i'm justine waldman. we're beginning with breaking news right now is there's a vegetation fire that has started on a rural island in the sacramento san joaquin river, delta. that's just north of antioch. this is time lapse video from just the last hour. you can see the smoke. they're starting to rise into the sky. it's unclear what fire department is responsible for this area. the contra costa county fire protection district is say they're looking into this fire and monitoring it. but they noted to us it's not their jurisdiction. a cal fire spokesperson said that the agency is also not responding to this. the fire could be in one of 3 counties, either sacramento contra costa or san joaquin. so we're keeping our eye on this story and we'll bring you any updates as soon as they come in to the kron. 4 newsroom. and that will go to san francisco for the police department says it has now completed a series of reforms. but critics say they're still a lot more work to be done. kron 4 s charles clifford has the details. >> well, here in san francisco, the city and the police department say that

they have completed a series of reforms that they have been working on for the better part of a decade. 7 years ago, the police department was under heavy criticism following several violent incidents, including the shooting death of mario woods at the time the obama administration department of justice may 272 reform recommendations, including asking department to address biased policing limit use of force, address racial equity issues, improve transparency and data collection. on friday, the police department announced that they have submitted the last 27 responses to all 272 reform recommendations. they submitted those responses to the california department of justice. now, critics of the police department still has e l- issues that need to be addressed, including use of force against black people in san francisco who make up a smaller percentage of the population. on friday. mayor london breed and police chief william scott acknowledged that there are issues that still need to be resolved. >> and while this is definitely a commemorative moment, this does not mean

that we won't continue the great work that we're doing to balance the reforms that we need to implement as well as making sure that we focus on public safety for san francisco. >> each and every one of us know that there's a lot more work to be done. and this worked. cole reform is never truly over. but we have put in place systems we put in place infrastructure we put in place to support. to overcome challenges and to adapt we need to. and really that's what this work all about. >> now, even though the san francisco police deparsment says they have completed all 272 recommendations, it's not clear yet if the california department of justice agrees that those recommendations have been fulfilled. but for now in san francisco, charles clifford kron, 4 news. >> the city of aleppo has now entered into a settlement agreement for police oversight with california's department of justice that happened earlier this week in 2020, the police department was to implement at least 45 reforms

around unlawful use of force racial bias and strengthening police accountability. the department has since. completed 20 of those 45 recommendations. but the department of justice says that is not enough. california's attorney general rob bonta said in a statement thursday that this new agreement with the city and the police department demonstrates commitment to correcting injustice is and enhancing public safety for the people of all help. new at 3 and in the souhh bay, san jose police arresting 2 men from making and selling illegal guns out of their house. david rios and dustin mall are accused of keeping assault rifles, thousands of rounds of ammo and tools used to make guns at a house near river ashe court and stone canyon drive. police say the 2 men also kept guns at a storage unit on muncy. do vista drive they have now been booked into the santa clara county main jail. police are searching for a man who they say groped a woman in palo alto. excuse me in san pablo.

this happened on march 18th at about 4.30, in the afternoon. police say that this man approached a woman at a gas station el portal drive and touched her inappropriately. he is described as being a hispanic man with short black hair. police say he was last seen wearing a dark green jacket and anyone who recognizes him should contact san pablo police. 2 teens are behind bars this afternoon after allegedly stealing a car and then leading police on a chase in the east bay. earlier this month, fremont police responded to reports of a carjacking at an apartment complex on stevenson boulevard. officers say they found the stolen car before the suspects led them on a chase into oakland and then they were caught. they now face charges for carjacking and fleeing pursuing peace officers. a 67 year-old palo alto resident has now been arrested for child crimes. lot detectives were notified about a man speaking to an undercover officer in georgia posing as a 12 year-old girl

last month. so detectives learned that this man here, 67 year-old robert, when's lau provided his cell phone number sent photos of himself and child abuse material. and also, they say made arrangements to meet in person. he was arrested yesterday and is facing charges, including contacting a minor with the intent to commit a offense, attempted lewd acts on a child under 14 possession of child and arranging to meet with the person believed to be a minor to engage in lewd behavior. detectives believe there may be other victims. so they're asking anyone with information to contact palo alto police. bay area tech giants genentech and sent a fear laying off hundreds of workers in the next couple of months. genentech is expected to let go more than 400 employees. the layoffs starting june santa fee, a french pharmaceutical company plans to lay off about 100 employees as it closes its san francisco location. and in san francisco, the temple

nightclub will be shutting its doors next month. soma district bar is going to close down. may 25th. the club says due to financial difficulties, an economic changes. that's what's forcing them to close. temple is known for its live dj and music performances. there are still tickets available for several concerts coming up before it closes in. may. a package of state bills is working to protect groundwater resources, including a stretch of land. that's been prone to flooding for years. the tulare basin in the central valley has caused plenty of problems, bringing water levels not seen in 4 decades. so in an effort to save groundwater resources, the sustainable groundwater management act has proposed regulations to restore the water levels and now the basin could see state oversight rather than being regulated by a local agency. let's talk about our weather right now. looking outside wide picture here. the clouds building over. alcatraz there. i lived

there in the middle. kyle is now in the weather center with details on the much cooler weather we're going to have. yes, the clouds are winning. now we started off with the sun today, but the clouds have moved in. we certainly cool down. and you can see as we take a look at the embarcadero, few more people with jackets on today. >> then we've seen in the last couple of days right now, just 56 degrees in downtown san francisco. and you can see some upper 60's in spots like mountain view. but, you to santa rosa, just a 57. so we're feeling the effects of that cool air. and this is the difference in temperatures were 24 hours ago to now. so that's a big drop or a 21 degrees cooler in santa rosa, 20 in concord. 21 in livermore. but, you know, across the board, you can see only half moon bay where we really didn't heat up yesterday, though, their goalie 2 degrees cooler. we're also windy feeling that breeze out there. and you can see it right now. it is a little bit variable. that's still pretty much an onshore flow will see that change a little bit as we get into tomorrow as the system starts to pass us by. but right now, it is really just casting rain to the north of us. nothing really quite making it into our viewing area yet. but you see it is

very close and it will get here as we get later into the evening. take you into about 10 o'clock tonight and then you can see the starts to roll in north bases at first in the overnight hours about 02:00am some of these heavier showers are going to roll in and we wake up tomorrow morning. still going to be a little bit of a day tomorrow. you can see where some of the cells are going to pop up. i think particularly the afternoon and evening that have the potential that's about 6.30, of having some u.s. light thunderstorm risk with it, too. we get into sunday. we start to get some clearing, but notice the little back and on. this leaves a bit of a chance of a shower, although nothing compared to what we're going to see overnight tonight and into saturday. but by sunday later in the evening, we'll wrap it up between now and then we're looking at between about half an inch and inch of rain when it is all said and done. so looking ahead here, you can see the clouds at half moon bay. they start off a little sun today, too. but it's all gone. so tomorrow, get ready for an active day and tonight and then we'll clear out as we get into monday and things looking really nice for next week. we'll have details on the sierra snow coming with this system. when i come back in just a bit. thank you.

>> all lanes now back open on southbound 8.80, after an overturned semi blocked those lanes and hayward for several hours during the morning commute and kron four's will tran shows us what drivers had to deal with. >> it took a little bit more than 4 hours to finally get the big rig out of here. but exactly what they did at around 08:30am, in the morning, starting at 04:30am, in the morning when the big rig driver just was either drowsy at the wheel, possibly speeding. they're still investigating that. but they believe may be possibly drowsy because he bounced off the right side, right? well, on southbound 8.80, tried to correct the big rig and ultimately when all across the freeway and then slammed into the center divider on southbound 8.80, just before the 92 split. they had to shut down all lanes initially and then slowly but surely at around 7 o'clock in the morning, they open up another lane, giving it 2 lanes at 8

o'clock 3 lanes. but the damage stretched for miles. and it took a long time because the back of the semi truck actually was overturned. so they hadn't basically cut it in half. get the back of the big rig on all of its wheels. and then tow the big rig basically individually away from this particular scene and look at the mess that it had to clean up. as far as the caltrans crews, all the burned out flares on the roadway. you drive by here, you're probably wouldn't even know that for hours traffic was going maybe one, 2 miles per hour past the scene. >> a motorcyclist has died after crashing to a freeway barrier in san francisco. investigators say he was driving on eastbound 80 connector to one-on-one yesterday when he lost control, hit that barrier and then launched himself into the lanes of westbound 80 police say that's where a vehicle hit him. on the peninsula. police

are investigating after thieves ransacked store in north according to the san mateo county sheriff's office. 2 people robbed at business in el camino real just after 2 in the morning. the suspects confronted people inside the store, the weapons they ran away before police arrived. anyone with information should contact the sheriff's office. coming up here at 3, arizona's near total abortion ban could bring patients to california. >> how planned parenthood clinics are preparing? plus, keeping the streets safer. why one south bay lawmakers pushing for greater oversight of autonomous cars. and another storm rolling over the bay area. and means more snow in the sierras. so we'll take a look at the conditions on the slopes after the break.

lake tahoe. you can see temperatures in the 50's. they're getting breezy about 15 miles per hour and they are under a wind advisory that does go until about midnight tonight. they also are looking at for not just win, but also, of course, that creates some waves on the lake and about one to 3 foot waves as what they're looking out for. so >> we have a winter weather advisory. not exactly for tahoe but south of there. we get to mammoth lake and you can see point south into the central sierra and parts of southern california. so we don't have a winter weather advisory, which means that usually it's ok to drive. having said that, i think saturday is going to get real tricky folks. so just be careful because we are going to see some snow from this and up at the peaks. you can see down in bear valley. they're looking out for about a foot of snow. >> i'm taking a live look at lake tahoe now starting to see some of those white caps. so that is the wind bringing that in here at incline village. so today, not bad. tomorrow. we're going to deal with some of the snow. same story on sunday. by monday. they will be clearing out and warming up again. >> and yeah, we're just kind of preserving some of that

snow pack as we get a little more in the spring here. so the rain coming in tonight for us in the bay area. the snow really picking up on saturday here, as you can see in the sierra continuing throughout our saturday evening into sunday. then the little back and on this. and it all kind of rolls away. so we start next week looking pretty good when it's all said and done. and having added just a little bit more that snowpack live look out at sfo and you can see the trees are blowing around here. so we're getting some wind going temperatures, obviously a lot cooler than we were yesterday. we got up to, you know, wild 80's. 87 degrees in sandra fell yesterday. can you believe that? but today, obviously just some 60's in our inland spots and 50's even in san francisco. so that will be the story for today. the rain will come in tonight. it will continue tomorrow with that chance of a thunderstorm and then by monday we're going to start to kind of get past this move into a really nice pattern of dry, lovely and seasonal weather next week. workers with planned parenthood of northern california have now voted to

unionize on a 77% vote. >> the workers will officially join seiu local 10. 21 after months of organizing the move will impact planned parenthood workers across all of the nonprofits, 18 regional locations, including san francisco's health center at, that's on bush street. planned parenthood clinics in california are bracing for an up tick in patients after arizona passed that near total ban on abortion last week. the ban is set to take effect in 2 weeks. it forbids all abortion procedures unless they're needed to save a pregnant woman's life. some planned parenthood clinics in california are preparing more patients who might cross state lines to try to access the procedure and health care providers say that includes opening more appointment slots and training providers. vice president kamala harris arriving in arizona earlier today for vent that folks that is focused on reproductive freedom. she's giving her remarks right now. harris

prices across the bay area continue to rise and there may be no relief in the near future of the shift from that wynter gasp led to the summer blend and more people driving as we get closer to summer, making the prices go up. so let's take a look now at what we can expect to pay for a gallon of regular here in the bay area. the most expensive in napa, 5.79, in san francisco. sandra fell as well. just a couple of cents less followed by oakland and san jose. the cheapest involve the delay. vallejo fairfield area 5.58 and today during kron for news at noon, we spoke with a uc berkeley professor about a solution for these high gas prices. >> the best way to beat high gas prices is to make sure that you have a car that gets decent fuel economy because if you can go from 20 miles per gallon to 30 miles per gallon, that is like cutting your price of gasoline by a 3rd. so its important to think about that when we're buying cars.

>> the professor also said that while the state average is at 5.44, there is a committee investigating why prices are so high in california compared to the rest of the country. house lawmakers are pushing for the largest pay raise for military service members in history. the proposed 15% pay raise does have bipartisan support. it's part of a slew of proposed changes meant to improve quality of life for service members and their families. that includes better pay more options for child care, housing and health care. the recommendations were laid out. a new report released by the house armed services committee. >> in san diego, just in san diego, we have 45,000 members of military families who visit the food bank every single month. >> the report also recommends creating standards for child care, health care and oversight for all the services. some lawmakers say that the improvements should be included in the next defense spending bill. the

biden administration is canceling student loans for another 206,000 borrowers. the latest cancellations are part of biden's safe plan which started in 2022, the education department says it's helping more people become eligible for student loan cancellations. under the plan borrowers who have been making payments for 10 years may be eligible. the education department says it has now approved cancellation for about 360,000 borrowers throughout this new repayment plan totaling 4.8 billion dollars. coming up. a person has been shot and killed in oakland. we have the latest on the police investigation. >> and the oakland ballers are welcoming new members to the team. and we're going to talk with one of them who is going to be making history on the field. plus the oakland airport taking the next step to get a new name and there is a swift response from

>> street vendors in san francisco's mission district have had a tough time of it since the city put a stop to street vending in that neighborhood since november. the sidewalks from 14th to cesar chavez have been cleared of merchandise and storefront merchants report cleaner and safer streets. legitimate offenders were moved to 2 sites, including an indoor storefront at mission and 18th and vendors complained about low foot traffic and sales. now that site, which was only temporary is going to close in just over a week. >> the volume being so low and the foot traffic also is a challenge. this actually we came to a decision with the

vendors themselves of transitioning them and into the other site, which is more open air. it's it's in a parking lot. there's more visibility. it's close to transit. >> the other vendor site is located at an outdoor parking lot on the 25th and cap the site known as la casita had until recently been home to both street vendors in covid testing going forward. the site is going to expand and focus only on street vendors in the hopes of attracting additional vendors and customers. >> in the east bay leaders from the port of oakland voted unanimously to move forward with renaming the oakland airport. the board is going to make a final vote next month. >> and this is as san francisco is now getting ready to file a lawsuit against the ports saying that this new name infringes supposed trademark kron 4 sarah stinson has the story. >> an impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't

bring it up at all. commissioners only talked about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport to stickley i 7 eyes most the board of port commissioners unanimously voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or you're a graphic again, if any information on the airport. >> it is hard to sell tickets to a down during public comment. nearly 2 dozen people spoke some in favor of the new name. we see that that this will expose oakland. >> to an international market that is not necessarily aware of our location, but some who live in oakland spoke against it. this seems like corporate

gentian for case. >> if you have to change and keep oakland in the front, san francisco doesn't want you. >> the proposed name has gained a lot of criticism from san francisco officials. we believe that this new name will ultimately be misleading to customers creating greater confusion. the service. >> and ill will san francisco city attorney david chiu send a letter to the board on monday threatening legal action saying the rename infringes suppose trademark chu says the vote forces them to pursue litigation are very disappointed that oakland. >> refused to engage with us. so we're sending that they're going for and we will consider all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the sf city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. and the

port of oakland is welcoming. alameda county's unanimous endorsement of a proposed airport name modification. in a statement. >> alameda county supervisor lena tam said, quote, we must look out for the well-being of our communities and the economic health of the east bay. the airport is an economic engine for our region. and the renaming will protect and create jobs. kansas city chiefs wide receiver rashee rice has surrendered police. it connection with a violent high-speed crash. rice's attorneys now saying the 23 year-old super bowl champ turned himself in last night and it's now been booked and released on bond. police say rice and another driver were speeding on a dallas expressway last month when they caused a chain-reaction crash. both men are accused of leaving without determining if anyone needed help or exchanging information. rice faces several charges, including aggravated assault and collision involving serious bodily injury. when

natural disasters strike, the federal government wants to make sure that roads and bridges are strong enough to withstand them. that's why the transportation department is spending more than 800 million dollars on projects that are meant to protect infrastructure from the effects of climate change. earlier this week, 20 million dollars was awarded to help prepare highway 37 in vallejo after being damaged because of winter storms. our washington, d.c., correspondent hannah brandt has more. >> as climate change worsens, natural disasters early be more damage in their wake. sea levels are higher than they used to be. >> flood plains are changing from where they used to be. wildfires are more frequent than they used to be. then why in the world would we keep putting the infrastructure back the way it used to be? that's why for the first time the transportation department is spending 800 million dollars on what it calls climate resilience projects. transportation secretary pete buttigieg tells me they're urgently needed this resilience. funding can help make piece of infrastructure. we all count on.

>> more resistant to those threats. the goal is to target spots that are especially vulnerable to extreme weather and the money will be used to revamp dozens of roads, bridges, ports and other infrastructure across the country. this is about smarter better designs, our economy, our daily commutes, sometimes even our lives depend on making sure that infrastructure is strong. the funding for these projects comes from the infrastructure law passed in 2021. democratic senator mark warner says it's an investment that pays off for everyone. if you want to be good stewards of our taxpayer money, if we didn't do that, it would be irresponsible to the nth degree. and republican senator shelley moore capito agreed specifically praising the money going to her state of west virginia to elevate a highway to prevent flood damage. i look forward to seeing it happened. i think this is what it means, what it means to rebuild in a and smart areas. secretary buttigieg says there's a reason the support is bipartisan, but i think that reason is that there's no republican or democratic roads or bridges. they're just pieces of infrastructure. we all count on every day in washington. i'm hannah brandt.

>> caltrans is estimating that permanent repairs to highway one in big sur and that section of washed out a road because of the recent storms could surpass 25 million dollars. one of the lanes collapsed into the ocean due to heavy rain last month. regular guided convoys to allow vehicles to the closure will be canceled tomorrow. there's more rain coming. convoy. traffic is expected to resume on sunday. let's find out a little bit more about that rain that's coming. it's dry here now in san francisco. but you can see it's a little bit cloudy, the sun's trying, but the clouds are winning kyla. so the weather center now with what's going yeah, wearing white channeling summer dress here today, folks that we've got the clouds moving in, as you can see as we take a live look from the east bay. >> and so if you need to get that dog walk in and i would take the longer dog walk between now and about 9 o'clock tonight. because after that, we are going to start to see some showers move in north bay first and then they'll move through the rest of the bay area. and tomorrow is going to be a little tricky. we've got some rain to pick up. this is over the next

couple of days. the bulk of it's going to be overnight tonight into saturday, as you can see there with the rain chances just ramp. >> really far up as you get to saturday and then there is a chance on sunday, but we'll get some breaks on sunday as well. and it won't be as heavy. let me show you hour by hour how this plays out. this is about 10:30pm, tonight. as you can see, some of this starting to move into the north bay, some of these showers will be heavy. you can see those pockets of orange there indicating more of a downpour. also notice the cold air indicating that we could see a few snowflakes up on mount hamilton. this is your saturday afternoon. it's going to be scattered and we could see the chance for 2 of a thunder storm cell that pops up as well on sunday. it's just a very slight chance of a lighter shower. and then we're done so saturday will be definitely the worst day of the 2. as far as the rain is concerned getting into any of your plans to late showers overnight tonight, some heavy downpours will be with that tomorrow will be scattered will be very cool and we'll have that slight risk of a thunderstorm particularly afternoon and evening, looking at about a half an inch to an inch of rain on the other side of this. a very nice weather will talk about that when it come back in just a bit.

>> all right. deadly shooting shutdown, oakland city streets for hours last night. it happened along kennedy street near 80 kron four's dan thorn has the latest. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having to cordon off kennedy street between denison and the i-80 south on-ramp for several hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to the large police presence, a woman who lives along kennedy street telling kron 4 off camera the killing may have been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear

downtown san francisco. 59 in that. but you can see little chilly in spots like santa rosa right now about 57 degrees. this is the wind that is out there. so that adds to the feeling of the chill in the air when you have, you know, 20 mile per hour wind to contend with 15 to 20 is about where we are across the bay. this is all courtesy of a low pressure system that's dropping this and it's going bring some stormy weather ahead of it. and the cool air already rushing in. you can see where the rain is. it's to the north of us. but not too far away. so it will start to make its way in as we get into the late evening hours tonight. again, i don't think it will be up to about 10, 11 o'clock. start to see that the north bay. so this is saturday morning. we're going to deal with rain and a chance of a thunderstorm here. the sierra starting to pick up that snow on saturday. this system will start to roll away. and then next week, look at this. we're nice and quiet, right? so the calm coming after the storm. in the meantime, we're going to pick up some rain between about a half an inch, an inch here in the bay area. but this is a really kind of robust system for spring system for the entire west coast. here's a look at your extended

joining us now is kelsey whitmore who is the first female to sign with the oakland ballers. she's joining us here. hello, kelsey, how are you? thanks for joining us this afternoon. >> i'm good. how are having me? course. what does it mean to you to be a baller? and i'm i'm just grateful. super thankful for this opportunity and really looking forward to this season. and, you know, the culture, everything that oakland has to bring in. so i'm looking forward to it. >> and you know what position you're going to be playing mostly pitching. i would. pictures. so able to focus just on, you know, primary pitcher this year. and i'm looking forward it. so you had a lot of firsts in baseball. you were the first and the starting lineup for the atlantic league year. >> that made history as the first to sign a professional contract with the staten island ferry hawks are the first to be joining the oakland ballers as a woman. i mean, that's a lot of firsts. how does it have had to make all that happen? >> honestly, i just worked as

hard as i could to get through. i want to be and always had a goal and intention of wanting to play professional baseball since i was a little girl. i've always wanted play game at professional level and i really chase playing this game to be the first or anything. it just it just happens. happens to happen. and i think god, god led me to where need to be right now to guidance and >> i keep focusing on what i can do to continue pursuing this game with in my career. >> what we're trying out like when you were there with the team, this was last week enter that 60 out in those last week. what was it like being out with all these other? you know, guys who wanted to make the team how rigorous was it find it difficult? >> yeah, honestly, it felt like a lot of the other tryouts are workouts >> and you know, stuff i've had in the past and they have too much pressure that i you know, especially as an athlete. there's a lot of

pressure that comes with in the game. and so you start to learn ways of how to create a routine and create preparation. and so i honestly just mentally and physically prepared this myself the best i could. and so my mindset was go out there compete each pitch. whatever happens is what's meant to be and that was kind of my mindset. i i just went out. they happen pretty quick. it felt i was the second to throw. i went out their face pace for 4 batters or so. and got the call later that day. >> and what are your goals for the season? what do you what do you manifesting? what do you want to make happen? >> i mean, my goals this season is to really just. compete as much as i with whatever opportunity i'm given for personal goals. i want to throw myself as a person grow with my teammates and and this encouraged. and i also want to, you know, as a for personal those that want do the best i can with getting

the best numbers i can to as many innings as i can and as a team was for goals regarding that, i want to help this team win a championship. you know, again, as far as we can with in this league and most of all, just kind of a good person player as much as i can going into it besides the numbers and try to get as much as i can with the stats and do better with those i really just want to throw myself as a person and a player and, you know, go wherever god leads me and whether you like it or not, you're probably inspiring so many other. >> little girls who want to play with the boys. what do you want to say to all those girls out there who just want to be just like you? >> and i i mean, the biggest thing them is. whatever you love in this life chase it with all your heart. be the best you be the best version of yourself. don't chase being someone are comparing yourself to others. and, you know, a few things that you want in
