suv and hayward. we have a live report on the investigation. plus, a major bust out of alameda county where they have recovered $75,000 worth of stolen property >> station. he's calling for news 2. >> thank you for joining us here on kron. 4 to i'm just involvement in this afternoon. recovering at comes from super tuesday. democratic congressman adam schiff and republican steve garvey will face off in november after finishing as the top 2 vote getters in the u.s. senate primary. former san jose mayor sam liccardo currently leading the race to replace the retiring congresswoman. and as you plus, only statewide proposition prop one which would overhaul the state's mental health care system is in a very tight race with 50% of the vote counted. the tally is split right down the middle. also, president joe biden and former president donald trump will move on to the general election in

november. we'll dive deeper into each of these headlines throughout the hour here this afternoon. but first, begin with prop f that's the san francisco measure that would require those receiving city public assistance benefits to participate in treatment for drug dependence. thus a by voters. and today, those who were in opposition of this measure are sharing their concerns. kron four's. tiffany justice joins us now live after speaking with the coalition on homelessness. thanks for joining us, right. justine executive director jennifer freking buck says she's not surprised that the measure passed because voters want to do something about this issue. >> but she also says measure af is a step back. >> you know, these are major steps backwards. proposition f passing tuesday's primary with 63% of the vote, the measure will require those receiving public assistance benefits to go through drug screenings if they are believed to be using illegal drugs. that's a move. jennifer freeing buck with the coalition on homelessness says will create even bigger problem. it's really because

we're in the middle of an unprecedented overdose epidemic, which is sad. we have 813 people dying last year from an overdose freedom but believes this is going to be another roadblock for those in need of welfare services. she also believes voters were misinformed. right now we have hundreds of people every month to get cut off of welfare are ready because it's such a complicated, unnamed iraq or c. >> just for missing appointments. and this is just going make a more convoluted bureaucracy prop at was placed on the ballot by san francisco mayor london breed on wednesday. mayor breed said that the measure >> is going to be an important new tool to get people into treatment and to create more accountability. when refusing help, it's a measure she says had support from those in the community free. ken buck disagrees. the workers are very unhappy with this measure. >> they were not consulted, nor were addiction specialist or anyone else. actually, the right now that i want to >> came about because the people in the recovery

pass proposition e that measure limits the amount of time an officer may spend on administrative tasks. >> and allows the use of drones along with or instead of car pursuits. property also allows for the use of body camera video to satisfy reporting requirements and allows the installation of surveillance and facial recognition cameras without the approval from the police commission or the board of supervisors. mayor breed commenting on this measure being passed by writing this. i'm grateful to the voters for their pap passage of prop ee which will allow us to build on the progress we are delivering on public safety in san francisco by supporting the work of our police officers expanding our use of technology and getting our officers out from behind their desks and onto our streets. we'll continue in our mission to make san francisco a safer city. the san francisco department of elections reporting their results for the other propositions that have passed will provide affordable housing for working parents and families props see

will remove tax barriers to converting office spaces into housing property provides more consistent rules across city departments including ethics training and prop. she would bring back algebra for 8th graders. the last update from the department of elections is showing nearly 105,000 votes have yet to be counted. that's about 110,000 that skews me 110,000 that still need to be counted. and former president donald trump and joe biden scored multiple victories in the republican and democratic primaries on super tuesday. setting them up for a rematch in november. this primary election map showing the states that trump won. and following that bruising super tuesday defeat. nikki haley has decided to step up out of the race for president. donald trump won all but one state that was vermont. our dc's raquel martin reports now on what this means moving forward towards november. >> last night's primary result

essentially boils this down to a race between 2 frontrunners and teed up a 2020 rematch between president joe biden and former president donald trump. >> the time has now come to suspend my campaign. former south carolina governor nikki haley is bowing out of the 2024 presidential race after losing all. but one of the super tuesday primaries to donald trump. in all likelihood donald trump will be the republican nominee when our party convention meets in july. in a post on truth. social donald trump bragged about his super tuesday victories. but democrats say tuesday's results should be a warning sign for republicans. joe biden get much better in the primary as percentage against his opponents. >> and donald trump did against his opponent. haley stopped short of endorsing the former president wednesday. he says trump must now convince moderate republicans to vote for him in november. and i hope he does in associated press survey shows as many as 76% of haley supporters in

early primary states like new hampshire and south carolina say they would not vote for trump come november. but on capitol hill, republicans are uniting behind trump. what will be a rematch. and we like that rematch. even the holdout, most notably senate republican leader mitch mcconnell, who's got a rocky relationship with trump, announced his endorsement. and i said >> would support the nominee for president. even if it for us. >> president biden is now trying to woo some of haley supporters. in a statement today, he praised the former governor's campaign. instead, there is room for her supporters in his campaign. but now washington, raquel martin, back to you. >> quite a sight in the east bay hail pounding san ramon this afternoon. look at it. come down there. meteorologist

kyla grogan in the weather center with more now. we've got active out there real quick yesterday. we've got some dangerous weather and make sure everyone aware of. and you can see just how eerie the skies look right now as we take a live look in san jose, a place that got a lot of rain this morning. now want to take you to where the action is right now. same remember, you're just looking is on the east bay where we've got some of this going on. but this is in and around san mateo. and you can see that we do have a flood advisory. notice how those celtic orange that pops up there. weather service is seeing are indicated by radar rain falling anywhere from, you know, 3 tenths to a half an inch quickly. and that is causing problems. so if you are in burlingame here in san mateo, do be careful of this. if you're on these highways that highly recommend staying off the road, if you can, not just here on the peninsula. but as i mentioned over in the east bay as well, we've had some of the cells start to pop up. so to zoom in here and show you where this is the first one i want to talk about is right here just to the east of and this is going to 4.15, and again, you can see why those showers have just come down so quickly. and you can

see words just got into that orange rate there in pleasanton, right long, 5.80. so this is dangerous. this is the kind of thing where you might have to just pull over if you are stuck in this. so that's why advise if you can avoid getting out on the roads for the next few hours. this system is going to track to the south. and once that happens, we'll get some clearing as we get into tonight. but right now we're kind of stuck with the remnants of this low pressure as it makes its move. it is bringing very heavy rain to central and southern california. they're having some flooding issues in central california as well. its all of this going around this low pressure system. so until this clears out, this is what we're going to be dealing with and it could pop up quickly. so again, if you can avoid getting on the roads, i highly recommend because this is going to continue for the next couple of hours. we are going to get some relief, though, as we get into this evening. big change. our weather pattern will talk about that when come back. thank you so much. in the east bay, a police officer was injured in hayward, a pursuit lead to a crash. and now we go to kron 4 s charles clifford

live from hayward with the details. thanks for joining us. >> well, good afternoon. the hayward police department has wrapped up their investigation here along with avenue, but they spent hours this morning gathering evidence talking to witnesses after one of their officers was injured during a pursuit of multiple suspects. according to hayward police around 5.30, wednesday morning, an officer responded here to the 2500 block of west when avenue on reports of a burglary possibly at an illegal marijuana grow operation. >> according to police, when the officer arrived on scene, he saw multiple suspects fleeing the area. the officer pursued but lost control of his car and crashed into a ditch a few blocks away along cabot boulevard. he suffered minor injuries. a fire hydrant was also damaged in the crash. the suspects got away following the pursuit. hayward police obtained a warrant and searched the building along wit and where this all began. they also interviewed neighbors in the area and collected evidence so far, investigators have not identified any suspects or released a vehicle description. they've also not

said if anything was stolen during the alleged burglary. all right, back live. now, that is the very latest here in hayward, charles clifford kron, 4 charles, thank you. >> the alameda county district attorney's office has filed charges against the juvenile from a january shooting that killed a store clerk. officers say majid zaidi was working his shift at orlando's market on linden street when a group robbed the store and attacked him. he then drove himself to the hospital after he was shot but did not survive. he leaves behind 4 children. the suspect's name has not been released because that person is a minor. police are looking for man accused of exposing himself to people outside of shopper in antioch and brentwood. the most recent case reported last month, according to brett with police, they say the suspect typically wears a mask like in these photos here and has a cross kind of like that has a tattoo on his right arm and a script on the back of his left

arm. police want to remind the community to stay alert and provide any details they can about this man. coming up here at the final seal of approval on a new rent control ordinance that's getting the green light, the bay area city that's making these changes. >> and california attorney general rob bonta urging to better protect its users, will hear his proposal to stop scammers. plus, a targeted retail theft operation leads to the recovery of $75,000 worth of merchandise. we'll see what was found and where was taken from.

>> a shoplifting investigation and alameda leads police to an extensive fencing operation resulting in the recovery of more than $85,000 in stolen merchandise and cash kron. 4 central reports as of now, one arrest has been made >> piles of clothes and stolen merchandise blanket a room at the alameda police department has officers sift through and categorize the recovered inventory. it was a very intricate operation. alameda police chief michel joshi says the california highway patrol organized retail crime task force teamed with his investigators to track down 8 truckloads of stolen stuff and several stolen vehicles after serving a search warrant at a residence in oakland last week, which chief joe she says was used to run a large scale fencing operation. it was run almost like a regular store would be around some of the merchandise was still tagged and on hangers ready for resale. chief joe. she says investigators zeroed in on the

home after items from a shoplifting case from old navy in alameda is south shore shopping center last month were tracked to the residence in question. we realize that. >> that's from other retailers from other cities were showing up at this location. investigators recouped $75,000 in stolen stuff and more than $10,000 in stolen cash. >> one person has been arrested. and chief joe, she expects more to come. he says targeting not just the thieves, but also those reselling stolen items is part of a broader strategy to curb retail crimes. random efforts get your random results. and so it's important for us to >> demonstrate to our community that we're focused on what's driving crime and alameda, while we don't have a lot of violent crime, is a driver crime here and when we drill down on what type of theft shoplifting is a significant driver. crime in alameda police department is still preparing its case for the alameda county district

attorney's office. >> philippe djegal all kron. 4 news. >> in the south bay, san jose police arresting 2 men connected to 2 separate homicides. the most recent happening just last week. officers say they found a man shot inside of a car in moore park avenue near castle would drive the victim died and police arrested denzel brown in connection to the shooting and are still looking for the man pictured here. also believe is connected. now in a separate case, police arrested juan perez for shooting 3 people at a suspected vigil on story road. this was february 18th, 2 women and a man were shot according to police and the man died. perez now is in custody at the santa clara mae jail for homicide. former walgreens pharmacist is now facing murder charges after selling illegal drugs to a woman in morgan hill. and that caused her to overdose. 26 year-old noel work died in her home last month when she was poisoned by a mix of cocaine,

amphetamine and fenton. all that's according to investigators. after doing a search officers found a small plastic bag with a walgreens logo on it. and then they went through her cell phone. and found messages on instagram where they saw a drug deal that was set up with benjamin williams, a former pharmacist in the messages. williams admits that he added something extra into the cocaine that he sold work. detectives determined that the victim had no idea she was about to use fentanyl. when williams holmes was search, officers found more walgreens bags of drugs. williams is now set for his first court appearance next week. happening tonight, san francisco city leaders will gather at the city's richmond recreation center to discuss the mayor's up zoning plan that would bring high-rise buildings to the city's richmond district. san francisco supervisor aaron peskin connie chan will join the san francisco planning commissioner dennis richards at this meeting. they're set to discuss how high rise buildings would impact the richmond district. tonight's meeting starts at 6.30. we're

taking a live look outside right now across the golden gate bridge. lots of clouds out there today. cows following some flood warnings or watches. what was will tighten a little bit advisory, which means that the rain is coming down quickly. the cells are popping up very fast. it gets pretty dangerous because if you are >> kind of the wrong place, right? if you're on the road driving and you get caught one of these cells, it's very unpleasant. this is a live look from mount tam. you can see all the cloudy skies out there. let's zoom in and show you where some of this action to take you first over towards the east bay. this area's been expanding. as you can see, the cells are just popping up there in and around san ramon and dublin. and so, you know, if you're in this area, i would not get out on the road if you can avoid it because this is going to take time for this to work out. and in the meantime, you could cause a real ponding on roadways and make it very unpleasant for you to even be able to see if you're stuck in this heavy of a downpour that does go between about 4.35, o'clock that we should see things start to settle down. now we'll go over to the peninsula in and around san mateo. and this one also has just popped

up along 2.80. so we're i don't want to be is in a car right there trying to see the road ahead of me when these downpours are coming down. that's what saying. if you know anyone is about to head out, let them know that they want to give it an hour or 2 and then this will start to settle down. this is part of this huge low pressure system sitting off the coast, delivering a lot of rain to southern california and some snow to some of the southern california mountains right now. also causing flooding issues in parts of central california. northern salinas was under a flood warning a little bit earlier. now there is a rescue on the way it's called high pressure is going to be heading our way as we get into tomorrow. so today, this low pressure still hanging out, but it's finally going to track and and head out. and once it does that high pressure builds, then it's a whole new world. what we get into later tonight and then tomorrow and friday are actually looking really as far as rain totals are concerned, you can see where the bigger numbers are clearly down in southern california. we don't have a lot to pick up. but what we've got is a little bit rambunctious before it gets out of here. hughes future

money. the concord city council gave its final seal of approval on a new rent control ordinance. the council voted. >> 4 to one last night. this ordinance increases just cause eviction protections for tenants and establishes a rent stabilization program. this means that rent increases are now capped at 3% per year. that just cost protection does

not apply when a tenant is at fault like not paying their rent. kron 4 spoke with tenants and landlords at the meeting last night. >> family and children are suffering with the rent control of the rent, rent increases every year. and it's a it's a really bright. and so whates going to happen is that we're going to be in living on the street. so this isn't really just about. >> you know, rental rights. it's about property owner rights. and that's what strikes at my core. according to the ordinance, will go into effect in 30 days. the university of california announcing today a boost in student enrollment after years of decline due to the pandemic. >> according to the university system, application numbers increased by 1.5%. college officials say the growth can be attributed to more transfer students. california residents and students from historically underrepresented groups in higher education. you only have a few more days in order to order those free at-home

>> we continue our coverage of the super tuesday results right now as residents are bracing for the upcoming november election where representative adam schiff and steve garvey will go head-to-head for the late senator dianne feinstein's seat and kron 4 political analysts in sonoma state political science professor david mcewan joining us now via zoom. we like when you're here in person yesterday, but we'll take soon. that's fine. that's fine. all right. let's start with this schiff, first garvey. and here is how my friends and i were talking about it. so now. ship doesn't have to run against any democrats. he can. it a landslide victory just like the da had when he was running for the open senate seat. is this exactly what the shift campaign wanted the entire time to have to run against garvey and not of katie porter or barbara lee. >> sure, there's certainly enough money buoy a plus, steve garvey. so they got

exactly what they wanted. there's a couple of wrinkles to this. you saw last night that there were disgruntled protesters at adam schiff shiny moment. that is speech. that's because there's a portion of progressives that are upset about gaza and what's happening there. that's an important element. you don't want those voters on the sidelines in such an important election as we're likely to see in november nationwide in terms of the most important election since 18, 60, in addition to that, steve garvey is going to have to show that he can fundraise. that's an important element. we know adam schiff can fundraise. he'll do that as a long a long running touchdown, democrat, td democrat. you're going to have a republicans potentially come out to vote, not just that the tap into the ticket in terms of donald trump but for a recall against governor newsom. all of that let lends itself to you probably get a poll week out 2 weeks out from november election. it's us all. look, steve garvey is

closing. he's within 5, 6, 8, point. something like he still unlikely to be successful because one out of 2 registered voters in california just about as as a democrat. plus, you have independent voters. so this is the matchup they wanted. and it is clearly one that advantages adam schiff and down down ballot as well. but steve garvey is going to give it a good go. should be an interesting watch, especially if you can raise any money. >> we have a lot of time between now and november. let's talk about prop one. this is a measure that is going to be about 6 billion dollars in tax money to help build mental health treatment facilities. they say it supposed to help the homeless. it's sort of denies them anyway. it's split down the middle. this proposition. it has about 50% support. yes, 50% are still against it. are you surprised? it's so close? and wendy, think which direction you think it's going to go? >> looks like it's going eke out. it's going to just barely

passed anything less than 52%. yes. vote with no opposition. that's basically even though its passage. it's basically a loss. so that's hugely important as a little bit of a push back against governor newsom because obviously he owns this issue. we cs scared of cash. i care not cash in san francisco's mayor, but look at this way. those garvey voters came out at the behest of all that spending by adam schiff and impacts associated with them to vote for donald trump to vote for steve garvey. and at the same time vote against those bond measure. bowie it up. that is an important element and we know the ballot measures to stern stir up turnout typically around 3 to 5% of more voters in a primary and a low voter primary like this, it's probably only 2 or 3%, but in a general election like november, voter turnout has pushed by ballot measures, is going to pump up 5 to 8 points that overall probably helps democrats again, hoping probably adam schiff in the fall. >> all right. now onto the rematch, donald trump versus

joe biden and nikki haley has now about out. she did not endorse donald trump. she said that her voters need to be sort of wood. and president biden said, you know why you guys can come over here. if you're interested in that. where do you think and nikki haley voters going to go come november? >> well, i think voter of in november is going to be part of that contingent of about 25 to 30% of republicans who won't vote for donald trump under just about any circumstances that this is a group that has showed some resistance. it does vary a bit by state and both location in terms of where they're living like an emergence of herbs or i attached to urban areas. in addition, you have to pay attention that there's a group of biden voters that are thrilled about him but will also not vote donald trump. so there's this group that's in the middle. that's a little bit squishy for each side and will be a turnout factor. it also places a lot of emphasis for tomorrow night's state of the union. yes. talk to me about the state of the union. what are you looking for?

>> during beach tomorrow. >> yeah, i mean, does joe biden to what degree as he lay out the argument for reelection, how combative he's the about republicans, he's not able to control the environment as because of what's going on. and we've had a loss of decorum around state of the union speeches because we have any for foibles or flubs. i mean, joe biden is famous for those. and to what degree does talk about things that are somewhat difficult like the gaza situation, particularly younger voters who don't appear to have showed up in any substantial numbers during the primary, but are hugely important november election, a voter demographic of about 18 to 35. >> yeah, they're going to be really watching him to see, you know how he handles just like the actual presentation, just as much as what he's going to be the substance of what he's going to talking about. so will airing that tomorrow and we can talk about it on friday. thank you very thanks, david. another disturbing incident unfolding

at a walnut creek city council meeting council members and community members here in 2 minutes of an anti-semitic speech during public comments last night. so this man here who did not identify himself, took to the podium at the start of public comments and he just spewed off hateful comments. they were aimed at members of the jewish community, including at a jewish council member kevin welk. and this is following a similar incident just 2 weeks ago and that time this man here who identified himself as scotty also just say really means to for wearing a shirt that had the words white power on it. he slams city leaders for ending the virtual public comments and they did so because anti-semitic comments were coming in virtually. so here's what the city council in walnut creek has put out. as far as a statement. they called it horrific, adding that the person who spoke us not a member of the community and the statement reads in part here, walnut creek is an inclusive community, that values and promotes the diversity of our residents, including the ability to observe their chosen realizan religion. they go on to say

while we will always respect the public's right to free speech, we will also condemn hate speed speech. excuse me, condemn hate speech. every opportunity and did so last night. from there we go to what's going on in the middle east, as egypt says, there has been no breakthrough in the israel-hamas negotiations. hamas today saying it will, quote, continue negotiations. but the 2 sides remain very far apart with hamas officials reiterating that they will not exchange any prisoners until there is a cease-fire. the u.s. qatar and egypt have been working for weeks to reach an agreement where hamas would release up to 40 hostages in exchange for a six-week ceasefire. the release of some palestinians being held in israeli jails and more humanitarian aid. >> hamas right now. >> the clock is ticking to get a deal on the books before sunday. that's the start of the muslim holy month of ramadan. much of gaza is in

ruins and the humanitarian situation is out of control. president biden says more aid is needed into the palestinian enclave, groups say they're having difficulty delivering supplies because of the ongoing fighting and challenges that have come with coordinating in recent days. the u.s. has air-dropped aid into gaza and the pentagon says it is currently considering delivering aid via a maritime corridor. back now to the bay and taking a live look outside here across the bay bridge. >> it's calm out there wind wise, but where this rain that's coming down in parts of the east bay right now is pretty significant. kyla. yeah, peninsula east bay, south bay and it is dangerous and it is coming down very quickly. so the cloudy skies you see in san francisco are a little bit of a deceiving view, right? because what's going on as we do that or you see all the yellow boxes, those are flood advisories and some of them just expanding and going up as we speak. so want to take you down to just south of san jose. >> and you can see here heading from san jose to morgan hill where they are now under flood advisory. you see

how that read pops up there so quickly. i just query this and you can see this is a precipitation rate that is estimated at 2.7, 4 inches per hour. that's how heavy that rain is coming down. this is incredibly dangerous as we go up into the peninsula. douse eddyville palo alto woodside. you are also in this, too. and this does just go until about 5.30, after that. we should start to see big improvements once this starts to pass by. but right now it is getting dangerous in san mateo along 2.80. you just don't want to be on these roads. i know i sound like a broken record, but i got to say it again. if you're about to head out the door, take a don't do it. wait until this passes us by. you don't want to be stuck in a situation. we've got pouring rain. you can't see in front of your car. so here we are in the east bay now, san ramon, dublin hayward, along 5.80, along 6.80. you're also into these flood advisories until about 4.30, in some spots and 5.15, and other. so again, this is going to pass quickly. but at the moment, you want to make sure you're being careful because this is happening right now. this is going to
