going to operate looking pretty good. yeah. we've got parades in oakland san francisco. john, good morning. literally. no rain on the parade we are looking at a very nice day today. look at all that sunshine sfo. >> no rain for your flight either. which is music to your ears. few delays the past few weeks. we're looking outside at some fog elsewhere in the bay area. so suppose not getting it. but we do have dense fog advisories further north and some livermore fog as well. so watch your travels on 1, 0, 1, 37 80 on up into solano county. eventually out into the central valley areas and gray are under those dense fog advisories currently now skies are going to stay clear today. and most importantly, dry, if you want to get that hike, do those outdoor activities, maybe some backyard work. it's perfect weather for it. 40's to 50's for current temperatures right now. pittsburgh, you're at forty-seven. and after having falling into the 30's earlier this morning, vacaville back up to 45 degrees. now another look at sfo on to that sunshine, something we're

going to get lots of into the afternoon. once that morning, fog burns off rania. all right, john, thank you for let's get a look at your morning commute. a bridge right now just short of 14 minutes traveling into the city this morning. >> our san mateo bridge around 20 minutes, a 80 to 101. richmond, sandra fell bridge just short of 17 minutes. and the golden gate bridge. 37 to the tolls. 33 minutes here on this thursday morning. >> 81, the time. let's get to that breaking news story this morning. the fact that we have a massive nationwide outage right now impacting cell phone service and the ability to call outage appears to be affecting a tnt customers. the most kron four's michael thomas live in san francisco with the details on that morning. michael. >> hi, good morning, everyone. i was actually one of those 18 to customers in the last hour myself and went out when i was my last live report. so people not able to send a tax to call utilize the internet and it is interfering with people being able to dial 9-1-1. now, take a look. just to give you an idea. this is a live map. it's from a web site we've been

utilizing this morning. it's called down detector and you can see right now they're reporting over 75,000 people self reporting outages, mostly with 18 tin. you see those red pockets. they're over in houston over dallas and oklahoma. san francisco. of course we are on the list along with los angeles just spread out throughout the entire nation. now customers are experiencing these outages, including with verizon and t-mobile. but again, the most is right with a tnt. now we've video and you can see this is exactly what it looks like. so earlier when i was on a call, my signal went out completely. and you can see in that upper right hand corner just as either no signal or s o s in my case, it said eso es so many are saying that their calls are being either dropped or they're just waking up to no signal at all. san francisco fire department is aware of the situation and is monitoring it and you can see there's a statement from them up on your screen saying that san francisco, 9-1-1,

call center is still operating. and if you do need to contact emergency services in can't because of yourself and being down, they advise you to either use a land line or reach out to a loved one. now, this is a statement from a tnt saying that it is aware of the outage. it's working on it right now. asking customers to utilize wi-fi until further notice. verizon and t-mobile say its networks are operating normally that users that we're experiencing issues were actually reaching customers with other carriers. now back out here att does say to utilize the wi-fi during my last live report, i lost signal i was connected to wifi. so just because i have the doesn't mean that i can necessarily call a land line because i was calling into the station. so just be aware those type of things and will continue to monitor statements coming from a tnt and that outage live this morning in san francisco. michael thomas, i will send it back to to live in the studio. and michael, just think all the families want eat out. absolute is a big deal. yeah, especially with elderly loved right?

yeah, it will for the time. so more on that to come. meanwhile, in the east bay, we have a recall petition now for tucson, oakland school board members. >> that was approved by the alameda county registrar voters. yeah, this recall comes after the board members made a decision to ban pride flags on school property. we've got kron four's will tran on the storurley. they started the recall effort just a couple of months ago and they were able, according to the supporters of the recall to collect 246

signatures. you might say that's not a lot of signatures. that's nothing well for a town of so no, which only has about 800 residents. that's more than a quarter, but their population. so that is a significant amount. they turned that in to alameda county elections officials, they have 30 days to verify all that the signatures and after that, if they should verify that they can start moving the process, the process up to 180 days to put it on a ballot, obviously to wait for march. but it could happen sometime this fall, which means that if the voters get what they want, the people behind the recall

her interview coming up at 9 o'clock back to change >> all right. thank you for the breakdown like you will 806, the time elsewhere in the east bay. we have oakland now getting ready or getting nearly 4 million dollars in state grant money to improve public safety has a plan use that money to expand the safety ambassador program in downtown and chinatown. that actually deploys mediators to help people in crisis kron four's amanda hari with more on the story. >> another effort to curb the well documented crime in oakland this time with a 3.5 million dollar grant from the california department of social services. this program will promote safer and more secure streets. well, improving outcomes. open leaders announced the grant wednesday in the city's downtown surrounded by yelling fighting and police sirens. councilmember carroll fife, whose district includes downtown read out the need for this grant is a parent all around them in an environment

where we see very clearly that we need more de-escalation on the streets. we need more mental health supports tempers also flared during the announcement supporters of a recall effort against mayor thao interrupted her comprehensive. >> mayor sheng thao says the money will be used to expand the safety ambassador in mentor programs in downtown and chinatown. >> a community organization, family bridges will help expand the mediator program. the goal is to prevent crime in de escalate situations without necessarily having a police response. community leader carl chan says he hopes to continued effort to combat crime will bring more people to struggling businesses in chinatown and throughout the city. helping to bring in. >> more cuts than most bacon, few safe and, you know, maybe a involvement and hopefully that they can to bring down you know city the 3 year grant

will initially be implemented in just downtown and chinatown. but mayor thao says she hopes to expand to the rest of the city. >> as for her critics, the mayor said this is what democracy looks like in oakland. amanda hari kron. 4 news. >> 808, is the time and happening today. many will have a court hearing on whether to move his case out of san francisco. oh, man. he's accused of killing catch-up founder bob lee back in april of last year. his lawyer is asking to move the trial out of the city because he says lee is too well known and can't get a fair trial. judge was supposed to rule on a potential venue change last month. but moment as attorneys asked for more time so they could prepare their case. today's hearing is scheduled for 09:00am. we'll tell you what comes out of it. meanwhile, an 89 year-old man who was hit by a car earlier this month in san jose has died from his injuries. that collision happened back on february 10th. there was at the intersection of story road and galahad avenue. investigators say the man was crossing the street against a

red light when he was struck. the driver stayed at the scene and did cooperate with investigators. this is the 9th fatal collision on san jose streets so far this year. >> elephant story as police arrested 2 men. they were armed on suspicion of robbery. pablo police stopped a car tuesday night at pablo and mcbride avenues. officers say the driver had a gun and they believe the vehicles used as a getaway car in a recent robbery. both men were arrested and were taken to jail. oakland police say they found multiple guns including an assault rifle as well as extended magazines and ammunition while arresting someone suspected of shooting shooting happened on the 11th on macarthur boulevard right near a 7.11. so we reached out to police to get more details about the shooting. we haven't heard back from them just yet. >> well, still ahead on the kron 4 morning news, cyclists are stressing the importance of bicycle safety after a woman was hit by 3 cars while on her bike on the peninsula. we're going hear some of the

tips they have for drivers coming up. and after the break, president biden canceling a little more than a billion dollars worth of student loan debt. some republicans on capitol hill don't quite like the idea explain why. and today brings with it some upper 50's to low 60's depending on where you're very pleasant forecast.

out there, not just today, but on into tomorrow and saturday, too. really pleasant weather as we round out this weekend to kick off the weekend on a very similar know, actually getting a little warmer into your fridaykand your saturday next storm system waiting in the wings offshore. it stalled out disconnected from the jet stream and it doesn't have enough to nudge in our direction just yet anyways, but will begin to meander towards us towards sunday evening, dragging in some cooler air. and along with that chances of snow in the sierra sunday night to monday and rain right here in the bay area for daytime highs today. it is going to be a pleasant and cool one upper 50's to low 60's for most of our daytime highs at a very warm us. the south bay will rise into the mid 60's with spots like san jose, santa clara campbell in milpitas each at 64 low 60's across the east bay, oakland, up to berkeley at 61 while sonoma as well as antioch in vacaville right at 60 degrees for your highs today.

say traffic and transit ridership is really not come back from the pandemic. so they got less money coming in that they typically would. today's meeting starts at 9 o'clock this morning. that will be at the administration building there at the golden gate bridge toll plaza. and a longtime san francisco business now is trying something new to curb what it says has been rampant shoplifting frederick sons, hardware and painted callow is now offering a one on one shopping experience. the idea is to separate actual customers from people looking to steal from the store. dan simon explains how it works. >> for a few hours every day, this is what you'll find entering frederick since hardware in paint in cow hollow. the table alerts customers to wait for assistance at the door. a move that's being attributed to quote, rampant shoplifting. it's pretty bad. >> i mean, dollar mounds. pretty significant. and with the tools and now we're getting snatching grabs where they come in and take hold displays. so its getting kind

of dangerous for the employees and the customers store manager sam black says for 2 hours in the morning and 2 hours in the evening and employee will work with an individual customer. >> the table serves as a way to keep potential thieves from moving freely in and out of the store. we just want to make it uncomfortable for the thieves and they go somewhere else. black says over is 24 years of working in frederick sons. the theft is the worst it has ever staff has had to drill down pots and pans to keep shoplifters. some swiping them. they've also had to put in locking systems to keep people from pocketing tools and other household hardware. one customer telling kron 4 off camera that the situation is just yeah, people are unhappy. the regulars they can't believe likely can't believe it. but, you know, there's been really understanding. black says he and his staff had to try something because they had not much success getting help from city leaders or the police. at this point, the one-on-one

shopping experiment has been going on for 3 weeks. black says they'll review the results after a month. he's had to do something in san francisco. dan thorn kron. 4 news >> well, plans to build a sobriety house in san francisco's chinatown. they were shut down. the mayor discussed plans late last week for the historic north beach hotel to be transformed into a sober living facility. margins in chinatown told kron 4 they were not included in the planning, the conversations and the beloved location. it's not appropriate because tourism and nightlife. in a statement, mayor london breed said after meeting with community members, her office decided to pursue an alternative location for that facility. she also posed for this critical new program to be successful. it's important for it to have support from the surrounding community. no word yet on where that new location will be. reparations forward for descendants of enslaved black americans are now just one step closer to becoming a reality right here

in california. well, this month, members of the california black legislative caucus formally introduce 14 bills on the matter. the reparations package includes a formal apology from the state bills trying to limit solidarity, confinement in prisons and another to require grocery stores. providers to notice. before closing in underserved communities not included in this year's reparations proposal, direct cash payments critics say would simply be just too costly for the state to do on the other side. some say the latest reparations package. it doesn't go far enough, but they are committed to direct payments for future years. >> we were free state in name only but again, the first governor state of california on slaves. you know, if you are brought here the slave, you were treated us like we had a fugitive slave law. so you ran away from alabama and came to california. they take you back. many people say california didn't have a role. california did have a role in slavery. >> the bill now against months long legislative process before it could possibly

become law. >> well, in national news, the biden administration now canceling an additional 1.2 billion dollars worth of student loan debt. we have our washington correspondent reshad hudson with the very latest on the impacts. this relief is expected to impact thousands of student loan borrowers and president biden is sending out e-mails just to let people know who to thank for it. >> president biden says he is making good on a campaign promise taking aim at student loan debt while a college degree is still a ticket to a better life that take it is too expensive. >> on wednesday, president biden announced 153,000 people will have their entire remaining loan balance forgiven those borrowed $12,000 or less and have been repaying the loans for at least a decade. this plans most generous replanting program ever. and today we're doing it even faster quicker than ever before the president made the announcement at a library in culver city,

>> but that's why i reintroduced the bill and and keeping up the effort to secure funding for housing not to take away from other national needs, but this has to be on equal footing. as our throughout the country and throughout the world. >> well, the sun is estimated california has more than 161,000 unhoused individuals making of roughly 28% of the nation's homeless population. >> well, a new bill would require k through 12 schools statewide have at least one armed school resource officer on campus. whenever students are present, the bill was introduced tuesday. its supporters argue that good people with guns who are ready to act will help prevent school shootings. on the other side of the argument, we have the american civil liberties union which says police presence on school campuses really doesn't keep students any safer than they are right now. it just exposes students to violence. the aclu says

creek. >> well, not the entire bay looks like this little patches of fog here. yeah, that probably the best part of the right. just patchy at best morning. i would say less fog even yesterday, but where you're seeing the fog, it's certainly still an issue, not foggy at sfo, at least if you have any flights out there. our major airports, a good except for charles and schultz up in sonoma county. a little fog done up there. so watch that one. you're look outside at where we're at at mount tam this morning. we do have a lot of that low gray hanging out in this view. but we are seeing it's kind of a 50, 50 split livermore nevado santa rosa, some of our spots where you are seeing some of that low gray and in some cases low visibility, we do have a dense fog advisory for sonoma marin, napa solano counties, and then a lot of fog out into the central valley to so watch for that skies. otherwise are going to clear out really nicely today. and we're going to happen to good dose of sunshine and eventually some upper 50's to low 60's. right now it's 40's to 50's. just don't forget the jacket for your morning hours. at least

take a look. this is video that we have of the president arriving at sfo yesterday. this was in the afternoon time and he was greeted by mayor london breed, along with representative nancy pelosi know at that time they did take a private helicopter over to the marina green area so they can go ahead and attend a campaign event in the city. but just down the road in san francisco's pac heights neighborhood, dozens of pro-palestinian demonstrators actually where they're demanding that the president and his administration and military aid to israel and called for permanent cease-fire in gaza. take a listen to what one had to say. >> we're here as a statement to say that we don't joe biden and his politics in our city we believe joe biden is engaging in a genocidal war on the palestinians. we think that people are dying. children are dying. mothers are dying. we we have an issue with 3 billion dollars a year going to the israeli apartheid

considering making changes to the rules for public comment at city council meetings. and this all comes after an incident tuesday night after meeting when a man you see him there in the video spewed anti-semitic comments all while wearing a shirt that had a swastika and read white power. he said he was upset with the city council's decision to end public comments over zoom and used a slur directed at one of the council members, a jewish council member kevin wilk. >> he got a chance to. have his 2 minutes of hate speech. it doesn't mean that we have to sit there silently and take it and then move on to our next topic. if we want to respond, if we want to review could, that's what i did. >> well, cities are allowed to have restrictions when it comes to their meetings. they just have to be specific made in advance and applied equally to all people in topics as it stands right now. walnut creek does allow anyone to minutes to speak on any item during the public comment portion. >> well, a contra costa county sheriff deputy. they've actually reached a plea

agreement after facing several felony charges as part of that agreement. prosecutors say matthew buckley pleaded no contest to 3 felonies, including having an illegal assault weapon filing a false police report and preparing false evidence. he's agreed to serve 3 years and 8 months in prison. that sentence can be served under supervised release if he completes a drug rehab program. developing news, chp is investigating the death of an house man white by the side of the freeway in san francisco over the weekend, california highway patrol found an house man dead in a tent just off a highway 80 and the 7th street on-ramp chp says there is no obvious signs of foul play. well, the cyclists community on the peninsula and the south bay, they continue to mourn the loss of a woman who was hit and killed by multiple cars in palo alto. this all happened monday night run at the intersection of embarcadero and well, roads. investigators say she was knocked into the intersection where 2 additional cars in her, those 2 cars stop. police are now

looking for those drivers say the initial drivers, a teen boy who is cooperating with investigators. bicyclists instructor in silicon valley tim week speaking out about bicycle and driver safety. not a chance to visit that intersection where the woman was hit and he offered some tips for drivers. drive slowly. you don't have to get the really fast. make sure you're very observant and watch out for everything in front of you. some things right in front of you don't overhead. >> if you do get a crash stopped. deal with it and help someone that could be very badly injured. >> morial run is being organized by multiple organizations and should happen in the next couple of weeks. both to pay tribute to the 2 cyclists killed in the last week. but also they're trying to create awareness about bike and driver safety. >> there you hear the hundreds

of educators that held a demonstration yesterday afternoon across the east bay and nearly dozen locations. we saw sites like this. those teachers are demanding better pay. they want class sizes. they also want better recruiting and retention of teachers. it was the first time the east bay coalition of teachers is held a coordinated demonstration like this. >> we want the school's funds to prioritize what's happening in the classrooms with our students each day and every year because what we're seeing happen is that management is saving all of this money into reserves. so we're ending the school year with an excess of money that's been spent on this year students. so we want that money to be invested now into the current year and the current kids. >> educators from dublin, antioch, martinez and pittsburgh. all took part in these rallies. >> nurses in santa clara county are demanding better working conditions. they held a rally right outside of valley medical center in san

jose yesterday. the union for the more than 3700 nurses has been negotiating a new contract with county health since october when at last contract expired. the union says they're concerned about a number of issues like short staffing safety, also the of competitive pay and benefits they say so far, negotiations have not gone well. >> we've actually been negotiating since august. so this process really hasn't been called a normal negotiations, been no real back and forth. >> it's more or less. the county dictating to us what they want us to accept and our members are >> well, in a statement to kron, 4 santa clara county health says the county will work towards a fair and competitive contract that would allow us to maintain essential health care services for our community. so far, there's no scheduled date for the 2 sides to return to the bargaining table. >> what we've got crews in denver now inspecting a plane's wing after it made an

>> well, in the east bay, a portion of highway 4 in alameda county is going to remain closed, at least until tomorrow after a pretty heavy rain caused a part of the really to collapse this week. so this is affecting now's canyon road right between tunnel in fremont. crews have been hard at work trying to make repairs this week. caltrans plans to re-evaluate the damage friday morning. and just to go from there now, the main detours are going to be southbound 6.80, and west bound 5.80, to the north. let's head of south acres. highway 9 to saratoga is expected to stay closed for at least a couple more weeks. mudslide brought down a tree and shut down the highway between sanborn road and redwood gulch crews say this is actually the same area that had a mud slide just a few weeks ago. caltrans estimates the highway will remain open march 8th.

>> well, let's head up to the mountains. the sierra showing some impressive snow totals recently. in fact, according to the california department of water resources, the statewide snowpack is right there at about 86% of normal. we have a graphic here that shows you the northern sierra is that 100% central sierra 84 southern sierra 79. so we're seeing improvements. that's the good but experts say that, yes, although we're seeing some pretty decent snow, do live in a state that does get plagued with drought so we can't be too complacent. >> even though we have additional stored in our we want to carry that forward. so we want average snowpack here this year and we want to ensure that we're still conserving our water as well to ensure that we can carry that benefit forward as far into the future as possible. >> last year, snow total was the second largest on record at 754 inches. john mentioned earlier. he's not sure we're going to quite that high again
