people back into downtown areas. here in the bay area, there is a change at night for the better. this week i will show you how san francisco, oakland and san jose are all experiencing two realities vastly different than what another and we begin with san francisco. the permanence of hybrid work has been a major challenge for the bay area major metros, especially san francisco. according to a real estate firm, the office vacancy rate reached nearly 30%. it's not uncommon to hear things like, downtown is a bit of a ghost town. but the vacancy rates really dominates the narrative. >> there are about two people here today. >> perhaps it is just mary fitzgeralds but stop or perhaps it is indicative of the bigger picture in san francisco. but her commute across the city to the downtown office is a breeze.
5:07 am
when she goes to the office, that is. >> i am here two days a week . >> in the pre-pandemic world she would probably have done this commute every day, working and spending a lot of time downtown. but the pandemic induced hybrid work model has stuck around and adapting to that continues to be a challenge for downtown san francisco for them monday through friday work hours. >> the town is still a little quiet. wednesday is the most crowded day to be in the office. >> her assessment is spot on. the university of toronto school of cities has been tracking downtown recovery progress for several years, utilizing cell phone data, not just vacancy rates, to compare to pre-pandemic numbers. of the cities that they track, the downtown san francisco area remains one of the slowest to recover during the monday
5:08 am
through friday working hours and is about 56% of pre-pandemic levels. dr. karen chappell chalks it up to being the new norm. >> is something that we have to continue to study. it is still in flux. a >> but in the evening, something changes. activity downtown surges from 56% to 94% of pre-pandemic activity, painting another part of the picture of downtown's recovery. like the picture of john constance experience. >> john's grill has seen a massive influx of foot traffic. locals and tourists alike. >> on weeknights, people were in and out of the restaurant all night, there were walk-ins to the classic san francisco restaurant. >> we never left 63 ella street for 116 years. >> with plenty of reservations

5:10 am
surely trending upwards. >> the streets and the buses are more crowded in that midweek point. we have people coming in from the marin area or south bay area. >> fitzgerald is a fan of the hybrid work mortal -- model that she is aware that it makes it different than the old work model. >> it's incredible that people are coming back. i can't wait for more. >> a little bit over a year ago i had a conversation with dr. chappell about downtown san francisco's recovery and at that point she said san francisco seems to be stuck. i asked her now and here is what she said. >> i don't think san francisco is stuck. we are seeing the comeback and we are seeing a
5:11 am
hint of what san francisco will be 10 years from now. >> tomorrow we will take you to downtown oakland where we will introduce you to a restaurant owner says opening for lunch right now doesn't make sense but dinner and drinks is a different ball game. it is really interesting. one of the things that she brought up on her commute was that she started to notice the different activations. the pop-ups, things happening in union square. it is nice to see things moving in that direction. but it is still really tough. >> it is so fascinating, the transition from daytime to nighttime. i think we would all like to see the breakfast crowd come back, but let's put the gas where the fire is, it is fascinating to see the nighttime where it is that in san francisco. a second act for a self-pay retiree, tilting bridges between communities with a new role gives him a new lease on life. celebrating the resilience of the proud community. we go to
