the bay area's local news station. you're watching kron. 4 news. >> now at 10 frustrated customers looking to dine in for dinner are being turned away as another food chain closes its dining room in oakland. good evening and thank you for joining us for kron. 4 news at 10. i'm dan thorn taco bell has closed its indoor dining rooms at multiple locations in oakland. and we're told that people can only order their food from the

drive-thru, which has some customers feeling little frustrated kron four's. sara stinson joins us live in studio now with more on what may have sparked this change. sarah. >> we stopped by to bell locations in oakland today, both with signs on the front saying their dining rooms are closed. we haven't been given an exact reason why this has happened. but other fast food chains have taken similar measures because of crime taco bell employees tell us it might be because trouble has been caused inside in the window of taco bell on 35th avenue in oakland. large signs telling customers that the dining room is now closed. the same could be seen at this location on heggen berger. road customers are being forced to order food through the drive-thru. >> even this person who didn't have a car tried to order from the window because they weren't allowed inside. people who go to talk about all the time say they're frustrated by this change people who are on the bus. instead they came. they don't allow walk-ups. >> yes, not cool for people to

not be able to go through. the drive-thru going to the dining room, only have to go through the drive to a taco bell employee telling kron 4 the restaurant has had to do this because people have been causing trouble inside. taco bell is not the first oakland restaurant to close off indoor dining raising canes on edgewater drive also shut down its dining room last year. fried chicken chain said it was because of crime and in and out announced it's closing its oakland location after 18 years of business citing issues of ongoing crime may we've got a whole bunch of this is just just 1000 just because a >> know what it is. but he got to change >> but not all taco bell customers understand this change. one customer telling us they've always felt safe going to the restaurant that added around places, though, you know, the wrong time day. >> but >> we reached out to talk about corporate to ask how many locations have closed dining rooms in oakland and the exact reason for the

closure. but we did not hear back in time for this report. i'm sara stinson reporting back to you. >> all right, sharon, thanks a lot. let's get you a check. your 4 zone forecast now as we take a live look at the bay bridge tonight. traffic moving nice and smooth. we know it looks little clear right now, but it might not stay that way for long gayle ong joining us with a look at the forecast, a gale. >> hello. yes. we have rain in the north bay, but we are dry for now in san francisco. but that should be changing in about probably less in within the hour because if you look at here in san francisco, this live picture here and on the embarcadero, we look dry out there, right? but then if i show you the radar, you see some activity that band of rain started in the north bay. this earlier this evening. and then it's going to be making its way towards san francisco really soon. so up, brace yourselves here because the radar here is already showing some rain just right offshore here. >> so that should be a different picture and it's not over yet because we do have another system that's expected

to drop sometime monday night. so it will be a similar timing as today. so it will be raining monday night into tuesday and then we're going to be drying out really soon. so unsettled weather for the first part of the week as we are on the tail end of winter temperatures out the door. we are in the mid to upper 50's which is pretty mild during this time. we are in as you can see, where let's see 2 to 5 degrees up this time yesterday. there's a bit sea breeze out there in san francisco coming from the south and looking ahead at the start of your workweek. we have the rain tonight and then another rain event coming up monday night. and then we start to see that shift. we dry out starting wednesday and then way to the 7 day i showed it to yesterday. but it looks pretty good. we have sunshine heading our way. back to you. >> all right, gail, thanks a lot. oakland police are investigating after a san francisco man was found shot to death. police say they were alerted to the shooting last night on east 17th street. victim was found on 14th

avenue. the man's identity is being withheld at this time. no arrests have been made. chp is investigating after a man was shot while driving on the bay bridge. this happened last night in the eastbound direction. closing 4 lanes for around 2 hours. a lot of traffic in the area. investigators say the victim's car was hit with multiple bullets. one of those rounds striking him. he was later taken to hospital to be treated. police are still looking for that shooter tonight. san francisco supervisor ahsha south by ian is proposing to revive a program that pays for unhoused people to travel back to their hometown homeward bound program started in 2005, it was initiated by governor newsom when he was the mayor of san francisco. the program provides people with travel and relocation assistance. the goal is to reunite 1000 people with their families each year supervisor south by says in recent recent years, the program has only assisted less than 300 people. >> before it was a program that was pushed. it was

highlighted. it was part of the tool it's been sidelined for the last 4, 5 years under this administration are bringing him back. we're implementing in a very fair and effective way. and i think that way you're going to see more people reunified with their family and you'll see less people on the streets of san francisco in house. >> something's going to be proposing the changes to the program during a rules committee meeting tomorrow in an effort to make it more successful. that is some national news tonight. president biden signing a spending package to avert a park partial government shutdown. now congress is working to prevent another one. the 460 billion dollar bill covers a full year of funding for several departments including veterans affairs, justice, transportation and housing and urban development. congress has until march 22nd to fund the remaining departments. bipartisan agreement is expected to be harder to come by for defense homeland security and health and human services. in the race for the

white house. both the president and the former president are in georgia ahead of the state's primary on tuesday. georgia is a state that will play a pivotal role in deciding their fate in november. once a republican stronghold show, georgia is now so competitive that no one knows which way it will go. >> we always say it, but that's because it's a truism. this election will come down to a few voters in a few states. and one of those states is georgia. and that's why you see both of the candidates spending time there this weekend. >> voting numbers were pretty low for the amount of people that came for that. we saw that in california and in georgia, it was a 65% drop since 2020. now to the holy month of ramadan, which begins tonight, muslims across the world will abstain from food and water from dawn to dusk each day and then gather nightly with their family and friends for meals. many muslims will strictly observe prayers, read the koran and

well, congratulations are in order for the oakland boys, oakland tech, boys, basketball team for winning the state championship last night in sacramento. we're joined tonight by head coach, correia heart and student athlete zay ann meyer plattner the team winning 79. 55 against centennial bakersfield. thank you so much for joining us guys. thank you for having yeah, coach, i want to i want to begin with wound. this was a dominant victory for this team. >> yes, there are guys were well prepared and they play hard and they seize the moment. >> what is it to be able to do this for for the city of oakland? i mean, you know this this is i think the 3rd time

that the team has been in in the title game. but this is the first victory for the school. >> yes, it means a lot our basketball program. oakland tech and the city i'm a opentext 1995. i was actually at the game in 2004 when they lost to westchester. so it's been a long time coming for a sports program and all of young man. and that's put in a lot of work over the years. i'm extremely proud of our young man. >> it's a and you're a part of this team. you're a junior euro forward. how you feeling. >> honestly, it doesn't feel real. this is kind of been the mission from the start. and to, you know, climb the mountain top be on top. it's really special feeling. >> what was the atmosphere like for for you and your team being able to, you know, celebrate this victory was a a big one. i know that you also had to beat oakland hi, which

is a a rival school for you guys did to get to this point and you you said it. you've got to get over the hump, humid to the top of the mountain. how did your team celebrate? >> yes. so this is this has been the mission from the start to be here and to do this. just the work that we put in every you know, in a in a way you could kind of feel deserving. so we we really put in the work and the guys, just they maybe just love that. it was it was truly a special feeling. >> we're going go back to coach coach heart. you said you for this team. you coach this team. like i mentioned, you had that you had to beat oakland high big-time rival in order to get to this point. you make it over the hump. this is going to be a great feeling. >> i'm absolutely we waited 365 days to get back to the north count. final get over

champions winning yesterday. 79 to 55 a dominant victory. congratulations to the both of you. all right. we're going to switch gears a little bit here. go to 4 zone forecast. taking a live look at san francisco tonight from our sutro tower cam which looks like strangely dark out there. i don't know if that's like clouds moving in. if that's the rain start to move in. gayle ong. joining us with a look at the forecast, a gale. >> hello. yeah. we have a rain approaching the san francisco bay here. as you can see, the north bay got the first of it earlier this evening. and now radar is showing rain. jobs is making its way to the city and even the coast here, too. so here's the future cast model. this is an hour from now. 11:00pm. you can see francisco going probably see some moderate rainfall and then it will move into oakland's. it's moving south east and then this is midnight. you can see it's a redwood city will be seeing some moderate downpours as well. but your morning drive will pretty much clear

except for maybe the livermore valley fremont visibility could be low out there during that morning commute. but by noontime, you see sunny skies very similar to what we saw today. so it's going to be a similar day where you have most of your monday and then the rain will return in the evening. as you can see here, starting in the north bay and then will be widespread in the overnight hours. so this will be short-lived, though. we are expecting a lot of rain just close to half an inch from now until tuesday. and then take a look at the weather pattern because we have a strong high pressure system that will be taking over. you can see this ridge here. this is going to be warming it's going to start to feel like spring. and i've been showing you the seven-day and well, we've been showing you the seven-day since last week and it's been looking good. we finally get a break from all that unsettled weather very soon. so tomorrow, daytime highs will be in the 50's low 60's so on the mild side here, close to seasonable averages. and here

is that 7 day. so we'll get through some unsettled weather the first part of the week. and then you can see wednesday, you start to see that major shift. and then we see 70's, maybe even flirting with 80's for the back end of the week. and i know it's saint patrick's day, a lot of people have plans out and about. it's going to be really nice. that's awesome. yeah, it's great to see 70's in the forecast again. you said. >> mere 8 e pass 9, oh, yeah. maybe inland spots can see. 80's will all right down. thank you. welcome. >> now the east bay where police arrest 2 people issue several citations in tow 3 cars and reckless driving crackdown. concord police say in one case a driver was chased and arrested in fairfield after speeding away from a traffic stop. police also broke up a sideshow in pleasant hill where thousands of dollars in damage was done in a private parking lot. police are reminding people that cars can be seized for up to 30 days for reckless driving. and it may also cost you up to 3,000 bucks to get your car back. fire crews in contra costa county responded

to a massive fire in a vacant warehouse. take a look. khan fired sharing this video from antioch earlier today. >> this fire was burning at a warehouse on 4th street. took about a half hour for crews to get under control. it's unclear how it started. >> a bit of an unfortunate update tonight. officials believe a mountain lion that was seen running around the streets of oceanside in southern california has died. the animal was caught on surveillance video. you see there roaming through the parking garage and plaza area of the town on tuesday. officials say a mountain lion was struck and killed by a car late friday night and state wildlife officials think it might be the same lion that was seen prowling around. people who live in the area say they were surprised to see such a large animal in such a populated area. the first crewed mission for boeing's new starliner capsule has been delayed once again. it was scheduled to launch in mid april, but nasa and boeing announced yesterday that the crew will now head to the international space station in

early may. the crew flight test will lift off from florida's cape canaveral space force station sending starliner and nasa astronauts on a 10 day mission. a successful test flight. this weekend could eventually unlock gateway to new hypersonic speed travel, american aerospace company stratolaunch conducted a launch of a talent, a one vehicle for conducting hypersonic research. company. officials say the flight reach supersonic speeds approaching mach 5, which would put it in the range of 3800 miles per hour. it's pretty fast. mission objectives were to obtain a safe air launch release the controlled water landing and functionality tests future talent, aircraft missions will be able to land on runways. coming up here at 10 o'clock, the latest on the war between israel and hamas. when cease-fire negotiations will continue. >> and there's still no winner for the powerball. we'll have more on the next drawing when

>> that >> was natasha base reporting for us tonight. in the meantime, u.s. security forces in haiti are working to keep americans safe. as gang violence escalates in the u.s. embassy in port au prince haitian officials called the situation dire after extending a state of emergency this week, even implementing a temporary curfew in hopes of quelling the growing violence. now the u.s. military is stepping in to evacuate american personnel from the island as the situation escalates. back here at home in the north bay. 2 teens are charged with carrying loaded guns outside of a motel 6 in santa rosa. police say they were patrolling the area on cleveland avenue when they saw a group of teens standing outside of a room. after a search. they found these weapons. the teens were charged with carrying a loaded gun in a public place and carrying a concealed weapon.

all right. let's get you a check. your 4 zone forecast tonight taking a live look at the golden gate bridge. looks like maybe a little bit of moisture out there on the gayle ong joining us with a check of the forecast to go. >> yeah, that rain is starting to make its way from the across the bay area. so that is what we've been expecting. and now we're starting to see that happen. here's satellite and radar. you see that loop started in the north bay. and then as zoom on in the show you where exactly that rain is, you can see san francisco. it's starting to move there. but the happy parts right now remains in parts of the north bay over at fairfax nevado. and you can see it's approaching richmond and san francisco in south san francisco. so here's the future cast model hour from now. the coast of pacifica from san francisco to happen bay. we'll see some moderate downpours and you'll notice that it's moving south east. so you can see around midnight. a lot of this will activity will be happening overnight. so fremont could see some moderate downpours as well. and the east bay there. and then your morning commute looks dry and so does the afternoon we'll get. looks like we'll have a nice monday

afternoon to do things outdoors. go out for coffee or lunch. but then by dinner time you start to see that unsettled weather back on the fort back on the map here. so overnight, it looks like that's when the bulk of the rain. well come as you can see here. this is 01:00am tuesday. so a similar situation tonight. so that happen again monday. and then tuesday morning looks a little unsettled. but then the afternoon we dry out and take a look at wednesday. just a few light passing clouds. but we will be drying out and warming up as well. so here's the projected rain totals from now and told tuesday night about almost half an inch in santa rosa on the north bay. looks like it's getting the bulk of the rain, a quarter of an inch elsewhere. and as you can see, the south bay, just some raindrops for san jose livermore. let's check in on the cr. this is what half dome looks like. a lot of snow left over. there's some snow showers out there as we speak. so we have a winter weather advisory that is posted so that the roads could be slick and those gusty winds on the

>> when the war began on october 7, hamas militants took more than 250 people hostage. israel says at least 130 of those people remain in captivity. hamas leaders will meet tomorrow before cease-fire negotiations resume on monday as senior leader has told the wall street they will continue calling for a permanent end of the war. israel has said the demand is a non-starter, making a cease-fire before ramadan. unlikely negotiators may push for a much shorter today. pozzebon ramadan starts this week. hamas says it will also push for more aid and to allow people to return to their homes in northern gaza. hundreds of pro-palestinian protesters descended upon hollywood ahead of tonight's academy awards, marching up and down the streets and blocking traffic. the demonstrators demanding an immediate cease-fire in gaza. they also claim those working in the entertainment industry being silence from voicing their support for palestine. john fund reports. >> on the first night of the muslim holy month of ramadan.

feet. investigators say the carjacking happened last tuesday when the detailer was cleaning a customer's toyota sienna. that's what a woman who did not own the van then jumped into the sienna, which still had the keys in the ignition and took off the carjacker, then dragged the detailer 20 feet before she eventually surrendered to police. we're told the detailer suffered only minor injuries. the van was later returned to its owner. police are investigating a head-on crash that killed a woman in oakland earlier this morning. the crash happened on joaquin miller road around 5 o'clock this morning. officers say an infinity was traveling southbound when it struck a honda head-on in the northbound lanes. the woman in the back seat of a honda died at the scene. no word yet if alcohol or drugs were a factor. did you know that march is actually national reading month and san mateo county, the libraries are highlighting the importance of literature this month. they say to encourage your children to read all kinds of genres
