chiefs, this is kpix cbs news bay area. we begin with the bay area and all of california bracing for the impact of another powerful storm. >> good evening. i'm ryan yamamoto. >> and i'm elizabeth cook. looking outside, you wouldn't know what's coming with mostly sunny skies around our area, just a gorgeous sunset there. you may have seen a few brief downpours depending where you are. this was the scene in san francisco, a midmorning shower rolling on through. crews in the city spent the day sweeping up debris and trimming trees and branches. this next storm will bring more gusty winds that could mean downed trees and some power lines. >> we're also expecting dangerous surf along the california coastline. here's a look at conditions at san francisco's ocean beach and pacifica earlier today. in southern california emergency crews are now pleading with the public to get ready for the potential of historic floods. that region is still drying out from the first storm that

brought widespread misery earlier this week. first alert chief meteorologist paul heggen is tracking the storm for us. >> it's a storm system that will direct yet another atmospheric river towards the bay area, similar strength to the one that came through wednesday and wednesday night. the problem is that first one has saturated the ground. the second one is going to dump a lot of rain onto that already soaked soil. we have the storm system that directed the atmospheric river towards us wednesday still hanging out off the coast of oregon. there's the next one and there's the atmospheric river it will send our way saturday night and sunday. flood watch in effect for the entire bay area starting tomorrow at 4:00 p.m. continues through monday 10:00 a.m. the heaviest rain will fall saturday night into sunday. a couple inches on a widespread basis will lead to the development of rapid water rises in both flood prone intersections and streets and some of the rivers and streams around the bay area. this will

be associated with stronger winds. a wind advisory for the whole area in brown along the coast and higher elevations, a high wind warning. even at sea level we will see wind gusts over 50 miles an hour, so tree damage, power outages looking likely through the duration of this system. this will soak the entire coast of california. we look at the rainfall outlook from the weather prediction center over the next four days. the bulk of our rain will fall saturday night into sunday and sunday night. farther down the coast it will continue raining monday and monday night, even into tuesday. so we're talking about more than 6 inches of rain around santa barbara, over 5 inches of rain in los angeles and, of course, the transverse ranges, the east-west mountain ranges north of santa barbara will collect close to a foot of total rainfall the next three or four days and lead to a significant and really almost catastrophic flooding threat for southern california. we'll take a closer look at our rain chances hour by hour and the wind speeds coming up in a few minutes. >> thanks, paul. in orange county many communities are racing to do what they can to clean up

before they get absolutely swamped once again this weekend. reporter michele gile is in seal beach in orange county with a look at what residents are dealing with. >> reporter: i'm michele gile in seal beach where people continue to clean up after yesterday's big storm. these residents have taken their soggy furniture out of their apartment to dry in the sun, knee deep water pouring into their unit. several other units nearby in the downtown area have been affected and so have businesses. home video shows dumpsters floating in the back alley. a small lake formed outside the flower shop around the corner. today is the quiet before storm number two. people in the area tell me they are going to start putting up wood barricades in front of their doorways hoping to keep out the rain when it hits again within the next few days. anxious preparations are also underway in the community of crestline located in the san

bernardino mountains. residents there are still recovering from that blizzard that struck last year. it was so strong people were trapped in their homes for weeks. now they're worried that could happen again and the sierra is getting quite the dusting of snow. this is conditions at donner summit. roads are completely covered. sunday will bring more severe conditions. so officials are advising those hoping for a mountain getaway to hit the road tomorrow. >> so we're looking forward to that. supposed to have a nice saturday. so we're hoping lots of people will come out to enjoy all this beautiful fresh powder that we're getting. >> we make every effort to keep the highways open, 80 and 50, at all ties because they're such vital links, but it only takes one or two spinouts to mess everything up. >> as we go through the weekend, you'll want to stay close to kpix.com for the latest forecast and a look at live doppler radar or you can watch us streaming on the cbs news app. did you feel it? people in

san francisco say they felt some shaking this afternoon. that's a magnitude 3.4 earthquake that hit around 1:30. that epicenter was out in pacifica about 2 1/2 miles west of fort funston. more than 2,000 people have reported feeling that shake across the peninsula and even in parts of the north bay and east bay. >> just like a little jolt and then things rattled and shook in our classroom. i thought the plant was going to tip over, but it didn't. some books did come down on our campus library. we got a little extra shelving to do, but no structural damage or anything like that. >> that's not all. larger 4.9 quake struck this morning up in northern california on the coast centered 70 miles southwest with of eureka. i'm anne makovec with developing news and the latest on united states' retaliatory

attacks in the middle east, the white house statement calling this the beginning and saying the response will continue in times and places of our choosing. today's strikes were focused on about a half dozen locations in iraq and syria, but the bombs were actually aimed at iranian targets, including militia groups and facilities and personnel with iranian ties. the u.s. is blaming iran for the deadly drone attack that killed safe starting rivers, sanders and moffett were killed, more than 40 u.s. troops wounded. today's strikes were part of what the biden administration calls a multitiered response. cbs news security correspondent david martin has been speaking with pentagon officials. >> reporter: airstrikes have begun in about half a dozen locations including bombing runs by b-1 bombers, capable of

carrying up to 75,000 pounds of bombs. so that's two of those planes involved in this strike. >> i spoke earlier with the moderator of "face the nation," margaret brennan, about what this could mean for the future of u.s. military policy in the middle east. >> reporter: the biden administration has been trying to assess whether it wants to keep u.s. troops in iraq and syria due to these attacks that constantly happen. they were happening before october 7th and that war in israel when it began, but this is certainly the deadliest attack we've seen to date. >> earlier today the remains of three american service members returned to american soil with president biden and first lady jill biden joining the families of the fallen soldiers for the solemn event at dover air force base where they will be transferred to their final resting places. tonight's white house statement i referenced earlier also said, "the united states does not seek conflict in the middle east or anywhere else in the world, but let all those who

might seek to do us harm know this. if you harm an american, we will respond." >> thank you. a texas attorney is putting up reward money to help investigators solve the robbery case of her son while he was gassing up in oakland. she tells reporter da lin what's happening in oakland should not be normalized. >> reporter: a brazen daytime robbery at a hegenburger road 76 gas station happened just before 2:00 monday afternoon. the victim's car is the white ford explorer rental suv. a four-door infiniti pulls up. one person gets out, breaks the back window to open the door. the robbers then take luggage and belongings. another robber walks around and points a gun at a 21-year-old victim to rob him of his bracelets and watch. the robbers also robbed the passengers of their phones and wallets. >> our son was hit with a gun

multiple times. he was robbed violently as his friends were as well. >> reporter: maxi shurr is the mother of the driver. the texas attorney is offering $10,000 for information leading to arrest and conviction of the robbers. >> the reason we are offering this reward is because it's enough. it's enough. what happened to our son, we don't want any other son to feel that way. we don't want any other parents to feel the way we're feeling now and it shouldn't have to take a death for us to be loud about it. >> reporter: maxi's family, her son and friends flew into the napa area to celebrate her son turning 21 years old. her son was on the way to drop off the rental car before flying out of oakland. >> i wish i could just erase those last few moments because before that it was one of the best weekends all of us had ever had. >> reporter: maxi said what's shocking to her family is crime appears to be normalized by oakland politicians. she says it feels like crime is accepted as a way of life and it shouldn't be. >> we were responded to with

nothing. we were responded to with complacency and nonresponsiveness. >> reporter: the hegenburger corridor is considered one of the most dangerous areas in the city and in-n-out is closing down, a starbucks and other businesses also closed citing crime. burglars and robbers target tourists flying out of oakland international airport. >> it's crazy. it's a daily thing. there hasn't been a day since we opened in august that we don't have an incident like this that happens. >> reporter: sam marday owns the gas station and shared footage of robberies with us. >> i come from yemen, a third world country, and we don't have those incidents in a third world country where there's no law and order whatsoever. >> reporter: the mayor says in part, "as mayor i have prioritized this critical gateway to oakland and searched police presence and employed technology to deter and respond to criminal behavior. the surge in public safety resources has led to a reduction in property crimes along the hegenburger

corridor." but for the victim's mom and dad, it's too late. >> this has definitely left a bad taste in his mouth and all of ours, definitely won't be visiting oakland anytime soon. >> i'm one little person living two states away and i'm making a little noise that i can make to red flag this and put an end to it. >> now trevor reed, the councilwoman in that district, says they may not need the reward money. she says oakland police have already arrested some of the people allegedly involved in that robbery. less than nine days now until kickoff of super bowl lviii. here's a live look at allegiant stadium in las vegas, which is the center of the sports universe right now leading up to the big game. >> matt lively joins us with a look at how the 9ers are getting ready before they make the trip to sin city. >> reporter: 49ers have just

one more practice in santa clara and wheels up to last vex sunday. this is the first ever super bowl in las vegas. sin city combined with the normal circus surrounding the game could be a dangerous combination for the teams, but the 9ers are staying 25 miles away from the strip. that's a good thing. they want to save their party until next sunday. >> vegas, the street, the strip, all the lights it, is what it it is what it is. >> pregame on the field, you might see jay-z, beyonce, kevin hart, people like that, but it's still a game at the end of the day. we still got to go out there, try to get a win. >> reporter: i would hope nobody would jump from the hotel past security and try to head to the strip. no

two leading candidates for senate. two very different visions for california. steve garvey, the leading republican, is too conservative for california. he voted for trump twice and supported republicans for years, including far right conservatives. adam schiff, the leading democrat, defended democracy against trump and the insurrectionists. he helped build affordable housing, lower drug costs, and bring good jobs back home. the choice is clear. i'm adam schiff, and i approve this message. two people were hospitalized when a fire broke out at a home in contra costa county in the community of pacheco on temple drive last night. two other people were also inside that home when the fire broke out. they were able to get out. con fire credits working smoke alarms for helping everyone escape alive. so far no word on what caused that fire. take a live look in san francisco where community members are making an effort to make sure their neighbors don't feel forgotten as we head into valentine's day. the nonprofit group city eats is holding its valentine's day feed event. the group will pass out meals and make sure people are feeling the love. each meal comes with a rose. >> this is near and dear to me because this gives the youth some type of compassion and understanding what it is to give back to the community. when you give somebody a flower, you can see the smile, the love, the compassion that they have when they have a

flower in their hand. >> this is the tenth year of the valentine's day feed event. so we've all heard that expression the wrong side of the tracks. well, you won't want to end up on the wrong side of a certain san francisco street come super bowl sunday. >> kelsi thorud shows us the battle lines have been drawn between two bars. >> reporter: on super bowl sunday 11th street in san francisco will become a street divided. >> we're like if we're going to do this, let's just make it right. let's just say kansas city owns this bar. 9ers can own butter and everybody's happy. >> reporter: he owns both bars that sit across the street from each other in soma. he opened buzzworks in 2016 and says chiefs fans quickly claimed it as their own. >> he said we want to take over your bar. we called dibs. you

guys don't have anybody representing an out of town team, so we want to start coming here. >> reporter: he's talking about cricket miller, a chiefs superfan and former chiefs cheerleader who moved to san francisco in 2015. >> it was just really sad because i was by myself. i needed that community, that bond with other chiefs fans. >> reporter: cricket said she eventually found a few other chiefs fans and it was the handful of them that came to buzzworks eight years ago to claim it. she said the first few season there were only a dozen or so fans that showed up to the bar for the games, but now that number's in the hundreds. >> try more than 700. we get people that come to visit here, tourists. >> reporter: that's why this super bowl is going to be so special. buzzworks is expecting a packed crowd of bay area chiefs fans on the big day, but they also want to support the hometown team. to do that, they plan on opening their sister

bar, butter, right across the street and let 9ers fans claim that bar as their own. >> this year we're making sure that we let all the 9ers fans know that they are welcome across the street over there, but here, this day belongs to the chiefs. >> reporter: it's a day everyone on both sides of the street is excited for. vlad says he's prepared for some good old smack talking between the fan bases, but when it comes to who he's rooting for, that's something he's keeping close to the chest. >> i'm rooting for the winner. >> don't forget, we're your home for super bowl lviii. catch the game right here on february 11th. we're streaming it on paramount+. it will be fun to hear the smack talk back and forth across the street. >> i want to be there on sunday. turning back to our weather and a warning about the potential of disastrous flooding in santa cruz county, the emergency response team is out notifying residents in watsonville and socal about the

potential danger. that same area, if you remember, was devastated by rain, wind, and flooding just last winter. >> first alert chief meteorologist paul heggen is here tracking that storm. last year we had those atmospheric rivers. here comes another one. >> it's the back-to-back nature of these that's so problematic. we had the few inches of rain in many locations wednesday and wednesday night, off and on showers still now and more heavy rain in store for us and likely even stronger winds with the next system. let's look at what you need to know heading into the weekend. first, beautiful sunset this friday evening. that's a nice view at least in the short term, still some scattered showers. we'll see the shower activity continuing into most of the day saturday, but the next wave of heavier rain associated with an atmospheric river moves in saturday night and continues for most of the day sunday and even into sunday night. flooding and wind damage are both significant concerns heading through that time frame, saturday night through sunday night, and an unsettled weather pattern next week, but more of the off-and-on shower

pattern. this is an atmospheric river likely ranking as an ar-2 on our one to five scale. why is this so impactful potentially? it's because the rain and wind will occur in an environment where we just had one of these. what will rank as an ar-2 will really have the same impact as an ar-3, so a balance of beneficial rainfall, but also significant hazards, too much rain in a short time and even stronger wind gusts. let's look at first alert doppler and the scattered shower activity that continues to transit the bay area west to east. that continues tonight and tomorrow, not a washout. just be very flexible with outdoor plans for saturday. there will be hit-or-miss showers possible at any point. then they'll pass through and we'll be quiet a little while. here comes the first rain of light rain at first as the sun goes down saturday afternoon with the heavier rain around 11:00 tomorrow evening for the southern half of the bay area. that rain surges from the south saturday night continuing into sunday morning and this forecast model only goes out to

10:00 a.m. sunday. there's still widespread moderate to heavy rainfall covering the bay area at that point. it's likely going to continue throughout much of the day sunday. let's add up how much rain we expect through the next few days. we'll use the weather prediction center's numbers and a range of possibilities. expecting around 2 inches of rain in san jose. because the system is coming from the south, you could overachieve and pick up more than 3 inches of total rainfall. similar range of possibilities inland in the east bay, generally anticipating about 2 inches. for san francisco we're expecting about 2 1/2 inches of rain, but the boom amount is a bit higher. the greatest potential variation is farther north in the north bay. you aren't expecting as much rain from the system around santa rosa compared to the last one, but because the exact path of how the system will behave is still up in the air, we'll continue reevaluating as we head towards the weekends. it's possible you pick up double the amount of rain we're forecasting. stay plugged into

the forecast through the next few days. there's still a lot that could change and this is going to be a significant windmaker, not tomorrow. it really picks up saturday night. wind gusts by sunday morning will be 20 to 30 miles an hour inland with 40 plus-mile-an-hou r gusts along the coast. towards 10:00 a.m. sunday these numbers really ramp up. we're talking about 50-mile-an-hour plus gusts even at sea level with even higher gusts in higher elevations of the santa cruz mountains and diablo range. this is the kind of wind, especially considering the saturated soils, that can do significant tree damage, result in widespread power outages. make sure your devices are charged before the weekend arrives. a winter storm warning is in effect through 4:00 a.m. tuesday for the sierra, a couple feet of snow at lake level with 4 to 6 feet of snow at the higher elevations, travel strongly discouraged on i-80 and u.s. 50 through the

weekend. right now scattered showers, 50s. we'll drop to a mix of upper 30s and lower 40s early tomorrow morning. check of the seven-day forecast shows we'll stay in this wet weather pattern through the second half of the weekend sunday and sunday night and then we get into showers monday and tuesday, not likely to cause significant additional problems. most of the heavy rain is focused on southern california early next week. a dry day wednesday and then back into a showery weather pattern once again by thursday and friday, but no heavy rain even at that back end of the seven-day forecast. >> thanks, paul. up next, a banner day for meta as the tech giant gains nearly $200 billion in value just today. so what's driving the surge? plus how one bay area lawmaker hopes to make an overdose reversal drug not just any whiteboard... ...katie porter's whiteboard is one way she's: [news anchor] ...often seen grilling top executives

at&t wants to pull the plug on landline phones and that could mean the end of communication for some people in california, including in the bay area. at&t submitted an application to the california public utilities commission to end its obligation to service landlines. here's a look at the areas that could be impacted. shaded in blue the company may also end its service in the areas shaded in purple. the cutoff is leaving customers in rural areas really concerned, including one who lives in a dead zone for cell phones. >> i had no safety. i had nothing to call law enforcement, an ambulance, anything that was an emergency. i had no way to get out. >> in a statement at&t says, "our application seeks approval from the cpuc to remove outdated regulations in california and to help the limited remaining landline customers transition to modern alternative services to replace

their current outdated ones." facebook parent company meta saw its shares surge more than 20% today after the company reported a booming fourth quarter that saw revenue soar past $40 billion. meta's big stock success comes the same week its ceo, mark zuckerberg, stood before the senate judiciary committee for a hearing on child exploitation. meta also announced a first ever dividend it will pay investors, 50 cents per share. a councilwoman in berkeley makes a dramatic statement, quitting her job in the middle of a meeting, why she said she needed to step down. >> at this point i feel like the processes in city hall are broken. tesla issuing a recall for nearly every vehicle sold in the u.s., the potential problem. music that people get attached to and bring with them. >> a bay area engineer and producer now up for a grammy for his work on video growing up, my parents wanted me to become a doctor or an engineer.
