controversy turning to crisis at the antioch police department. we are giving you a sense of just how shortstaffed they are. rescuers at the russian river facing a ticking clock, searching for a child believed to have been swept away in the springtime waters. we have a live look right now where that -- it has been a long night for a family who made the call at around 5:00 last night, reporting two missing children in the water in forest hill. crews saved one child but with a new day, another child believed to be 10 years old is still missing as the family waits at the water's edge. the water is high and it is moving quickly. it is also full of debris, making that search extremely dangerous. we will continue to hope for the family and the first responders that are still searching as we speak. the world is reacting to the death of former football star and acquitted murder suspect o.j. simpson. news came in yesterday morning that simpson died surrounded by family of 76 years old following a battle with prostate cancer. looking back on his complicated legacy, so many of us remember hearing and

watching about the police chase. the murder of his ex-wife nicole brown simpson and her friend ronald goldman and, of course, the trial. even before that, o.j. was a household name for his career on the football field and the big screen. simpson's legacy has roots here in san francisco. he grew up in san francisco's potrero hill neighborhood and went to school at galileo high school in the 60s and attended the city college of san francisco before moving to usc. at 9:30, we will have more about the san francisco connection from a man who knew o.j. simpson his whole life. we have posted more video interviews from o.j. 's early football days on our website, www.kpix.com. now for a look across the bay this morning. it is friday . we do have some rain on the way. in the meantime, the first half of the day will be pretty nice. let's go to jessica burch in our virtual view studio. >> it is a nice day for us but

we are gearing up for rain coming in tonight, tomorrow morning. ahead of that, we will see more clouds in the forecast. it is not until around midnight tonight where we see that first band of rain impact the bay area . we have some heavier pockets of rain isolated in the center of that first band. watching this storm track off into the east into the early morning hours tomorrow, many of us will be sleeping during that time but if you are an early riser, you will be dealing with some active weather. here we go all the way into our afternoon hours. notice how the first band moves into the sierra and we are left with some hit or miss showers. this has been a pretty impressive storm, giving us a half inch of rain throughout the bay area. we will continue to watch more showers develop tomorrow night, getting us over an inch throughout the coastal areas and then it moves its way south heading into our sunday forecast. drier conditions are expected into our monday forecast. it will be a breezy

one for us. wind speeds today up to around 30 miles per hour along the coast as the winds sweep in from the south. it will be breezy, it will be wet and it will be cool for us. today we are talking about 60s for our daytime highs near livermore and fremont. tomorrow, we dip down into the 50s whether you live in san jose or stretched on into san ■ francisco. let's get a look at this morning's top stories with traffic issues for our commuters . traffic is moving again on 880 in hayward after this accident snarled the commute all morning. you can see a big rig overturned, hitting the center divide, blocking three lanes at about 4:30. luckily, the driver was not hurt. the lanes reopened a few years ago -- minutes ago. taking alternative routes. another lawsuit has been filed against pg&e for the 2021 dixie fire. the owners of the

forest are now suing for damages up to $225 million for lost property and fire related injuries. pg&e told us it is aware of the suit but has not been served yet. the dixie wildfire was the largest in california's history, burning more than 963,000 acres. a follow-up to a big community story hitting the east bay against the city of san francisco after a unanimous vote to add san francisco bay to the name of the oakland airport. the city of san francisco confirming they will sue to stop the renaming. oakland sport commission says the goal is to help travelers realize that oakland is in the bay area. san francisco says the changes trademark infringement. the fight is on and the question is, does the lawsuit have any teeth or legal traction? the report commission does not seem to think so. here is what they told us. sfo cannot lay claim to the geographically descriptive term

san francisco , let alone claim exclusive rights to san francisco bay. they went on to say that they will do everything they can to ensure clarity for travelers about where oak is. to antioch now, where those of you who are waking up are probably aware of a policing problem. in the city of more than 100,000 people, just 39 police officers walking the beach. that racist texting scandal from last year put nearly half of the department on leave. one officer for every 3000 people in antioch right now. to give you some perspective, the antioch statistic is five times more people than an officer in oakland is responsible for protecting and serving. san francisco and san jose also have tighter ratios and all of those departments say they need help too. we look at what people in antioch are doing until more officers can be hired. >> david works at jj aquarium in antioch and he says he feels

safe with his pup rex by his side but this is continually getting hit by thieves. >> it has been a big struggle here with our neighbors being broken into a few times, the back door being kicked in and, local law enforcement don't have any access or capability to help us. >> the antioch police department is short 35 sworn officers according to mayor hernandez-thorpe. of the 80 officers, only 39 are on patrol. residents say the worst part is the criminals are fully aware the police department is understaffed. >> they know. they know when there is cops out. they know where the cops are and where they are not and they take advantage of it. >> mayor hernandez-thorpe says the patrol is only one officer short on patrol but it is the investigative and traffic divisions where the shortage is noticeable. he says plenty of candidates have been hired since he started offering

$30,000 incentive program but they still have to get through the police academy. >> we just don't feel safe. we just need more officers and i don't see that happening anytime soon. >> antioch has hired private security officers to patrol the downtown area. plus, residents have noticed chp officers pitching in, especially to put the brakes on sideshows popping up in town. residents realize change may not come as fast as they had hoped but david is not giving up on antioch. >> different little things i see give me hope. there are still officers here in antioch that do care about the community and i feel like they got rid of a lot of the bad stuff. moving across the bay

welcome back. 10 minutes after 9:00, let's get a check on what is happening around the bay. california secretary of state will be certifying election results and we are still waiting to find out if there will be a recount in silicon valley's district 16 race. santa clara county supervisor joe simitian and assembly member evan low both finished in second with the exact same number of votes.

this is for a spot in congress. there have been two requests for a recount, one from a former finance director for sam liccardo's mayoral campaign and another from us former unsuccessful candidate for san mateo county supervisor. lawyers are now determining whether these requests are valid. structure now to oakland where the town is bringing back first fridays. today is the first after a three-month delay starting at 5:00 tonight. telegraph avenue free of cars until 9:00. popular arts and community celebration gives a real boost to local businesses, bringing crowds downtown to oakland for music, food, and local vendors as well. now we head over to the bay bridge in san francisco where the city's night market returns tonight. huge crowds came out last month and last year to the popular event with food. fantastic music ran free on the second friday of each month and our shawn chitnis

caught up with some of the vendors preparing for another chance to bring people into the city and a neighborhood eager for more visitors to support local businesses. >> a strong showing in march for the first night market of the year in san francisco's chinatown and organizers hope to see large crowds again in april and the rest of this year. >> i think it is important because the traffic in chinatown is being slow. >> max huang and his father run by me boba tea, a relatively new business in the neighborhood. they open four years ago and had a rough start because of the pandemic. while 2023 was a decent year, they need to see more customers come through these streets this year. >> we need people to come to chinatown to eat, to shop, to consume. >> another vendor participating in the night market is the family behind gourmet kitchen at house of dim sum. restaurants have been in chinatown for years.

>> the night market is very good for the community. it will bring more people to chinatown. >> even for more established businesses, the impact of the pandemic is taking it tough for them to keep going in the current economy. >> after covid, it is a little bit tough. a lot of changes like the food costs and it is challenging. >> vendors and community leaders hope the night market once again helps to showcase the cuisine and culture of chinatown, attracting more people to come out and keep returning back to the neighborhood. one way to ensure the survival of an a central business district in the city. >> the environment, the buildings, the decorations, very close to home . it is very attached to us. >> it is a place that means so much to families new and old who want to preserve a piece of home they get to enjoy each day in san francisco. the bay area is bouncing

back with a massive new food hall that is adjacent to the new ikea. it just opened up in midmarket called saluhall. two story space offering a dozen food and drink options , even a cooking school. as new businesses open up in the city , one is leaving but not going far. a longtime san francisco business is saying goodbye to the city and moving to a new location in oakland. monk's kettle has been in the mission for 16 years but come june, the pub will shut down. the owners say during the first decade they were open, business was booming but rent, housing prices shot up in the city, the customer base moved across the bay. now, monk's kettle has decided to follow them. >> all of the customers that used to live here, all of our regulars and staff who used to live here, all of the artists,

all of the musicians and stuff all moved to oakland because it is so much cheaper. oakland pushed out because of the tech booms and now, they left and the rent is still up. >> they will keep serving there until june while getting ready to open the doors of the new place in oakland in the fall. an area of low pressure is moving its way into our california coastline tonight and that is bringing in heavy showers. we will see gusty conditions and a lot cooler temperatures heading into this weekend. let's dive straight into it. saturday and sunday, we will continue to see lingering showers throughout the bay area , just getting ready for our next workweek on monday with drier conditions. as we time this storm out, it is interesting. if you are thinking of heading to chinatown tonight for the night market, if you want to go over to oakland for first friday, you are in luck. it is not until midnight where we start to see rain in those areas. many of us will still be sleeping. this is a really cold

system that will bring in the snow to the higher elevated areas. it will give us close to an inch of rain just by that one pack hour up in the north bay. we will continue to watch more showers develop into the evening hours tomorrow night as that area of low pressure starts to move its way inland. once we head into our sunday forecast, we see a similar trend but more isolated to the south bay. the rest of us in the bay area will see drier conditions heading into monday. it will be a breezy one for us this afternoon just ahead of that cold front. we will see winds sweeping in from the south into the evening hours tonight. we are around 35 miles per hour. big changes right around the corner for us. let's take a look at our daytime highs. it is a lot cooler today. we were talking about 80s off into the east bay. today, we replace that with 60s off to concord and antioch. 60s near livermore. the only place that is hitting the 70s today is san jose. watch what happens for our

20 minutes after 9:00 and time for your money watch report. wall street had another mixed closing thursday. some gains were boosted by some tech industry staff. let's see where the markets are right now. not looking good. the dow down about 400 points this friday morning. the biden administration announcing today more relief is on the way for student loan borrowers. $7.4 billion is how much loan forgiveness is coming this time around. that will impact some 277,000 borrowers. it is going to people who have been repaying their loans for more than 20 years and people enrolled in biden's save plan and have been paying their loans for at least 10 years. salmon fishing has been banned off the california coast for this second year in a row. the pacific fishery management council made its recommendation based off of low water levels and high temperature. our amanda harry

spoke with a local fisherman about how this is impacting his life. >> what is the next step? where do i go? what do i do? do i have to get a land job? am i going to have to walk away from something i love? >> these are some of the questions max huang is -- matt juanes is asking himself . the second season in a row, it is closed. >> it is a huge impact on myself and other fishermen. >> juanes says after last year, he has no savings. now, his family is cutting back. >> instead of going to the closest grocery store, we wait and go to budget friendly grocery stores. >> getting the water to go get it. >> juanes has been a commercial fisherman for more than a decade. he bought this boat about three years ago , specifically so we could fish more salmon. >> this is our salmon sticker that i never put on the boat from last year. yeah, 100

something dollars going out the door. >> he understands why the season has been canceled and he wants to see the salmon population recover. >> basically we had a drought. seminar on a cycle of three years and three years ago we had a drought. >> san francisco bay science director john rosenfield says it is a lot more than that. >> salmon need cold water to survive but the state water board refuses to enforce its requirements for cold river flow. a lot of salmon died. >> rosenfield said estate leaders are keeping the river flows too low and they're exporting too much water to southern california. >> the salmon fishing season was closed last year and the number of salmon that returned were still historically low. commercial fisherman and recreational boat operators are taking it on the chin. >> while juanes waits for the salmon population to recover, he is putting all his efforts into crabbing. >> since the season opened, i think i have been home probably
