johansen with the a's fan group. oakland's last dive bar says while disappointing he doesn't blame oakland city leaders whose lease extension offer was rejected. i think the cities and helpless position. i think they could have offered them to play there for free. we're going to take dan kerman kron. 4 news. >> new at 6 street people are without a home tonight after a fire in daly city. it happened about 9 o'clock this morning at a 2 story home on san juan avenue. crews say they saw smoke coming from the first floor. everybody inside was able to get out safe. the cause of the fire is under investigation. but crews say they're not ruling out portable extension cords as a recent. tonight we're learning the name of the 17 year-old shot and killed in san francisco. police have identified him. >> as jordan malique grady brady was shot at the plaza portion of the bart station off market street in the tenderloin last thursday night. police arrested 2.16 year-olds, they say were linked to his death.

>> 2 students have been arrested accused of setting off fireworks inside a petaluma middle school bathroom. petaluma police issued an alert about noon today for reports of an explosion at kenilworth junior high school on the city's east side. they say fireworks are found on the campus that prompted immediate lockdown. it was lifted shortly before 3 today. no reports of any injuries. bart service back to normal in east contra costa county after a train derailed early this morning. although >> the train was not in service at the time. the derailment did shut down service to 3 different stations. >> a section of track that joins the maintenance yard to the main tracks that we use for passenger service and a train was traveling on that section of tracks. and work track crew had been performing. before the start of passenger service resulted this particular a minor derailment. one set of wheels derailed on the 3 car train.

>> nobody hurt and bus bridges were set for the time being. >> members of the state legislature are officially back from their spring recess and top of mind now is how to shrink the state's projected budget deficit. but as our capitol correspondent eytan wallace reports for us tonight, some democratic lawmakers appear to be at odds over. >> how to do it. its the issue hanging over the state capitol. the budget and specifically the projected multi-billion dollar deficit, a deficit. the non-partisan legislative analyst's office estimates at 73 billion dollars. but when the newsom administration estimates at 38 billion. >> whatever the case, democratic leaders have made this message clear, our sacrifices getting need to be made this year. you're right. yes, absolutely. we are going to have to make sacrifices. that was senate president pro tempore mike mcguire just a week and a half ago as he spoke about his plan to shrink the budget deficit by 12 to 18 billion dollars. he said

his democratic colleagues in the state senate are on board with the plan calling for early budget action, which in a nutshell allows the legislature to reduce the size of the current fiscal year's budget. the idea is that in turn reduce the size of next year's budget set to go into effect this summer, early action means that we can bring this deficit to a more manageable level while details of the plan from senate democrats have not yet been released publicly. there have been concerns from democratic leaders in the other chamber, the state assembly that the plan from senate democrats on the governor could include cuts for homeless and housing programs. that's why some democrats say they been circulating their own plan making clear they will not support an early action proposal that cuts funding for housing and homelessness. they also want to freeze any one time funding that has not yet been spent. in a statement assembly speaker robert releases press secretary said the assembly democratic plan reflects member feedback and the assembly's careful, deliberative process. the speaker looks forward to refining this plan further in conversation with the senate

and newsom administration press. i am at a press conference tuesday. governor gavin newsom indicated even though it seems assembly democrats are split with senate democrats over how to shrink the deficit. he claims the opposite is true. i know that. don't make for good we all like controversy. it's newsworthy when everybody is getting along during challenging times. all that is republican legislative leaders say they are frustrated. they have not been included in any budget discussions organized by democratic leaders and the governor. i know nothing about it. >> i have seen no details. the one thing i noticed about the process is exactly that the lack of transparency. >> and we reached out to senate president pro 10 maguire's office about whether he's confident he an assembly. democratic leaders can reach an agreement over early budget action. but we did not hear back as of news time reporting from the state capitol wallace kron. 4 news. >> alameda county is deploying covid-19 detecting dogs in

their health centers. they're all part of a pilot program for identifying covid cases within the county's health center's. the dogs are working at the park ridge, nursing home in alameda. they are trained to sniff persons feet ankles or lower legs to detect any compounds that are associated with covid with accuracy rate at 96%. the dogs can sniff test about 300 people in 30 minutes. the next phase of this pilot program will focus on vulnerable populations in nursing facilities. the white house is celebrating an announcement from 3 drugmakers who've agreed to cap the price of inhalers for many patients at. >> $35 a month. president biden says this is thanks to major pressure from federal leaders. other advocates are praising the price cap. some say it's only a step in the right direction. >> this is great news for the asthma community. i hope, you know, we can make this sustainable. 10 people die

traveling there in the next couple of days. we've got a significant winter-like storm rolling on in. you'll see right here, the first run out there that not too much. but this one right behind that's all that very cold arctic air that is just going to slam into the bay area for tomorrow in the high country. yeah. winter weather advisories are going up. be presared for some snow up there across the high country and some winds across the tahoe area all the way down the mammoth bishop, too temperatures. yeah, it's going to be just a lot of cold. we're talking. 33 and that snow on thursday, a freezing as we head into friday. the good news is is on saturday. if you want to get up there and ski boy, you've got all that fresh powder that you're going ski on there and the roadway should open up and clear out. but the models have been picking up on a whole lot feet of snow on the bear valley area and then you get further south. yeah, maybe as much as 3 feet of snow and you know, even the bay-area likely to pick up some snow, our local peaks to and just to the north of the clear lake, the mountaintops there. yeah, maybe 3, maybe 6 inches of

snow. so pretty impressive. these storms rolling on in. but here we go again. we've got that cold storm rolling in for tomorrow. we see the rain in the bay area. see the snow in the high country as well. and it's just going to keep going as we get into friday saturday, maybe a little bit of a break. but then on sunday, another chance of more snow rolling on in. but next week, much warmer weather on the way. we'll talk more about that coming up in a few minutes. >> celebrate art month in san francisco. >> san francisco mayor london breed. they're kicking off earth month that city hall, the mayor honored for women for their efforts to improve the environment in san francisco. she also talk about the steps of the city has taken to help the environment. >> i am so excited and glad that san francisco has been an environmental leader and pushing for transformative change. >> and climate policies. >> the earth month celebrations will include temper tesco second annual climate action week. that

kicks off april 21st. the mayor's office says that during that week there will be nature hikes, bike tours and runs all meant to showcase the beautiful environment. the city has to offer. national parks nationwide will be celebrating earth day by waiving entrance fees on april 22nd. all 9 of california's national parks are going to offer free admission among the california parks. you can visit our glorious, you know, you 70 sequoia, joshua tree and death valley, all great places. >> there's been a change in leadership at the food bank of contra costa and solano. caitlin slye has been named the new president and ceo of the food bank. she previously spent 11 years at the food bank before serving as executive director of meals on meals on wheels, diablo region. she says a lot has changed due to the pandemic says donations are down. organization could use more volunteers. >> people who are in need food in our community. are your neighbors. they're not some

give us a chance to see a spring superbloom even here in the bay area. >> drier southern california will have more dramatic super bowls because they don't get as much rainfall typically to have as much grass compete. non native grass out competing those flowers as you move further north rainfall increases. you have a high level of grass on there. and so that makes it more competitive and more difficult. so where you do see super blooms in northern california typically tend to be on areas steep slopes are thinner soils because those are areas that the grass can't establish be as competitive. knew. >> experts are warning, though, that the bloom in the bay, it may not be as vibrant due to all the recent cold temps. so if you plan to see a super bloom for yourself, a reminder, you know, picking those flowers not allowed. they say that if you remove them, that means fewer wildflower seeds to grow next year. >> and more rain is expected this week. chief meteorologist lawrence karnow here with a look at the forecast. yeah, boy, some cold temperatures to go along with that, too. is more showers going to return

again to the bay area. maybe some record cold out there as we're going to see unusually cold system roll on in out there now. we've got some high clouds moving up above couple patches fog down below in spots, but otherwise a mostly dry temperatures today. yeah, it was much cooler member. we have those mid 70's some places much as 10 degrees cooler. plus 50's 60's for highs. that was it. i think probably not going to see anybody get out 50's by tomorrow afternoon. so colder air on the way. see the clouds rolling in right now. in fact, we've got a cold system that a spiraling in out of the gulf of alaska. and there it is rolling on down the coast and it will be here by tomorrow morning bringing some rain around the bay area, even the possibility of some thunderstorms. and yes, some local snow across some of our mountains as that front comes through. so tomorrow, a huge change in the weather pattern. make sure you have a thick jacket with you tomorrow. be prepared for some rain to go along with that, too. it is going to be cold and wet forecasts show you that system roll on by more showers as we head into our friday, although they'll be a little more
