>> now to a wrong-way driver is accused of this deadly head-on crash. and some of the victims have now been identified from the mass shooting at unlv. we do have a live report from las vegas straight ahead. plus, stopping catalytic converter thefts. what police are now doing and if critics think this will actually work. >> station. he's calling for 2. >> thank you for joining us here on kron. 4 news at 2. i'm justine waltman. 2 people are now dead after a head-on crash in san pablo. crowd for sleeper recall reports both the driver and the passenger from the car driving the wrong way have now died. >> a major thoroughfare in saint pablo shut down in both directions for more than 8 hours thursday morning. this as police investigate a crash that killed 2 people. >> gabriel lives nearby. this

is photo and the happened. san pablo police say the deadly collision happened just after 12, 40 in the morning along ellport. how drive near glen lock street? >> police spokesperson baking challah says it started when a silver bmw sideswiped a truck heading in the same direction. bmw then veered into on-coming traffic westbound traffic where it collided. head on with a burgundy chevrolet camaro. chao says the man behind the wheel of the bmw and the woman in his passenger seat died and 20 year-old man from richmond in the camaro was hospitalized with critical injuries. police say the initial findings show that the silver bmw was likely speeding at the time of the collision. >> they're also looking into whether or not drugs and or alcohol factored into the crash is always some a lot of people haven't been it for us. >> and this the in the morning in the morning night, chao says the police department works hard to prevent

tragedies like this from happening on roadways. police department actively pursues traffic safety in order promote safe driving behaviors with the goal of traffic collisions. at this time. police say it is unclear how the people who died are really did. >> in san pablo, philippe djegal all kron, 4 >> we are taking a live look outside at a couple different picture showing us what's happening outside right now. some raindrops on the lens there, san francisco walnut creek looking great. we're going to check in now with our meteorologist. kyla grogan we could find out what's happening outside right now. hey there, where you can see there's a little sierra fall as snow falling right now. and then certainly some rain rolling across the bay. it started in the north bay, but it's been working its way down to the peninsula now to the east bay. >> let's zoom in here. kind of see where some of these showers are. they're relatively light. there are few kind of heavier downpours that have come down. but right now you can see kind of moving across the bay into the east bay and then sliding slowly but surely down the peninsula

and down to the south as well. so a few showers here along 2.80, and certainly if you're headed near san mateo or head to down towards east palo alto, if you're ever in the east bay in dublin right now, you're getting some of those slick roads out there. and i think that's probably the biggest impact of this right now is that if you're out and about, you're seeing some of those roads be a little bit slippery. now this is going to work its way through and we're almost done with it. and then once we are done with it, we're dry for quite a while. but we've got some good rain out of this can feel got over an inch of rain petaluma a little over half an inch. you can see santa rosa a little over a quarter. same story in orinda san francisco about 2 tenths and san jose only for 100. certainly some spots. it didn't get a whole lot. this is it. so this takes about 3.45. going to take you to 6 o'clock. and then that's it. the song is sung. it is done and we're going to some really nice sunshine tomorrow. this is all we've got left to pick up with the system. so hang in there, everybody. rush hour on the way home today should be looking a little better. i'll be back with your extended forecast. back to you. >> thank you so much. new now at 2 o'clock. we're beginning to learn the names of the victims from wednesday's mass

shooting at the university of nevada, las vegas. the school says all 4 people shot were faculty members and not students. the coroner's office has identified 2 of the 3 people who were killed. one of them is 64 year-old charge and jerry chang and 39 year-old patricia navarro. the less a 3rd person has been identified, but their name has not been released yet. a 4th person is still being treated at the hospital. the alleged gunman has been identified by police as 67 year-old anthony polito, a longtime business professor who had unsuccessfully applied for a job at unlv. he was killed in a shootout with the officers. there's still no word right now on a motive. but the white house did weigh in on this violence earlier today. >> at the president's direction, we have federal officials on the ground supporting local response efforts and providing all necessary assistance because we know it's not just the victims and survivors who need

support that this violence rips apart entire communities. >> the community at unlv is still dealing with this tragedy. thousands of students and faculty members were forced to just abandon their belongings and run for safety. many of them returned to campus today to try to get what they left behind kron four's to co joins us now live from unlv. she talked with them. she's joining us now really very challenged by this entire situation. >> i texted him right after i heard the gunshots. i was like there's a shooter in my building. i don't know if i would survive.

>> i love you guys unlv student joseph chen came back to campus thursday to retrieve his belongings he had abandoned everything when an active shooter storm that beam hall business building where he had been meeting with the professor i thought was fire lines. so i stay in my seat. >> and then to professor rapping to the to hide. and i was like what's going on there like this active shooter drafted a set that was 5 to shots happening. and i was like, that's real? like i thought it was a joke. and then so we just kind of locked the door, push yourself against the door and kind of just sit there and pray. shan says that he hid for nearly an hour before police rushed in and told them to exit the building. >> 11, 30 and all of a sudden just started hearing something. >> i heard the alarm and i thought it was fire lines. so i stay in my seat. >> and then to professor kmiec right to the to hide. and i was like what's going on there like this active shooter throughout the day, law

given all that's happened to reporting live here on the unlv campus on theresa stasi. back to you. just theresa. thank you so much. >> the bay area off-duty pilot accused of trying to cut the engines of a flight headed to san francisco has been granted freedom from custody in oregon. joseph emerson. back in court today where that judge made a decision on this. he does have some release conditions, including no flying and not using any drugs, including magic mushrooms. anderson's wife agreed to drive him home to pleasant hill and she was emotional outside of the courtroom. i'm saddened and

but this situation had to happen to my husband into these people that affected. but i know that this has created a movement and momentum to help thousands of other pilots. prosecutors argue emerson was trying to cut off the engines of the flight while riding in the extra seat in the cockpit. according to court documents, emerson told police that he had been struggling with depression and that he had been taking psychedelic mushrooms about 48 hours before the flight. now to the south bay where city officials in san jose are proposing a new law to make it easier to arrest people and possession of stolen catalytic converters kron. 4 charles clifford joins us now live with the details. seas there for us in san jose. thanks for joining us. charles. >> good afternoon. well, the city of san jose is set to consider a new ordinance that would close a loophole that's

been allowing thieves to get away with stealing catalytic converters. >> suspect can only be charged with stealing a catalytic converter if that converter has a serial number or marking on it that police can use to identify it as stolen property. but oftentimes thieves will simply remove any identifying marks if passed. this new ordinance would make it illegal to be in possession of a catalytic converter that is unmarked. >> so this is a loophole that's going to once closed enable our officers to do their jobs and hold people accountable who are stealing his catalytic converters. earlier this year, california enacted to laws meant to make it harder to sell stolen catalytic converters in san jose. the number of converter thefts has been cut by more than half this year. and city officials believe the new state laws are the reason why they now want to try to get the number of thefts to 0 everything we can do to make it harder for these these to be successful is is a step in the right direction. the proposed ordinance will go before the city council in january and if passed, it could be law by next spring.

getting ready to start a new conservatorship law starting in january sb 43 will the enacted starting on january? 1st, in addition to forcing people with an untreated mental illness into treatment, it expands the criteria to include people with severe drug addiction by expanding the definition of gravely disabled. lawmakers say people can still go to court to fight

for their legal rights. the state is also promising more funding and resources to support this new law. san francisco's mayor, the police chief and the california, california attorney general join forces with the nonprofit united players today to announce this year's gun buyback event. they say every firearm taken off the streets is at least one life saved. kron four's also got money and has the latest. >> these firearms turned in by the public will be melted down transformed into art. it's an annual project spearheaded by the violence prevention group called united play the nonprofit's founder rudy corpus junior gathered the community to announce that they're once again hosting a gun buyback this weekend at their center in san francisco. i almost a gun, got shot 3 blocks all night and how? >> right? but i'm still here and i'm a because god got me here to let you know, minute we need to say folks like san francisco, mayor london breed

police chief bill scott and california attorney general rob bonta showed up in support of the buyback that hands out cash for guns. no questions asked. chief scott says many weapons that are confiscated from criminals are often stolen from people's cars or homes. >> we've lost 32 people in this city this year to gun violence. some criminal gun violence and many, many others who took their own lives because they had access to guns. we've got to get we've got to stop it. so if you have a gun. sitting around. turning in. >> the event will be held between 8 o'clock saturday morning and noon at 10. 35 howard street. people can get $100 for a handgun and $200 for a semiautomatic weapon. members of united players who served time behind bars are now advocating against gun violence and encouraging teens to do the same. it's a blessing that somebody that wants. >> consider somebody that would destroy the community.

now we're here to heal the community and now we have to build a community and we need to him senseless gun violence at last year's event, they collected 255 guns. 25 of them assault rifles in the last 13 years, united players reports that they were moved. >> 2,500 guns off of the streets reporting in san francisco. i'm ella sogomonian kron. 4 news. >> this weekend, the san mateo county sheriff's office is hosting their own gun buyback event. it's taking place in harbor boulevard between 10:00am and 02:00pm. no questions will be asked. participants can receive cash in exchange for their firearms rifles and handguns. there are some new court documents that are revealing what happened right before a forty-niners fan was beaten in los angeles about 2 years ago. daniel luna was at sofi stadium to watch the niners play the rams in the nfc championship game. and now lawyers for la county say video shows the luna was intoxicated, trying to enter the game without a ticket and

then was turned away shortly after luna then got into an altercation in the parking lot with a rams fan. that is named brian cifuentes. luna ended up in the hospital and then was placed in a medically induced coma. he has since left the hospital and is working now to get better. cifuentes attorneys are claiming luna was the aggressor forcing him to act in self-defense. luna's family is arguing it's the police's job to make sure he was placed in a holding area or squad car while he was intoxicated for his own safety. la county's attorneys are saying it's not the job of police officers to place intoxicated people in holding areas. there's a teenager now under arrest, accused of breaking into several vacation homes in sonoma county. according to this know the county sheriff's office, 3 vacation homes are broken into on freeze out road. this is in duncan mills. that's incorporated area right along the russian river just off of highway one 16. investigators say the teen caused damage to all 3 homes

when deputies fou h. the en, they say, got into the river order to try to get away. but he was eventually found hiding in the brush and taken to juvenile hall. sonoma county supervisors have passed an anti sideshow ordinance. it's a new law meant to discourage side show promoters and participants kron 4 michael thomas in the north bay with the latest. >> the side become quite the issue in the bay area. and this new ordinance is to know the county is going to basically near the rules that we already see in santa rosa and rohnert park. take a look. these are videos of some of the sideshows that we've seen happen in santa rosa. and it's the exact scene that sonoma county supervisors are now banning across the area saying they're dangerous, loud, violent. and overall just disruptive moving forward. those who promote watch or paany sideshows street races and reckless driving exhibits in the county and any unincorporated part of it could face up to 6 months in jail. the sonoma county sheriff is the one who proposed the ban and said in addition to jail time, they

could also face up to $1000 fine and will be fully responsible for any property damage done at the scene. these details of the ban will match up with existing and proposed ordinances that some cities in the county already have adopted. according to the sheriff's office, the ban will go into full effect early next year. we did reach out to pedal in officials as they already had a proposal for an ordinance very similar. but obviously the county beat them to it in petaluma. michael thomas kron. 4 news. >> here we go. looking outside gray and gloomy out there. some raindrops on our camera here. they're san francisco silent over there in the background. pilots. your chat about the rain, not quite done. yeah. north bay starting to get quite doesn't, but everybody else still a little bit. we've been having this all day with these cameras. really take a look at well. >> i'm getting a little better, though, in san francisco. you can see we're a little darker with the skies and now. >> the bulk of the showers kind of start to move past us. so we're getting a little bit of i would call it clearing. but a little bit later, any

way. the wind is still kicking, though, about 60 miles per hour in san francisco. you can see over in livermore as well. that's because the east bay starting to get in on this too quick look at temperatures. 62 in san jose. 55 in alameda. 55 in downtown san francisco. and we're a little warmer than that. nevada about 59 degrees. but, you know, we're running a little cool today. we've got cool air coming in behind this system. you can see how it pressed into the north bay and kind of tracking from northwest to southeast angle. and it is light showers, but it's been pretty pervasive. i think everybody got a little bit out of this. this is kind of where it is now. it's pushed over towards the east bay and towards the south bay down the peninsula. some mountain view getting some showers right now. 6.80, some showers for you, san jose. you've got a little bit incoming. so get ready for that. it is pretty light shower, though. so nothing too heavy. and we're running a little cooler. as i mentioned, you can see this is the difference in temperatures between now and 24 hours ago. cool air rushing in. that also means we've got some cold overnight temperatures. we've got a freeze warning. now this was set to be a frost advisory tonight. national weather

afternoon, a plan to cap insulin prices is gaining some traction in the senate. the effort is being championed by lawmakers from both sides who say that this legislation could be lifesaving. >> senators are pushing to pass a bill to cap out of pocket insulin costs at $35 a month. this would cover both insured and uninsured americans. a democratic senator raphael warnock and republican senator john kennedy say that the bill will be paid for, but also argue that the country cannot a ford not to address this. >> it's not a luxury is not a convenience. it's a matter of life and unions you have to be sorry if you are. but by god, we're going to help.

>> hanukkah begins at sundown tonight and to celebrate, there will be a menorah lighting ceremony in san francisco's union square. the event begins at 3.30 this afternoon with the first lighting starting at 5. this will be the 48th year at the menorah has been lit in union square. but amid a rise in anti-semitism and the ongoing war between israel and hamas, jewish communities across the country are planning more toned down events this year. mayor london breed says she's hoping for peace tonight. >> what we plan to do in the city is is to, of course, you know, make sure that we have there to ensure that people feel safe and they feel that they can without worrying about their own personal safety. it's it's a very challenging and tough time. we

lit at 5 tonight. kron 4 is your local election headquarters in 3 cities in contra costa county elected new mayors this week. we'll start in pleasant hill where the council named current vice mayor matt ryan. it was unanimously approved. ran was previously mayor in 2020 in concord. the council picked arson to be their mayor. this is barson second term as mayor since 2018 and was elected first of the city council 2012 will go to danville next for city council members picked vice mayor karen stepper to leave the city, making it her 5th term as mayor stepper served as vice mayor this year and was first elected to the town council in 2002. in less than 40 days, americans will be deciding who they think should be the republican presidential nominee. voters in iowa are first up casting their ballot in those caucuses on january. 15th, the 4 candidates competing against the front runner, former president donald trump took

soda springs. kirkwood 9 and doddridge about 3 inches. so this is all really good news for the resorts and they are still under this winter weather advisory until 4 o'clock today expecting additional about 3 inches of snow at 6,000 feet, about 6 to 10 above 8,000 feet. the wind is still gusting out there. i was looking and that's still quite gusty. so a little bit difficult driving right now. you want to kind of wait until this dies down as we get into the evening tonight. but you can see it's part of this front that's tracking cross. that's also bringing some of the rain to but as we zoom in here, certainly it is snow as we get closer to the sierra. so you can see where these storms are going to roll in and bring a bunch of snow to the west coast. but we are kind of a lower totals of that. of course. but having said that, it's going to be quite nice for the weekend. it's going to be chilly out there. the snow will be wrapped up temperatures on friday just in the 30's warming up into the 40's on saturday. should be a great weekend for this back to all right. the golden state warriors have kicked off their season of giving today students and families of brown middle school. we're invited

service shutdown that lasted for several hours. according to investigators, grace seem to have been riding on the tracks and then fell onto the pavement of ongoing traffic. and that's when he allegedly was struck by a pickup truck that was towing a trailer. the driver telling police that they were unable to stop in time. police, though, are awaiting talks, ala g report. state leaders to have some tough decisions to make on the state budget. california facing a record 68 billion dollar shortfall. the not non bipartisan legislative analysis office released these numbers today stating most of the deficit comes from lower than expected tax revenue from this year. california delayed its tax filing deadline from april until november in response to the wild winter storms that in turn forced governor newsom to come up with a spending plan without knowing how much money the state would actually have. the analysis office is now saying

the state could cut spending on education and take money from the state saving account help balance the budget. now the oakland a's are working to secure a new ballpark in las vegas. but in oakland, this move could mean that the team owes alameda county millions of dollars for their 50% stake in the coliseum. the final payment was scheduled for 2026, but supervisor david howard says by moving out of oakland, the a's have sped up the timeline for paying back the county for their half of the coliseum. they must now pay that final 45 million dollars in the next 180 days. that's in the next 6 months. our staff will be sending a note to the organization. >> uprising them of our. reading of the situation and asking them to respond. >> experts say deal could be worked out where john fisher gives up his 50%, which could expedite the development of the property. plant opened their new ballpark for the 2028 season. near tropicana

site along the las vegas strip. now to the east bay were a major misstep, kept hundreds of dispatching jobs unfulfilled oakland and a deep dive. it at the city's hiring process has revealed hundreds of applications were ignored for an entire year. the city's human resources department says it was human error. forsman harry has the story. >> there's plenty of interest in these roles. there are some months where we saw up to 350 applications. in fact, alameda county grand jury report shows what many oakland already know. the city's 9-1-1 center is slow to respond to requests for service. oakland city councilmember johnny ramachandran decided to look deeper requesting information from the city administrator's office and filing a public records request to get the full picture of what was happening tuesday. the information was presented to city council. there was a human error. and so we're here tonight to take accountability for that. human resource

manager presented the information revealing for year. no applicants were processed for 9-1-1, dispatchers ramachandran says she questioned the human resource managers office further about why this happened. >> and they continue to say it was a human error without giving further details. i couldn't believe that for an entire year. >> we had applicants who never heard back from the city. that is 1000 individuals. >> who wanted to work for the city of oakland under these roles that never had the opportunity to move forward. but she says many of the people involved with this air are no longer with the city, including the city administrator and the new one wants to right the ship. he is taking this very seriously and try to trouble shoot some some of these issues. she's hopeful. bring this to light will lead to improved 9-1-1. response need to make sure every single one of those 20 bacon, a dispatcher roles are filled asap. >> that was amanda harry reporting for us. the council member there saying she wants

a guarantee that this will never happen again. oakland international airport is projecting over a half a million passengers for this holiday season. they expect the busiest travel days to be between december 15th through january. 1st and the airport wants to let travelers know that is not recommended to travel with wrapped gifts because the tsa may have to unwrap them during inspection. so on december 22nd, the airport will be hosting a free post-screening gift wrapping station between terminal one and 2. the airport also recommends that travelers reserve parking ahead of time. here we go. this is what's happening in san francisco right now. the sidewalks are a little wet, but the people out there outside of the exploratory of don't seem to have their umbrellas up. so we'll see where the rain has gone today and where it's going for tonight. yeah, we're making some progress. we're making some progress. if you've had some rain already today, chances are you're bout done. you could even see some

blue sky starting to break through here as we take a live look from the east bay. >> a south bay still getting a few showers a little bit over in the east bay as well. temperatures right now mostly in the 50's san jose. those still that 62 degrees. however, that's where the rain is kind of rolling right now. so wouldn't surprise me if that's high as they go a little bit of wind out there as well. although we pull back a bit, we were up and kind of that, 15, 16, 17 miles per hour range in san francisco. now at 12. so we're starting to see the effects of the system moving on. but having said that, it is still certainly causing some wet roads. and you can see that they're particularly in the east bay right now. so if you're headed out, just be aware of that. and south bay, you've got some of those showers rolling in as well as parts of the peninsula. now starting to get a little bit of clearing. but once this is done, it's done and then we're off to some really nice weather over the next few days. with the exception of the fact that it's going to be very chilly in some of the overnight as cool air is going to rush in behind this system. once that low pressure tracks through. so that's going to be happening tonight. and that means the overnight lows. we're going to be very, very

chilly. so just want make sure you're being careful tonight because we could see temperatures that dipped below that freezing mark, expecting to those low 30's. but spots in the north bay in particular with those clear skies watch out. you can see where we do have these freeze. watch is in the center of the state and freeze warnings now for the north bay. you can see that area in purple. so for us, it is going to be, you know, places like santa rosa petaluma that are in this freeze warning tonight, which means that some of those sheltered valleys could get really chilly, even potentially into the upper 20's, i think will be likely 30's tonight. but tomorrow night, another chilly night and you can see the same story as we get to saturday night start to pick those overnight lows up again into next week. but a dry weekend and a good looking week ahead after we clear out a few of these showers. back to you. >> all right. thank you so much. >> it would not be a separate cisco holiday season without a lot of fabulous hair and a lot of makeup
