>> now at 5 from the bay bridge to mountain view, stanford and oakland sideshows take over the streets all across the bay area. good evening, everybody. thanks for joining us tonight. i'm vicki liviakis and i'm noelle bellow. 2 people are in custody for a series of takeovers that at one point. >> closed off the top deck of the bay bridge in the early hours of sunday morning. but the sideshows actually started saturday night on the peninsula. the first report came in around 11 o'clock saturday night in menlo park. police say more than 100 cars blocked the intersection of willow road and new bridge street. they say around 200 people gathered to watch some of them even standing in the middle of the road, almost getting hit by cars. as you can see in this video, police say some people even started kicking and jumping onto the hood of a patrol car. no one

was hurt or arrested. yeah. but then about 30 minutes later, a sideshow by stanford in palo alto that broke out. police say dozens of people took over the intersection of >> coyote hill road in page mill road and no word on any arrests. there. we now head over to mountain view where just after midnight sunday, another sideshow broke out on middlefield road and hernando avenue. police say that a woman her her ankle after being hit by a car, no arrests reported there either. now to the east bay where there were 2 sideshows in oakland, one just after 2 o'clock in the morning on sunday on international boulevard with about 100 cars there. and then another about 45 minutes later on park boulevard. police say when they got there, everybody just took off again. no arrests made. >> the last sideshow of several happened on the westbound lanes of the bay bridge around 3 o'clock sunday morning. that one also involve

more than 100 cars. police say traffic came to a complete stop as those car swiveled and doughnuts and fireworks were let off. chp says when they showed up, the crowd did disperse. but 4 people were detained. 2 of them were arrested. their cars were towed. the other 2 who had been detained were minors and they were cited. now police and chp are investigating to see if all of those sideshows are linked in any way. last year. oakland and alameda county leaders did increase fines for those attending and organizing side chips. >> another story we are following for you tonight. a speeding suv headed down interstate 6.80, near concord. it veers off the roadway at the to 42 split. happened early sunday morning. a 9 year-old girl was among those ejected she died at the scene. her mother, a 13 year-old sister into a 17 year-old cousins. they were also in the car likely not wearing their seat belts as well. they were

hospitalized. chp officer adam lane says that they are all in stable condition and expected to survive. officer lane says that investigators are still working with family members who are hospitalized to determine their relationships to the 30 year-old man who allegedly ran away from the scene where the young girl died. >> you want to make sure you stay on scene after collision. that just helps piece together. what happened in the sequence of events for us. able to talk to everybody involved >> it is not clear if intoxication may have played a factor in this crash. oakland police meanwhile, are looking for the vehicle involved in a hit and run collision that killed a pedestrian. it happened just before 1 o'clock this morning near the coliseum, bart station, a police say that when they got to the scene, the victim had already died from her injuries. were there injuries rather the collision is currently under investigation. we don't know the name of the victim yet anyone with information that was being asked to contact oakland police.

>> the port of oakland is ready to battle the city of san francisco over the proposed name change of the oakland airport. the port will vote thursday on renaming the airport to san francisco bay oakland international airport. the port says it wants to change the name to, quote, boost inbound travelers, geographic awareness of the airport's location on the san francisco bay. but san francisco city attorney david chiu has sent a letter now to the port threatening legal action if they go through with that name change to says using san francisco as part of the renaming of oakland airport will cause confusion and chaos and he says it infringes on sf owes trademark. >> we believe that their proposal appears intentionally designed to divert travelers. it may be unfamiliar with area. geography. it may lead them to believe that oakland has a business relationship with us po which it does not. we believe that the clear similarity and a very high likelihood of confusion gives

us a strong federal trademark infringement, a claim as well as a strong federal that mission claim and taken together. these are clear infringement on sfo straight months. >> we have received a statement from the oakland airport in response to this possible lawsuit. it reads in part, quote, the proposed in a modification will clarify, not confuse the new name identifies where the airport is actually located, which is on the san francisco bay. if the proposed name modification is approved by the board, the port will take all appropriate measures to defend its right to use this accurate geographic identifier and, quote, port of oakland officials say if the name change is approved thursday, they're prepared to defend their right to use it. >> san francisco mayor london breed is at the state capitol today to advocate for the city's downtown recovery efforts. breed is throwing her support behind 3 killed key state bills authored by san

francisco officials. these 3 pieces of legislation would provide the city with a said of creative solutions to build on local efforts to revitalize the area. the mayor also spoke today about how the work the city has done to help restore the vibrant downtown area is working. >> 2023, we saw one of the lowest crime rates we've seen in the past 10 years, not including 2021. we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. >> the mayor also touted her 30 by 30 proposal, which aims to add 30,000 more residents and students to downtown by 2030. >> let's get a check of the forecast taking a live look outside at downtown san francisco. another beautiful

day out there today. and they spar is with us here in studio to tell us what we can expect the rest of the week. well, good evening, vicki well, good evening, everybody. and the sunshine continues through much of the week ahead with also were some of those temperatures as well. here's what going on here. i actually can't say my screen. his outlook off screen. pardon me a little bit. but you can see off to the sutro camera. they're a good shot that we have for you. meanwhile, here's a look at the temperatures right now. we've got still, though, 70's hanging in there. well, inland into the middle 70's. meanwhile, up north, we have some lower to middle 70's at work as well. >> now, one of the things we may get by tomorrow morning is a little in the way of some bay fog. so scattered clouds going on, not a major deal, but that will probably mix pretty quickly. by the time we get to the afternoon. so on balance, it's going to call it balance, it's going to call it mostly sunny into tomorrow. little bit. and you're really going to feel that well inland going on for tomorrow to we're just getting started, by the way, to get a couple of days lined up like this as well. feast, your eyes here on low's going on for tonight again, got some bay clouds to make

note about 50 will go on for san francisco and oakland. we're looking about 52. meanwhile for san jose. now we have some issues happening towards the end of the week. i know it looks like it's holding together in the models thus far will get more into that coming up in a bit. vicki. >> did you see it across the country? millions of people witnessed a total solar eclipse this morning. yeah. here in the bay area, we did only have a partial eclipse, but the skies were nice and clear at the exploratorium on san francisco's embarcadero. as you just saw, hundreds of people gathered to watch that

solar eclipse, the eclipse began about 10, 15 this morning peak at about 11, 15 did reach totality. >> only covered about a 3rd of the sun in the san francisco bay area, but still pretty good view for anybody who came out. it was very exciting. citing especially board time. you know the local science center for families that for the community is this great. i live for stuff like this because as a science educator. >> i get excited when people get excited about natural phenomena. >> now, as we mentioned, a bay area was not in the path of totality, but you could still see the moon blocking part of the sun. earlier today. our kron four's rob nesbitt joins us now live from outside the studio with what it was like to look up at the eclipse. did. did you see it? >> vic into well, actually put on these pair of glasses to look at the sun and see the eclipse for myself. and i saw we were talking about a second ago, the part of the moon eclipse. the bottom part of the sun, but really walking

around san francisco. he didn't really notice it. there was no change lightness to darkness, but in other parts of the country, mother nature really put on a show, including my home town in maine. >> and a solar eclipse came with a lot of anticipation. millions of people in the united states excited for this rare moment of darkness. the best viewing was in the path of totality starting in texas and running 2200 miles to my hometown of hoxton main hi mom. >> i were like so many others, my family turned the eclipse into a family viewing party, seeing the skyline change from day to night and back today and a matter of minutes for my 3 year-old nephew. will that cool? yes. to my 91 year-old grammy j mall with a light around 10 miles from there in houlton, maine, the population more than doubled overnight with tours traveling for the best view of the dark sky, a cloudy forecast for other parts of the country. rerouted

eclipse watchers to northern maine airport was really wild. the busy we had to be a 10, 10 jets to flow in. >> people that had been planning on going to texas and and and redid their flight plans and came up here stead executive director for the greater hold the chamber of commerce. jane torres spent more than 2 years planning for the solar eclipse. a full weekend of events for locals and visitors leading up to the moon's big move. torres sharing one example of how a local businesses benefiting still. do you know $1000 worth of business? yesterday they get 5 today. they did 10,000. that's a huge boost. the solar eclipse may have only lasted a few minutes. the small towns like we're i grew up hoping the once in a lifetime celestial event will be long lasting impression on eclipse enthusiasts. so thankful to be here that think i think accomplished our mission to get people to come back to see us again. >> now solar eclipses are rare

the driver made his way into vacaville where his truck hit a car as it was weaving through traffic. the chase it ended with the 4 people in that truck jumping out and running off. police eventually found all of them and they were all arrested. california school superintendent tony thurmond is sponsoring a bill aimed at cracking down on hate crimes in public schools. our capitol reporter eytan wallace has the story. >> well, thurmond and others who spoke here at the california department of education say they've heard too many stories about students facing hate public schools. and now they say it's time for action. we're standing together to say that there is no place for hate. that was california superintendent of public instruction tony thurmond, messages he urged support for 3 bills. he says we'll fight against hate in california public schools when something happens, even if it's awkward or uncomfortable that must be addressed. but he says addressing and investigating acts of hate in california k through 12 schools has been

challenging because the state lacks a fully dedicated office on that very topic. but he argues that will change was senate bill 14. 21, it will create the department of education's a very own office of civil rights. thurmond going one-on-one with us about why he's backing the proposal. no room for we want to address anti-semitism islamophobia, any kind of hey, you know, black, white, racism, whatever it is, we want to dress it. hate that they often face theresa drydock of the anti-defamation league says her office has routinely been notified about antisemitic incidents in particular taking place today in and day out across california. public schools, we're seeing jewish students who identifiable jewish by maybe what they wear. >> the a necklace that they wear being called dirty. were being told by parents and by students on a daily basis that kids are afraid to go to

school wearing anything that will identify themselves jewish. those here say social media platforms, some led to misinformation and more hate. that's why thurman says he's backing a bill allowing school districts to establish policies limiting social media use on campus. >> in another bill establishing a collaborative to teach school staff about the holocaust and other genocides. the author of those bills, senator henry stern believes both will ensure students are better educated to know that almost two-thirds of american youth don't even know what auschwitz is and half don't even know the holocaust that ignorance is part of a deeper trends. students in attendance from the richmond area shared why they believe the proposals will make a difference going to school. not having to worry about being. assaulted anything because of what you present yourself. s. >> everybody should be excepted of who they are and you shouldn't question on why some buddies like this way or

was somebody has to step in a city are race like. >> and as of now, the bills have no formal opposition reporting at the california department of education in sacramento. eytan wallace kron. 4 news. >> president biden is unveiling his new student loan forgiveness plan after the supreme court struck down a 2022 push to erase student debt for more than 40 million americans. the new plan targets up to 30 million americans. in part it would cancel up to $20,000 and runaway interest for borrowers who now owe more than they did at the start of repayment. it would also wipe out the entirety of interest for borrowers enrolled in the save plan and make less than $120,000 a year. it would also cancel debt for borrowers experiencing financial hardship such as high medical bills or child care. the rule filed by the department of education is not technically final before anyone. he's really fit will be to undergo public comment in the coming months. a bay area, lawmakers introducing a bill that

targets ticketing company ticketmaster. >> at a press conference today, oakland assembly member buffy wicks announced a new bill to stop what she describes as ticketmaster's monopoly in the sales market, according to wicks as it stands today, ticketmaster handles the ticketing and pricing for a vast majority of major concerts and sporting events. but with the introduction that deduction of assembly bill. 28. 0, 8, the legislation would require more competition and change ticketmaster's control over ticket sales. wicks believes that this will lead to lower ticket prices and better customer service. >> it's pretty fundamental. i mean, it's a basic premise of capitalism. so when you have more competition, you have a better product, right? and that is the foundational to to our side here. so ensuring that we have that competition, the primary point of sale to is the one of the most critical things that we can do to end the monopoly. the music artists, coalition and black music action coalition post arguing that the bill would

make it. >> harder for artists to set their prices. in a statement, ticketmaster says in part, we support reforms to improve ticketing. but be 28. 0, 8, will not do that. it will instead undermine the efforts of artists. sports teams and primary ticketing companies to minimize ticket scalping. >> taking a live look outside now at the golden gate bridge where the sun has been shining pretty much all day long. our meteorologist dave spahr is here to explain why things are so nice. >> vicki in noel, get guess what? we got other high pressure cell doing its thing in during the summer months. we would be suffering because this would be kind of the set up for kind of a heat spike instead of us. a warm bump a little flavor of the tour spring coming our way. we're going to a couple days out of this thing. however, looking longer range in the forecast, looks like rain is going to rear its ugly head a little bit later on. we'll have more on that. here's the golden gate bridge for you. nice blue skies, not much the way of a breeze. a little bit of one because we get some of that inland heating driving. some

winds. and i'll point that out as well back the temperatures here. this is sweet. a lot of mid 60's light up the east bay shoreline inland already. well, in the 70's, we'll see some 80's start poking through by tomorrow, potentially. there are some 70's p north and upper 60's as well with a high pressure building. we're not going to have much of the way of surface winds either outside the afternoon pop. we typically get, which is another factor that aids in all of this. you have the subsidence there that warms things up a little bit and you don't have much the way of winds to circulate that cooler bay area air. that's right around the water. so temperatures will start to move a little bit more. so here's what you can expect for the planner for this evening at 6, sunny and mild, those temperatures falling to the 60's inland about 57 at the coast by midnight, we're mostly clear mild on balance. lot of 50's at work and by tomorrow morning we'll be seeing a lot of 40's over the bay with some they clouds a little bit in cool temperatures happening well inland. let's jump over to future cast for what's going on here. just want to point out maybe tomorrow morning, some scattered bay area clouds, not a big deal on

balance will be mostly sunny. row. wednesday starts to change a little bit. maybe some high cloudiness thrown in there for good measure, but the highest still in place and controlling things. but then it starts to wane. real quick on these winds here. there's your pop goes on this evening and then tomorrow again. but that's really being driven by inland heating. so we're not having a lot in the way of winds driving things, but upstream, we might have some rain coming back into the forecast for end of the week. well, side of the and yet we're still looking over. the models are still, you know, developing. so we'll see. >> i will so of us have plans for the weekend also hit and miss things shift a little bit. i'm nervous, right? park my car in the garage. haha, i tell still ahead tonight at 5, it may not be over for the $0.99 store after all, how one group is trying to say the franchise, at least for some californians. >> plus, a former marvel star receives his sentence after being found guilty of assault. stick with us.

>> country star morgan wsyland now facing felony charges in nashville. whalen is charged with throwing a chair off of the 6th floor of a bar downtown last night. the chair landed just a few feet from a pair of nashville police officers. he's now facing 3 counts of reckless endangerment and a misdemeanor count of disorderly conduct. his lawyer says he is fully cooperating with authorities. well, and posted $15,000 bond and has been released. he is expected back in court on this next month. >> meantime, actor jonathan majors has been spared jail
