stoppage of alaska airline flights across the country. what we're learning about the impact to travelers here in the bay area. good morning. thanks for joining us. >> we begin with a live look at sfo this morning, as you can see, this is one of the many airports impacted by the nationwide ground stoppage for alaska airlines. this is because of a computer issue. fortunately, those planes are flying again. >> bob redell joins us from oakland international. a lot of travelers are still going to be dealing with the residual delays. how bad is it out there? >> reporter: fortunately, not bad at all. oakland international says they only had four theys, two outbound, two inbound, and those delays were 30 to 40 minutes. no cancellations. there is one flight to hawaii that was delayed a couple of hours. sfo said they had five alaska airlines flights that were

delayed on departure. the faa ordered the ground stop for alaska and horizon air at 7:30 this morning because of that computer issue. the problem was fixed, and the ground stop lifted at around 8:30, so it only lasted about an hour. we spoke with one hour whose flight back home to seattle was delayed by roughly half an hour. >> i have no problem. you guys handle things seamlessly, so it doesn't bother me to fly. i was delayed a couple of hours coming down, and i figured it was worth it. >> reporter: by the way, when she was referring to "you," she was referring to people at the airlines, not us. alaska airline did apologize writing --

>> reporter: reporting live here at oakland international, bob redell, nbc bay area news. our team sent out an alert as soon as we learned about this situation. you can get breaking news and weather alerts sent straight to your phone. download our free nbc bay area news app. that way you can be informed whenever breaking news happens. a 6.3 magnitude earthquake rattled western japan at 7:14 this morning. it struck a remote area of shikoku island. we have some video from social media showing the moment it hit around 11:14 p.m. their time. there are no threats of tsunamis, and it is not clear if it caused injury or damage. closer to home, there was a 2.5 quake striking in the north bay near santa rosa. it happened around 8:30 this morning. so far, no reports of damage or injuries. in the last few hours, the

state senate held its first meeting on a bill to allow local regulation of driverless cars. nbc bay area's kris sanchez joins us from mountain view. kris? >> reporter: hi there, laura. this legislation was formally introduced into the local government committee, a and in a 2-1 vote, they sent it on for the next hearing, which will happen later on this month. it was a 2-1 vote, as i said, accepted for a hearing by the transportation committee. that will be coming up next tuesday. senate bill 915 introduced would require autonomous vehicles to follow the same traffic laws the rest of us do. it would allow local police to ticket them if they don't follow local ordinances around speed limits and dropoff zones and such. so it would also require aon the mouse vehicle -- autonomous companies to register vehicles

with the dmv like the rest of us do. this bill is endorsed by the teamster's union who says it's about public safety and protecting jobs. last month, state regulators approved expansion into los angeles. >> we as human beings do a pretty good job of assimilating that information, know bring to look, and know bring to stop. figuring out where the dropoff points are at airports and where the pickup points are. their ability to code them and program them is almost unlimited on a chip, you know, smaller than the tip of this pin. >> reporter: we just got a statement from cruise, reading in part -- >> reporter: we reached out to wamo, as well.

you see it behind me here. we have not got an response but they have said something similar in the past, though not specifically in regard to senate bill 915. so it could be about a month before the governor gets this across his desk for a signature, turning it into law. but the last -- first step happened today. the next step is happening next week. so this seems to be moving along quickly, smoothly, which is what you want with traffic. in mountain view, kris sanchez, nbc bay area news. >> kris, thank you. a new bill being considered in sacramento. this is aimed at protecting homeowners against rising insurance costs. senator becker has put forth this bill. it would fors home insurers to take into consideration the billions of dollars the state has spent on wildfire mitigation and points out all the work homeowners have done to protect their homes like creating defensible space around the property. that bill, however, would not require insurers to pass any

sort of discount on to those property owners. just that they consider the work that has been done to better protect the property. senator becker says insurance companies are not taking all the factors into consideration when calculating coverages. >> we believe that if you do the homework, you should get the credit. again, we are now doing that homework as a state. and we have homeowners doing that homework themselves. they are hardening their own homes, spending their own money, doing the things that they need to do. and we want to make sure that is reflected in underwriting. >> the american property casualty insurance association, which represents insurance companies, says that the state requires companies to model these mitigation efforts into their coverage. plus, the state will soon require new regulations surrounding this kind of modeling. the countdown is officially on. the 2024 summer games in paris,

100 days away. and that excitement over the competition in the city of lights officially reaching fever pitch. >> we're very excited, because paris will have 15 competition venues for those games. it will host 21 of the 32 olympic sports in and around some of the most iconic monuments. team usa olympic stars are in new york this week, talking about the games and what it means to represent their country. the olympics will bring together more than 10,000 athletes from 206 countries. nbc's mike tirico, who is in paris, says competitors will be excited because fans will also be back. >> not just the fans, but the moms, the dads, uncles and grandparents who make these athlete's lives possible for this success. they weren't able to be there and enjoy it. so adding them back to the mix has all of us excited. how can you not be excited about paris?

>> so true. one of the new sports debut thing summer is breaking. tirico says one of the most important pieces of the sport will be the tone that the deejay sets for those competitors. i would imagine. >> i know. i'm looking at this right here, it's calling my name. >> no, no, not yet. >> plus, we don't have a deejay here. [ laughter ] but look, if you are going to practice today, outside would be great. >> the weather is perfect. we're seeing some comfortable temperatures and it's coming along with some sunshine. take a look at our microclimate. low 60s in san francisco and oakland. upper 60s for walnut creek. we're already at 71 in san jose. as we take a look at our highs and what to expect for this afternoon, it's going to be slightly warmer than it was yesterday, with our south bay temperatures up to 80 degrees and some upper seths for dublin. a high of 78 in martinez, and 77 in novato. san francisco 69 today but more

of the same tomorrow. but there won't be as many 80s, so we're just bringing it down a degree or two. that's also what we can expect on friday, as well. but still really comfortable for our afternoons into the next few days. we'll talk about the weekend coming up. >> kari, thank you. new at 11:00 for you, a fire truck slams into a house in stockton, injuring two other drivers. this is video of the damage of that crash and what it caused. the house roof, they're on top of the truck. this is on top of that truck there. it happened around 7:00 this morning on west lane in alpine avenue. this is also in front of a gas station. stockton police saying one of the two drivers injured is in critical condition. no one inside that fire truck was hurt. witnesses say that the owner of that home was getting coffee across the street when this crash happened. the cause of that crash has not yet been given. tesla's ceo elon musk asking for a payout to the tune of $56 billion. coming up on nbc bay area, why the timing of his request is

especially brutal for the company and the workers. taking it to court. 100 days until paris 2024 olympic games, and we know who the men will be playing on the court for team usa that is. the big bay area superstar who is among thoseakinthe cut. speaking of paris, we're shining the spotlight on bay area athletes bill may is hoping to compete in the artistic swimming competition for tea usa. he was born in syracuse, new yo but moved to the south bay when he was 16. he joined e santa clara aqua maids, serving as the club's head coach. he's been a long-time advocate for men to compete in artistic swim. due to a recent rule change, they'll do that in paris for the first timen the team event. i

investors to approve a pay package worth tens of billions of dollars for ceo elon musk. >> it comes just days after tesla laid off 10% of its workforce. scott mcgrew says the timing is terrible. >> the timing, the optics on this is brutal, because most people aren't aware, this is money in the form of tesla stock that musk was promised back a few years ago. long before the most recent layoffs. it was taken away from him after investors sued the company saying the deal was not negotiating properly, and the delaware court agreed, ruling the arrangement was excessive and deeply flawed. the court found that tesla board worked side by side with musk on the details of that bonus, almost advising him instead of negotiating with him on behalf of the shareholders. now, musk is going straight to those shareholders to get his money back. the company is asking

shareholders to vote up or down, should those shares be returned to musk. cybertruck owners are worried about their accelerator medals. this points out the decorative cover can get caught in such a way it gets stuck at full throttle. many of those who ordered them say the delivery dates have been delayed, but tesla has not said whether these are related. the national traffic highway safety administration says it's aware of the concerns. tesla says it's working on a fleet of robo taxis, and will have a major announcement about that in a few months. now, this is something that musk has promised before. in fact, here he is in 2019 promising a million robo taxis within the year. your car in the year 2020, he said, would act like an automatic taxi when you weren't using it. which, if you look down at the bottom of a graphic, he's about

to show you it would make your car worth $200,000. >> by the middle of next year, we'll have over a million tesla cars on the road with if you feel self-driving hardware, feature complete, at a reliability level we would consider that no one needs to pay attention, meaning you can go to sleep. from our standpoint, if you fast forward a year, maybe a year and three months, next year for sure, we will have over a million robo taxis on the road. >> elon musk in 2019. now, little did anybody know, covid was just around the corner. we'll see what tesla promises at its upcoming announcement this summer. back to you. >> thank you, scott. all right. speaking of summer, we are now 100 days out from the summer olympic games. and here we go, a live look at paris. all day here on nbc bay area, we are counting it down.

>> the lineup for the latest dream team may provide a boost to warriors fans feeling a little blue. the roster just out for team usa's men's basketball team, and it is star studded. it includes 12 nba players, seven are former olympic goad medalists, including lebron james and kevin durant. for the first time, steph curry will be shooting for gold, making his olympic debut. he should now have some time to rest up after the warriors bowed out of the postseason last night in sacramento. probably why he's able to play in the olympics. >> that's true. he's not alone there. bay area athletes, one of them who has punched his ticket to the games is an east bay native who started his sport just at 3 years old. >> little but mighty. gavin thomas has c.j. nicholas' story. >> reporter: nicholas' sport is

tae kwan do. he says the family lure is at age 3, he was watching power rangers, and wanted to fight like them. so his mom found a place for them to both train. believe it or not, she got really good in the sport, but c.j., well, he's world class. in fact, this is fick has training with his mom. he grew up in contra costa county and qualified for the games earlier this year. he says it took a lot of pressure off and he could put his energy into being ready for paris in july. he's not just good at his round house kicks but he's well rounded. he makes music and hopes to release some songs in the coming days and he's really into fashion. >> i'm working with my homeys to make sure i'm nice and dripped out and i'm looking good, you know, fashion is very important to me. so yeah, i'm excited to be, you know, ralph loren down. i have a couple of my friends

like now. you'll notice a new paint job, designs on the outside. they took care of the interior, as well. glaze donuts and the coffee shop next door are getting a makeover, as well, thanks to ai. the business hired a designer who, in turn, used an online platform called free pick. free picks artificial intelligence helped come up with the new design based on input from the business owners. >> we started meeting with illustrators, graphic designers, all working together to really -- we were able to move very quickly. >> this morning, a director of the city's office of economic and workforce development and supervisor were supposed to attend an unveiling of the new store front. the supervisor's office tells us that they are not part of a wider city initiative. but interesting to see what ai

can do. >> that's pretty cool. you know what else is cool? look behind us, outside. not cooler than temperatures, but cooler than nice, sunny. >> it looks really nice outside. i can't wait to get system -- some sunshine. we have about ten minutes before we can get out and enjoy. this is looking at the golden gate bridge. for a few minutes around sun rise, we did see some clouds rolling across the bridge, but that quickly cleared out. we're all clear for the rest of today. now that we do have the clear skies, let's check in on our water here. santa rosa has measured 36 inches of rain since october 1st. and that's a surplus of over four inches of rainfall. we're also seeing above normal rainfall to this date for san francisco. nearly 25 inches of rain there, but we are in a deficit for oakland, as well as livermore. it's not a huge rainfall

deficit. we're also seeing a surplus in san jose after getting about 16 inches of rainfall. when you look at the percent of normal, that's 115% for santa rosa, san francisco is also above 100%. but the best is in san jose, 132% of normal. now as we take a live look at lake tahoe and seeing the snow, the temperatures are in the mid 50s. as we check on how we're doing with our snowpack, we're also above 100% here for much of the sierra. this is important, because that snow melt flows down, fills up the reservoirs, and it gives us a third of our water supply during the dry summer months. we are warming up here. our temperatures are in the upper 70s and low 80s. we are above normal, but we are also going to see more of this into the next few days. so antioch with a high of 81 today. in the upper 70s for fremont. 78 degrees in palo alto, while san mateo will see a high of 71.

in the low 70s in downtown san francisco. the marina district, 68. and 77 in sonoma. and 79 for ukiah. we are in a dry weather pattern, nice and quiet. a few clouds moving in. but other than that, we're going to see the high pressure that is giving us the warmer-than-normal temperatures continue through at least the weekend. once that moves out of the way, we may be opening the door once again to cooler temperatures and rain toward the end of next week. but in the near term, we are looking at some more nice weather. and that extends into our weekend with mid to upper 70s for the inland valleys. but we'll breng it down a few degrees for next week. san francisco will see a slight cooldown but still nice for saturday and sunday. laura, marcus? >> thanks so much, kari. local bay area native kate paye is set to formally be named as stanford's head coach. two of the stanford three
