would know what to play, songs you've maybe never heard before. these play lists already exists, there are thousands of them.

you use somebody else, they've already come up with a july fourth, but ai is going to try to add more play lists. >> thanks, scott. 5:18. we take a live look in paris. the countdown is on, 100 days until the start of the summer olympic games. new for you, u.s. gold medal gymnast simone biles is opening up about her toughest times competing. >> you probably recall when her mind let her body down during the summer games in tokyo. here is what she's telling podcaster alex cooper about the vault that literally went sideways. >> i landed, and as soon as i landed, i grinned, and i said, america hates me, the world is going to hate me. i can only see what they're saying on twitter right now, and i want to run -- if i could have gotten on a plane and flown home, i would have done it. they tell you, it's gold or

bust. >> biles has talked about getting the twisties, losing track of where she was midair. she ended up opting out of the team finals. let's hope she gets some redemption this summer in paris. cooper will be part of nbc's olympics coverage, so that will be cool to see. bringing the gold for us this morning, meteorologist kari hall. [ laughter ] >> lots of sunshine. i think this is an award-winning forecast. it looks really nice over these next few days. at this point, we deserve it. it was such a chilly weekend. we're going to have a weekend this upcoming weekend that's going to be much nicer for those outdoor activities. in oakland, we're starting out at 53 degrees. it is 57 in san jose and 54 in walnut creek. then as we take a look at our high temperatures for today, we're back up to the upper 70s and even 80 degrees for the south bay. now, this is where we will see the warmest temperatures around the bay area, and then for the east bay we're up to about 80 in walnut creek, 79 in pleasanton,

oakland 77 degrees, and mostly some mid to upper 70s for parts of the peninsula, from palo alto to redwood city, low 70s from san mateo to daly city, and up to about 71, 72 in san francisco, with some sunshine and mid to upper 70s for the north bay, with napa, santa rosa up to about 77 for today. so here is a look at the bigger picture, what's happening across the country. we are seeing high clouds moving in, but it's going to continue to give us a mix of sun and clouds overall, really pleasant day. then we'll continue to see any storms heading farther off toward the east. high pressure is keeping it dry. we're going into the weekend with high pressure very close to the bay area. once that moves away, some slightly cooler air will come in and possibly rain in our forecast for the middle of next week. so that's our first chance of rain. we're looking at some dry conditions between now and then, highs in the low 80s today,

mid-70s for friday into saturday, and slightly warmer for sunday, with sunshine and a cooldown for the beginning of next week. san francisco, we're up to 70 today. mike, you were looking at the east bay. >> yeah, we saw traffic volume build. not a whole lot. this is a good steady flow at the richmond ridge heading to san rafael, that's westbound 580 out of the east bay, where we do expect to see the first slowing. we don't see it on the sensors so much for highway 4, but in the last one minute we've seen highway 37 show a slower drive, a build out of vallejo. so that will be an issue for the morning commute, just starting there. everything else on the map looks standard. the altamont pass the only other slowing we see until we zoom down to south county. still very slow, the crash north 101 at cochran. back to you. >> thanks, mike. securing a spot at the summer games. next on "today in the bay," we introduce you to a couple, both are competing at the olympics. are competing at the olympics. it may be the lates

a live look in paris this morning, where, you heard it, it's officially 100 days until the start of the summer olympic games. many athletes are vying for a spot to represent team usa, but one married couple already has secured their spots. we did say both of them, olympic women's champion leigh kefir and

her husband, both headed to paris. both are fencers. this will be her fourth games and the fifth olympics for him. they say preparations for paris are different from when they first qualified more than a decade ago. >> you've got to be a little more careful with the body, preparation, to stay on top of that. mentally i think it's more about enjoying the process, putting less weight on the results. obviously, we have huge goals and we want to accomplish them. at the same time, we want to enjoy the whole process. >> both say qualifying this time around was tough, but they have each other to lean on, and they are excited to compete. >> having gerek as my partner is a secret weapon, just someone who, you know, knows exactly what's up, knows what i'm feeling, what i'm thinking, and the help me be a better competitor and person, i think, too. >> this time they say their friends and family will be able to join them, not like in tokyo

>> the heat is on. remember that song? >> the heat is on, that one? trying to make it sound french or something. >> it is 5:30. good morning. i'm marcus washington. >> and i'm laura garcia. let's start with a look at that forecast. the heat is not really on in the bay area. >> it's a little warmer than normal, so i guess. but, of course, we're looking forward to the summer here. but as we get a look at what to expect for today, we're going to have a clear start, and some high clouds. this is a live look in san francisco for you, as most of our temperatures are in the low to mid-50s and we're headed from 50s to the upper 70s. even a few spots in the low 80s. it won't be completely clear, but nice sunshine and some high clouds as we go into the afternoon. and our temperatures in the south bay up to 80 degrees. so we'll talk more about this and what's ahead for the weekend. mike, you're seeing delays continue for 101. >> yeah, this stretch of 101,

tough drive. if you're leaving from the south count, coming up from san martin to the scene of the crash at cochran, there's still word of two lanes blocked on north 101, and that's pretty much the entire stretch of folks jumping on in morgan hill. that will slow you down, and you know that monterey road might be a good option if you can hold off joining 101 around bailey. north of there looks good on your drive. altamont pass, of course, there's some slowing and cloud cover, not far, but cloud cover hovering above the deck at the golden gate bridge. back to you. >> thank you so much. happening today, the first real test for a state bill calling for more local control over the expansion of self-driving taxis. now, a bay area state lawmaker is behind it and he wants cities to decide if robotaxis should be allowed. kris sanchez is live in mountain view.

kris, this bill could put the brakes on waymo's plan to expand outside of san francisco. >> reporter: yeah, think about it, as we're driving around, we have to abide by local regulations in terms of speed limits and where we can stop and not stop. driverless cars don't have to do that. today is the day that state senator dave cortese will formally introduce the autonomous vehicle and service deployment, data transparency act. the goal is to align regulations with regulations the rest of us have as drivers of cars. the state would keep its authority at the same time. local police could ticket cars and communities could keep them out of areas of concern, which could keep them from blocking emergency personnel from responding and subject them to the same dmv registration requirements the rest of us

have. >> i think giving cities who know their communities best, giving them the opportunity to pass ordinary local laws, you know, around speed limits and drop-off zones and accountability. what does it mean if an autonomous vehicle is parked inappropriately, who gets ticketed for that? >> reporter: the push took on new urgency last month when state regulators approved waymo's expansion to the peninsula and into los angeles, so we could be seeing a lot more of those driverless cars, and he wants to make sure that local communities are ready. it could be a month, maybe longer, before this bill hits the governor's desk where he could sign it into law. but this is a critical first step because it is the first state hearing on the matter. in mountain view, kris sanchez,

"today in the bay." >> it's interesting to see how this will turn out. thank you. happening today, the man accused of starting a massive fire at a south bay home depot is set to appear before a judge. he is scheduled for a plea hearing. he is charged with arson in the five-alarm fire in 2022 that destroyed a home depot. you may recall those flames sent employees and customers running for their lives. the 29-year-old is facing seven counts of grand theft and three counts of petty theft as well. he allegedly stole from several stores and was in the process of trying to steal from that home depot when the fire started. damages are estimated at $17 million. also today, the man who violently attacked nancy pelosi's husband is due in court, but the hearing will likely be brief. so far, david depape's defense team is having little luck winning a new federal trial. depape's sentencing date was

pushed out with the possibility of his state trial starting. that's also when the judge scheduled today's status hearing. the state trial is still in limbo. depape is still expected to be sentenced on a federal conviction next month. protesters who blocked traffic on the golden gate bridge bringing traffic to a standstill for hours on monday are out of jail. >> hey, hey! >> nbc bay area was there as the group was released from san francisco's main jail yesterday. but in stark contrast to their large public display on monday, supporters tried to block our cameras from seeing them set free. protest leaders were warning them not to speak to the media. san francisco district attorney brooke jenkins says she wants to make sure she has strong evidence to back up whatever charges she files, such as false imprisonment and conspiracy. >> these people had planned this, there was strategy that they worked together to plan out

the commission of these crimes. >> she is asking people who were inconvenienced by monday's hours-long traffic backup, especially those who missed medical attempts or appointments, to contact the marin county chp and file a report. meantime, five employees at google face criminal trespassing charges, after staging a pro-palestinian protest inside of a ceo's office. these arrests taking place at the company's headquarters in sunnyvale yesterday. the demonstrators are demanding google drop an ai and cloud tech service being used by israel. they want an end to what they call harassment, intimidation, and censorship of palestinian and muslim workers. we are continuing our countdown to the paris olympics, today marking 100 days out from the opening ceremony, also in

other parts of fans, as well as tahiti. >> getting ready to welcome the world's greatest athletes. competition isn't the only thing heating up. >> that's our concern, it will be a hot and humid olympics and organizers are already taking precautionary measures to keep the athletes cool during the games. for a look at some of the changes, let's check in with nbc's national climate reporter, chase cain. >> reporter: now just 100 days until the summer olympics begin here in paris, this stadium is going to host track and field and rugby. by the time the olympics roll around, paris is going to be a lot hotter and humid, global temperature trends could mean these are some of the hottest summer games ever held and that is on the minds of the organizing committee. especially in tokyo when at least 150 athletes, staff and journalists were treated for heat-related illnesses, i personally felt that.

what is paris doing to prepare? they've spent the last few years planting more trees around routes for the marathon to offset the effect of urban heat, part of a comprehensive plan to embrace climate solutions. >> cleaning the seine is not just for us to hold, you know, some sport events. this is going to be a major change, to actually have a place to go when the heat of the summer hurts in the years to come. it's going to be worse and worse, so this is a solution that will leave us a major legacy of the games. >> reporter: the seine river cleanup has been a challenge but it's part of the ambitious climate goals, aiming to be the first carbon neutral olympic games. what does that mean and how are they going to get there? we'll take a deeper dive on monday, earth way, here on nbc. reporting in paris, national climate reporter, chase cain. >> we'll have to wait and see how hot it gets there. we remember the big heat wave last year.

hopefully that's not a repeat. we'll keep you updated. so let's talk about what we're going to see here today. we're going to see a lot of sunshine, and we're slightly above normal, but it's not going to be as warm as some of the extremes we've seen in the past. so we're not setting a record, but we are well above normal with our highs up to 80 today in cupertino, 79 degrees for a high temperature, about 10 degrees above what's normal. a high of 79 in danville. in oakland and vallejo, 77 degrees. we'll be in the low 70s for half moon bay. really nice day along the coastline and in san francisco. up to 72 in the mission district and upper 70s for much of the north bay, with ukiah reaching a high of 79 there and 74 in mill valley. we are going to see more weather like this extending into the weekend, so i'll have more. mike, you have a look at the changes at the bay bridge. >> the metering lights have been activated. we see the line just starting to

form. it took about five or seven minutes for this to happen, the fill-in from the metering lights to the toll plaza. the build is on as folks are leaving oakland. building for highway 37. highway 4, a little in the westbound direction, more slowing in the eastbound direction as we've seen for the last few weeks. there's a construction zone right around san marcos, so keep those areas in mind. looking ahead, don't want to surprise you with this. we'll let you know there is a midday game today, the a's play midday as opposed to the evening games. getting out of the game might blend in with evening traffic. so plan on some slowing as folks join you in your evening commute. there is a new crash near mountain view. no details yet, so we'll track that. no slowing, either. meanwhile, this is also on 101, continuing with two lanes blocked northbound at cochran. we don't have word on injuries, but i have word that there was a dog that was loose.

labor prices that the steel industry here in the u.s. is fighting for survival. so biden was in his home town of scranton, pennsylvania yesterday. he visited his family home as well. biden often talks about the lessons his dad taught him about hard work and coming from a working class family, which is an obvious difference he's trying to point out, from the way donald trump grew up. biden spent a lot of time on the campaign trail reminding people of that yesterday. mr. trump, meanwhile, will get a day off from court today, his trial resumes thursday. it's moving along quickly. the two sides have agreed on seven jurors so far. people who say they can judge the matter fairly and without bias. i spoke to a george washington university law professor about trump's jury. >> it would be very hard to pick a jury in any jurisdiction in this country, because nobody has generated as much publicity

people lining the banks of the river for that opening ceremony. president macron saying it is likely to go ahead unless there is a last-minute hitch that moves the opening ceremony. we sure hope not, because the city itself is going to be the venue for the games. we got a sneak peek at the venue for the beach volleyball behind the eiffel tower. they are constructing it. it's going up so quickly. 13,000 seats. further along the river, similar amounts of seating being built. that historic place will host some of the modern sports like break dancing and skate boarding. the equestrian events, all across this wonderful city, there will be olympic venues. 100 days to go, 100 years since paris hosted an olympic games. it's going to be incredible,

much like yesterday. it was beautiful if you were out during the middle of the afternoon. it takes a while to get there. for three or four hours in the afternoon it feels really nice. other than that, we're warming up or cooling down. we're starting in the low to mid-50s and it's 53 in san francisco. san jose is starting out the morning at 57 degrees. the seven-day forecast that's coming up at the bottom of the screen, check it out. there's not much of a change, but we are going to see a high of 77 in livermore, mountain view 77 for that high, and san francisco looking at some upper 60s. then going into the day tomorrow, it will be about the same. we'll see low 80s, but mostly 70s from the north bay. on friday, it's still pretty nice. here is what's happening. it is all clear, except for a few high clouds starting to roll in. other than that, we're seeing the high pressure keeping the storm track and any rain chances away. that will be just to our south

and keeping the storms over the pacific northwest, guiding them off to the east. but it's not until the middle of next week when we start to see things changing, and the possibility of some rain for next wednesday into thursday. so looking at the rainfall estimate, very early estimates, it shows that we could see some light amounts of rainfall next week, maybe a quarter inch of rain or less. we're not expecting any more big soakers. a check on the sierra snowpack shows that we're still doing pretty well. we're at 108% of the normal amount. the northern sierra is now at 125% of the normal amount. so that's pretty good. it hasn't yet really started to melt and fill up reservoirs. that's something we'll be watching over the next few weeks. temperature-wise, we're going from 80 today for the inland valleys to mid-70s for the weekend, and then low 70s for monday into tuesday. the sunshine continues. once again, we don't see a chance of rain until maybe the

middle of next week. so we're going to enjoy this nice, quiet stretch of weather that will gradually cool down from today into the beginning of next week. but once again, looking pretty good there. mike, you've got some info on a crash in mountain view. >> we're looking toward 101 at ellis, the crash we talked about that popped up during the last report. details from chp is there's a vehicle that's facing the wrong direction, but it's out of lanes. so there may have been a spinout as someone pulled off the roadway, perhaps, for some repair work. we're waiting for updates. but no slowing, no injuries reported. no problem for the morning commute. 101 north, typical around oakland road. there's an icon for a fire. this may be a small trash can fire. little let you know if there's a bigger issue. so far, the rest of san jose is moving smoothly. the big backup was here and continues to be from 101 north from san martin avenue all the

way up to the scene of the crash, reportedly blocking two lanes of northbound 101 at cochran. there's better speed sensors, but we see more traffic coming over on san martin avenue, getting over to monterey road. locals know that is a good option. meanwhile, a little more traffic right on schedule for the east bay toward the bay bridge. back to you. >> thanks, mike. happening now, authorities in san francisco are expected to lift one of the lockdowns impacting inmates at two county jails. the lockdowns took effect last friday in the wake of the recent attacks on jail workers. the sheriff's department says nine workers have been injured over the past several weeks. one jail near the hall of justice will have its lockdown lifted today. another in san bruno is expected to reopen later this week. much more ahead, including team usa's basketball team roster just revealed and more olympics coverage as we count down to the games.
