training for the trades, why more and more bay area students are ditching four year universities to build a future. >> what is the point of having a better job if you are going to have debt. i did not want to live like that. >> reporter: this is cbs news bay area with juliette goodrich. good evening. so, we are heading into a three day weekend. it is going to be a wet one. back to back atmospheric rivers are taking aim at the bay area. still, dry out there right now but that will all change by tomorrow when the first wave of rain moves on in. crews around the bay area are using the break to get ready for the storms. in san francisco, crews used a crane to cut off limbs of a large tree on lincoln way. and on the peninsula, pg&e staged equipment where we saw large

power outages during the last storms. now, let's go to paul heggen from our virtual set, paul. >> the storm will be remaining off shore. it will pro fell the associated cold front and at most -- through. once the rain moves through it will stick around through monday and tuesday. the longer the rainfalls on saturated ground the more we have to worry about the landslide threat. let's take a look at rain and wind going through downtown san francisco. we are looking into the details area wide coming up in a few minutes. there is the rain for the first atmospheric river, and the strongest winds, not exceptional. 25-30 mile-an-hour, no stress on the power grid. that moves out on saturday evening the next one moves in sunday adding on the rain. stronger winds, 30 miles

an hour. the strongest winds will be as the heart of the storm system makes the approach on monday that is when we will have widespread wind gusts in the 35-40 mile-an-hour gust range. that is strong enough, not close to what we had a couple weeks ago but could spark power outages. now, downtown san francisco, 4 inches of rain. we expect 2-3 inches of rain but there is uncertainty where it parks it is uncertainty with how much rain we are going to get. we will get into the range of possibilities in more detail coming up in a few minutes >> all right, paul, thank you. a daredevil parachuting from the top floor, the latest viral stunt off an abandoned high-rise complex in downtown los angeles the three luxury towers are a destination for taggers and graffiti artists, you can see they left their mark on nearly every single

floor. so, this week the officials got a look inside the towers. we look at what they found. >> reporter: new video from inside the unfinished luxury skyscraper development in downtown l.a. it was targeted by graffiti artists and daredevils from the unfinished apartments to the equipment and construction medicals gathering dust, it looks like there was a sudden evacuation, a time capsule from 2019 when the project went bust. >> i can tell you this, when you are actually in there it, all of the videos do not do it justice. >> reporter: the massive tower sit in l.a. city councilman's district. he went inside for the first time with a team of the officials from the lapd bureau of engineering, lafd, ladot and several contractors, city officials are working quickly to secure the site to avoid more tagging and more dangerous stunts like this where people parachuted from the top floors.

>> when you are in there, this is massive. it is absolutely massive. we are dealing with a 45 story building and two 40 story buildings. >> reporter: the new video shows how taggers made their way through large sections of the buildings. spray painting walls and windows from top to bottom. places where developers clearly intended for luxury apartments to be in place by now. instead, it is a maze of unfinished walls, wires, ventilation ducts. >> is it trashed? tore up inside? >> i would not say it is trashed or torn up. it is, it looks like a construction site t. is pretty remarkable after five years, exposure to the elements it does not look as bad as one would think. >> reporter: the owners of the complex are based in beijing, china. he has had some communication with the attorneys connected to the defunked company but little progress in getting them to

comply with orders to clean up and secure the site. >> the clock is ticking. the clock is ticking. we are waiting for oceanwide developers back in beijing, china to step up. they have until the 17th, this saturday, today is thursday. but, i am not holding my breath. and i happening the writing is on the wall, you know, no pun intended. >> all right, if ocean wide does not comply by tomorrow's deadline the city will start its own cleanup and will have to figure out what to do with the building next. the company had other developments in the works that were halted including one in san francisco. so, we went by that site today on mission and 1st and this is where one of two towers was planned. take a look. as you can see, the project never even made it off of the ground. construction came to a halt four years ago. now, according to the chronicle there is a request from the courts to foreclose and sell off the property. so, the contractors can be paid out for the work

that they already did. two towers of ocean wide center were slated to have office space, more than 250 residential units and a hotel. the larger building was supposed to be the city's second tallest skyscraper behind the salesforce tower. governor newsom made a trip to the east bay today to discuss new efforts to deal with the state's homeless crisis. in richmond the governor helped clean up a homeless encampment, later he went to oakland to announce a new round of funding for home key projects. the state program converts vacant buildings into housing for the homeless people. >> in just 3-1/2 years we now have purchased over 15,000 new permanent hotel and motel rooms. >> the governor announced six new projects throughout the state including one in oakland. the chp issued an ebony alert for a missing teen out of san francisco. she was last seen at about 4:30 on wednesday

in the area of forster street in the maraloma neighborhood. 5 '3, weighing 170 pounds, wearing a black hoody, a salmon shirt, maroon sweat pants. the ebony alert system just went on line in california this year. a result of a new law to bring more attention to missing black youth. ditching four year universities. >> they are getting their hands on training for them to be able to go out and making a living as soon as they finish this program. why more and more students are trading in books and time in the classroom for tools and training. and then, caught red handed. yet niner's quarterback may be looking for a new job, once again

. welcome back. california's two major public school systems are extending the deadline to accept admission offers this year due to delays in the financial aid process. students will have an extra two weeks after the typical may 1st deadline to accept offers from ucs and csus. this is stemming from problems with the faspa application for financial aid. the federal government unveiled a new version last year. it was not available until two months later into the college application cycle. >> as universities of higher education we all just need the data from fafsa. this is how much we can get to pay for school. we are up in the air because we can not give that to students >> usually they get award letters in march. now it is unclear when they will come in and give important complex for college decisions. trade schools and vocational programs are seeing

a surge in student interest in year as more young people are questioning the time and expense it takes to go to college. strong demand for skilled trade workers is now pushing some students to ditch the idea of a four year degree. >> i just take it down and put it back up? >> okay. >> reporter: as the child of farmworkers, 20-year-old diego silva was moving on from the fields and have a better career. he thought it meant college but two months in he questioned the time and expenses it would take for a college degree and did not want to take out student loans >> what is the point of having a better job if you have all of that debt? it will be like stuck in a hole like in a loop trying to pay it off, paying things off, i did not want to live like that. so i just weighed my options, found out

about trade school and it was cheaper. >> reporter: diego enrolled in the low voltage electrical program for center of employment training, he is learning the indemand skills for wiring homes for ether net, security systems and fiber optics. he will be workforce ready for a fraction of the time a four year degree would of taken >> it is a booming business right now. never stop expanding. always opportunity in this trade. >> reporter: according to the national student clearinghouse, trade programs are in hot demand from 2021-2022 enrollment in construction trade courses shot up more than 19%. >> what are you working on today? >> reporter: center director, he has seen a surge of interest in enrollment. >> got so many students coming through. should have a full house this afternoon >> they are getting their hands on training for them to be equipped to go out and make a living as soon as they finish this program. >> reporter: two year programs range from $11,000 to $16,000

but costs can be cut in half for available grants snow you are rewiring a 3-way outlet switch. >> reporter: kevin finished high school early and went straight into an electricians program. he is only 18 and soon could be certified in the ladder of success. >> starting, around the range of $22-$25. and as you get more experience, money goes up. so, we will say four years you get, it will go up to $35-$45 an hour. >> reporter: diego hopes to not just get a good job but one day be his own boss >> it will be needed out there. it should be pretty, i feel like it would be a good idea to start a business of low voltage. >> jobs in the trade were considered a lower tier career but not anymore. a switch is turned on. for many it is the career of choice. let's get back to our first alert weather. no big problems on the road today. if you are planning take a trip to

the sierra for the long president's weekend the storms are expected to drop more than a foot of snow. be prepared for chain controls, delays, possible road closures. and this, it is supposed to be a big weekend for the sierra. businesses are getting ready of the restaurants, hotels, ready to welcome the visitors, cold water brewery in south lake tahoe says businesses in the area thrive off of the long holiday weekend. >> we prepare the whole restaurant for that. really it is our livelihood t. is what we depend on and, i will tell you at cold water we bring it. we bring it out for those people and, we want the visitors and locals alike. caltrans spent the day prepping the roads, clearing excess snow and laying salt and sand. and a tube terrain park was getting ready by grooming its courses. now, that looks fun. let's go over to paul and ask him, if you were tubing

tomorrow, what would it be like? >> there would be snow. they will get several inches of snow tomorrow. with the second system they are in for feet of snow as we head through presidents' day and then the first couple of days of that approveiated abbreviated workweek. the first storm will be enough to send the river towards us. the first atmospheric river will start moving in as the sun comes up on saturday. the widespread and heaviest rain will fall middle to late morning through the afternoon. this will be the faster storm system, the heaviest rain will be pushing off to the east by saturday evening. we will be down to lingering off and on showers, late saturday evening through the first half of the day on sunday. storm number 2, it is going to be right on the first one's heels, that will move in as we head through sunday afternoon and evening and this will be a longer lived event. sending waves of moisture towards us. instead of just one

shot of rain on saturday it will be wave after wave after wave of rainfall, sunday, sunday night, continuing into monday. little breaks in between the heavy rain. they will not last long until the next one moves in. so, that increases the flooding threat, more rainfalls on increasingly saturated ground. this will be the case all of the way into tuesday. we have a flood watch in effect from 10:00 a.m. on sunday all of the way through 10:00 a.m. on wednesday. that is the duration of the threat. several inches of rain falling on the saturated ground. possibility of urban and malriver flooding. and landslides will be potentially a hazard as the rain continues to fall. let's talk about the amount of rain that we expect overall and get to the wind energy side of this. the circles on the map we put the expected rain amount. for some spot i put the range, san jose, that 1. 7, a little as 1 to 4. that is a lot more water. it

depends on where it stalls out. the closer it is, positions itself right, we can overachieve on the rain amounts and get closer to the boom amount. if it goes farther off shore we go to that. san francisco expecting 2.5 inches of rain. could pick up more than 4.5 inches of rain. almost twice as much. that is the range of possibilities that we evaluate going through the weekend. we are on edge. the amount of wind energy will not be that substantial. something that we have to monitor. let's take a look at the hour by hour wind gusts heading through monday. it will be the windiest day. i put 10 different communities on the map here. i know there is a lot of information, we will leave it up for just a second the numbers, they really stand out when you are looking at late morning into the afternoon and the evening on monday. a longer stretch of elevated wind gusts, not as strong as they were a couple weeks ago. but, still, 30-40 mile-an-hour range on a widespread basis in some spots, closer to the coast, higher

elevations, 40-50 mile-an-hour gusts, that is strong enough to put some stress on the power grid that is why you should be prepared monday, monday night, for at least the possibility. talking about the snow. several inches will fall with the first system. that is enough for a weather advisory. if you travel that direction, do it sunday before the second atmospheric river moves in. once it starts snowing it is not going to slow down. talking about a foot and a half of snow lake tahoe, several feet of snow and not winding down until wednesday. the seven-day forecast is an active one. rain, reemerging on wednesday, and the possibility of thunderstorms, there is an outside chance of severe thunderstorms in the bay area. producing gusty winds and small hail. lingering rain on tuesday. leftover showers on wednesday and then, light at the end of a very long tunnel. a couple dry days to finish off
