the kron 4 morning news, oakland leaders move forward with renaming oakland airport despite san francisco leaders threatening legal action. oakland police are trying to figure out what led up to deadly shooting that happened in the jungle town neighborhood. more to come in a minute. >> from the bay local news station, you're watching you on morning team. >> and more rain coming our way. that's the other big headline this morning on this friday, april 12. thank you for joining us. i'm james fletcher. we've got john standing by in the weather center now with more on that stormy weather on the horizon yeah, tomorrow's going to be a cool wet one you thought we were done with it? maybe. but today is a sign of all those changes occurring this weekend. already a little bit cooler. nobody is getting up to the 80's today. hardly anyone is even getting up to

70 degrees today. >> although it is been a pretty nice clear morning. looking outside from mount tam into the city of san francisco, some mid-level clouds. they're sitting right above the city, increase marine layer today and that ocean cool. there is definitely going to have a noticeable effect on us already. cold front storm system still waiting in the wings out to the west but drops in tonight with some heavy showers, especially during our early morning predawn hours tomorrow 50's to low 60's for current temperatures. berkeley, 54 oakland, 56 degrees currently a few low 60's further inland. later today, we'll get to the 60's and will stay there. not a lot of us getting to that 70 degree mark. so keep the extra layer on hand. james. >> all lanes are open on southbound 8.80, after an overturned semi blocked lanes in hayward for several hours this morning. kron four's will tran gives us a look at what drivers faced during the morning commute. >> it took a little bit more than 4 hours to finally get

the big rig out of here. but exactly what they did at around 08:30am, in the morning, starting at 04:30am, in the morning when the big rig driver just was either drowsy at the wheel, possibly speeding. they're still investigating that. but they believe may be possibly drowsy because he bounced off the right right? well, on southbound 8.80, tried to correct the big rig and ultimately when all across the freeway and then slammed into the center divider on southbound 8.80, just before the 92 split. they had to shut down all lanes initially and then slowly but surely at around 7 o'clock in the morning, they open up another lane, giving it 2 lanes at 8 o'clock was 3 lanes. but the damage stretched for miles. and it took a long time because the back of the semi truck actually was overturned. so they had to basically cut it in half. get the back of the big rig on all of its

wheels. and then tow the big rig basically individually away from this particular scene and look at the mess that it had to clean up. as far as the caltrans crews, all the burned out flares on the roadway. you drive by here, you're probably wouldn't even know that for hours traffic was going maybe one, 2 miles per hour past the scene. >> will thank you 10. 0, 2, is the time. and in the east bay, we have leaders out of the port of oakland voting unanimously now to move forward with the process of renaming oakland international airport. the board will make a final vote next month. but this comes as san francisco's already getting ready to file a lawsuit saying that this new name for oakland infringes on sfo straight mark kron 4 sarah stinson has the story. >> and impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't bring it up at all. commissioners only talked

about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport to stickley i 7 eyes most the board of port commissioners unanimously voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or you're a graphic again, if any information on the airport. >> it is hard to sell tickets to a team down during public comment. nearly 2 dozen people spoke some in favor of the new name. we see that that this will expose oakland. >> to an international market that is not necessarily aware of our location, but some who live in oakland spoke against it. this seems like corporate gentrification. >> if you have to change and

keep oakland in the front, san francisco doesn't want the proposed name has gained a lot of criticism from san francisco officials. we believe that this new name >> will ultimately be misleading to customers creating greater confusion. the service. >> and ill will san francisco city attorney david chiu send a letter to the board on monday threatening legal action saying the rename infringes suppose trademark chu says the vote forces them to pursue litigation are very disappointed that oakland. >> refused to engage with us. we're that they're going for and we will consider all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the s of city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. >> thank you, sarah. it's 10,

0, 5, and the search continues now in sonoma county for a missing teen who was last spotted in the russian river right around steelhead beach. was a little before 5 last night that someone called sonoma county fire to report the teens were in the water that need to be rescued. crews got out to the scene. they did pull one of those teens out of the water, but they're looking for the second one. their search has resumed this morning. well, business owners along valencia street in san francisco's mission district are prepared now to take legal action against the city over those new bike lanes installed on that street. they say those lanes blocked their customers and decimated their revenues. fact, more than 10 businesses on valencia street have reportedly closed since the city installed those bike lanes. a berkeley man now charged with a woman near a bart station. investigators say it happened at about 6 o'clock monday night while the victim was walking near the north conquered bart station. police say larry ridge junior attacked or forced to the ground and assaulted her. they say the woman fought back in

2. the man eventually ran into the bart station. police say they later found ridge and arrested him on the bart train. court documents now show that ridge, by the way, was released from jail for days before the concord bark attack. he was arrested last month in millbrae after he reportedly assaulted a woman at the millbrae bart station. police say the man is also a convicted murderer and was behind bars for almost 15 years. prosecutors say ridge was freed from prison sometime after 2019 because of a change in california law. what deadly shooting has shut down oakland city streets for hours last night. it happened along kennedy's street right near 80 with kron four's. dan simon with more on what happened. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having to cordon off kennedy street between denison and the i-80 south on-ramp for several

hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to the large police presence, a woman who lives along kennedy street telling kron 4 off camera the killing may have been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear if any security video captured what happened. >> we're still working to get more information about this killing. we'll keep you updated as we learn more from oakland police in oakland, dan thorn kron. 4 news. >> 10, 0, 7, the time new this morning. planned parenthood clinics here in california are preparing for an increase in out of state patients looking for abortion care after the arizona supreme court upheld.

ban on the procedure, this one goes way back. this comes in the wake of tuesday's decision to effectively ban abortions by reinstating in 18, 64 law that forbids the procedure with only one exception. and that's for the mother's life. but in terms of rape or incest, it illegal to have an abortion. this ban is set to take effect in 2 weeks. there. for your money this morning. gas prices across the bay area continue to rise and there may be no relief in the near future. anyway, the shift from the winter gasoline to the summer blend is part of the reason why and more people driving to as we get closer to the summer. let's take a look at where prices stand right now. what you can expect to pay for a gallon of regular gas. the most expensive is open. napa county right now we're at on average. it's 5.79, san francisco in sandra fell. you can see they come in at right around 5.74, to 5.73. it's a little cheaper as you head towards oakland, a san jose as well. the cheapest gas is up near vallejo and fairfield where they're paying about 5.58 on average. the

news and east bay burger joint now facing a lawsuit and the owner says that's part of the reason why they have to now shut their doors. police department has agreed now to some oversight from the state. why attorney general rob bonta says these are the first steps to making the city safer. and after the break, people are enjoying the snow as ski season is soon to come to a close. although i hear we're supposed to get a little more this weekend. john is sure are james and in fact, starting to see the first signs of that, it's still rainfall up in the sierra foothills but will be transitioning to snow overnight tonight into tomorrow and for us in the bay area, rain on its way up to area, rain on its way up to the sun goes down tonight.

10, 13 and happening tonight. first fridays is back. >> it had to be postponed last week, which is the actual first friday of the month. so first fridays is on the second friday here in april. but that's a good thing. it was office the on hiatus for about 3 months as many people know because of financial issues. but it is back and organizers say they're glad because first fridays for them, it is just an opportunity to celebrate the arts and culture and community of oakland. so a lot of folks will be enjoying that tonight. meanwhile, let's take a quick look at the sierra where as we're getting closer and closer to summer, ski season is beginning to wind down. but that's okay. because skiers and snowboarders got a chance to enjoy some of the last bits of the snow and kron four's theresa stasi went up to north star and talk to some of those skiers. >> i'm up here at north star. this is one of the last days of season. so just checking

>> how cool? alright, let's get the latest on the forecast. because as john has been saying, actually getting a little more snow with this weekend storm. hey, john. yeah. got some spring snow up there. this is a huge shift, really tahoe because the past few days. >> actually reach 60 degrees up at lake tahoe. so like teresa said, can it makes it a little sticky? but we're cooling right down and we're going to see some snow falling yet again. you can still definitely see the peaks around lake tahoe in winter mode while down closer to lake shore did kind of feel like spring the past few days. we will see additional snowfall. heaviest south of lake tahoe, though, really only just a few inches around the lake itself. so if you are heading up there, just bring the chains with you. expect no closures. it's really yosemite and sequoia that are going to be the focus of all that snow making from this next system. we do have a wind advisory up in effect for those upper elevations around lake tahoe, in particular echo summit and donner summit will be seeing some stronger winds as you go up 50 in 80 to the south,

though. that's where winter weather advisories. are you a seven-year sequoyah trip this weekend? that's where you're going to be encountering our heaviest of snow fall. timing of all this today. you're good to go. tomorrow is going to be our wettest day in our windiest day sunday. things taking a step back. easy travel day back to the bay area. even easier day on monday. now for the bay itself, we've got rainfall on the way we are seeing much snow up at lake level just yet. just showers ahead of this advance of all this action to the west of us. that should cold front right there dropping in as we move into our evening hours tonight, really in particular early pre-dawn hours tomorrow morning. so we're going to see our heaviest of rain. let's time it out. hour by hour cooler today, cloudy, a little brisk. tonight's really towards 02:00am towards 03:00am. that's when most of our showers arrive. heaviest of rainfall even a little bit after that. 07:00am tomorrow morning. early risers will wake up to some rainfall and some snow above livermore in san jose and the hills. we will see drying conditions towards 08:00am to 09:00am.

and a brief break from the rain the rest of the morning until afternoon hours bring the potential of thunderstorm development. expect isolated heavy areas of rainfall and maybe even some cloud to ground lightning for the afternoon and early evening on saturday as we move into sunday. still some isolated showers in particular sunday evening before we officially dry out after that and stayed right for the rest of the forecast. rainfall amounts over the weekend, another half an inch to an inch and a half are greater amounts will be for the santa cruz mountains. lighter amounts further inland out towards the delta. temperatures today are going to be in the 50's towards the coast in 60's. pretty consistently elsewhere today in some cases, especially for inland areas as much as 15 degrees cooler than where we were yesterday. so this is a noticeable drop in temps. only a few low 70's for the south bay today inland east bay in the mid 60's. while oakland up to richmond only in the low 60's north bay temps ranging anywhere from the 50's up the coast to just shy of 70 for

those for this inland spots. tomorrow, it's upper 50's and that's warmest cold showers through saturday. couple lingering sprinkles on sunday and then we pull out of that back into a drier forecast, but not necessarily much of a warmer one that are very warm us next week. it's still only low 70's james. all right. thank you very much, john. so 10, 19 is the time in san mateo county. sheriffs are investigating an armed robbery that took place in the early morning hours this morning. >> it happened at a business on el camino road just after 02:00am deputies say 2 armed suspects stole various items from the business before running off. police are looking for both those suspects right now. meanwhile, the city of has entered into a settlement agreement. 4 police oversight with california's department of justice. it was in 2020 that the falluja police department was supposed to implement at least 45 performs around things like unlawful use of force and racial bias and strengthening police accountability. the

department in that time has only completed about 20 of those 45 recommendations. and the doj says that's not enough. so california's attorney general rob bonta said in a statement this week that this new agreement with the city and the police department demonstrates a commitment now to correcting injustices and enhancing purlic safety for the people of a layup. in the south bay. 8 people know pete u.s. were arrested for theft at the great mall. you can see some of the pictures here of then be taken into custody. detectives say they arrested 5 people during a retail crime operation on wednesday. and during that same time, mall officers responded to a theft in progress and arrested 3 more people. no details on what exactly was stolen. san francisco police say they made 42 arrests all in one day during orchestrated crackdown. the arrests were made wednesday in or near the tenderloin. police say out of the 42 people arrested 30 were wanted fugitives. they also recovered fentanyl and meth.

police say they will continue patrolling at night around un plaza in other areas where people are dealing and using illegal drugs. the biden administration is closing a loophole now that allows gun buyers to avoid background checks at gun shows. we have our washington correspondent hannah brandt with more on that. >> right now, some gun sellers don't have to run background checks on buyers, but that's about to change tens of thousands of fires a year are going run through background checks that previously would not have to that's because the biden administration has finalized a new rule. that one forced thousands of additional gun sellers to run background checks. stefanie feldman with the white house office of gun violence prevention calls it a common sense step. now we're going to have fewer guns getting into the hands of domestic abusers, felons and other violent criminals. the move looks to crack down on sales happening outside of gun stores like it gun shows or online. this is as close as possible as we can get to universal background checks without additional legislation. but the changes

facing pushback from gun-rights advocates. it's very concerning when this administration. >> he's using the whole government approach to attack this industry to dismay your second amendment rights. mark, all with the national shooting sports foundation says this change goes after individuals and invades personal privacy. now you're going to quiet me as an individual to be registered as as a federal firearms licensee in order for me to transfer a firearm in the bipartisan gun package passed 2 years ago. congress change the definition of a firearms dealer. the white house says this new rule just enforces that change. we're confident that complies with the law is law passed by both democrats and republicans. but all of our views. it goes too far. the biden administration's exceeding its authority make gun control. it's unconstitutional and he expects this rule change to be challenged in court and by republican lawmakers in washington. i'm hannah brandt. >> thank you, hannah. it's 10. 22. and coming vector control is warning south bay residents about an invasive mosquito that could be deadly for humans will tell you where

in whatever you're facing, you'll always come out right. time. and a san leandro middle school had to evacuate hundreds of students and staff yesterday because of a bomb threat. >> it was reported about one 50 in the afternoon. this was out of john durham, middle school. and according to the alameda county sheriff's department, explosive detective dog went through every room in the school. no bomb was found. and the all clear was given at about 4.15, later that afternoon. the ceo of boeing has been asked not to testify next week at a

senate hearing over whistleblower claims federal officials are investigating the claims that the company take shortcuts when assembling some of its jets. a boeing engineer, in fact, is alleging that cruz didn't properly fastened the fuselage. which is an issue he says that could be catastrophic if the aircraft eventually ages could fall apart. boeing has denied those allegations. we'll see what happens during that testimony. new research suggests that part of the san andreas fault may soon trigger a major earthquake. scientists say the section of that fault line in central california known as parkfield shakes about every 22 years or so with a magnitude 6 point. oh, earthquake. the last rupture was in 2004, 20 years ago. scientists say there's no way of predicting exactly when the next one will strike that fault. but in past parkfield earthquakes that fall scent off signature sounds or seismic noise right before the tremor. so they're keeping an eye out for him. all right. we're going to take a break or

guess we can use some more of this. we're not done with the that's for sure. today is a noticeable cool down. you can see those mid level clouds pushing in across the bay. visibility not impacted. temperatures certainly are that cool. ocean air sweeping back in ahead of even the cold front that won't swing in and tell tonight into tomorrow morning. and that's when we'll see most of this rainfall. so rain does hold off until after the sun goes down tonight. don't cancel your friday plans. just maybe adjust your wardrobe a little bit. no shorts and t-shirts. today 50's to low 60's right now. brent, what our warmest spot at 67 degrees. that's about as warm as will get for most areas today with daytime highs peaking in the upper 60's this afternoon for most of the bay area. tomorrow, even cooler with most of our shower activity on saturday. i'll get to that in your full forecast. james. okay, john, thank you. 10, 30 and for the second year in a row. ocean salmon fishing is not going to happen. it's been canceled. the pacific fishery management council made that decision now for the upcoming season.

>> we spoke with the scientists from the california department of fish and wildlife about what's causing the low population in salmon kron four's. rob nesbitt has the story. 2019 2020 were bad drought years in california. and last year we start to see the impact of that on the states and in population. >> the california department of fish and wildlife says it will take a few years for the fish to benefit from the improved water supply of today. california once had millions of salmon and it's rivers, streams and oceans. >> last year there were so few the commercial fishing season was closed and after a wednesday vote by the pacific fishery management council, it's happening again for ocean fishing, senior environmental scientist with the california department of fish and wildlife, candice morgan stern explained how drought years and 2019 2020 resulted in this year's closure. >> those and that's on in those drought years impacted the juveniles that are out migrating both survival rates to to warm water conditions.

low flow morgenstern says the decision was already made to close ocean salmon fishing for the start of the season. >> wednesday's vote sealed the fate for the rest of 2024. school was restaurant in san francisco hosted an event thursday for those in the salmon fishing industry. >> owner tom creedon explained how this is what is needed to allow fishing populations to bounce back. the best way to handle it. we've we've done it before. the fish do come back. if you just leave them alone when salmon fishing season was closed last year, the federal government allocated more than 20 million dollars for those impacted in the fishing industry. governor newsom has requested a federal fishery disaster declaration to support fishing communities. again this year. >> distributed fishing industry interest. commercial recreational trollers, charter boats we'll be receiving those funds. she says it will take months for the governor's request to receive federal approval. >> there are still those in the salmon fishing community waiting on their approved federal relief from last year. we are still in the middle

trailers and recreational anglers have not yet received funds from. >> the 2023 disaster declaration, the fishing of salmon and streams and rivers is still undecided. morgenstern says the state's inland fisheries are managed by the california fish and game commission. >> they're scheduled to make their vote next month. reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> well, san francisco police arrest a man accused of shooting and killing someone outside a barbershop in the mission district. drive-by shooting happened last week near the intersection of mission at 20th. the suspected shooter is scheduled to be arraigned next wednesday. and if convicted, he could face life in prison without parole. no word yet on the victim's identity. a man in south san francisco now has been arrested for allegedly threatening and assaulting a group of protesters who are gathering to protest the cease-fire in gaza. witnesses claim the man made threats participants based on their perceived ethnicity. he then assaulted multiple protesters

resulting in some minor injuries. that man was booked into jail on suspected battery threats and hate speech. in the east bay. the owners of a richmond burger joint say they are closing their doors for good. sadly, customers have been going there for decades were devastated to hear the news kron four's. dan kerman tells us why they made that decision. >> for the past 38 years, those who live or work in point richmond have come to depend on great american hamburger and pie company. further lunchtime burger in this place since i mean, i was a little boy. i've coming here for years and years it's such as stable enrichment items. it's unbelievable weather. closing. >> they just, you know, super really, really nice people. great food, you know, historic spot here in town. but now this point, richmond institution is closing its doors f r good. the success that we had. >> it's because of this coming in. >> owner george culley of us is closing the family business and saying goodbye is difficult. we know everybody. >> in the community. we know
