this is "today in the bay." >> did you get it? >> you're so tricky. >> good morning to you. we're making a splash when it comes to everything across the bay area. i'm marcus washington. >> i'm laura garcia. we're going to check the morning commute. >> no big splash. >> yeah, no rain in the works, either. a bright, beautiful day ahead. >> yes, and we're going to continue to enjoy yesterday's weather today. >> it was beautiful. >> it was really nice. look at this view, looking at walnut creek, as this is our reminder the days are getting longer. we're heading deeper into spring, and also seeing a few minutes added to our days each and every day. so we're going to see a lot of sunshine. our temperatures going from mid-50s to upper 70s for this afternoon. we may briefly hit 80 degrees here. but overall we're looking at some of those low 80s in the

south bay, upper 70s for the north bay, and san francisco in the upper 60s. mike, you were looking at a couple of slow spots now that we're hitting 6:00. >> one of them, bay bridge toll plaza. this is not a surprise. there are no surprises approaching the toll plaza or across the span here. looking at highway 37 and 4, typical slow pattern, both directions including the eastbound construction. you see there's a disabled vehicle heading eastbound away from the bay bridge and around keller. it sounds like everything should be moving to the shoulder quickly. the south bay does have one incident at ellis on the shoulder for 101. typical slowing in san jose. i'll show you san martin coming up where it's jammed. new this morning, there is new hope for california homeowners facing rising insurance costs. lawmakers now considering a new bill to boost protections. "today in the bay"'s bob redell live for us in livermore this morning. if this bill becomes law, what can we expect to happen here?

>> reporter: well, good morning to you, marcus. the big question is how much could this improve our bills? it is not clear what impact, if any, this would have on how much we pay for homeowner insurance here in the state of california. state senator josh becker is a democrat out of menlo park and has put forth a bill that would force insurers like state farm and others to take into consideration the billions of dollars the state has spent on wildfire mitigation, and all the work homeowners have done to protect their homes from wildfires, like creating defensible space around their property. becker tells "the mercury news" that insurance companies are not taking those facts into consideration when calculating insurance coverage and its cost to homeowners. sb-1060 would require this. the bill would not require the insurance to pass on any sort of discount. just that they consider the work that has been done to better protect property. the american property casualty insurance association, which

represents state insurance companies, told the paper that the state already requires companies to model these mitigation efforts into their coverage, and that the state will soon require new regulations surrounding this kind of modeling. many homeowners across the state have seen their insurance bills go up in recent years to cover the cost of wildfires and some have seen their homeowners insurance companies drop them. state farm has announced it's not renewing 30,000 policies in california. as we reported earlier, the city of orinda will bear the brunt of that. some 1,700 policies will be dropped in that city, more than any other zip code in the state. orinda's mayor calls this a crisis and has written a letter to the governor, the insurance commissioner and state lawmakers asking them to take action. she says impacted residents are having a tough time finding

affordable insurance elsewhere. reporting live, bob redell, "today in the bay." >> for a lot of folks, i hope that there is some relief out there. all right, bob, thank you. >> 6:04 right now. south bay leaders are endorsing the idea of keeping san jose's regional medical level two trauma center open. they voted to support a report recommending health providers be denied the option to close it. it followed hours of public testimony, including many who oppose the plan. the closure would leave east san jose's closest trauma center eight miles away at valley medical center, and that could make a critical difference in emergency situations. well, talk about a hard hit for one east bay little league. the players are facing a big setback. this is after thieves stole more than $15,000 worth of field maintenance equipment. this happened saturday this concord. the parents and coaches for the

junior optimus baseball league say the stolen items include an atv, a utility trailer, water pumps, and a generator. volunteers say the immediate impact will be felt and they're trying to prepare the field for games. longer term, the concern is keeping those fields in good shape. but they do say that the games will go on. >> it's very disappointing, because you're stealing from little kids. you're stealing from a league that's helping the community, that has been here for over 50 years. >> they filed a report with sheriff's deputies who did not get back to us last night. they've also set up a gofundme page and we'll talk about that later. thanks so much. here we go, 6:06 this morning. we are 100 days out to the summer olympic games. a live look this morning at

paris. beautiful shot there. and all morning long we are counting down until the time. >> this is exciting. just into our newsroom, the lineup for the latest dream team. it may provide a boost to warriors fans who have been feeling a little blue after losing last night. the roster just out for team usa's men's basketball team, and it is pretty star packed. it includes 12 nba players, seven are former olympic gold medalist, including lebron james and one-time warrior kevin durant. here is what we're excited about, splash brother steph curry will be shooting for gold, making his olympic debut. we hate to remind everyone, but steph should have some time to rest up after the warriors bowed out of the postseason last night in sacramento. we're winners, going to the olympics. team usa olympic stars are also in new york this week. >> they're talking about the games and what it means to represent their country. as "today in the bay"'s jay gray

tells us, there are many ways on the path to olympic glory. paris hosting the 2024 summer games, and team usa is ready. >> this is my time. this is my time to shine. >> reporter: perhaps the brightest shine right now comes from the olympic flame, a torch beginning its journey to the louvre. america's athletes continue down their path toward paris. >> with 100 days left, every day is planned out. it's about executing that plan and sticking to that plan and executing, it's going to be the element of how much success we're going to have at the olympics. >> reporter: while the focus is on bringing home the gold, silver or bronze, the competitors are looking forward to being, well, fans, too. >> i already know i'm going to be, like, looking over at my fellow olympians.

this afternoon. and we'll see a high of 77 in livermore, 78 in dublin. also 78 in martinez, napa 77 there. hayward and mountain view, 77 for the high this afternoon. it's going to be much like it was yesterday and it continues into tomorrow. we're just going to set this on repeat for a few days as we continue with sunshine leading into the weekend. we will eventually have a cooldown, so i'll have more on that. mike, you were tracking a new crash in san jose. >> i thought there was going to be a dramatic backup, north 101 in san jose, we expect to see more volume of traffic over the next 20 to 30 minutes. then we have a crash reported north 101 at oakland road. i saw a lot of slowing initially and then it started to clear over the last few minutes. you saw the live camera back here. the crash is on the shoulder, two vehicles likely there as you travel north on 101 past oakland road. the south bay, speed sensors are looking great, unless you go

good wednesday morning. it is 6:14. let's take a look at morgan hill and what to expect. the sun will be peeking out from behind clouds, but overall it's going to be a beautiful day. we're going from 60 degrees this morning to upper 70s, and may briefly hit 80 degrees. we'll talk about this and the continued warm-up in our weekend

forecast coming up. let's stay in morgan hill because a lot of folks are slowly getting through. we're down to about 10 miles per hour on north 101. the good news, the crash cleared around cochran. it's just in time for the build to come out of san martin. still slow, but more traffic comes into the south bay. good morning. very happy wednesday to you. wall street still worrying the fed will not cut interest rates any time soon. more about that in a second. breaking, tesla is going to ask shareholders to approve a $56 billion pay package for elon musk just two days after the company announced it's laying off 10% of its workers. the $56 billion would make up for a stock incentive package musk lost when a delaware court ruled such an arrangement was deeply flawed. the court found the tesla board worked side by side with musk on the details of his bonus, almost

advising him instead of negotiating with him on behalf of the shareholders. now musk is going straight to those shareholders to get the money back. there will be two hearings on capitol hill this morning over the safety of boeing aircraft. one session will feature a panel of experts, the second will concentrate on a whistleblower who works as an engineer at boeing. boeing says it's cooperating in every way. fed chairman jay powell said in a speech yesterday there's been a lack of further progress on inflation, and that it will take longer to achieve confidence in the fight against higher prices. that may not sound like much. it's a huge deal. he's saying higher interest rates are going to stay around for a lot longer, or as wall street calls it higher longer. why? because the economy is so darn good. we can't have it both ways, powell is saying. higher wages, near record low

unemployment, huge growth. these are our problems. in fact, the international monetary fund says the usa is going to grow twice as fast as any other country in the g7. not just faster than any country, twice as fast. though the imf warns part of that growth is coming from unsustainable government spending. amazon, the latest to announce it's bringing ai to its music services. spotify is already doing this. the idea being you could describe the sort of music or mood that you want your home speaker to play. play rainy day songs or back yard barbecue songs, or i just broke up with my boyfriend songs. any of those. as we were talking earlier, there's already a wealth of public play lists. one of my favorite is called w hotel lobby play list. >> i've heard of that. >> you go to a cool place like a w hotel and it's got sort of a jazzy but not overwhelming music

track, that's exactly what it is. i play it all the time. >> new at 6:00, the famous banana slug looking for official recognition from the state. the new bill is looking to make the slug california's state slug. what are people thinking of californians? anyway, the uc santa cruz mascot was in sacramento yesterday advocating for the bill and taking selfies with assembly members. the bill passed the assembly and now it's headed to the senate. >> there you go. >> got to love our banana slug. talk about a sight to see, a circus elephant was running through the streets, cruising through the streets in montana. >> i want you to check it out. this is surveillance video of that elephant stopping traffic yesterday. of course you're going to stop. it escaped from the jordan world

circus, which was in town for a show. witnesses say the elephant stopped for a bathroom break on someone's lawn. at least it was on the lawn. >> fertilizer. >> there you go. handlers were eventually able to safely bring it back to the circus. >> could you imagine driving down the street? i've never seen that in your traffic reports, mike. >> going the wrong way. it would be fine if it was going with traffic. a wrong-way walking elephant. >> yikes. let's get to the forecast. look at the sunrise, it's gorgeous. >> i wanted to show you some more beautiful views. we just live in a gorgeous place. here is a look from oracle park toward the boat docs and across the bay. all of those colorful hues in the sky. we're also going to -- now that we're enjoying dry weather, we're going to check in on how our water year is doing. santa rosa has had over 36 inches of rainfall, we're at a surplus of over 4 inches of rainfall.

in san francisco, we're very close to 25 inches of rain there. we were also at a surplus. a couple of spots needed a little bit more rainfall, like oakland and livermore. san jose also had a surplus of rainfall. here is another live view. that's not a fake picture. this is looking at tahoe. we're waking up to 28 degrees. beautiful sunrise. we're also doing very well with our sierra snowpack, over 100% of normal. we don't have any more snow on the way, no more rain for a while. now we're enjoying sunshine and temperatures that are headed for the upper 70s and low 80s, up to 79 in concord. all of these temperatures are about 7 to 8 degrees above normal. we'll continue to see more of these temperatures into the next few days as high pressure rolls just to our south. that's going to block any storms from coming our way, all the way up until the middle of next week. so we are seeing more sunshine in our seven-day forecast, above normal temperatures, and there

will be a gradual cooldown for early next week. but it does look like it's going to be a great weekend for whatever you have planned around the bay area. mike, you were looking at a smooth but predictable flow of traffic. >> exactly. no elephants, but there are trunks all lined up. this is the backup at the bay bridge, beautiful view. you can see the skyline off the eastshore freeway. we are looking at a smooth drive, predictable drive coming through contra costa county and through the north bay, no problems across the golden gate bridge. the south bay, they cleared the crash and morgan hill cleared as well. mike, guess what? 100 days until the olympics in paris and we've got coverage this morning. guess what else we have, garvin thomas in the studio. >> in just two minutes i'm going to introduce you to an athlete with bay area ties who pulled off a performance that shocked many in her sport and enedar

here we go. we are 100 days out from the paris olympics, and that may seem like a long time for some of us. but if you are an athlete headed to the games, it is a short time to get to peak condition. >> one of those athletes with bay area connections is a marathoner, fiona o'keefe, she graduated from stanford. she won a lot of races, but nothing like the one she won in january.

garvin thomas joins us with a look at her remarkable story. >> reporter: good morning to everybody. o'keefe was a long distance runner and her best distances were 5,000 and 10,000 meters. when o'keefe lined up at the u.s. marathon olympic trials, it was the very first marathon she had ever competed. that's right, her first. and guess what, she finished first. her time of 2 hours 22 minutes and 10 seconds was a record, lots of people were surprised. not the least of which was o'keefe herself. >> definitely a whirlwind. a lot of times in distance running there's not a lot of coverage or attention, and then suddenly being plunged into this madness with the olympics and everything has been really exciting, but also overwhelming.

>> she got to go and scout the course. one of the fun things, listening to her talk about, it was sweet, because she hadn't been in paris before. she talked about the course like a tourist. she's like, yeah, we went by versailles, and i didn't know it was so close to town. these are high level athletes, but going to the olympics and paris, it might be, like, i've never been to paris before. >> it's good she went through the training before. there's the eiffel tower. when the race comes, you're charging ahead. >> reporter: she said she can use that as she races. she uses mantras like how to get through the next section. now, got to the eiffel tower, this is what's next. >> how cool. that is great. >> the arc and versailles are

>> just a beautiful sunrise. and of course i love those sunrise pictures that we get on social media. you can tag me at kari hall weather. we are seeing a nice view as we take a look at the golden gate bridge, which just a few minutes ago had a thick layer of clouds that has started to clear out. we are headed back to sunshine today. a start in the low to mid-50s for now. we're headed for 70 degrees in the south bay or 80, rather. we'll see 70s elsewhere, with some of those high temperatures in dublin and livermore in the upper 70s. 77 for napa and santa rosa, and san francisco in the upper 60s. we're enjoying a nice break from any chances of rain or a lot of clouds. so we'll see that continue into the weekend. i'll have more in a few minutes. happening today, the first real test for a state bill calling for more local control over the expansion of self-driving taxis. the bay area state lawmaker behind it wants cities to decide

if robotaxis should be allowed. kris sanchez is live outside of alphabet headquarters. this bill could put the brakes on waymo's plan to expand outside of san francisco. >> reporter: laura, at this point when we move from community to community in our cars, we have to abide by each of the regulations for each of those communities, and driverless cars at this point do not. they're only regulated by the state. so today state senator dave cortese will introduce a bill that will change that. he is going to introduce what is called the autonomous vehicle service deployment and data transparency act. you'll want to listen for senate bill 915. this would align regulations for driverless cars with the regulations the rest of us have to abide by as drivers of cars. the state would keep its authority in many of the areas. but local police could ticket cars and communities could keep those autonomous vehicles out of

areas of concern, which could keep them from blocking emergency personnel from responding and subject them to the same dmv registration requirements the rest of us have. the push took on new urgency last month when state regulators approved waymo's expansion onto the peninsula and also los angeles. >> i think giving cities who know their communities best, giving them the opportunity to pass ordinary local laws around speed limits and drop-off zones and accountable. what does it mean if an autonomous vehicle is parked inappropriately, blocking a driveway or something like that? who gets ticketed for that? >> reporter: the most recent statement we have from waymo does not address senate bill 915, but says they will take a careful and incremental approach to expansion by continuing to

work closely with city officials, local communities and our partner to ensure we're offering a service that's safe, accessible and valuable. to be transparent, the teamsters union is pushing for this bill and a similar assembly bill in an effort to protect jobs, along with public safety. it could be a month or more before this bill makes it to the governor's desk and we will find out whether or not he would sign it. this is just the first step. it is the first senate hearing. that's going to happen in sacramento today. in mountain view, kris sanchez, "today in the bay." >> thanks for the latest, kris. also today, the man who violently attacked nancy pelosi's husband is due in court. that hearing will likely be brief. so far, david depape's defense team is having little luck winning a new federal trial. during the last hearing the sentencing date was pushed out. the judge scheduled today's status hearing.

the state trial is still in limbo. depape is still expected to be sentenced on a federal conviction next month. protesters who blocked traffic on the golden gate bridge bringing traffic to a standstill for hours on monday are now out of jail. our cameras were there as the group was released from san francisco's main jail yesterday. supporters actually tried to block our crews from seeing them set free. protest leaders were even warning them not to speak to the media. remember, those were bridge protesters, not the ones on 880. san francisco district attorney brooke jenkins says she wants to make sure she has strong evidence to back up the charges, which may include felony false imprisonment and conspiracy. >> these people had planned this, there was strategy, they worked together to plan out the commission of these misdemeanor

crimes. >> anyone impacted by the backups is urged to file a report. employees at google face trespasser charges after staging a protest inside a ceo's office. the arrest was captured. demonstrators demand google drop an ai and cloud tech service organizers claim is being used by israel. they also want an end to what they call harassment, intimidation and censorship of palestinian and muslim google workers. south bay water leaders weighing a new rate hike. yes, valley water proposing a hike that would add more than $8 to the average monthly bills. that increase would impact customers who use local water companies like san jose water, and this is a separate increase from the one san jose water is now considering, which would raise rates by 22% over three

years, starting in 2025. valley water says that its rate increase would cover current projects for the anderson and pacheco dams. the vote is scheduled for may 14th and there's no timeline. dub nation has to be waking up this morning wondering if the dynasty is over. the warriors lost to the better team last night, ending their season in sacramento. the warriors were, in a word, outplayed by the kings in their play-in postseason game. klay thompson had a rough one. he went 0 for 10 with no points. the dubs did manage to cut the margin to one in the third quarter, helped by steph curry. but that's when sacramento picked it up. the kings won by 24, moving on to a win or go home game in new orleans. as for the warriors, now the questions begin. >> it was a tough way to end our year, for sure. we gave ourselves a chance to be

beautiful. >> yes, and part of that is because it's clear, we can see the sunrise. so we're enjoying that. we will see some high clouds filtering the sunshine, and we're going in gilroy from low 50s to upper 70s and briefly touching 80 degrees. it's going to be a nice and comfortable afternoon, but there will be a big range from the way we start the day to the way we end, with morgan hill up to 80 degrees this afternoon. we'll see a few low 80s in the east bay, while we'll mostly see upper 70s and along the coastline, in the low 70s. a nice beach day as well. mike, the commute shifting and building. >> it is. we're looking toward a smooth drive eastbound, lighter traffic volume. that's the westbound commute. that's really ramped up the volume. starting to see slowing on the sensors as you cross over west 92. 880, the feeder roadway is feeding toward the dumbarton bridge. in the future, midday game for

that donald trump grew up. biden spent a lot of time on the campaign trail yesterday reminding people of that. mr. trump will get a day off from his trial. his trial will resume thursday. it's moving along quickly. the two sides and the judge have agreed on seven jurors so far. people who say they can judge the matter fairly and without bias. i spoke to a george washington university law professor about trump's jury. >> it would be very hard to pick a jury in any jurisdiction in this country because nobody has generated as much publicity throughout the nation, maybe in history, as donald trump. and there are very strong feelings. it's possible to pick a jury. there are lots of fair-minded people. in congress, speaker mike johnson introduced three bills to help our allies, one for israel, one for ukraine, one for taiwan. he's getting huge pushback from his own party over that support for ukraine, as ukraine fights

the russian invasion. some are demanding johnson step down. >> i am not resigning, and it is, in my view, an absurd notion that someone would bring a vacate notion when we are simply here trying to do our jobs. it is not helpful to the cause, it is not helpful to the country, it does not help house republicans advance our agenda. i am not concerned about this. i'm going to do my job. >> republican representative marjorie taylor greene has already filed that paperwork to start the process to remove johnson as speaker. the same way republicans removed their own kevin mccarthy last year. now, green has now been joined by kentucky republicans louis massy. if it comes to a vote, johnson could keep his job by asking democrats to vote in his favor. >> wow, interesting. thank you very much, scott. it is 6:47 right now. now to a live look across the bay area. many different vantage points,

all sharing the same beautiful start to a bay area morning. let's check the forecast with meteorologist kari hall. >> and the temperatures a little warmer to start, as we've seen a lot of mid-50s. we're right now at 53 degrees in walnut creek, low 50s for san francisco, it is 56 in san jose and 54 in oakland. that's where we'll see a high of 77 today. also, upper 70s for the north bay. san francisco in the upper 60s. 80 in the south bay. it's going to be nice and warm, and about the same tomorrow. we'll also see some warm weather for the valleys for friday into the weekend, while the coastline will get a slight cooldown with mid-60s. in san francisco, it's 62. what's happening is we have nice quiet weather due to high pressure to our south. with its clockwise wind flow it gives us a slight ocean breeze. as that moves on for the middle of next week, we could possibly start to see rain developing, and also some cooler temperatures. so looking at our seven-day

forecast, we'll see a mix of sun and clouds and temperatures in the low 80s today. and still pretty nice and warm for this time of year tomorrow as well. the weekend is looking very pleasant, with sunshine, and looking at the beginning of next week with a high of 70 degrees on monday, upper 60s on tuesday. and san francisco is looking great. we have the cherry blossom festival happening this weekend. i don't know if the weather could get any better, with some upper 60s and sunshine. we'll see that into early next week, but it will be slightly cooler as the dry conditions extend at least into next tuesday. mike, you're seeing the commute building through san jose. >> yeah, this is not a surprise, but it has happened pretty quickly in the last five minutes. all these sensors are showing yellow and orange, northbound 87. of course we expect the build, but now moving toward taylor. more traffic coming into downtown san jose. north 101, you see the slowing that starts at capitol

expressway. they move north. more traffic rippling over to north 280. we talk about the ripple effect. slowing in one spot causes folks to shift. a little slowing 237 coming off of 880, as folks head south out of 880 as well from fremont. typical westbound slowing, the eastbound slowing of highway 4. i'm concerned about this. i saw 242 really show slowing southbound. you see the short section of red. it starts to move toward walnut creek. it doesn't look like there's any event i missed on the report, it looks like the commute finally kicked in. traffic moves smoothly on 24. getting over, highway 37, there is a crash highway 29 at highway 12, so watch that in the north bay, getting across the richmond bridge and bay bridge, there's quite a volume of traffic. the countdown is officially on. the summer olympic games 2024 in

paris, 100 days away. and the excitement over the competition in the city of lights officially reaching fever pitch. nbc's mike tirico is joining us live. i know you've covered a lot of those olympic games over the years. what can you tell us about paris? what is making this year's competition so unique? >> reporter: well, marcus, we're so excited, because we're fans of the games. the last two were the pandemic in tokyo and beijing. not just the fans, but the moms and dads and uncles and grand parents who make these athletes' lives possible, they weren't able to be there and enjoy it. the families as well, i think adding them back to the mix has all of us excited. how can you not be excited about paris? if you've been here, you want to come back. to have the world gathering here for the olympics is going to be

pretty special. >> the whole team wanted to go from "today in the bay." i want to talk to you about a lot of those sports that are going on. we're seeing olympic debuts, breaking or break dancing made popular in the '80s in new york city in america. really popular in europe right now. talk to us about what made paris, the organizers with the olympics this year decide this is the year we're going to make that a sport for the olympic games. >> reporter: a little bit of that local connection, for sure. but if you think about it, would you ever have thought that a sport is going to be contested at the olympics? and one of the important pieces of that sport is going to be a deejay. the deejay for breaking really sets the tone. if he's got a great mix going, the competitors' level rises. i love it, the olympics have been around in the modern game since 1896. the fact that the international

"today in the bay." >> driverless cars will be a hot topic as the senate bill to protect jobs and give local communities for control heads to its first senate hearing today. you've likely heard about the bill already, but state senator dave cortese will formally introduce it today. the bill is endorsed by the teamsters union which says it will also protect jobs. south bay water leaders weighing a new rate hike. valley water is proposing a hike that would add more than $8 to average monthly bills and would customers who use local water companies like san jose water. this is separate from the one san jose water is currently considering, which would raise rates by 22% over three years, starting in 2025. valley water says that its rate increase would cover current projects at the anderson and pacheco dams. a vote is scheduled for may 14th. a big day in the countdown to the start of the summer olympic games in paris, now 100 days away. excitement is ramping up.

team usa olympic stars are in new york this week. they're talking about the games and what it means to represent their country. and, yes, steph curry is going. that's the buzz this morning. into our newsroom in the last hour or so, steph curry among those who made the dream team rosters just announced. he's making his olympics debut. he'll have time to rest up after the warriors bowed out of the postseason last night in sacramento. the roster also includes lebron james and former warrior kevin durant. quite a great team for usa. opening ceremony takes place on july 26th. you can watch olympics coverage start to finish exclusively on nbc bay area. that does it for us here on "today in the bay." a last look at that forecast. >> looks really good the next few days. we're going to see warmer than normal temperatures in some of our inland valleys, up to the low 80s today. we'll see that in san jose, as well as spots like concord.
