>> i'm noelle bellow and i'm grant lotus in just 90 minutes from now, the oakland police commission will host a forum where for police chief candidates chosen by the commission will field questions from the community. however, the mayor says this is not creating an environment to get the best candidates and she hopes the change. >> to change the process before the end of the year. kron four's dan kerman reports. hours before these 4 police chief candidates face public questions at a police commission sponsored community forum. >> mayor sheng thao made one thing clear. >> these 4 candidates, they're not the finalists. actually, they're going through this forum where they publicly announced all of the names, the potentials and then i don't know out of the 4. i don't get a say. >> at some point after thursday's forum, the police commission will give the mayor a list of at least 3 finalists. >> and then from that 3 list, i can then did michael interviews. i can didn't do my

one on ones and pick from those 3 and the from that list or the mayor can reject those candidates. and as the police commission for yet another list of finalists. >> how says that's the way the process works? according to the oakland city charter. but she hopes that will change. this is a process that i do not agree with. it was voted on by the voters many years ago. but with any new systems put in place. >> you know, you have to have lessons learned. you have to be able to go back you know, make fixes. that actually doesn't actually work in practice. and this is one of those. and so i'm hopeful and look forward to amending the charter in regards to how we in the november ballot. tell also remains critical. the police commission has chosen to put applicants before community forum saying it doesn't foster an environment were the best of the best apply for the job. there have been 2 potential and strong candidates who actually applied pulled out because of this candidate houses under

the current process. she also has no access to the full list of applicants, but he's heard members of the oakland police force have applied for the job, but they have yet to make the police commission's short list. dan kerman kron, 4 news. the man accused of killing 7 people in half moon bay last year pled not guilty this morning. 66 year-old chunli zhao. >> appeared in a san mateo county courtroom today after failing to appear in previous hearings. jal has charged with 7 counts of first-degree murder. and one count of attempted murder for allegedly shooting and killing 7 people and wounding one other at it at 2 mushroom farms in half moon bay early last year. he was arrested the same day and has remained in custody ever since this morning, his attorneys entered a plea on his behalf.

>> following thursday's arraignment is showers. defense attorneys requested additional time to review a grand jury indictment that has been requested in an effort to speed up the trial. the da's office said they're hoping a trial will happen this year, but admitted it could be delayed until 2025. in the meantime, at schenley shower remains in custody without bail. he is scheduled to return to court on april 19th. people in the sierra have been preparing and stocking up as a blizzard warning is now in effect for areas above 2000 feet. >> from now until sunday, things like food and gas are hot. commodities travel is not advised in some resorts have shut down ahead of the storm preemptively because conditions will be dangerous. but once the snow stops, the conditions on the mountains will be otherworldly for experienced skiers and boarders and kron four's. gayle ong spoke with an oakland resident who is up there now. gale waiting for it to stop right?

>> yeah, you know, they plan to head. they check the forecast so they got to their destination safe. travel is highly discouraged out there. we're already seeing problems on the roads heading out to the sea air. there are spinouts a big rig overturned prompting a closure on i-80 heading to truckee. but this bay area resident, you know, she has done this before. so she really knows the drill and she is prepared and is hoping she gets to have some good snow on the slopes. >> we saw that the storm is coming in. we didn't want to miss the snow. catena and car left her oakland home wednesday night for the sierra and we just like to get ahead of the snow. so i think if people are thinking that coming up they and they should. you wait until the this storm has passed. and then if you can get a couple days off at the beginning of next week coming up. but traveling in this is not the best of ideas. we want everybody to be safe. the national weather service issued a blizzard warning until sunday night warning about extremely dangerous to impossible. mountain travel.

warning and blizzard warning they're slated to expire sunday. but it's always a good idea to check the roads with caltrans and also give time for the ski resorts to dig out. is this one of those storms where, you know, people are excited about the snow, but it takes time to clean up lifts get them out and safe. >> i guess the hope is by sunday the resorts will be able to have people on the slopes again, right? yeah, it is the hope that's what she is hoping for. and other than that she has to. she is like you have time off from work. she planned to head that type of season. but you know, still that route, she even her, she doesn't recommend people to travel out there. she said, oh, if you're if you may have heard in the story, she's like if you're leaving today, not a good idea. so road closures have that emergency kit handy because you just never definitely. i know lawrence has obviously been tracking. >> all of this snow that's been falling falling. lawrence, what's going on? yeah, very, very dangerous. traveling conditions over the next few days. in fact, if you don't know what you're doing, it could become deadly. you've got to be very, very careful up there. there's just a ton of snow that is going to begin

to fall. you can see a live look at the incline village in lake tahoe right now. some rain at the lake right now. you can see the waters get whipped up by the winds there. and that's going to be a factor. you can geh some very strong winds and some blizzard conditions are probably some whiteout conditions. as you head across the high country, you looking toward the sierra nevada. so that's where we're expecting to see the snow has already begun up there across the mountain tops. you see the snow now moving in, still running between about 5 6,000 feet. but that is going to rapidly lower overnight tonight and tomorrow, some cold air begins to move in now the gulf of alaska. so major winter storm now settling into the sierra nevada. this could be the biggest winter storm of the season. dangerous conditions up there. if you don't have to travel, just don't do that. snow be there by next week. if you want to go up there and enjoy snow level, dropping down about 2 2000, about 4,000 feet. and the forecast for snow amounts are rising. we're looking at maybe as much as 6 feet of snow possibly at lake level 10, maybe 12 feet across the high country. of course,

you're talking about some whiteout conditions and blizzard conditions into sunday morning. thank you, lorh. san francisco leaders have released new numbers about drug use in the city. the report says of 718 people. >> cited for drug use only about half said they live in san francisco. 141 of those arrested are also receiving city-funded cash assistance to be eligible. individuals must beat san francisco residents last year. local law enforcement made more than 2000 arrests for drug sales or drug use in the tenderloin area alone. seizing more than 260 pounds of fentanyl. more than 350 arrests have been made so far this year. >> bay area, faith leaders gathered to rally against the recall of alameda county district attorney pamela price. today at an event in oakland, this group showed their support for her. they say her approach of holding people accountable for the crimes they commit. it's something they support. the da

was in attendance today. that group says she should be allowed to finish out her term. >> we believe that prices giving hope. and the thought i put in for hope, it's just helping other people even if they got in trouble, then united would come with a price that she is someone who stands for peace, stand for justice and want to right by our community. >> meantime, the organization behind the effort to oust price as they already have enough signatures needed to put the recall on the ballot if those signatures are verified, a recall election could take place next june. >> and today's a key deadline for the company behind a proposed eco-friendly city in solano county. today's the last day for the solano county counsel's office to give california forever the ballot title. the company needs to start collecting signatures for its ballot initiative. the company's trying to get the proposal on the november

going to be a strong as the previous storms. experience this season. but still you can talk about some 40 some 50 mile an hour gust coming right across that bridge, the golden gate bridge, especially by tomorrow in the afternoon. >> that's a loser. winds are really going to be a whipping out there. see the rain coming down outside. it's been a difficult commute around the bay area's that rain has made things very slick outside. more on the way. one of the storm system finally just moving in. we've enjoyed some nice spring weather, but that is long gone now. now that cold air is coming ucla speckle clouds. what you see when you get some really cold air coming off the gulf of alaska see this cold weather cumulus clouds developing out there. and those going to be rolling in. so it's just good to be wave after wave of rainfall coming through the bay area, right in the probably sunday. then we've got another storm system schedule as we get into next week to so to right now, showers moving through the main cold front now moving right across the peninsula. you see right there, see the yellows and some of the orange stretching across the bay near fremont. just about make your way in your neighborhood and the east bay. this is a cold front behind that. we've got all that cold air that is now dropping down to the bay area.

street emeryville reporting a permanent closure. >> set to come the mid april april 16th. the reason for the shutdown is not totally clear, but the san francisco business times reports all staff lose their jobs. chevy's will continue to run restaurants in union city and south san francisco there in san francisco. after more than 40 years in business, another local restaurant shutting its stores, liza delhi, a spot known for serving a variety of foods like >> breakfast, chinese, food, sandwiches and sushi has closed all remaining locations in the city. the restaurant chain once had 10 locations, but after covid-19 challenges it transition to a catering service, san francisco business times confirming the shutdown with the deli's owner. kron 4 did reach out but they declined to comment. also in san francisco, the crunch gym located in the soma neighborhood and seeing its closure this morning. this is the notice on their website
