>> now from the area's local news station. this is kron. 4 news at 3. >> thanks for joining us here on kron for news at 3. i'm justine waltman over 20 years ago, scott peterson was convicted of killing his wife laci and their unborn son. and today, the convicted killer appeared virtually in a redwood city courtroom as a new set of attorneys want to prove the peterson is innocent. kron 4 s charles clifford the innocence project continues. this investigation. inside a

mateo county courtroom tuesday morning. scott peterson appeared via video conference. lawyers with the la innocence project. attorneys from the stanislaus county district attorney's office and members of the peterson family were also in the room in 2004 peterson was convicted of murdering his wife laci and their unborn son. connor in modesto, back in 2002 at the original trial, peterson was sentenced to death, but that was later changed to life in prison is currently serving out his sentence at mule creek state prison east of sacramento. peterson has maintained his innocence since lacey's disappearance earlier this year, the innocence project submitted multiple court filings requesting access to the large amount of evidence that was gathered during the original investigation in its court filings, the innocence project suggested that someone other than peterson may have been responsible for laci's death. they also took issue with how the original case was handled and say that intense media attention during the investigation may have influenced the case among the items they're seeking to examine is any evidence related to a burned out van. it was found near the peterson

home around the time of disappearance. they also want new dna testing done on blood found inside that van in court on tuesday, the judge scheduled 3 additional hearings to discuss the different aspects of the innocence, project's requests. scott peterson only spoke briefly to say that he prefers attending july 15th. but for now in redwood city, charles clifford kron, 4 news. charles, thank you. >> earlier today during kron 4 news at noon, i spoke with defense attorney michael cardoza who had previously worked on the scott peterson case. i asked him about this possible new dna evidence. >> laci went missing. and on that day, there's a question of whether there was a taking place across the street. it the house of across the street

they're not getting the services. they need to stay open. >> so far we're being told a little over 200 businesses are joining in. >> never been this bad. i mean, we don't need to be talking about that. that as if know everybody knows it is. >> fed up with crime. some local business owners are telling kron 4 they're not paying unless there is change. ali obvious area. local business owner in oakland for the past. 35 years who owns multiple shops in the city says dozens of businesses are supporting an effort to go on strike from paying business taxes. it's the i mean, city just a >> it's out of control as far as it gets, business owners are feeling they feel the pressure that they are not being protected. but the city of oakland and they paid so much taxes. i mean, there's taxes. i mean, uk will get even there count on the taxes that we pay per year. and plus, we losing all the insurance coverage. >> all this area who runs oakland, small merchant chamber of commerce tells kron

4 so far they have about 220 businesses who are behind this effort demanding change from officials and what they want to see a safer streets. >> we're paying. >> for services and we're not even getting the bare minimum from the city. >> eduard escobar with the coalition for community engagement says the city is not in tune with the real struggles of local businesses in oakland and how they're being impacted by crime. shop owners. >> is there trying to decide whether they want to stay in business because every day is a a and basically like a roulette. they don't know from a business standpoint, of course, the business has dropped as far as the clientele coming into the shops. there's also, you know, extreme extreme concern about their safety and is is making a profit worth putting your life in jeopardy. >> in a statement from oakland city, mayor sheng thao in response, she says, quote,

promoting a safer and more prosperous city is my top priority in oakland is making progress since the summer of 2023. oakland's business districts have experienced a reduction in most property crimes. we've had more police officers in my first year as mayor than we've had the last 2.5 years. we've restored foot traffic and motorcycle traffic units conducted focused operations with specialized units and expand its safety. ambassador programs. >> now, so far, no businesses have withheld taxes. kron 4 reached out to the city to understand what the consequences might be. if businesses do decide to go forward and not pay. reporting in the newsroom to justice kron. 4 news. tiffany, thank you. >> there was a very large oak tree that crashed into power lines and damaged cars and blocked roadways late last night in lafayette. here's what the damages that was left behind there. it's quite the mask. they're still dedling with it. now. and now kron four's. politico is reporting pg e crews were trimming some of that trees limbs hours

before it fell down. >> a lafayette homeowner says stopped by her home on springhill road monday afternoon to remove limbs from a large oak tree in the side yard. the homeowner says the limbs had grown too close to power lines. the utility was attempting to mitigate a hazard. but hours after the crew left, the full tree came down. the homeowner says there were no signs that the tree might be unhealthy or danger of snapping, especially when the weather was dry and cold. it was a still night. we were still up at 10 after 10 it was quiet. >> and then all the lights went out. everything went out. and when the electricity goes out on the street, it is very dark. the tree fell onto cars, power lines and defense. but fortunately missed homes and people. luckily it was during a really quiet time where, you know, there are so many people who walk on the sidewalk and there's a bus stop right there in the morning. so luckily, nobody was hurt. xfinity spent

hours in the morning restoring services to its customers. the homeowner says they are insured but hopes to work with pga need to determine why the tree fell and have all of the damage caused repaired. we have eucalyptus on our property. about 20 years ago that that fell on a hot july night. and it was like a plane crashed and they argue it's really something unfortunately. >> nobody was hurt. but, you know, saints can happen in a statement to kron 4 pg and e says, quote. >> the safety of our customers and the communities we serve is our most important responsibility. >> pg and e's vegetation management contractor was in the area early on monday march 11th to conduct minor pruning. we are currently investigating the cause of the tree failure in lafayette, philippe djegal all kron. 4 news. >> we'll talk about our forecast now looking outside here quite tower in san francisco. a little bit of blue skies, a little bit of clouds, cows tracking what's going on. we start with a lot of rain overnight house the

afternoon. look yellow. we're drying out and we're going to keep the clouds as we get into the evening as you can kind of see all the energy is starting to move away from us. but it is kind of doing the slow walk out door and leaving some of the clouds behind. but as far as rain is concerned with that, you know, the exception of a few sprinkles out there, we're we're pretty much done. but we did get some impressive rain here. bill valley got 9 tenths of an inch very over performing canfield just under a half. but even half moon bay got over 4.10. so there are some spots. it really picked up quite a bit. san francisco also overperformed a little bit. we expect about a quarter of an inch. so almost 4 tenths. you can see less than that in oakland and far less than that in san jose. pretty pretty interesting system rolled through quickly. so we are going to see the skies start to clear. i know it's hard to believe right now that it is going to be happening as we look at future cast here, you can see how any of that moisture spins away from us. this is just 5.30, this and now taking you into the evening and we start to see some of those clouds roll away as well. and then tomorrow we're going wake up to some pretty nice weather with the exception of the wind. now, we just saw a story about, you

know, tree limbs coming down. and while we're a little breezy this afternoon, you notice that the wind is more of an onshore component, especially look over here towards oakland, a concord. you can see that a westerly wind meeting. it's coming from the westerly direction as we get into tomorrow afternoon, we're going to see the wind changed direction and come from the north and that brings in offshore component. it's going to a bit breezy. we've got a wind advisories to talk about. i'll have all the details coming up. thanks so much for following yet. another united airlines issue this time it was a flight headed to san francisco from sydney, australia. it had to turn back due to a maintenance issue. >> the boeing triple 7 returned 2 hours into the 14 hour flight on monday, making emergency landing back in sydney. it's not exactly clear what this maintenance issue was, but the flight did land safely united says passengers were given overnight accommodations and then rebooked onto a new flight. and this is the same boeing plane model that we'll fall off last thursday while taking off from sfo. several cars were crushed by that falling. we'll here's video of the

takeoff. you can see here the moment that that wheel came off the flight was bound for japan. it had to be diverted to los angeles. where did land safely? no one was hurt by that falling wheel and the incident is being investigated by the faa and the ntsb. there are some new concerns over quality control of boeing. it was met with a grim discovery over the weekend when a boeing whistleblower was found dead just days after testifying in a case against the airplane maker john barnett worked as a quality manager previously raising some concerns about production standards at the company. authorities say that are not died of a self-inflicted gunshot wound. and in the meantime, boeing has now failed. 33 out of 89 audits conducted by the faa. and that was ever since that midair scare involving a door plug falling off that alaska airlines jet in january. coming up here at 3, 1, east bay city is walking back on it recently finalized rental ordinance. >> now the issue could end up

republicans are trying to use this investigation to their advantage this presidential election year. washington correspondent jessi turnure reports. >> former special counsel robert hur is defending his investigation into president biden's handling of classified documents. partisan politics had no place whatsoever in my work but reaction to her as work is split down party lines. democrats like california congressman adam schiff attacked her for calling president biden, quote, a sympathetic, well-meaning elderly man with a poor memory. you understood when you made that decision, didn't mister her? >> that you would ignite a political firestorm. the report about the relevance of the president's memory. >> wasn't necessary and accurate and fair. >> her did not recommend criminal charges against president biden. republicans like new jersey congressman jeff andrew were quick to contrast hearst case with a separate case against former president donald trump who is

facing criminal charges related to his handling of classified documents. example again of the justice department being weaponized against conservatives. report detailed the differences between the 2 doj cases including how president biden fully cooperated with law enforcement. >> while trump did not, california democrat congresswoman zoe lofgren drew the same conclusion. it's clear that these cases are not the same. ohio republican congressman jim jordan. >> could not be convinced joe biden broke the law. but shortly after the hearing ended at a hastily called news conference, white house spokesperson ian sams got the last word. the president is innocent and that was the conclusion of this case in washington. i'm jessi tenure. >> britain's princess kate is apologizing for some confusion caused by her altering a family photo that was released by the palace. so here is the image of kate and her children that was supposed to calm concern and speculation about british royals. health. it had

the opposite effect. several news agencies that initially published the photo later pulled it over. concerns about digital manipulation. it was the first official photo of kate since she had abdominal surgery about 2 months ago in a post on social media, kate said, quote, like many amateur photographers, i do occasionally experiment with editing. and the east bay police are investigating an attempted car theft in a shooting in san lorenzo. what happened early monday morning on the 17,000 block of magdalena, a resident confronted the 2 suspects who were trying to study its steal their car. the suspects opened fire on that victim before speeding off in a dark colored car. the victim was not hurt. and police want to remind you that car thieves are usually are, but it's best to call 9-1-1, instead of trying to confront the thieves yourself. in the north bay. a police chase ended in a car crash as police pursued thieves accused of robbing a santa rosa.

sporting goods. the photo here on the right of the screen is of the merchandise police say was stolen on monday afternoon, law enforcement tried to stop the getaway car on highway 101, but they say the suspects sped off a crash on the southbound lanes in cotati and petaluma. and investigators now say brandon owens haven't henry and roi and rue junior are believed to be tied to other sporting goods deaths in the bay area worth over. $75,000. the governor's office has just announced that the chp has conducted a number of sting operations leading to 168 arrests and 360 stolen cars being recovered in the east bay. they also recovered 16 crime linked guns since the surge in the chp presence was announced february 14th. this was all part of a program between oakland and the chp and attempt to solve crime. the governor's office says. the chp will continue to have an expanded invisible force in

oakland focused on deterring a responding to crime. they're currently 72 chp officers. assigned to oakland assisting in this role. it's all part of the governor's plan. he's 10 point action plan to support oakland's efforts to improve street safety and beautification. new protections for renters are now on hold in concord. that's after the city clerk received a petition that could put the issue on the november ballot. this new ordinance had already been approved by the city council is set to start next month. the changes would have capped annual rent increases at 3% for certain rental units that were built before 1995. it would have also added additional eviction protections for renters opponents. argue the cap on rent increases was too low and now have about a moeth to gather a little more than 7,000 signatures from concord voters. its opponents can do that. the measure will either need to be repealed by the city council or placed on the november ballot where voters will get the final say. now we

get to here with kyle has to say about the forecast. here's what's going on across the golden gate bridge. pretty average. look there. i think of what's going on today. sum sun, some clouds and which direction of the clouds going back in or out there her out of here hear thankfully we'll get some clearing as we get into the overnight, especially but >> definitely some clouds hanging out there right now. no doubt about it. and there is still that very slight chance of a shower. having said that, our bigger concern is going to be once we get into tomorrow that we've got the winds starting to pick up and in fact, we have a wind advisory to talk about. having said that when we get to the weekend, it's going to be gorgeous. course, we have a lot of the saint patrick's celebrations going on. so let's look at the big picture here. futurecast, kind of showing you this is going to roll away from us as we get through our evening and then tomorrow looking really good. we should get some nice sunshine going. a few clouds as well, roll through. but then by the time we get into wednesday evening, really lovely kind of stay that way. now the wind. let's talk about this. so high pressure. we

talked about this before, how it has clockwise circulation and low pressure has counter clockwise circulation. so what's going to happen? years low pressure is going to drop down to the inside lighting. this upper high pressure is off shore. the 2 of those kind of come together and what you get is offshore wind being we usually talk about this during fire season. it dries out, warms us up and it really causes a great concern. this time. it's not as big of a concern. having said that, we do have wind advisories as you can see going into effect at 5 o'clock on wednesday and looking after the potential of limbs down, maybe some minor power outages. this goes through about 11:00am on friday for some of our higher elevations spot. so not san francisco, the peninsula, not the bayside communities, but pretty much everybody else in our valleys and our hills. we could see gusts up to about 45 miles per hour. so right now we've got a little bit of a breeze out there, but it's onshore, meaning it's coming from the west. watch what happens here as we get into wednesday. you start to see that change direction right there. see it is right there. tempted to wednesday

afternoon. and that's when it starts to roll. and it continues to pick up as we get into thursday and those numbers get even higher. and then we get into friday. so here's that high pressure sitting off the coast. there's the low pressure that's going to be on the move as we get into tomorrow and that's going to change the whole pattern that's going bring that wind for us now, once we're done with the wind, which should be by friday morning, then we just got sunshine and warm temperatures in gorgeous, gorgeous forecast. as you can see, rolling right in the beginning of next week. all right. move over, coaching prada trader joe's toteag are now being listed for more than $100 online. >> so here now is the trader joe's many campus towed. it sells for 2.99. >> it's pretty much sold out everywhere. you try to look because bags went viral on social media videos. people are like lining up trying to get them. and now if they can find the stores, they're turning the sites like e-bay so they can get their hands on one. some of the bags are listed upwards of 100 bucks. some of them are closer to 20

>> a new study says that the east bay has some of the worst cities to renton in the u.s.. according to usa today, homefront heyward, antioch, richmond and fairfield are among the worst because of the high rent prices and the amount people are burdened by rent. that's people who spend more than 30% of their income on a place to call home also counted for crime rates with the city's ranging from 30 to 45 violent crimes per 1000 residents. however, santa clara ranked in the top 10 in the country for the best cities for renters the sunday is saying that's because people living there have higher incomes and they're not burdened by right. those areas also have a low crime and top

26th at around 03:00am she says somebody smashed their way into her display room where she is housed colorful artwork by local painter named kate tova. >> and when i see her art, it's so it's so freeing. it's still a lot. but it's so. a gentle as well. it's all of those. at the same time. it very much is like kate. she's a strong person. she's colorful. she's friendly. she's such a big heart. >> toby usually works of paintings, but recently she started hand painting luxury leather handbags, which were behind this glass case, too distraught to talk on camera. she tells kron 4 that 4 of those purses and 6 limited edition silk scarves were taken valued at more than $8,000. but the hours of work put into it is priceless. welcome to tell that to put her artwork up free of charge and wants to see them return to their rightful owner. the other stuff is easily replaceable. >> but kate's handbags in her

scars. those are one of a kind pieces that she put a lot of heart and energy into its not something that you can get back. low credits police and firefighters for their quick response and hopes whoever is behind the break-ins turn their life around, say she rather offer them a job and see them continue to resort to stealing reporting in san francisco and host of the vote kron. 4 news. >> in the east bay woman is facing charges for car theft where san pablo police say that she stole a car with the child. still inside of it, police say the car was stolen yesterday afternoon on california avenue. they say surveillance video showed the woman taking the car. richmond police say they found the child in the car unharmed near barrett avenue and hay street. police say the woman took the victim's phone from the car and they use the location of the phone to track the woman, oakland officers say they saw 2 women get inside of a car on martin luther king avenue and when they tried to stop the car, they then took off. so after a short chase, the woman got out the car, then started

to run east on first street. they say they were only able to catch the driver. police say that they confirm she was the woman in the surveillance video and they booked her into the contra costa county jail on vehicle theft and kidnapping charges. in the north bay. investigators have not identified the mother and child found dead last week in santa rosa. their 54 year old. cynthia from and 10 year-old maximus monroy. they were both found dead wednesday in their home on summerfield road. investigators are on the scene for more than 12 hours before they finally carried the bodies away. police say the final coroner's report is still pending. but at this time, they believe that the mother stabbed herself. the child's cause of death still being investigated. they say the boy did not have any visible injuries. 3 people from santa rosa, including a child were injured after their plane crashed in mendocino county. we have some new images now of that plane crash. these are from the

shelter, cove fire department. authorities say the plane was carrying 2 adults and a 2 year-old and it took off from an airport in humboldt county friday afternoon and was headed for santa rosa. lost power. 5 minutes after takeoff. the pilot tried to fix the problem, but the plane was just too low to the ground. so they deployed the parachute, slowing down the planes to set the plane that landed some trees about 100 feet off of the ground and then it fell down. authorities say the victims only suffered a few scratches. the crash is being investigated. we'll talk about the weather now with a live look now the photos. you've got plans to go somewhere as spring breaks are starting to kick off. kyle's got a look now what's going on across the country. yeah, that's right. well, right now we're having very spring-like weather in many parts of the country. you can see it's about 6.30, right now, washington, d.c., and they're sitting it. >> 74 degrees. new york city at 66. nat bad for this time of year and you can certainly see where all of that warmth is. but then you start to see the cooler temperatures that are in the northwest that cool air that has to do some of the

snow that came our way is going to send some big snow totals. it looks like to the denver area and that cool air is going to hit that warm air. and unfortunately, the kickoff, the potential for some severe weather, meaning the potential for tornadoes in some of the central parts of the country tomorrow. so something to keep an eye on. but we're starting to wrap things up with our active weather. and as we zoom in here, you can see that we're starting to just deal of clouds, but not really any rain. and also this year, they have had a little bit of snow today, but they just had their winter weather advisory canceled for the rest of the day. so we're starting to see a little blue sky pop up here. also breezy, though, you can see that by the flag right here on the side of the golden gate bridge. temperatures are pretty comfortable. the 50's and low 60's as we go throughout our evening, not speaking anything exciting temperature wise, but the wind is going to stay breezy and that's just the beginning of a wind event that we're going to have over the next few days. this is now an onshore flow, right, though, as we get into tomorrow, we'll see that turn to an offshore flow that's going to see through the wind really start to pick up. so that's going on wednesday into thursday and it's going to

ramp down as we head to friday. and we have a really lovely weekend on tap will be back in just a bit. we'll talk more about your 7 day forecast. thank you. all right. after hours of discussion in public comment last night, the anaheim planning commission has voted in favor of a proposal that could significantly expand. >> disneyland, this nearly 2 billion dollar proposal includes attic. high-tech immersive attractions to the park the size of the resort would stay the same at about 500 acres. but park officials want to install rides and entertainment options on a 50 acre plot that's currently being used as a parking lots. so important for us to take a look at this project because of what it can mean >> for tourism dollars that we can then use to invest in our neighborhoods. we know that when disney expands or invest in anaheim, we see revenue from tourism increase and ultimately more services to our residents and improving our neighborhoods.

>> the proposal still must be approved by the anaheim city council. sunday's viewing of the oscars brought in 4% more viewers than last year, making it a four-year audience high. it might be because this year ceremony started an hour earlier than normal ending almost a whole hour earlier than in years past the oscars have been on a steady decline for the past decade, scoring more than 43 million viewers in 2014 by 2020. that audience about was cut in half at about 23 million people tuning in the pandemic, then accelerated that decline, of course. but now the oscars are back on track to reach in, if not exceed pre-pandemic levels. roku says it was hacked and some users were charged for streaming subscriptions. they did not authorize the data breach affected. thousands of users. the cyberattack was able to get user names and passwords and those were then leaked online. so they logged

in immediately tried to buy the subscriptions using roku payment information. so if you've got a password reset email from roku, your account was probably impacted here. the company says users should check their subscriptions and link devices for anything they do not recognize. 23 me is now facing a class action lawsuit in san francisco, federal court for its security protocols and response to a hacking attack from last year. that attack from last april. hackers were able to collect sensitive information from 7 million users. they targeted people of austin ic jewish and chinese descent. and according to this lawsuit, the company knew about it, but did nothing until october again, it happened in april. the lawsuit goes on to say that hackers then sold that data of all those customers on the dark web. and many of them are now fearing for their safety. 23 in me says it notified all customers about what happened and required all passwords to be reset and made 2 factor

nesbitt tells us, shelters are now needing some help. >> oakland animal services dedicates its time to caring for animals in the hopes of finding forever homes. but currently director and done has a crisis on our hands. our right now is the most we've gotten over 15 years. the shelters intake is receiving at least 12 dogs a day, nearly 350 a month. according to dunn. a big reason for the increase is that dog owners can't afford to keep their pets. we are seeing, you know, a huge increase in the number of people that are losing their housing since the eviction moratorium ended of people that are choosing between being housed and having their pets. it's a problem at other animal shelters in the bay area as well as that animal care and control receives a lot of dogs that are surrendered from their owners because of economic hardships. >> another big problem there is that animals are taken from their owners because of things like animal cruelty allegations, not adoptable, but taking up space at the shelter during pending litigation. dunn says when

that happening. we're going to see that happen, but not with the fire danger this time around. having said that, if we're windy, you got to be careful. we know that here in the bay area. so tomorrow at 05:00pm, we'll be under a wind advisory that does go from a lot of areas up in elevation, at least until 11:00am on friday. some of the other ones will start to drop it as we get to thursday night. but you can see it's everywhere in the north bay that is basically inland. same story for east bay and parts of the south bay as well. when you get into those inland valleys and also those those hills embers expecting gusts up to about 45 miles per hour. so just to show you here, the difference in the direction of the wind is what you want to look out for. so this is tonight. you still see that on shore flow. but tomorrow we start to see those arrows flip and now is get to the afternoon, especially if you look out this way by fairfield by napa, you start to see that real northerly flow and it picks up as we get into wednesday night and then really gets going as we get into thursday. so the timing for this is going to be wednesday that we need to look out for this afternoon and trees down. i think limbs probably would be the biggest
