>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 3, i'm justine waldman will begins in the east bay where another oakland business is on the brink right now. the owner of a long time live music venue downtown says burglaries and crime have now scared off customers and crippled his bottom line. kron 4 reports the owner will likely now have to close his doors for good. >> in oscar edwards is 15 years running a business in downtown oakland. he says thieves pretty much stayed away from his establishment called complex oakland. but

recently he has been burglarized 3 times twice in february and they have been costly. it was like about $40,000 worth of stuff. he says it has already been referred tracking artists to perform at his live music venue or dine at his full service restaurant on the second floor. the sad thing that fee, what city is becoming, edwards says he has taken steps to secure his facility and has cameras set up to keep an eye on the space. but that has seemingly only brought pain having video evidence of thieves stealing from him and getting away with it really hurts my heart because i don't want to have to leave the city. >> but wrong way built something. like it's like my baby. unfortunately, edwards is running out of time feel a lot of uptick of people going to want to create. you can see people going out more out of san jose. and they're stopping to come stopping coming down downtown open. he says crime combined with the rays to minimum wage is leaving him in

the red. all those businesses that you would have seen 5 years ago. they're no longer here. they're all boarded up. so it makes it look bad. when i have to talk to artists, don't act in a look. they come downtown and worry about getting a car, be it. they're worried about, you know, the safety of downtown. and they're like, hey, you know, do i want to do the show down here? sadly lately, the answer to that question is often no. >> philippe djegal all kron. 4 news. >> nearly 200 arrests and more than 400 stolen cars recovered in the east bay. the governor's office saying that the latest result from the chp sting operations in oakland, california, highway patrol also says it has recovered. 31 guns linked to crimes. these arrests and seizures were made over an 8 week period. the people arrested were linked to carjackings, drug, dealing, dui and theft. governor newsom credits the increased presence in the chp that have been working with local law enforcement since february.

it's all part of governor newsom's 10 point action plan to support oakland's efforts to improve street safety and beautification cal-fire asking for the public's help to find 2 people they believe could be connected to a fire at san jose state university. they say the people that will show you right now are suspected of setting a fire on campus on march 31st. anyone who recognizes them should call san jose state police or cal fire. san mateo county supervisors voting to build a new firehouse in the past that air community. this a new station will be located next to pescara middle and high school replacing current fire station. 59, which suffered from old and cramped quarters. supervisors awarded 1.6 million dollars to build. this will be designed to have a 75 year service life and resolve an ongoing health issue for the community providing pescara middle and high school students and staff with drinking water where they can now rely on now. they will i bottled water due to

contaminated wells. let's talk about our forecast with a live look outside. beautiful shot here of san francisco and out towards the east bay. there's a little bit of fog earlier, but that seems to be gone for now. pilots here not to track our conditions as we're halfway through the week. yeah, we've got some beautiful sunny skies out there right now. we did have a little fog along the coast actually is where we have earlier today. but things have warmed up a little bit, although that did hold temperatures down, you can see half moon bay, just 54 degrees. >> not holding temperatures down, however, in san jose where it is 80 degrees right now. >> 78 in the inner east bay and 78 up in santa rosa in the north bay to so obviously well, above average. >> if you're not out at the coast that the only place that's kind of where we might usually be this time of year, wind is relatively calm. get a little bit of sea breeze happening there out of the northwest, but not bad. it's really again because high pressure is in control and can see it's kind of nudged and a little bit hugging the coast of california and keeping us dry and keeping us warm.

that's for sure. so barely a cloud in the sky, right? but you can see that marine layer is just hanging out right there along the coastlines. we'll probably a little bit of that building as we get into the overnight tonight. having said that, we are getting some nice sunshine out of half moon bay. this was not the case that can tell you. checked this at the noontime hour. they're still a little bit socked in. we have a big change in our weather coming up as we head towards the weekend. some rain on the way and temperatures are going to be going very below average. once we get into our details of that come back in just a bit. thank you. that's the end of an era. stanford women's basketball coach tara vanderveer calling it a career. she finishes as the ncaa is all time winningest basketball coach kron four's. kate rooney just spoke with her at stanford after talking with her today. how she feeling about stepping back. justine. it was an emotional day, everyone from cars, former players to school administrators to even some reporters were holding back tears throughout our banner

beers. >> departing press conference, but she seemed peace feel like it's really the right decision for her to make. you know, the phrase greatest of all time get4 thrown around an awful lot. maybe a little bit overused, but not when it comes to tara vanderveer. you can truly say that she is one of the all-time greatest in her particular sport. a few of the numbers you mentioned her ncaa record all-time record for most wins in ncaa basketball men's women's 1216, 3 national championship titles here at stanford. 15 final 4 appearances. 22 elite. 8 appearance is 28 sweet 16 appearance as and for van der veer. it's never been about any of that. she's never been motivated by the accolades by the stats. in fact, today, she said she's realized over the years that she hates losing more than she actually enjoys winning. so for her more than anything, it's about the game, a basketball which she has loved since the 3rd grade. and she told me the most special part. he's always been the relationships with the women

who have played for her. >> i never wanted to let any of our players down. i never wanted. i don't like it when they're in the gym. before me. i want i want to outwork them and i want them to know that i'm giving them the best chance of being successful. and i have said this, i want to have to take them to a place they can get by themselves and, you know, also i read, you know, there's you know, the teamwork of it. that is just so special to have that feeling of, you know, getting in doing something with the team and i want them to experience that. >> so they'll be able to to continue experiencing that for some extent, vanderveer will still be involved at stanford will still be around the program. she's going to be here in advisory capacity of some sort. the details of that are still being ironed out. but she said she could never be too far away from stanford. in the meantime, her longtime assistant and current associate head coach k pay. also a former stanford player

who played under vanderveer. we'll be taking over the head coaching role. tara is going have a lot of free time on her hands. and she said she's going to feel that in a variety of ways. everything from .rying out all the restaurants here in the bay area to spending time with her 97 year-old mother and learning how to beat her at bridge. but most importantly, she said she's going to be spending a lot of time watching warriors game. she is a huge warriors fan and she said she was thrilled to hear from steve kerr last night after her retirement was announced at stanford. kate rooney kron 4 sports. kate, thank you so much. now to update on the team tryouts from the oakland ballers that they held over the weekend. 3 players have officially been signed, including a woman. >> andrew martinez, connor corporal and kelsey, what more have all signed their contracts and will attend spring training next month. whitmore made history back in 2022. as the first woman to sign a professional contract with will be partner week team with the staten island ferry hawks, cobro arbery natives.

with just to see the unity, muslim community come >> during the holy month, muslims fast from sunrise to sunset and took time to do some self reflection and prayer. now to some developing news out about philadelphia where we have now learned at least 3 people were shot in an area where people were celebrating. >> al-fitr, dozens of police officers responding to the shooting around 2.30, local time. police say about 30 shots were heard when 2 groups of people started firing at each other. 4 men and one woman taken now into custody and for weapons have been recovered. a 15 year-old boy who police say had a gun was shot by police and was hurt on his shoulder and leg. a man also was shot in the stomach and another juvenile has of wound to his hand. we do understand now no one has died. the 2 people hurt are

being treated at hospitals. their conditions have not been shared and it's not clear right now. what caused the shooting or exactly how many shooters may have been involved. the investigation is still ongoing. we'll give you updates right here on kron. 4. and now to san francisco. a police are searching for a man they say vandalized a mosque with a skateboard last weekend could be trying to cause some more damage. the mosque is located on sutter street between van ness and polk. police say the man was first captured on video last thursday. damaging the building's windows with his skateboard. he was back in the area yesterday morning but drove off without causing any harm to the mosque. in the south bay, a new santa clara county public contracts survey is showing that only a few were awarded to minor minority owned businesses. the study looked at the number of minority owned businesses that one public contracts between july 2016 and june 2021. and it found that local minority

business says received only 15% of the county's total pavement. the study recommends the county start a small business enterprise program to give local and diverse businesses more opportunities to bid for public contracts. county officials and the study's authors sting a virtual public forum on monday afternoon to get feedback from business groups. >> coming up, making a life saving tool more accessible. but you need to know about the dark and workshop that's happening tonight. and some college students rely on financial aid are looking for answers. why this new fafsa form is causing some frustrations. but first addressing the problem of digital discrimination.swe're going to talk with a local lawmaker who is working to make the internet. accessible make the internet. accessible and equitable. norman, bad news...

>> all right. let's start off with a look at whether we are having a pretty nice day out there. you can see that marine layer hanging on out at the golden gate bridge, right? a little bit of that marine layer has the kind of rolling in and that was at the coast today. but we've had an awful lot of sun out there to want to talk about temperatures over the next few days because we're going to see a very dramatic change in our weather center. taking berkeley is an

example here today. we're looking at for some 70's tomorrow. same story, a couple degrees cooler. but >> pretty nice. and then we really going to a very different profile is get into friday. clouds moving in by saturday. rain headed our way. and that's going to really knock down temperatures because not only is it rain, but it's a front passing us by meeting that's ushering in some very cool air. now, the other side of that, we will start to kind of bounce back. but just to kind of clue you in to what's happening with this rain. our april showers will move in friday late in the evening to track in basically northwest to southeast. so it's getting very typical pattern and we will see those chilly temperatures, as i mentioned, as well, are been areas expecting between about a half an inch, an inch of rain. our coastal mountains could certainly see higher totals than that between about one and 2 inches. so let's take a look at the big picture here. you can see how we are today. obviously, a few clouds rolling in but looking pretty nice as we get into our evening tomorrow. same story. we stay dry. we should have some nice sunshine. it's a very warm temperatures by friday. here comes some cloud

cover rolling in and then it's later in the evening on friday. and i do think this will be after everybody gets home from work. right? and we've settled down for the evening that we start to see this role and it continues throughout saturday. you can see a little sierra snow rolling in there, too. and then it looks like a wraps up by sunday morning if it moves a little quicker than maybe will wrap up a little bit later on saturday. we'll have to see how that shakes out. but this is what we're looking at for totals. so it will definitely be significant amount of rain, right? and this is a little late in the season. we're also going to see some wind with this. so notice while tonight we just get a little bit of a sea breeze we get into tomorrow. we're going to start to see the wind pick up a bit at the coast in particular on thursday and then really continues into friday. that is what happens. we have a frontal passages. well, right, we get some of that wind really get. so there's your friday at about 6 o'clock. so you're be crossing bridges. you might notice that too. want to take a look at this because you might notice some parts of the country are still dealing with drought word. we in california and then very fortunate and we're looking great. so that's why i'm not mad about getting a little

rain, even though it is unfortunately on the weekend. and i know that's not great timing for a lot of activities. but, you know, we're at the end of that season where we pick up all of our rain and it's kind of nice to see a little bit of that gives us a little insurance policy as we head towards our summer months. so get ready for a big cool down to rain on your saturday. and then next week, it looks like we're in and some nice seasonal temperatures and some beautiful sunshine. one in 5, californians lack reliable and affordable internet service. the majority coming from people who are lower income either they're of color or they live in rural areas. so today in sacramento, the assembly, communications and conveyance committee discussed a bill that designed. >> to chip away at this form digital discrimination and assembly member be about to offered. the bill is joining us now to talk about it. thank you so much for joining us this afternoon on kron 4. thanks for having me. so as the coauthor of this, believe that internet connectivity is a social justice issue. can you tell us why?

>> be 20 to? 39 is essentially recognizing the fact that even still today around such a critical resource like broadband, we still have haves and have nots. and the reality is that the have nots right now, our communities of color, communities experiencing poverty and communities that happened districts for far too long and experiencing other kinds of adjusted. so broadband, if you really think about it, the essential nature of it is such a critical resources. it needs to be available to everyone. >> and so what does a be 20 to 39 due to get internet into those homes from the for the people who really need it. the most. >> be 20 to 39 essentially sets the standard of recognizing in california, digital discrimination. it's something that can't exist and encourages i i speak providers to meet that standard when they're receiving state funds in order to ensure that they are despite their best

intense, not running afoul of this idea every person should have access digital resources, including brought in. >> so how do you hold the providers responsible for this? if they have like policies and procedures in place that they purposely try to keep the internet out of these communities? >> i don't think that purposeful at all. quite frankly, i think it's years and years of genera ional redlining that has happened in our communities that has caused to build up an infrastructure housing resources in areas that better resources. and so this a digital divide that we see now is just yet another, you know, step in the wrong direction. should we not created not investing in our communities of color are not investing in our own time communities. i actually think a lot of isp providers have done a great

job of trying to provide resources to low-income communities by leah. there by way of low-income discounted programs that they but at the end of the day, the state of california needs to have a strong that sense digital discrimination. the impact is not a lot. >> and so they're discussing this bill right now. what happens after the discussions that you have today? where do things go from here? >> so right now we were able to have our first policy committee review at assembly communications and can vance we were successful in moving that bill out of the first with the vote of 7 to want and which we're very excited about. we had hundreds of advocates in the room supporting this bill and representing the critical importance of it. and our next step is to go to the assembly judiciary committee. and it's just a first step in long process in order to be able to make this policy reality. but at the end of the day, a

>> uc berkeley's new chancellor rich lyons, the former dean of the hospital business will assume this role by will be the first uc berkeley undergraduate alumna since 1930, to become the

campuses. top leader. he will be berkeley's 12th chancellor and succeed carol crist winds will be starting his new job soon. and for many, many people could soon see a price hike at the u.s. post office when they go to buy a new stamp in july, it could cost $0.73 to mail. a letter currently at $0.68. that's a $0.5 increase for a forever stamp. you could also see similar increases for postcards, metered letters and international mail if approved this increase will take effect july 14th. the postal service also wants to adjust prices on special services such as money order fees and certified mail. but as of now, there's no price increase for post office box rentals. problems with this year's federal student aid. former fafsa have left many students unsure if they can pay for college. the department of education rolled out new fafsa forms that will are supposed to be making easier for families to fill out. but instead left many

london breed is set to visit china in the coming week in an attempt to attract businesses and improve relations. >> also talking about pandas

kron 4 s charles clifford explains the mayor's goals. >> well, last year during the apec summit, president xi of china invited mayor london breed to come for a visit. now she's taking him up on that offer on saturday. mayor london breed along with a delegation from san francisco's asian pacific. islander communities will kick off a multi-city tour of china. the mayor says they plan to meet with business leaders. government officials, universities and airports in an effort to improve relations and attract businesses. here to san francisco. >> our goal is to, you know, enter into major agreement to make san francisco significant to china and to let them know that we're open the business relationship that could be developed as a result. >> the mayor is also hoping to encourage tourism in 2023 visitors from china spent more than 600 million dollars in san francisco in the bay area. a trend she would like to see continue many of those visitors who come. >> they go to our restaurant, a shop in union square. they

in particular love going to chinatown? so tourism is one of the most significant parts of what we want to accomplish. >> and finally, the mayor says that they will also be meeting with chinese officials to discuss the possibility of bringing pandas back to the san francisco zoo. something that could be a real boost for the zoo and san francisco tourism. we expect to have conversations about it for sure. >> but we probably will not be able to confirm until they give us, you know, the green light and i'm going there too. >> convince them to do so. the mayor and her team plan on being in china for a week. but for now in san francisco, charles clifford kron, 4 news. >> in the east bay, the contra costa county board of supervisors have passed a recommendation to expand health care to undocumented residents. this expands eligibility to immigrants by eliminating the docu may shun being the documentation status requirement for the county's basic health care program. supervisor john goya celebrated this vote saying the historic action to expand

health care. 2 more of our hard working immigrant families makes us a healthier and more equitable county. people from across california at the state capitol to advocate for californians with disabilities as a funding cut for treatment and services is looming today. i'm cancer action. today. they're asking state lawmakers to expand access 2 and cervical cancer screenings and treatments. they want income eligibility. why done for every woman counts that cancer treatment program? they're also urging legislators to support 2 bills that would address the illegal sale of flavored tobacco products and clarify which products are defined as contraband. the u.s. justice department has ordered medical device company philips to overhaul the way it makes sleep apnea. machines, the doj announced a settlement with the company today. phillips is now banned from resuming production at u.s. facilities until it meets several safety requirements. the company has

recalled more than 5 million machines since 2021. the doj says foam from inside the machines can break down over time causing users to inhale tiny particles and fumes while they sleep some patients report sinus infections and pneumonia. phillips denies any wrongdoing. the search is now underway right now for a gray whale whose tail got tangled up in fishing gear off the california coast as kron four's theresa stasi reports, the whale has little chance of survival. if it's not found soon, >> ultimately, if we don't get it off and killing that's the reality with most intact, you know, especially one of this significance. >> justin viz bank is was noaa, the national oceanic atmospheric administration. i spoke with him on the phone from los angeles where he is working with local teams. he says that the whale was initially spotted back on march 22nd in the southern california city of laguna beach, a group trained specialists attempted to help

the whale and removed a gill net amash of netting to catch fish that is wrapped around its tail. but the whale was spooked. the whale very reactive. >> to us trying to close approach basically had to stand down. the intent was to leave the satellite tag in the billions on as we typically do to come back in find the whale again over the next couple of days so that we can wind give themselves some time to calm down and slow down and kind of where i'm so about every 2. give us a chance regroup. get us off. hopefully figure out a way to cut all this large, massive feel that that's wrapped around its tail. this pick says that they lost track of the whale on march 24th and now they know why. >> when the whale was spotted tuesday, the group discovered that the tracker had fallen off. >> and they didn't have a replacement. he says once they find the whale again, then they can spring into action. but it will be a complicated mission as on where that found

having to use special vehicles to make water rescues in the area and now cowgirl guns. here now with details on what's happening in that part of the country, it's still pretty severe. they're very much so that what term severe weather basically means storms that are capable of producing tornadoes, right, that have that kind of characteristic. and that's what we're seeing here. as we zoom in right now. you can see the leading edge of the storm. >> now producing a tornado warning. this is just outside of panama city, florida. obviously, these are very populated areas. you can see the area in green. that's a flash flood warning. and then a severe thunderstorm warning surrounding that. so very active right now. this is very dangerous. and when you look at this radar, you're looking for what's called a hook echo that the signature of circulation meeting that there could be a tornado, not particularly seeing that right now. but what it means when they have that warning is that the possibility is there and they're starting to see the velocity move in those directions where you can see rotation. as we zoom out here, you see all of these are storm reports that happen over the last day or so. we're looking at this in texas yesterday and certainly they had report of a possibly ef one tornado just near houston earlier this

morning. and then you can see in louisiana this one near lake charles, where they had another possible tornado. it's 6.40, this morning to get the idea as this progresses. this is slidell, louisiana, which is right across lake pontchartrain from new orleans, again, very populated area. and that is where we had a tornado teams touchdown. they're going to have to go in and see the damage. and then, you know, they'll start to write the tornado. once they're able to see that the national weather service will go out with this tells you is this is exceptionally dangerous. weather now is the part where i go. meanwhile, in california, it's been a beautiful day today. we've had some lovely temperatures out there. obviously we are not dealing with any dangerous weather, which is fantastic. we do have rain for the weekend, though. and i'll have those details when it come back in just a bit. thank you. a contra costa county coroner has now identified the 9 year-old who was killed in a rollover crash this weekend in concord. >> as dana hernandez tapia from oregon. the california highway patrol says the girl's mother, 13 year-old sister and 2.17, year-old cousins were

also in the car that crashed on 6.80 sunday morning. all of them still recovering at the hospital. investigators say the driver took off from the scene after the crash. an east bay regional park police officer stopped a crime after he witnessed people trying to steal a parked car in the oakland hills. the suspects drove away when they saw the police officer and the officer then later spotted the car which they determined to be stolen when he approached it, the passengers got out and ran away. oakland police eventually helped capture all 7 alleged suspects. >> police officers found a number of guns and ski masks and the car as well. and at the state capitol and assembly public safety committee addressed a number of different bills, including several on artificial intelligence. one of the proposals would make it a felony to possess child or not. roughy that's made with ai a 16 year-old former disney channel actress testified before the committee and spoke about how she's been impacted by the misuse of ai generated

images. >> they basically in my case they took a photo of me and then what used it create ai-generated images of whatever that was. so it is very dangerous. and i just kind of want to, i guess, warned people and and just really bring it to light to life that dangerous. >> anyone found guilty could face up to one year in county jail and 3 years in state prison. the los angeles unified school district is investigating allegations that inappropriate images were created and shared by students at a high school. they're called fairfax high school officials say that the inappropriate images were allegedly circulated on a 3rd party messaging app. unaffiliated with the district. it was not revealed that the images were created using ai earlier this year. 8 students were expelled at a middle school for generating and sharing nude ai photos of classmates. again, that was. new monthly inflation numbers

audit has found that the state spent billions of our tax dollars to address this issue without properly tracking. if those investments actually yielded any results. capitol correspondent eytan wallace gives us a closer look at the audit's findings and has reaction from lawmakers on both sides of the aisle. >> well, here at the state capitol lawmakers, we spoke to about this on its findings say they are outright. it's the issue impacting communities across the state. homelessness. >> it's such a big issue that according to the legislative analyst's office, the state invested 24 billion dollars over the last 5 years to curb the problem. but this just-released report from the california auditor found the state lacks the proper information to determine the ongoing costs and results of its homeless is programs because the california inner agency council or i c h in charge of overseeing the implementation of housing first policies has, quote, not consistently tracked and evaluated the state's efforts

to prevent and end homelessness. and that's disappointing. i would say it was very troubling. that was the reaction from something number. josh hoover and democratic senator dave cortese. they were the bipartisan lawmakers who originally requested the audit to take place. the audit found the i c h council did track homeless suspending between 2018 2021. but not since above that it showed despite the billions of dollars spent to combat the issue, the number of people experiencing homelessness increased by more than 50% between 2013 2023. if you're a taxpayer, right, you should be outraged because obviously your money is being wasted. but even if you're a homeless advocate, someone that wants to support these programs with state dollars. you should be outraged, right? because the reality is they're clearly not getting people the help that they need. the bottom line is. >> something's not effective. something's not again, the results. and we just need to do a better job. know going forward of tracking in assessing in response to the audit's findings, the

interagency council on homelessness said. >> the audit underscores need to continue to hold local governments accountable who are primarily responsible for implementing these programs and collecting data on outcomes. the state can use to evaluate program effectiveness. the council continues to improve its ability to ensure that taxpayer dollars spent traditional e and effectively as for what happens next, the audit is calling on the legislature to require state agencies to report the costs and outcomes of their homelessness programs. you know, we know what's broken. we go right to the cure. >> and make sure this doesn't happen any longer. we as a legislature should be very troubled by this report ready to take action at the state capitol. eytan wallace. >> arizona supreme court ruled to revive a 19th century law criminalizing all abortions except when the mother's life is at stake. the 18, 64 law which predates arizona's statehood offers no exceptions for rape or incest. instead,

it further restricts reproductive rights in the states where terminating a pregnancy is already banned at 15 weeks. critics say the law opens up the door for the prosecution of doctors who performed the procedure. >> 2022 abortion ban is extreme and the near total civil war era that continues to hang over our heads only serves to create more chaos for women and doctors in our state refused to allow arizona become a state where doctors are going to be afraid. >> to practice to just do their job. >> in their 42 decision, justices wrote, physicians are now on notice that all abortions except those necessary to save a woman's life are illegal. the ruling comes just days after former president trump declined to endorse a national abortion ban and said the issue should be left up to the states. homeland security secretary all 100 majorca says spending the day getting grilled by members of congress hearings
