>> now, 2 o'clock tragedy in the east bay after a crash that left a 9 year-old girl day. now the search for what happened. also, the latest in an hour's long police standoff san francisco neighborhood. and did you have your eyes on the sky part of the solar eclipse visible era in the bay area? we have nice clear skies. we're live at the scene of what was one of the watch parties. >> station. he's calling for news too. >> we're good, thank you for joining us on kron. 4 news at 2 o'clock. i'm catherine heenan and our top story this afternoon. a 9 year-old girl has been killed. the man behind the wheel of the car. she died in is on the run. this after solo car crash on a

freeway near concord over the weekend. kron four's philippe chagall has that story. >> eating suv headed down interstate 6.80, near concord veers off the roadway at the highway to 42 split early sunday morning. thanks to end. at least 5 of the 6 people inside the car. >> we're related. our officers arrived on scene. first they're the rolled over several times and landed on its roof. they also deserve some of the passengers were ejected. that usually was seat belt. a 9 year-old girl was among those objecting. she died on scene. >> her mother, 13 year-old sister and 2.17, year-old cousins were also in the car, likely not wearing seat belts to and were hospitalized. > california highway patr officer adam lane says they are all in stable condition and expected to survive. >> adding that it's unclear if intoxication played a factor in the crash still under investigation at this time.

the driver ultimately fled the scene. officer lane says investigators are still working with the family members hospitalized to determine their relationships. >> to the 30 year-old man who allegedly ran away from the scene where the young girl die. you want to make sure you stay on scene after a collision that just helps piece together. >> what happened in the sequence of events for us? able to talk to everybody involved and make sure to buckle up. >> in concord, philippe djegal all kron. 4 news. >> oakland police are looking for the car involved in a hit-and-run that killed a pedestrian happened just before 01:00am near the coliseum. bart station, police say when they arrived, the victim was already dead. the cause of the crash being investigated. anyone with information is being asked to contact oakland police. we're following developing news from a san francisco. police are at an apartment near my partner said where a man has barricaded himself inside. this is happening just west of 19th avenue on gonzales drive.

police got a call about 8.30, this morning. a man had broken into an apartment here was making threats. police have been trying to contact them and they say he might be having some kind of mental health breakdown. no one has been hurt. the public being asked to avoid that area. tesla is in court today and san jose over the safety of its electric cars. this case involves a family whose 2 year-old son crashed a tesla model x into his pregnant mother. this happened back in 2018. the lawsuit accuses tesla of consumer fraud for advertising, the model x as safe. it also claims tesla knew about a defective design. tesla has denied any liability attempts to reach a settlement between the attorneys for tesla and that family. fell through. san francisco. mayor london breed is at the state capitol. she is pushing for support for the city's

downtown recovery efforts. she is supporting 3 key state bills authored by san francisco officials. they would provide the city with what are described as creative ways to try to revitalize the area >> 2023, we saw one of the lowest crime rates we've seen in the past 10 years, not including 2021. we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. >> and the mayor is talking about her 30 by 30 proposal that's aimed at adding 30,000 more residents and students to the downtown area by 2030. and the big event of the day, of course, was the solar eclipse, even though the bay area was not in the path of totality, clear skies did mean some

really good views. kron 4 s charles clifford joins us from san francisco, which was hosting one of the watch parties. and envy you. you've got to you've got a good look. >> yeah, you know, today was a pretty good assignment. we had clear blue skies which made things nice. then after about the fog clouds right thing got a really clear view. the exploratorium over the embarcadero watch party this morning letting hundreds of people in a lot of kids on spring break. we're down there watching this morning. let's go and take a look at some video. we were able to record some of the clips with our camera. now we did get a total eclipse, but was about a 3rd of the sun was blocked by the moon. it started about 10, 15 sort of reached a peak around 11, 15 ended by about 12, 15, 12, 30 in but hundreds of people out there watching lots of folks very excited. the staff at the exploratorium had 3 different feeds, one from nasa to from their own crews are in different places across the country. and everyone just really happy and had a good time watching this thing. it's

exciting, especially explore time. you know the local science center for families that for the community is this great. i live for stuff like this because as a science educator. >> i get excited when people get excited about natural phenomena, whether it's an atmospheric event, astronomical event. it logical or something happening like the migration of the monarch butterflies. when people start to pay attention to get interested, get curious. that's when we get excited here at the exploratorium. all right. now this solar eclipse is over the next one in the united states is until 2024, that's actually one of 2024. >> and another one in 2045? so just have to take my eclipse glasses and put them in a drawer and hope i'm still around by them. but for now in san francisco, charles clifford kron, 4 news. >> kylen ira laugh and you will still be around. we trust. all right, chuck, thank you very much. all right. let's talk about the forecast

as we look live over the golden gate bridge. a kron 4 meteorologist kyla grogan. people did have nice clear skies to watch. we did pretty good. the weather was on our side and you never know right when an experience like this where maybe you some of the people are in the path of totality today where the weather kind of held and they had a really good run. >> it might inspired somebody to become a scientist. you know, you hear those stories about people that happens. they have that one experience and they think, yeah, i want to study that. i want to study the well, here we are blue skies. it is heavily here in san francisco. we've been warming up. that will be our trend as we go through the week this week, at least until we get to friday. and you can see already conquered santa rosa sitting at 71 degrees. we're at 68 in san jose in livermore, not bad in san francisco, either 60 degrees. and 64 for you in oakland. so obviously a warmer day than yesterday. and if you're up in the north bay in spots like napa, we are above 10 degrees, warmer 11 degrees warmer than we were this time wind is relatively calm. we do have a little bit of a breeze happening at the coast, though. you see little bit of

a northwest flow there. so little breezy at half moon bay, about 18 miles per hour. but california in general is just really enjoying some lovely, lovely sunshine. and the reason that's going to last as we go throughout the week is because high pressure is building in here. so the low pressure that brought us kind of the rainy weather that has pressed off to the east. now we're going to be under control of high pressure, at least until we get to friday. and that's when things will start to change. but for the next few days, get ready because we're going to have some heat rolling in peaking at about 80, 81 degrees on wednesday into thursday. but notice even around the bay like those, the inland temperatures that we get to the 80 degree mark. but even around the bay itself getting into some of those even potentially upper 70's in spots. so you're going to notice that now once we get to friday, everything changes. we actually have a little rain coming our way next as into the weekend, rather the end of this week. we'll have details on that coming up in your seven-day forecast. thank you. kyla. assembly member buffy wicks is introduced a new bill that is aimed at ticketmaster.

people that have just started to get a 4 year degree. adam kissel with the conservative heritage foundation says he expects another legal battle at the supreme court. could see a g's representing a dozen states. >> once again sued the biden administration over this unlawful action. >> the rule filed by the department of education is not yet finalized before anyone sees relieved it will have to undergo public comment in the next coming months. for now in washington, raquel martin, back to you. >> donald trump has made his position on abortion official because posted on truth social today. he believes individual state should decide the issue if there by a vote legislation. he says each state would have its own law. but the decision is about the will of the people. this comes 2 years after the supreme court overturned roe versus wade. meantime, trump says that his campaign took in 50 million dollars over the weekend at a fundraising dinner in palm beach, florida.

in the east bay uc-berkeley, nonprofit is suing california over its vote by mail program, arguing it discriminates against blind voters. disability rights advocates filed that lawsuit on behalf of people who normally a vote by mail with assistance or at a polling spot. it says it's unfair because the program does require blind people to rely on assistance infringing on their privacy. that group is asking california to give those voters the option to electronically return mail and ballots. the suit will go before a judge may 20th in san francisco. the city of san francisco says oakland's airport is in french supposed trademark by proposing different name renamed. the port has propose renaming oakland international airport, too. san francisco, oakland international airport, the city attorney david chiu says the city will go after legal

action and try to prevent any misuse of the city's trademark. in a statement, oakland's airport says in part the proposed modification. well, clarify, not confuse the new name identifies where the airport is actually located on the san francisco bay. if the name modification is approved, the port will take all appropriate measures to defend it. tried to use this accurate geographic identifier. time for another look at the forecast and we are looking at sfo and the skies still pretty clear cut. that's really been a. >> it's been a good day. it's kind of been spectacular, really. and we've got nice temperatures out there are only going to see that up as you get to the through the week. >> you're looking live at the embarcadero. really nice day. that's a lot of folks want to watch some of the eclipse action this morning. they had a whole lot of people out there is really fun. hope you had a good time with that. i got to see it through some glasses. myself was pretty cool. beautiful, sunny day. we're having some inland 70's

today as we get into tonight, a few clouds, but fog will stay in check. we should have a lovely morning again tomorrow morning. heating up through thursday and then believe it or not, we've got more rain coming a little april shower action. let's talk through this and look at the big picture here. so what's happening is high pressure is going to be in control. this week's of the most part. it keeps us a pretty dry. and also sunny, as you can see on thursday at noon. nice, sunny skies there as well. that should be around the peak of the warmth. then we get into friday and we start to see a system take shape that comes in in the overnight friday into saturday, delivering some rain for the bay area. and yes, you even see a little bit of snow there in the sierras. so a few more april but the big story, i think this week for us for the most part, going to be this warm up because today we're already relatively warm looking out for 74 in santa rosa. but 80 on wednesday, you can see with these temperatures go san francisco looking to get the low 70's on wednesday, concord, 81 in san jose. 82 that's well above where we should be this time of year, which would be upper 60's, maybe 70 degrees in some

of our inland spots. right now we're at 70 in fremont 69 in dublin. 72 in vallejo, a little cooler berkeley. 65 degrees with 71 already up in santa rosa. just kind of showing you the power of high pressure already taken control. so if you're in petaluma today, enjoy it. you can get up into those that 70 degree mark, 71 degree mark area, lots of sunshine. those you can take the long dog walk with no issues. as we take a look at tonight, temperatures are going to be mild and we're going to see a few clouds out there. so it should be a lovely evening as well. here's your extended forecast. and this really shows you what's the warm-up is done friday. those temperatures start dropping kind of back to normal. and then by saturday when the rain comes in, it really cools us down for a little bit. back to you. thank you, kyra. well, with warm temperatures heading our way of some people might be tempted to head to local lakes and rivers to cool off. but >> cal fire officials are reminding us those water temperatures will not be going up as the air gets warmer with the recently increased snowmelt. they say it's likely

the water in our lakes will not get warmer until late summer. that's if they warm up at all. there are also new warnings to be aware of any fast-moving water. >> jump in the water is going to take your breath away. if you're not a great strong swimmer that made almost few mobile eyes. you if you cant see underneath the surface of the water, you may encounter things that washed down from the logs. snags props, things along those lines that inc there. you are traveling and potentially some wonder. >> they say if somebody does start to lose control in the water, of course, of somebody can call 9-1-1 right away and they say do not. it's tough, but don't send anybody into the water after that person. still ahead, even more trouble for boeing. the latest scare in the air that caused an emergency landing and clearing debris from the side of the baltimore bridge crews have started removing containers from that ship. >> that crashed into the >> that crashed into the bridge.

heading for houston. a piece of the engine covering foul and hit the wing flap. passengers eventually were put on another plane and the faa is investigating. 8.4 million laundry pods are being recalled over unsafe packaging. the pods are not really properly child-resistant game tied at ariel and ace pods. liquid laundry detergent are included in this recall. the detergent has been sold. target walmart, sams, cbs, other major retailers. the pods could split open to easily causing injury to the eyes and skin. up next, why restaurant owner says he is on a hunger strike because of a bike lane. >> also how u.s. officials are reacting to israel's decision to pull some troops out of gaza and the big problems caused by a weekend plagued by side shows, including the fact side shows, including the fact part of you can't leave without cuddles.

another big story we're following. this is one of the many sideshows that took over. >> streets in the bay area this past weekend. and as you see part of the bay bridge, this resulted in 2 people being arrested. kron 4 sarah stinson has that story. >> a spree of sideshows across the bay area cause widespread disruption and chaos. the first began at 11 saturday night in menlo park. police

say more than 100 cars blocked the intersection of willow road and new bridge street. they say around 200 people gathered there to watch cars to doughnuts. it escalated when police responded. people begin kicking and jumping on the hood of an officer's patrol car has more officers responded. the crowd left the area. no one was injured and no arrests were made. another sideshow could be seen around 30 minutes later by stanford in palo alto. dozens of people watched as cars took over the intersection of coyote hill and page melrose. police have not confirmed if any arrests were made. illegal sideshow. activity also happened in mountain view just after midnight sunday on middlefield road and bernardo avenue. police responded quickly which broke up the sideshow. police say 20 year-old woman from pittsburgh hurt her ankle after she was struck by a car. no arrests reported. police

oakland responded to 2 sideshows. the first happened just after 2 in the morning. there was one sideshow on international boulevard. people set off fireworks as well. officers then responded to another around to 45 in the morning on park boulevard. police say when they arrived, everyone took off. no arrests were made. the last reported sideshow in the bay area involved more than 100 cars blocking the westbound lanes of the bay bridge. chp says this was just before treasure island around 3 in the morning. all westbound traffic came to a halt as people ignited fireworks and watch cars do donuts. a chp officers arrived. the crowd got into cars and drove off. >> chp says they detained 4 people, 2 of which were arrested and their cars towed. the 2 others are minors. they were cited. i'm sara stinson reporting kron. 4 news. >> a san francisco restaurant

owner says that he will be on a hunger strike for a month because of a bike lane. the one that he says costing him his livelihood. the bike lane runs through the middle of valencia street. this is part of a pilot project business owners there say the bike lane is costing them a lot of business parking spots. they're not happy. the owner of a middle eastern restaurant called yasmin. so as the hunger strike is, he thinks the only way he'll be heard. >> tried so many times to reach to the city so many times went to the board meetings and i went to city hole and try to reach out and and nobody ever talked to in the only response i would get most of the time is go talk to or from association. and every time try to talk to mobilize association there refused to talk to him. >> he did plan to start his hunger strike yesterday. in the south bay, santa clara county's district attorney says he wants to eliminate the county's death rowe. he wants to re-sentenced the 15 man on death row right now to life in

prison without parole. he describes the death row system as antiquated racially biased error prone and says it cost the state millions of dollars public money, 650 people are on death row in california, which is the highest number in the country. in 2019, you might remember governor newsom put a moratorium on executions. the state is working to move inmates out of san quentin's death row in 2 other facilities. santa clara county officials say low income residents are losing medical benefits. the county says from june of last year to january of this year, medical members dropped from 458,000 to 425,000 advocates say it's because people have reapply for benefits. now that the pandemic has officially ended. but the social security administration says it might just be the fact that people are applying for a covered california plan instead. the

fcc is meeting with public safety officials in santa clara county today. they're talking about an upcoming vote restoring net neutrality. that's the argument that internet service providers have to treat all information equally and prohibit blocking or slowing down devices. today's discussion was to include an incident involving the santa clara county fire department, which found its internet access shut down while at the 2018 mendocino complex fire. that was the largest wildfire in state history. the commission is expected to vote late this month. we're getting new details about a developing story about a fire that happened on treasure island friday night. san francisco fire crews say it was a house that was supposed to be vacant, but they found evidence of squatters. a neighbor helped a man who was found passed out in the doorway. got them to safety.

the man ran off before fire crews arrived. >> i was just like. happy i was able to beat has the right place right time i'm sure anyone else with the same thing given, you given the situation. you just never know what you you know, hunt until something like that happens. >> that man who helped out was treated at the hospital for smoke inhalation. now to new video from the vacaville police department that shows officers chasing the truck. the driver believed to be involved in several car burglaries. it started with the car going the wrong way on i-80 the driver eventually headed into vacaville where the truck hit a car that chase ended with the 4 people in the truck jumping out and running away. police did eventually find them and arrest them. petaluma police say they issued more than 20 citations

within 10 hours to distracted drivers. they say it happened during a distracted driving enforcement operation friday. officers made 49 traffic stops regarding drivers who in most cases it was their cell phones. police say driving with a cell phone in your hand, increases the risk of getting into a crash 3 times. they'll continue that operation through wednesday. beginning this week. highway 37 between solano and sonoma counties closes for 4 straight weekends. caltrans is repaving westbound lanes. the weekends of april 12th and the 19th and then they'll work on eastbound lanes. the weekends of april 26th and may 3rd. ok, time to take another look at the forecast. is this a pretty shot of the embarcadero? looks a little breezy, kyla is back with details. hey there. yes. and if you're ready for a little summery weather, we've got some coming our way. we're

already. >> feeling pretty nice today across the state. you can see santa barbara and los angeles in the 70's. same story up in sacramento there. 74 degrees in reading about 73, beautiful blue skies. as we take a look at it, half moon bay, not quite as warm out there today, but still a nice day to take a walk. half moon bay right now about 55 degrees a little breezy out there to today. but you can see where the 70's are popping up in the north bay in spots like novato sitting at 73 words, 72 in antioch, 71 and of allay conquer. 72 in napa getting up there. san jose's a little cooler. some of our spots just getting the upper 60's, but still well above average right now. and some of our inland communities, berkeley by the bay looking out for 60's today. but 70's tomorrow. and how about mid 70's even a little bit higher. we get into wednesday. so we have quite a warm-up on the way we're going to see temperatures that go well above where we should be this time of year, which if you're inland, would be about that. 69, 70 degree mark. also out in the sierra. want to talk about this because while we're having a beautiful day here today, you can see it's about 45 degrees and sunny,

dead. we've got this really nice weather. and as we zoom in here, you can see where these blue skies are just pervasive all across california. so that will be the story today. tomorrow as we get into wednesday and thursday. same thing. and that's because of high pressure in control. now, once we get to friday, things are going to change. let me show you what happens here friday. we're going to this low pressure system start to drop and that will cool us down. and by saturday we've got some showers rolling in with this and a little sierra snow. so we look at our chances of rain here again. you can see we get right through the week here through friday, staying dry and then saturday and sunday, some rain chances. i know not great timing popping up just in time for your but it looks right now like it's going to be saturday. and then the first part of sunday and then we'll start to clear out. but i think the bigger story here is a look at how warm it is in land on thursday, right in late, 80 degrees. by the time we get to saturday, a high of just 55. so that is going to be a little bit dramatic that to a little bit as eric.
