park, which is right behind me. take a listen to the details that i found out this morning. >> the city of oakland offer the mlb team a 5 year extension lee's until its new stadium is built in las vegas in 2028, the proposal was for 5 years and asked for 97 million dollars at also asked that the teen give up its 50% ownership in the coliseum to allow development and either give up its name in colors when moving to vegas or help. oakland get an expansion team. he's rejected that offer and say they have no more meetings planned with oakland officials. so what could be next? well, possibly west sacramento's sutter health park, which aes officials allegedly toured earlier this year. residents in sacramento say it's an exciting possibility would be fine. >> also what it what are your thoughts on the people who were like no, they shouldn't abandon oakland until they go to vegas. you know that stadium's old. times change. clean up your town may be able to stay. >> that was sacramento mayor who governs the area where
9:04 am
sutter health park sits has yet to comment. but the sacramento mayor next door tells our sister station he does help stay in oakland, but would be a good temporary landing spot. and residents here say they actually wouldn't mind the team staying for good. >> i love that idea. i made and so exciting i get the why. but that's their hometown. but it's exciting to know that they may be coming here and that. >> insiders tell kron 4. they do think there's a good chance a deal could be made between oakland in the a's, but that proposal needs to be competitive. >> now back out here live, we are at sutter health park. so lots of anticipation today to see whether those oakland a's officials show up. as we know it was rumored that they were here actually touring this facility earlier in january. >> we do have a sister station out here. so we will continue to keep you updated this morning and throughout the day on the latest of the oakland

9:06 am
regional water quality board last week issued a formal complaint to the city. >> stating that the encampment was contaminating the nearby creek with findings of fecal waste, syringes and other trash and based on testing, the situation was getting i mean, immediate action was necessary. he was as the responsible party for our essential infrastructure. responsible for making sure that we're keeping the affluent and other materials that come out of encampments out of the waterway. city spokesperson sean mom, her says that they gave those living out here notice and brought in city resources to help. but bottom line, a large section of the encampment had to go trying to work in the way. respect the dignity and autonomy of these folks, but also gives the city the ability to to meet our obligations to our our our regulators. >> on her said that city crews took water samples and will submit their findings to the water board. in a letter obtained by kron for news, the public works. director said that the city could be on the hook for hefty fines as high

as $10,000 a day if the waterway is not brought into compliance. a part of the encampment still remains but city spokesperson tells kron 4 news if the water testing shows that the situation hasn't improved with the clearing of a large section. then the entire street will be swept clean in oakland, theresa kron. 4 news. >> this is the scene in the south bay. nearly 4,000 santa clara county nurses on the picket lines. it's a three-day strike that started yesterday outside the santa clara county health center in san jose. the county is currently offering a 10 and a half percent pay hike over the next 3 years. but the nurses want 15% and they say money isn't the only obstacle to this deal. last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different

hospitals. >> and we believe that's unsafe for nurses and unsafe for our patients that despite the labor action. >> our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> nearly 1000 traveling nurses have been brought in to work the shifts during this three-day strike. >> to the north bay. now that police department need your help in finding this man. police say he broke into a business easter morning and sexually assaulted the woman who was there. they say it happened on george street. according to police. the victim did know this person. they're not connected in any way. so take a good look if you recognize who this is call police. >> in the south bay, a fatal hit run involving 2 vehicles happened in san jose about 4 o'clock this morning near niemann boulevard and elkins way. all we know is it was a fatal hit run at this point.
9:09 am
we don't you know, who >> we had a scene there and i was sorry. we had a crew on the scene. so we're working to get more details. >> well, the san francisco board of supervisors has voted unanimously to approve legislation that would streamline the installation of automated speed cameras last week, mayor london breed set out her transportation vision, which included the implementation of these cameras. last year state bill was passed that allows san francisco and 5 other cities too implement a 5 year camera pilot program and this will enable the sfmta now to install 33 the speed cameras on streets that have a history of speeding and severe or deadly crashes. >> its and there's a new state to hold criminals accountable for crimes like car break-ins. and it's now one step closer to passing. it is kron four's. rob nesbitt talked with the bay area senator behind it. walking out to a smashed window is infuriating for drivers, but an all too familiar occurrence in the bay

area. sharkey look want to owns the van rental company ban to go and explain what one customer went through. and san francisco went in to grab something from inside building was with them. >> you know, wasn't there more a minute tops and he came back the windows were is missing $20,000 of car. break-ins like that are why senator scott wiener has authored senate bill 905, eliminating what's called the locked door loophole. >> where da has to prove that all car doors were locked. >> prior to a break in to get a requirement makes no sense >> and it kills some prosecutions. >> because the owner may not remember it up. it just may not be able to say if they locked all the doors. the loophole has the biggest impact on tours to have their rental cars broken into during a visit to california. >> criminal scene out of state license plate pull over and within seconds, smash a window and take property from inside a future court date for tours becomes an inconvenience.
9:11 am
>> the most common scenario tourist and either a rental car car and they're here and they're simply not going to fly back test. but senator wiener's bill also addresses the reselling of stolen goods from cars, especially laptops, cell phones and cameras. >> criminals could be prosecuted for holding more than $950 of stolen goods intended for resale. be able to catch current. >> it's just that there getting away with it and it's terrible what we make. our visitors still. we better than that. >> the bill passed the senate public safety committee with a vote of 5 to 0 and now goes to the senate appropriations committee for a vote. and senator wiener expects that to happen sometime in may. problem has been kron. 4 news. >> going to take a break here at 9.11. still ahead on the kron, 4 morning news, we spoke to alexis gabe's father about the community coming together to make sure a documentary about her murder ayres as it

was intended. and new restrictions put in place outside of the bay area. planned parenthood will tell you what protesters are no longer allowed to do while demonstrating. plus, the irs says it may owe you money if so, we'll tell you how to so, we'll tell you how to collect it. she got that dress with the extra money she saved
9:13 am
using our brand new grocery outlet app. it's been really fun seeing what everyone's doing with the extra money they save. nice shirt. just got back from vacation. a butler? super nice guy. i got to start using the app.
9:14 am
>> 9.13 right now and we're looking at some clouds, but that's about it today. it is. tomorrow, different story. but today, a nice when. john. good morning. yet today. nice and comfortable. great for the job. just great for spending a little time outdoors. it's not as sunny as warm as yesterday, but we still got some 60's with a little bit of cloud
9:15 am
cover, pleasant enougc for sure. and notably staying dry. this is your view from mount tam above the cloudy blanket that is shrouding out a whole lot of the bay area right now. we are going to be seeing mostly cloudy day ahead of us today. cold front to the north end west of us dies in really starting tomorrow. we may be cooling down already, but tomorrow and friday only going to be in the 50's for your highs. and amid this some showers. so today, a little cooler 60's and a few clouds tomorrow we start the day with showers, especially during the morning commute. this front is wasting no time clearing through and that will make for a wet thursday morning commute and it's cold, too, with some low elevation. snow fall right on our mountain tops right here in the bay area as we move into tomorrow afternoon. we'll get a needed break with some periods of sunshine as we move into thursday night and friday, though, a chance of thunderstorm development friday morning could come along with some showers here and there as could friday evening. we will dry out briefly into saturday overnight. showers return sunday night into monday morning. so very active next few days. tomorrow's rainfall
9:16 am
anywhere from a 3rd to half an inch of rain will add up more on top of that into friday and for the sierra nevada, a winter weather advisory goes back into effect tonight at 11:00pm through friday at 11:00pm. so your start to the weekend, you're going to be contending with some additional fresh snow, 2 to 3 feet of it at the crest of the sierra around a foot possible at donner summit. and even a few inches under mountaintops right here in the bay area. as for today, we're cooling down, but we're not seeing any rain just yet. 60's for your daytime highs tomorrow as temperatures will be in the 50's as will be friday's saturday. we drive back out sunday stays dry during the day before some evening showers and then clearing out for your clips on monday rain. all right, john, thank you for reason. a lot of a bird. it's a slow. the 9 o'clock hour because we have a disabled vehicle. this is southbound 1, one or the cesar chavez live in san francisco's a live one-on-one slow right there. nats stretching over to the bay bridge as well. to a team that seen any major issues there. if maybe you want to take that. >> mindful as long as that's
9:17 am
there, that's just kind of a ripple effect right now. what you hit the may's going, take you 20 minutes into or other bridges look better. over to see no congestion there. 19 minutes, richmond center fell golden gate bridge both moving up the limit. 34 minutes law 1, one 85 memo. parts even a south bay looking like back to normal and cilantro to 37. you're at 30 minutes. they're all right. james, back to you. >> all right. time to talk winners and losers on wall street financial expert rob black joining us this morning on a day where looking green this morning. rob, good morning. >> yeah, it's a nice first 2 days of the week. not so much. last 5 months we've been up. so that is the exception, not the norm, which have some down days. but today we saw atp numbers which are jobs created its private survey. so it's not government job stronger than expected. and again. good news for the economy is bad news for the stock market because the fed doesn't have to raise a race to cut
9:18 am
interest rates to stimulate the economy that lower interest rates is kind easy money because when you're saving getting 3 and a half percent again stocks. but when you get 4 and a half percent, 5% maybe all staying in cash and income. >> yeah. and i was also looking to in fact, i was just looking up the ticker symbol here for a trump media. i'm seeing headlines of everybody behind the scenes now suing each other at they're supposed to be running this company. and i walk us through this. yeah, it action was. dot djt brought public not by ipo, was brought public bias back, which is plane check company looking for a company to bring public. >> where there's not a lot of scrutiny. the business fundamentals awful. lot of competition like instagram and acts. i would not invest in all things politically aside. it's horrible business. and now they're suing each other which creates even more of a distraction. trump doesn't want the co-founders to get
9:19 am
shares even though they were on the apprentice and he also doesn't want appointed board members. he wants to appoint board members that would be friendly towards him and his decisions. i do not think d j trump media will be in business in 3 years and i would not invest in it. interesting. okay. >> what we just had this sierra snowpack survey. we've got a lot of snow here in the el nino has brought us what we were hoping it would. but i guess looking flrward to the summer, a hurricane season on the other coast of the country. they're looking at a number of storms and you're saying that's going to have some big ripple effects for insurance companies. there. >> yeah, i can wish child was jumping on the story turkey seasons june to november. last year we had hurricanes miami and in december. so it's starting earlier. it's lasting longer. this year's expects be 25 storms in the atlantic. 14 as usual. 12 of them are expected to land. so it could be a costly year. warmer water equals fuel for hurricanes. this is business i want personally greet florida
9:20 am
because they hope the insurance costs for home insurance too expensive. so last year we had a record number of billion-dollar disasters in the united states between wildfires and hurricanes and floods. insurers are running. they're leaving the state leaving for options for people who live there. florida lost 9 ensures last year. a louisiana last 12. that's too many. there's just a few too few options insurance in florida for homeowners is 12,000 year. that was up 24% in one year. 4 times. the national average and even state farm in california. you know, cancel 72,000 policies because insurers they shared a liability when there's vast are and their percentage state farm, even though they could have made more money. but their percentage on disasters is based on how many homes are and in the state. so it's rough that's an area of inflation is hitting us all. wouldn't surprise i mean, where else left will insurance companies want to insure
9:21 am
homes? >> you got either the fires on the west coast get hurricanes on the east coast. you get tornado alley right up the middle. so i don't know stuff aside in that business, ok, let's talk a little bit what it's going to take to retire. was there is this out of a survey where people are saying they need at least 1.5 million. is that where that number came from? >> yeah. every year. northwestern an insurance company. they do the survey and the magic number this year is about 1.4, 6 million or roughly 1.5 million. >> sadly, the average americans only 88,401 bring them all together. let's get specific. generation z says only 1.6 million they've saved $22,800. their way off, but they got time on their side. so actually the most to head out of everyone. millennials, one asking for 1.0, 6, 5 million to retire. and there are only at 62,000 generation x, which is me and yell. we think we need about 1.5 million and we've only saved 108,000. boomers are the worst
9:22 am
shape they that they need about 990,000 and they've only saved 120,000 and they just don't have time to catch with the magic number. james and what i want people to think of it right now. you and your spouses called household. you need 10 to 20 times your household income to retire 10 is not quite enough. in my opinion, 20 is plenty to make 100,000 between your spouse. you need to between one and 2 million dollars okay. >> on behind the ball high. got to get on that. you know who's not? by the way, taylor swift. >> billionaires lasted 1 billion. you saw joining certified free. but yeah, it was that. sam altman, that no sandbags on pa i guy joined the list. so yeah. taylor swift. some of that money. that be nice. all played by. yeah. all right. we'll talk with again tomorrow. so let me know now.
9:23 am
>> what you want to talk about facebook, twitter, you got his handles. you also have his e-mail to it. rob atorob black dot com. we'll be right back.
9:24 am
9:25 am
>> the irs wants you to know you might have a refund coming. they say 940,000 americans are do a tax refund from the year 2020, but they didn't file tax returns and that about 1 billion dollars in unclaimed funds. the biggest non-filers are in california, texas, florida and new york. taxpayers have 3 years to file for refund. and if you don't, then the treasury department keeps the money. if you did not file for
9:26 am
2020 for your refund that you have until may 17th to do so. is down. they just recorded their first drop in sales since 2020. the automaker has sold under 387,000 vehicles. this quarter. that's 20% down in sales for the final 3 months of the year. tesla says they think the decline is because of factory shutdowns in china and europe. but analysts state think it might be because there's way more competition now in the electric vehicle market. >> well, your chances of becoming a billionaire are still alive. the jackpot, which is now more than a billion dollars. 1.1 billion for the powerball. the drawing is tonight. so good luck to you. >> and, you know, hopefully you win all those secretly. i'm hoping i when but can what you said. your chances. i was like they've gone up. know your chances are still like almost nothing. just the jackpot. that's better than
9:27 am
me. haha. meanwhile, a new experience is coming san that week. much like restaurant week or beer week. you're going to have a lot the top growers and brands coming together showcasing their latest products. >> the event's going to start saturday, april 13th and it will last until for 20 the cannabis holiday admission is free, although you do need a ticket day one has already booked out. so they've just open tickets for day 2. so we'll see if you can get a hold of apparently they're in high demand. and because it's the only game in town over the 4.20 thing is canceled a hippie hill. >> they're not doing. i heard your dad joke or a high >> so good. it wasn't my director 926 will be back with more on the kron. morning news. walnut creek residents aren't that happy because another chick-fil-a is opening and their city. we'll tell you why they don't like it.
9:28 am
9:29 am
9:30 am
>> 9. 29 look at a pretty good day. second rain anyway. not yet. no, not yet. we've got john with our wednesday forecast. a job yet today, a dry one just a little bit overcast from time to time. kind of like we're seeing right now as you're looking out there behind me, golden gate bridge, not exceptionally windy. just a little gray overhead. same view from the east bay hills looking down into the bay, not near sunny as it had now, skies will produce some rainfall starting tomorrow into friday to and getting even cooler on those days. so anticipate a huge switch up from the warm and dry weather. we have been having 50's for current temperatures. it's nice and mild out there. great for the job. great for getting some of that yard work done later on
9:31 am
today. low to mid 60's. for most of our temps, i'll be talking the wetter and cooler weather. still ahead, rain. all right, john, thank you for little slow at this hour because of an accident. long in the city. so you're seeing things a little backed up along 0, 1, 80 as a result of that. >> a 23 minute ride. so to not about 30, but still from 9 o'clock should be way lower. 13 minutes on the san mateo bridge over to center fell bridge looking good. 8 minutes. still that the bar delay. look at this. no service between antioch in pittsburg bay point because of the equipment problem there. they have a bus bridge, though. so you're not a look completely. you cannot have top on that 20 minute ride on the going to get rich. 37 to the tolls darya. james, back to you. thanks. rain are developing story as that high won earthquake and they had a 7.4 shaker, which is the most powerful they've seen in 25 years. been a while. it happened yesterday near the coast. >> just east of the coastal city lynn. you can see it's just south of taipei. 9 people were killed, at least at this
9:32 am
0, 930 people were injured. and this morning they are still looking for survivors. and then some people are coming into the bay taiwan. in fact, that's why we have kron four's will tran out at sfo this morning where he's been talking to some of those survivors will. we caught up with many people who arrived on the first flight from taipei to sfo. they landed at around 7 o'clock in the morning. >> they were there at the airport are heading to the airport when all of a sudden they felt the earthquake get this type. a is 96 miles away from the epicenter of the earthquake. and yet they could still feel it and see the damage. now, right now, they're still searching for survivors. i know that this happened in an area with about 300,000 people and some mountainous region and many of the survivors believed to be trapped in tunnels, those tunnels, well, they go through mountains and a crumble. so hopefully they will find survivors. right now the
9:33 am
fatality sits at 9 could possibly go up as the hours and days. move ahead. let me show you video of the people arriving to sfo. many of them were there visiting friends working, doing some business themselves when they were at the airport. they got a text alert. we caught. we caught up with some flight attendants. they were actually on the bus at the time. they got a text alert. they were confused and once they got to the airport and the aftershocks. >> they saw the damage. >> mean, duty free shops, all the even 7.11, all the local convenience stores. everything dropped really keen from the ceiling. and all this talk from the duty-free all found out like a broken bottles on floor and the people work at the airport to just kind of scared to compete. just look at that. so well, we just write up or they were just all k was going to flight delays, it put us delay right off the
9:34 am
plane. with that in mind canceled a penny of there's any damage to the airplane. but we left on time. >> the flight attendants tell me that they actually had to inspect the plane's the engineers on the ground. look at the plane and realize it was not damaged. so they were allowed to take off and they actually landed about maybe 10 to 15 minutes after their scheduled landing time. no problems with them. they said a lot of the passengers. yeah. they talked about the earthquake but didn't seem too shaken up by it as far as their connection to it. no family or friends suffering from the earthquake on the plane. as far as the damage is so extensive that right after the earthquake, they issued a tsunami warning for chip and china, the philippines. but the warning has been canceled. the biden administration, they have reached out to taiwan, letting them know that they need united states help united states is ready to assist. taiwan has about 23 million
9:35 am
people. a major island slash heart near the united states in the pacific region. >> thank you very much. well, time now is 9.34 and police in leandro investigating a shooting. one man was killed and this is a video from the citizen app. it just shows you the scene as police are investigating after this happened on monday night. the area he's fearing boulevard and colby street near the they fair bart station. we don't have any information from the police yet about a suspect. >> well, in the east bay, the city of walnut creek now moving forward with another restriction outside its planned parenthood building. yeah, they're not going to people let people use microphones of any kind and the future because they think that it's infringing on rights of others. com for sarah stinson has the latest. >> at the planned parenthood on oakland boulevard in walnut creek, demonstrators against abortion can be seen using
9:36 am
megaphones an effort to speak with patients. walnut creek city council approved an ordinance tuesday night. restricting sound amplifiers within 100 feet of the clinic doorway. the assistant city attorney gave a presentation about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of 2023. they documented 138 incidences with protesters. >> at the planned parenthood facility of which megaphones was mention. 42 times, many planned parenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health
9:37 am
center with the door closed. well, clinic volunteers described the protesters as hostile. >> sophia martin with love life, a sidewalk outreach ministry group says they use sound amplifiers because the buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts. >> that as soon as the moms tend to planned parenthood, they're in their air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide a mom name. lily attended the meeting to advocate for love life. if it wasn't for me, meaning that the sidewalk counselors that day, no, i probably wouldn't have chose life for but wolf says this ordinance would help protect the health of patients inside the clinic as the loud megaphones can cause negative effects. city council will have a second reading for this ordinance at their next meeting on april. 16th.
9:38 am
>> because the final approval, then it will go into effect 30 days later. i'm sara stinson reporting in walnut creek. back to you. >> we're also at last night's meeting, there was a strong call for inclusion by religious leaders. in fact, they were responding to recent incidents of people making anti-semitic comments at walnut creek city council meetings. they profess to be christians, but a pastor came forward to speak to council last night saying they do not speak for the faith. >> we believe this to be a gross misrepresentation of the christian message and of the trail of christian virtues, the cheapest of ways is love. the presbyterian church rejects antisemitism in all of its forms and deplores the rise of anti-semitism in our nation and our world today. >> now the city council had 2 incidents recently of speakers making anti-semitic comments at their meetings. and although disturbing the council says they cannot legally block comments like that without infringing on free speech rights.
