they can. >> to get a little warmth and hot coffee. and electricity that came down to starbucks. >> reporter: the efforts from pg&e to get the lights back on after a historic blackout. and an illegal side show busted up in stockton. dozens of cars impounded with no signs that they will be returned any time soon. >> when you come to observe one of these sideshows, you become a participant by law, and we're going to hold you accountable. >> reporter: a tough lesson to tackle a growing problem. should the bay area take note? and good evening to you, i'm juliette goodrich. we are live in las vegas. we are counting down to super bowl lviii. it is a game you'll only see right here on cbs. you know, we have been in vegas since sunday. today the energy is really starting to pick up. we can feel it. 49er fans are

starting to trickle in. they are taking over the strip. we caught up with a few of them. none of them have tickets to the super bowl. they just want to be in this same city when their team wins. >> you know, just being around niner fans and the vibe. it's like nothing. i'm going to get us as close as we can get. >> and while they call them faithful. >> and they will show for sure. they are going to play. hey, you know what, they won't put out any hate in this game. >> and i'm humble, i got this. >> reporter: that's right. we have a whole team in las vegas getting ready for super bowl lviii including our own vern glenn, who joins us from mandalay bay with a report on the 49ers. hi, vern. >> all right there, jules. good evening from the nfl experience, where after three days here in las vegas, the 49ers, they finally took to the practice field as they prepare for the chiefs. the niners

practice at the much aligned field at unlv. the team has been unhappy with the turf that they believe was too soft compared to the field that they are used to at santa clara. but head coach kyle shanahan says the team will continue to practice there for the rest of the week. so back here at the fan experience, you talked about how 49er fans are entering las vegas everywhere. there's a lot of them here. it's steaming with 49er faithful. >> vern, thank you. feeling like home. all right, here in las vegas, we are finally getting a dry day thankfully, but that's not the case for the bay area. it was another day of scattered showers that will continue through tomorrow. it was coming down hard in san

francisco this morning, in fact. this was the scene. you can see some hail kind of bouncing off the edge of this porch. in the south bay, the lick observatory on top mount hamilton got a dusting of snow. for more now let's bring in chief meteorologist paul heggen who is standing by in our virtual set. hi, paul. >> reporter: hey. yes, snow level dropped down to 3,000, even 2,800 feet. most of us did see rain across the bay area. it was evenly distributed. most of us around half an inch of rain or more than that. in the santa cruz mountains, enough rain to be problem mat haddic, fewer on the roads earlier today. fortunately not enough rain to cause any significant flooding threat even though it's breezy this evening. not enough wind for any additional showers. they will continue to move northwest to southeast across the bay area, but they will quiet down as we head through tonight. a few more are going to pop up as we head through the day tomorrow especially in the afternoon. but even the peak rain chances on thursday are going to be

lower than 50-50 in any particular location. we're going to track those with a longer look ahead to futurecast coming up in just a few minutes. but there are still a lot of people across the bay area who are still experiencing the aftermath of sunday's storm system. in fact tens of thousands of pg&e customers are still without power this evening. you're looking at the current outage map. that's four days after the atmospheric river knocked out power for 1.4 million people across california. there is still no word exactly when power is going to be completely restored. giving us a look at how people are coping. >> reporter: as power outages continue to affect california, residents in the north bay are doing what they can to be resourceful. that includes seeking refuge at local cafes. this week's damaging storms saw the highest number of outages in a single day. becaming the largest in pg&e history. it's the fourth day without power for some living in the bay area.

>> i saw winds in excess of 90 and in one case 100 miles an hour sustained over the course of monday morning. >> reporter: the heavy rain and wind is calm for now, but the aftermath will continue to impact residents. and his neighborhood is still without pewer. he decided to seek refuge to get by for now. >> charging up everything. watch, phone, laptop, ipad. >> reporter: uprooted trees and excessive debris are the main cause of the outages. and they have led folks like mike to find resourceful ways to stay connected. mike, who is a full-time author, felt a sense of urgency to complete a project near and dear to his heart. >> my wife was also a writer and she passed away last month. >> so he's finishing up what

she started. >> i'm trying to compose a couple of different chapters as they work to give away people that are seeing other critical activities like heat. he's grateful they stayed open to keep warm. >> it was a blessing to have this. i almost always start off with hot coffee while i'm still in bed. >> reporter: this time starbucks will have to do. he is just doing his best to stay positive. >> keep your sense of humor. we are so tired of this. >> reporter: and now to stockton where a major bust on a large side show is giving law enforcement the upperhand. attendees are demanding their cars back. authorities are saying go ahead. there's a way to tackle the problem in the bay area too.

>> reporter: the deputy drives past dozens of cars sitting inside the san joaquin headquarters. calling it the largest bust ever in their county. >> their main goal is to cause chaos in the streets. they want to close the streets down and do a shutdown. >> reporter: lopez and sheriff patrick say gang members are bringing guns, weapons, drugs to the illegal sideshows. they got a tip before the saturday morning chaos. >> we made a lot of arrests and impounded a lot of vehicles, and send a message for when they come back, we'll be waiting for them. >> reporter: they towed away 90 million cars. many sideshows lead to fights and shootouts. >> they are also in gang members, and there is a competition to this as well. >> reporter: residents who live near country club boulevard say it is a growing problem that happens several times a month. >> they're dangerous and very

disruptive. they do them in the middle when people are sleeping, and they're loud. >> they terrorize the neighborhood. you can't be safe. >> reporter: attendees are demanding their cars be returned to social media. they could be impounded for weeks, if not months, until the court day happens and there is evidence of a crime. when you come to observe one of participants by play we will hold you accountable. and i'm glad that they finally caught somebody. they caught a lot of people. >> side shows continue to cause more in the city of. and less populated city like stockton. >> it is having that manpower to reach out in a moment's

welcome back, i'm juliette goodrich. we are live in las vegas. the nfl kicked off its interactive super bowl experience today. that allows fans to be football players for a day. the first ones to give it a try is 1,500 local kids. they got to do everything else their favorite players meet do. the super bowl experience is open to the public through saturday. our vern glenn also got a sneak peek inside joining us live from mandalay bay. how was it? >> reporter: all right, jules, i have fed off their energy. these fans came in to the nfl experience on fire. if they could tap into some of that energy, they will be fine. as we are now less than four days away from super bowl lviii. the thing the 49ers and the chiefs

end? >> you look more comfortable than 24 hours ago, i'll say that. we still have a few pop-up showers that will be leftover on thursday. the kind of widely scattered showers yesterday and then dry weather that will take over beginning on friday. but looks like friday will be the beginning of roughly a seven-day stretch of dry weather for the bay area. but it is not here yet. the storm system is still close enough right now to squeeze the atmosphere and produce wind gusts in the 25 to 40 miles an hour range across much of the bay area. so if you're traveling out and about this evening, keep both hands on the wheel. fortunately these winds, while they are noticeable and gusty, nowhere close to the amount of wind damage that we had across the bay area. still some leftover showers out there moving northwest to southeast across the bay area in the wake of that storm system that is now pushing farther and farther off to our east dragging all the widespread rain and snowfall along with it. but throughout the rest of tonight, still a possibility of a few showers here and there. don't put away the rain jackets just yet. we will start off dry

tomorrow morning. take the umbrella and the rain jacket with you because we'll have a few of those pop-up showers during the afternoon. bubbling up over the higher elevations, then drifting from north to south across the region during the late afternoon and early evening hours. after the sun goes down, we should dry out and that will begin our dry stretch of weather and that will be with us for the end of the workweek on friday with a mix of clouds and sunshine. we will see overhead for most of the rest of the seven-day forecast. there's a winter weather advisory until 4:00 a.m. on thursday. total snowfall amounts will be up to 12 inches on some of the higher peaks. a lot of that is already on the ground. slow going, chain controls in elizabeth cookfect for most of the routes into the sierra. but they are only going to pick up another couple of inches on top of what they have received. again once we get past the straggling showers, it is still there and then no more rain chances in the forecast as we would head through the weekend and into the first half of next week. it looks like the next chance for rain wouldn't be until a week

from friday, but that's beyond the scope of the seven-day forecast. a chance to catch our breaths between the systems here. a look at the mark hopkins hotel. seeing some clouds on the horizon too and a little light on the horizon. that's nice to see after 6:00 in the evening. daylight hours getting a little bit longer. but temperatures are chilly with the upper 40s to the 50s. it will be cool out there through the rest of tonight. even chilly inland. temperatures are dropping down to the mid to mostly 40s around the bay and along the coast. the chilly start where temperatures will try to warm up tomorrow with a mix of clouds and sunshine and a few of those showers during the afternoon. jackie here may get some restless outdoor times today. tomorrow morning, pretty good weather for a walk in san rafael. temperatures on the cool side. and then there is a chance for a few pop-up showers during the afternoon. so maybe a shorter walk around the block, better option later on in the day. then you could look forward to the drier weather beginning on friday. high temperatures for the rest of the bay area on thursday. temperatures reaching only the upper 50s on the warm side of

the spectrum. 58 degrees in san jose. the warm spot across the bay area or really the least cool spot. most of our temperatures reaching up into the low to mid-50s by about 4 to 6 degrees below normal for this time of the year. only 53 degrees along the coast at half moon bay. and the average high is 6 o degrees in the beginning of february. temperatures in the north bay are also along the cool side. generally running in the low 50s. these are the coolest temperatures that we have in the whole seven-day forecast. let's take a look at that seven-day outlook. the first day of the seven-day forecast. that's it for the scattered showers as we dry out for friday over the weekend and into the first half of next week. as the dry weather will continue, temperatures are gradually going to warm up. back up to close to average over the weekend. the start next week around 60 degrees across the board with low to mid-60s becoming common by tuesday and wednesday. again eventually that dry slightly warmer stretch of weather will come to an end, but probably not until the end of next week and then into presidents' day weekend. jules? >> we'll take it. paul, thank
