>> today on kron, 4 news at noon, a decision that could limit where armies and homeless camps are allowed in the south bay. the vote expected from san jose leaders. and a crime crackdown. the new data showing the results of getting the chp into san francisco and they're not staying quiet. a rally is underway by public library workers demand better protection. >> from the bay station, you're watching kron. and news. >> hello, everybody. thank you for joining us on kron. 4 news at noon. i'm catherine heenan happening right now. library workers in san francisco are holding a rally. they are in contract talks with thousands of other city employees. they are demanding that the san francisco public library take action to keep them and their patrons safe. kron four's. tiffany justice joins us live and has the details to fund

>> rallying miami. they're asking and all of their branches right now full jermaine, the presidents of liberia until chapter to tell everything about what has been going on and why people taken time to be out there today. >> well, we're taking time to be out here today because we want to tell the city how important it is to have security guard at every single location because not only do library workers deserve to be san francisco who come to our locations every single day deserve to have place. >> all right. we were talking a little bit earlier and you did mention that this effort fans back in 2019. 0, my goodness. we have putting forth this effort since 2019 colleagues of mine and i know

neighbor team. we have spoken to the board of supervisors. have spoken at our labor management meetings. we have brought this to bargaining. now. this is the 3rd time we're bringing it to bargaining first-round. we've got nothing second round. we got 3 guards. and now i'm lucky enough to be one of those branches that just got a and now this year we're trying for more and they're telling us know that no guards are needed anymore locations. we believe that is nicole, tell me about some of your experiences. so you do have a guard at but that's found more. yes. so now we do have a guard at my branch, which is wonderful. what a huge difference not only do my staff feel more safe and comfortable. >> but also the patrons that people who come into our library every single day we've got kids, teachers, parents, many of them have come up to me to say thank thank you for finally doing us. we appreciate it. it's just you know, it's like preventative medicine. you know, it's even better than insurance because you get that preventative medicine having that garden.

the branch brings the cortisol level down. >> and people are more likely to not public buildings and the random public coming in. it is a no brainer to deduce the fact that, hey, you need security, most public buildings, almost every public building i know of has a guard except for the library's. there has been an thanks all our efforts to start putting guards in the library. but it is clear that they don't want to help staff up every single brand with a security guard. where is your ranch located? my ranch is located in the heart of district. >> i manage the port of the branch library and i'm the children's librarian. and even in my happy little brands with tons of children, i have had some very severe incidents, my own incident that happened to me not that long ago. mean, between a man is half dressed wielding a weapon who clearly mentally unstable. and

consider the mother of the library. everybody loves me the mother of the library. but i was not strange to be a security guard. i was not trained to de-escalate. learned that in library school. however, when this man came into my branch, i had a very strong to protect the children and all the people in my branch. so i managed to get him out france as he wielding this weapon at me and i got outside, i thought i brought him out to keep everyone safe. there was a big group of preschoolers sitting outside and he started cussing at them. brandishing the weapon at him. and so i put myself between him and the children. and i said, no, thank know >> i keep for me. he actually laughed after that. and then security showed so i should never put in this position. nobody should ever be put in this position. and it happens

every day. you see same drop in the bucket of the many incidents that are happening at grant every single day. every single library we could fill an entire library with all of these incident reports. nicole, thank you so much for joining us for live interview. as you guys tell, there's a lot of talk about with this issue. we're going to see out here gathered more information, talk to more people. but for now, we're going back to studio. >> all right, kevin, thank you very much for that. to some dramatic concerns thanks, tiffany. in february contra costa county hired an armed security guard for the antioch library. and there's now full-time armed guard, a patrol car outside the and in the parking lot. this is in addition to a full-time unarmed a security guard in the library. a string of security problems recently led to the library closing a few days, including staffers being

threatened damage to property fires being set and people having inside the library. in developing news, governor newsom says crime is down in san francisco. he is crediting a special operation which began last year. police say in the 1st quarter of this year, property crime was down. 32% violent crime down 14%. that's compared to the 1st quarter of last year. in the past 11 months, the chp has seized more than 42 pounds of fentanyl from the tenderloin more than 6,000 citations were issued. that led to about 500 arrests. the chp officers were sent to the tender line and surrounding areas last may in a desperate effort to try to improve public safety and the governor issued a statement saying the results are a testament to the collaboration among state, local and federal law enforcement. adding we will continue to work together

to get drugs off our streets, address crime and make our communities safer. police are looking for the person they say intentionally set a fire at san jose state university crews responded to that fire march 31st. about 05:30pm, security camera video shows a person with dark hair, black hoodie, holding a red light or they're not confirming the gender. but anybody with information asked to contact san jose state university. happening today, san jose leaders will vote on a new measure to limit where homeless camps can be set up. they say this is a move to try to keep schools safe. kron four's will tran has that story. homeless advocates believe that this is an attack on the homeless a lot of times it's not their fault. they simply cannot afford. >> a traditional house, but a lot of parents and students there are fighting back saying the school areas are not safe

for them because when they walk to school, they say they walk around a lot of homeless as well as needles. they claim what's going to happen is the city council members will decide a couple of measures. one measure was actually decided 3 years ago. that said that the homeless encampments cannot be any closer than 150 feet to a school. but it was more like guidelines. it's not the law. so what they will do now is tried to make a law by trying pass it. if that becomes law, then a police officer can come up to a homeless person and site that person. >> but they're not asking for money. they're just saying that you can't be any closer then that established distance another measure that they will be trying to pass our rv's and vehicles is school zones. the homeless advocates don't like this because they say there's not a lot of areas in san jose to park a lot of homeless use rv's instead of traditional

houses to live in. what they will do is they will look at certain school zones and think. >> you know what, this is not safe to be here because it's so lars said in trucks, the views of drivers as well as people in the cross walks and that could be dangerous for the students as well as the teachers and parents moving about the school's own. what's going to happen is they will get a warning. and after that, if they're not moved, then they will be towed. >> have to talk about the forecast as we look live at sfo. meteorologist kyla grogan was explaining how beautiful the weather was and began to should say, yeah, i wanted to hear more of that. i have so you know what a beautiful morning. oh, what a beautiful day i think would would cover it. a gorgeous afternoon. we've got blue skies out here, everybody. we're just warming up and we're getting more of what we had yesterday, which is to say. >> really, really nice temperatures and a lot of sunshine already at 72 degrees in san jose. 71 in dublin

inland spots are going to war into those 70's today. 71 in concord. 66, though, in downtown san francisco already. and we're at 69 and santa rosa and petaluma fairfield at 70 degrees. the wind is nice and calm with the exception of point race got a little bit of a breeze out there, but that's pretty common. so here we are storm tracker 4 looking good. kind of doesn't get any better than this. today we are going to warm up. we've got a little more warmth tomorrow, to go ahead and give my friends and fans, jose, a medium iced coffee today because of that sunshine, it couldn't give you a large yet because we've got more to go. folks, is this warm-up continues. so today these are the highs are looking out for. as i mentioned, san jose 78 degrees. same story in antioch. but you can see we're looking at for 70 in oakland, mid 70's up in the north bay and out of the coast just about 60 degrees. san francisco about 67. well, above average is the so beautiful day to get out and enjoy the weather and you do have to enjoy it because this little pop of summer that are

going to be rolling in to hear of the next couple of days does not last. by the time we get to friday, we're going to knock those temperatures down and then we've got rain coming in over the weekend. i'll have those details. you can make your plans coming up in your seven-day forecast. sounds good. kyler. thank you very not every day you see a houseboat just floating along the bay. this is a site that's been attracting a lot of attention. >> kron 4 s charles clifford has been looking into this. he has details from sausalito. chuck. >> good afternoon. you know, yesterday was down at the exploratorium along the embarcadero in san francisco doing a story about the eclipse and we all stand there in this house floated and i didn't think too much of it at the time i thought was kind of funny, but apparently caught a lot of people's attention. so we've been looking for this house and i found it was going to take a look at some video here now. right this 2 story house got shingles on a roof and windows. it's anchored out in richardson bay just off shore here in sausalito. now we called the coast guard and

they said that, yes, this boat, this houseboat, which is actually a house on a barge, was being towed very slowly by san francisco yesterday and they were keeping an eye on it. they were monitoring it, but they say, you know, not unusual for house votes to move around. san francisco bay was a little odd that it went this far. apparently it came from south of san francisco somewhere went all the way across the bay past alcatraz and is now anchored out here near sausalito. they say this is perfectly legal. the owner of this boat can do this. it happens from time to time. we don't know what the where this ultimately will end up. there are several peers here in sausalito with very similar looking homes, anchor there. it could possibly end up in a dock over there. and again, we haven't yet found the owner of the or the but apparently they hired a contractor to move the boat across the water and hopefully they can find a place to put their home here in the near future. that's the very latest here in the north bay. charles clifford kron. 4 news, not consumer people kind taking a second look at that. all right, charles, thanks very much.

oakland airport. >> this just days before the port of oakland is set to vote on a new name kron 4 sarah stinson explains. >> at the oakland airport on monday night. rumblings could be heard about the airport, possibly getting a new name. san francisco bay, oakland international airport. i think it's ridiculous. the port of oakland manages the airport and first proposed the name change late march. the port president says this will boost travelers, geographic awareness of where the airport is located. but people flying in and out of the airport say this would only make things more confusing. nothing about here that some francisco. we're trying to get away from some school. that's why we come here. you know, some of is going open its 2 different cities. so let's wait to oakland. mayor sheng thao has said the new name could support the airport's efforts to secure more direct flights and boost tourism in oakland. but across the bay, san francisco mayoral candidate

and supervisor. asha, suffice as the name change would hurt sf. >> san francisco's a port of entry for millions of immigrants. millions of working people, people from all over the country in the world and what you don't want ever is for there to be confusion ahead of the port commission scheduled vote on thursday. san francisco city attorney david chiu center letter threatening legal action if they go through with it too, says the proposed name infringes on sf those trademark. >> their proposal appears intentionally designed to divert travelers. you may be unfamiliar with the area. geography. we believe that the clear similarity and a very high likelihood of confusion gives us a strong federal trademark infringement in response to the possible lawsuit. the oakland airport released a statement saying in part the proposed name modification will clarify, not confuse the new name identifies where the airport

jose concord at 70. we're real close in santa rosa right now at 69, the only place this kind of seasonal today is out at the coast, half moon bay about 57 degrees. so what does this mean? a beautiful day and a beautiful night. if you're headed out to sea, the giants take on the washington nationals. first pitch is at 06:45pm. tonight? we're talking low 60's. it should be absolutely perfect weather. the wind not bad. it's out of the west. about 11 miles per hour or so. enjoy that if you're headed out, not only today, but you can see as we look at temperatures, france here for the next couple of days when we're in the red, that means we're going above average and we're staying above average, not just here, but you can see all across the state there in los angeles to for the next couple of days. all of that has to do with high pressure that is in control. so between now and thursday, this is kind of our story. then that story changes drastically as a low pressure system drops bringing us some showers and some very cool air along with it this weekend. so what do you need to know? well, it's going to arrive late friday, the overnight hours between friday and saturday will have very cool scattered showers throughout

the day on saturday, likely into the first part of sunday totals right now. look like between about a half an inch, an inch in urban areas or coastal mountains could see higher than that. now, if you're thinking yourself, i'm tired of this. i want to deal with rain. well, here's the extended forecast green areas. this is like for a week out means they're looking for more rain. but for us after this system passes us by, we're actually going to dry out and can see will be drier than normal. so will this be our last train system? it kind of feels like it might at least anything significant. so get ready for that. and as i mentioned, it will be later in the day on friday. friday will be cloudy and cool. saturday will be rainy and even cooler. back to thank you. kyla. california school superintendent tony thurmond is sponsoring a bill which is aimed at. >> cracking down on hate crime in public schools. capitol reporter eytan wallace has that story. >> well, thurmond and others who spoke here at the california department of education say they have heard too many stories about students facing hate at public

schools. and now they say it's time for action. we're standing together to say that there is no place for hate. that was california superintendent of public instruction tony thurmond, messages he urged support for 3 bills. he says we'll fight against hate in california public schools when something happens, even if it's awkward or uncomfortable that must be addressed. but he says addressing and investigating acts of hate in california k through 12 schools has been challenging because the state lacks a fully dedicated office on that very topic. but he argues that will change was senate bill 14. 21, it will create the department of education's very own office of civil rights. thurmond going one-on-one with us about why he's backing the proposal. no room for we want to address anti-semitism islamophobia, any kind of hey, you know, black, white, racism, whatever it is, we want to dress it. hate that they often face theresa drydock of the anti-defamation league says her office has routinely been notified about antisemitic incidents in particular taking

place today in and day out across california. public schools, we're seeing jewish students who identifiable jewish by maybe what they wear. >> the a necklace that they wear being called dirty. were being told by parents and by students on a daily basis that kids are afraid to go to school wearing anything that will identify themselves jewish. those here say social media platforms, some led to misinformation and more hate. that's why thurman says he's backing a bill allowing school districts to establish policies limiting social media use on campus. >> in another bill establishing a collaborative to teach school staff about the holocaust and other genocides. the author of those bills, senator henry stern believes both will ensure students are better educated to know that almost two-thirds of american youth don't even know what auschwitz is and half don't even know the

highway patrol is searching for a 30 year-old man who was allegedly behind the wheel of an suv that flew off the freeway near concord sunday morning. we're speaking with the. >> for people that got transported to the hospital. they're all stable and exp>cted to recover from their injuries. they're helping us piece together who the driver was. a 9 year-old girl did not survive the crash. she died on scene. >> the chp says the suv was the only car involved. it crashed in the dirt median between interstate 6.80, and highway 2.40, to near concord. >> and rolled over several times before landing on its roof. the chp says most if not all of the passengers rejected and likely not strapped in before the crash always recommend wearing seat belts. one of them was we enforce the most. >> if you don't wear your seat belt and get involved in a collision that's going to increase the likelihood of major injury or death. the child who dies mother, 13 year-old sister and 2.17,

year-old cousins were also in the car and where the passengers hospitalized the driver left the scene before officers arrived at this time. it's unclear if intoxication played a role in the crash in concord, philippe djegal all kron. 4 >> tesla is involved in 2 south bay court cases this week, the company decided to settle one of those cases where a family is suing over the the company over its auto pilot feature. they say it malfunctioned and killed a man in mountain view in 2018. investigators say the driver was playing video games on his phone while using autopilot. the investigation determined the autopilot system did not recognize a lane change on the highway. tesla has always said it its future does not prevent all accidents. no settle meant settlement amount has been publicly announced at least at this point. another court case

teachers argue it leaves out the needs of english learners advocates though, say it is an important effective method badly needed in 2023, only 43% of california 3rd graders matt academic standards, 27% of black students. 32 percent of latino students. 35% of low-income children were we were reading at grade level and assembly committee is going to meet on this bill later this month. it is alleged that open ai trained its chatgpt gpt model on more than a million hours of youtube videos. but did that without permission from the creators or from youtube? a new york times report says that i knew that was legally questionable, but did it anyway. the report says the company president was personally involved and that special transcription software was created to scrape youtube content as they put it.

google, which owns youtube, says its terms of service prohibit automated scraping or downloading of its content. a california lawmakers introducing a constitutional amendment aimed at solidifying environmental rights in the state constitution. angeles assembly member isaac bryant's bill calls for the right to clean air clean water, a healthy environment. we've done this recently. we will do this again as california seeks to protect itself. >> from what may be troubling federal times in the near future. this is the year to do this. this is the time to do this. in my opinion and many others. we are actually many, many, many, many years too late. >> a constitutional amendment would have to be approved by both the legislature. and then later by voters. san francisco mayor london breed is pushing 3 state bills and to trying to revitalize the city's downtown. she says they offer what she's calling creative

solutions. the mayor is talking about the work also talking about work already being done in an effort to help. >> 2023, we saw one of the lowest crime rates we've seen in the past 10 years, not including 2021, we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. >> and the mayor talked about her 30 by 30 proposal that's aimed at adding 30,000 more residents and students to downtown by 2030. all right. let's talk about the forecast as we look live at the embarcadero. we've been talking about how beautiful it is. kyle is back but also talking about some a dramatic weather kylen other parts of the country. that's right. a dangerous weather and it's not just today but also through wednesday. even thursday. you

can see this line of storms is rolling across here. these are what's called severe storms, right? they have the potential. >> to have severe thunderstorms which can create hail, lightning and flash flooding and also tornadoes can be spot spun out of these. we get rotation in some of these storms. and in fact, if you look in this area all the way from austin over now to alexandria, louisiana, up by shreveport, louisiana, they're under tornado watch until 5 o'clock in texas. local time until 9 o'clock today. this just moved into louisiana as the system makes its way across. and you can see that area in green. that is flash flooding right here. that is a flash flood warning that is happening and this line of storms, as you can see is very juiced up. so this is where they're watching for rotation right now in some of these storms that could, you know, start to have that the last couple of that indicates that there is some rotation right now. happy to say there are no tornado warned cells, but that is something to keep an eye on it. certainly if you have friends and family in this part of the country, i know i did this this texan said, hey, guys, make sure you're getting your watches and warnings today because we've got some very dangerous weather out there. so suggest you do the

same if you have any friends and family down in that direction. meanwhile, back in california, it's absolutely gorgeous today. yet again, we've got these blue skies, beautiful temperatures today. we're looking out for some of those inland mid to upper 70's just the beginning of a warm-up. that's coming our way. we do have rain this weekend. i'll have details on all of that when it come back in just a bit. thank you, kyra. in washington, senate lawmakers are hearing about the impact of forced arbitration. >> and the argument it can make it nearly impossible for some workers to sue their bosses. washington correspondent trevor shirley has more. and lawmakers are hearing from some people who say they've been victimized by forced arbitration policies. >> and are urging congress to end the practice completely in many cases, employers require their workers to submit to forced arbitration over any workplace dispute, including things like discrimination over age or race. the employee waives their right to sue and the outcome of the arbitration is binding and not made

would just stay oakland. why lawmakers in nevada seem ok with forking over 380 million dollars in public money to help a's owner john fisher build a new stadium. a new poll says that most voters in las vegas are not kron four's. dan kerman reports. >> last week the a's were celebrating moving to a minor league ballpark in sacramento for 3 years until the new las vegas stadium is built. the nevada legislature is already shelled out 380 million dollars in public funds to help build that stadium. but a new poll finds residents of las vegas oppose using public money. the emerson college polling survey asked 500 likely las vegas voters. do you support or oppose the use of public money going towards the construction of a baseball stadium for the las vegas a's. well, almost 32% supported public funding. nearly 52% opposed it. and more than 16%

remain unsure. >> everyone but nevada, politicians and the stadium authority seem to see through this. john fisher scam that he's going on. alexander marks is with the nevada state education associations, schools over stadiums campaign, which is trying to stop the public funding of that las vegas stadium. well, those surveyed live in the city of las vegas seen here in yellow, not along the part of the strip where the ballpark will be built marks thinks the poll results are significant. billionaires like john fisher don't want this on the ballot. they know that if this is on the ballot, they're going to probably we just saw what happened in jackson county, missouri last week. we saw the polling they can read the tea leaves like everybody else. it's still unclear if nevada voters will get a say in the public funding question. on tuesday, the nevada supreme court will rule as to whether schools over stadiums can move ahead and collect signatures for the ballot measure to put the question on the november ballot marks remains optimistic at the end of the day, public money should not

high as roll into thursday. now, the good news is we do have some rain expected over the weekend and that does usually help to kind of wash away some of the pollen and things that might be causing you to be a little sneezy out there. but this is part and parcel of having kind of a nice season of rain. and that, of course, we're getting some of this warmth right now in blue skies. and boy, the warmth is pop. and 72 in san jose. we're at 70 in concord. you can see some really nice temperatures right now. even in san francisco about 68 degrees. 59 half moon bay. that's where we're seeing a little cool. wind is relatively calm. the coast gets a little bit of a breeze, but that's about it today. so it's just a really gorgeous kind of top 10 day out there as high pressure is in control. but of course, all good things must come to an end and low pressure will be moving in as we get into the weekend and that will deliver some rain our way. and it doesn't happen until later in the day on friday. but it looks like saturday will be rainy day for some may be the beginning of sunday as well. so get out there and enjoy the blue skies while we can. let's talk about this in our weather pattern here and show you next couple of days. you see a few

clouds start to move in thursday and the evening. and then by friday, they make their way into this rain coming in on saturday with a little bit of sierra snow as well. april showers on the way and it looks like we'll get between about a half an inch, an inch in our urban areas. we could get a little higher total than that out of some of our coastal mountains. so this will be a statewide event. look at some more rain all it's also a good thing, right when it comes to our fire season that we think about that, we get that rain to kind of helps to push that out a little bit and give us that kind of more ground. this a little bit less likely to cause but here we go. we're warming up next couple of days. and then friday, the clouds will move and temperatures dropped dramatically between thursday and friday. and if that wasn't enough drama for you. well, saturday will drop even further. so you can see that just be, you know, trying to get out of the 50's on saturday will start to pull that up a tiny bit on sunday. looks like later in the day sunday. we should start to clear out and then will begin monday. partly cloudy skies. temperatures kind of back to where they should be. maybe a little bit cool but we dry
