>> tonight 5.30, a historic milestone in san francisco. the police department says it has completed almost 300 reforms. critics, however, say there's still work to be done. kron 4 charles clifford reports. >> well, here in san francisco, the city and the police department say that they have completed a series of reforms that they have been working on for the better part of a decade. 7 years ago, the police department was under heavy criticism following several violent incidents, including the shooting death of mario woods at the time the obama administration department of justice may 272 reform recommendations, including asking the department to address biased policing limit use of force, address racial equity issues, improve transparency and data collection. on friday, the police department announced that they have submitted the last 27 responses to all 272

reform recommendations. they submitted those responses to the california department of justice. now, critics of the department have said that the police department still has issues that need to be addressed, including use of force against black people in san francisco who make up a smaller percentage of the population. on friday. mayor london breed and police chief william scott acknowledged that there are issues that still need to be resolved. >> and while this is definitely a commemorative moment, this does not mean that we won't continue the great work that we're doing to balance the reforms that we need to implement as well as making sure that we focus on public safety for san francisco. >> each and every one of us know that there's a lot more work to be done and this work. cole reform is never truly over. but we have put in place systems we put in place infrastructure we put in place to support to overcome challenges and to adapt we need to. and really that's what this work all about.

>> now, even though the san francisco police department says they have completed all 272 recommendations, it's not clear yet if the california department of justice agrees that those recommendations have been fulfilled. but for now in san francisco, charles clifford kron, 4 news. >> the city of vallejo has entered into a settlement agreement for police oversight with california's department of justice in twenty-twenty. the vallejo police department was to make at least 45 improvements surrounding unlawful use of force racial bias and strengthening police accountability. the department has since complied with 20 of the 45 recommendations. but the department of justice says it's not enough. california attorney general rob bonta said in a statement the new agreement demonstrates commitment to correcting injustices and enhancing public safety for the people of the late how. there are fewer people selling drugs in san francisco. police say they made 42 arrests. >> all in one day during a narcotics operation. the arrests were wednesday in or

near the tenderloin. police say out of the 42 people arrested 30 were wanted fugitives. they also recovered fentanyl and meth. the police department says they'll continue their patrols at night and un plaza and in other areas where illegal activity is occurring. >> police are searching for a man who they say groped a woman and san pablo on march 18th around 04:30pm. police say this man approached the woman at a gas station on el portal drive and touched her spinappropriately. he's described as a hispanic man with short black hair. police say he was last seen wearing a dark green jacket. anyone who recognizes the man here on your screen is asked to contact san pablo police. >> this morning, the commute backed up again after another big rig crash. this was around 4.30, this morning. southbound 8.80, in hayward just past whitney avenue. chp says a semi hit a wall and then the driver tried to correct but ended up slamming into the

center divider. officers say the driver may have been drowsy at the time. he was not hurt all lanes opened up about 5 hours later. and this comes after yesterday morning's big rig crash on the connector ramp between westbound to 38 80 in san lorenzo. officers say the driver here fell asleep at the wheel in the semi overturns. he also was not hurt. >> get you a check of the forecast nice live look at downtown san francisco. we got a lot of cloud cover, though that has moved in today. >> yeah, it was a sunny to start in most spots. but you saw the change happening as we went through the course of the day. lawrence is here to let us know what future holds. yeah, temperatures started to drop and here we go. we're getting back to another weekend. >> of some rainy weather. the showers begin to move in a little bit later on tonight. right now, it is mostly dry. those clouds already started sneaking across the bay area this evening. we'll see more of that as we head throughout the night tonight. and while

tonight, they're going to see the rain developing and into the early morning hours into tomorrow. winds start to pick up 2 more of a southerly wind beginning to kick up. you can see 2025 mile an hour gusts out there now likely wrap up. maybe some 35 mile an hour gust near the coastline. so a little breezy, a little windy in spots coast side. but all of this caused by that storm system. late season storm now moving off the coastline. just about bring that rain on shore, but not quite yet. northern california beginning to get into a couple of pop-up showers. but even there's kind of holding off i think will be more closer. well, midnight tonight that will see that actual rain moving in. still, we could see a couple of scattered pop up showers out ahead of that. but as we head toward midnight, you see that front begin to move in to parts of the north bay, bring in brief periods of some downpours. some rain moving on through the kind of spreading across as we head toward tomorrow morning. and really, that will be the main event. so as you head toward about 6 o'clock in the morning tomorrow morning, a lot of rain around the bay area early on the first part of the day behind that, you can even see

some a pink showing up on the model there that some sleet, some snow showing up over some of the highest mountains and then more showers continuing on and off throughout the day. the possibility some isolated thunderstorms not going to be a rain out but will be kind of off and on. you see some sunny breaks between the clouds and then more showers on and off and very cold around the bay area high tomorrow, only in the 50's. guys, back to you. all right, lawrence, thank you. >> cdc is warning a recent spike in measles cases is threatening the elimination status of the disease in the united states. measles was considered eliminated in 2000, meaning no outbreaks have persisted for more than 12 months. but more than 100 cases have already been reported this year. and there's been more than 300 cases reported since 2020. the majority of them occurred among unvaccinated residents who are eligible for the vaccine because of this. the cdc is encouraging all eligible. residents to get vaccinated immediately. meantime, the cdc is also

debunking widespread misinformation about covid vaccines. the agency says there's been conspiracy theories in recent years linking the vaccines to sudden cardiac death and other heart problems and young people. but the cdc says they found no evidence supporting those claims. researchers say it's often not clear what can lead to cardiac arrest in people under the age of 35. >> workers with planned parenthood of northern california have voted to unionize. it was a 77% vote to do so. the workers will officially join seiu local 10. 21 after months of organizing the move will affect planned parenthood workers across all of the nonprofit, 18 regional locations, including san francisco health center at 15. 22 bush street. planned parenthood clinics in california are bracing for an up tick in patients after arizona passed a near total ban on abortion last week. the ban is set to take effect in 2 weeks. it forbids all abortion procedures unless they are

needed to save a woman's life. some planned parenthood clinics in california are preparing for patients who may cross state lines to access the procedure. health care providers say that includes opening more appointment slots and training more providers. >> santa clara county fire crews are inviting families to take part in some emergency response training participants will receive a step-by-step lesson on what to do in case of an ash natural disaster or public safety emergency. the course will come with safety equipment for practicing real life scenarios. it is hosted by the community emergency response team or cert academy. you can sign up online. when natural disasters strike. thr federal government does want to make sure roads and bridges are strong enough to withstand them. and that's why the transportation department is now spending more than 800 million dollars on projects meant to protect infrastructure from the effects of climate change. earlier this week, 20 million

dollars was awarded to help repair highway. 37 in vallejo after being damaged due to winter storms, hannah brandt has more. >> as climate change worsens, natural disasters are leading more damage in their wake. sea levels are higher than they used to be. >> flood plains are changing from where they used to be. wildfires are more frequent than they used to be. then why in the world would we keep putting the infrastructure back the way it used to be? that's why for the first time the transportation department is spending 800 million dollars on what it calls climate resilience projects. transportation secretary pete buttigieg tells me they're urgently needed this resilience. funding can help make piece of infrastructure. we all count on. >> more resistant to those threats. the goal is to target spots that are especially vulnerable to extreme weather and the money will be used to revamp dozens of roads, bridges, ports and other infrastructure across the country. this is about smarter better designs, our economy, our daily commutes, sometimes even our lives depend on making sure that

infrastructure is strong. the funding for these projects comes from the infrastructure law passed in 2021. democratic senator mark warner says it's an investment that pays off for everyone. if you want to be good stewards of our taxpayer money, if we didn't do that, it would be irresponsible to the nth degree. and republican senator shelley moore capito agreed specifically praising the money going to her state of west virginia to elevate a highway to prevent flood damage. i look forward to seeing it happened. i think this is what it means, what it means to rebuild in a and smart areas. secretary buttigieg says there's a reason the support is bipartisan, but i think that reason is that there's no republican or democratic roads or bridges. they're just pieces of infrastructure. we all count on every day in washington. i'm hannah brandt. beneath the city's glow where bart's lines softly. we've. >> a story of us begins in the twilight of the eve. my friends is the opening line. 2 under the stars of valencia, a bart love story and the winner

yesterday. so you see the clouds moving onshore. we've got that wind that is kind of kicked up outside and that ushered in the much cooler weather going to be even a lot colder by tomorrow. clouds rolling in near the golden gate bridge right now, looking a little more ominous turning pretty gray out there. and that is because we're getting ready for a late season storm rolling into the bay area. how about those temperatures? yeah, look at this. boy. they really took a hit today. 21 degrees colder in livermore today. a 20 degree drop and cocker 14 degrees cooler in san jose and 13 degrees cooler in hayward. you get the idea that much cooler air already working its way on shore. so we went from temperatures in the 70's and the 80's today topped out of 58 degrees actually below average in san francisco today, below normal in oakland today, 60 to 68 in san jose. 64 degrees. little remember yesterday there in the 80's also out of the 80's 66 degrees and 64 degrees in santa rosa. that is a trend that's going to take us into tomorrow, too much colder air on the way tonight, cloudy skies, rain developing really around midnight or so and then

spreading across the entire bay area overnight tonight with some gusty winds to go along with that some of those gusts. 35 miles an hour or so tomorrow should be partly cloudy. so we'll get the heavy rainfall overnight tonight and then we'll just turn into showers as we head throughout the day. so you see some showers, some breaks, some sunshine in between the clouds, maybe even a couple of thunderstorms popping up outside this late season storm bringing with it. that area of low pressure very close to the coastline. and that may be just enough to crank out a couple of thunderstorms, especially along the peninsula. all right. look at that. suddenly wind kind of kicking in the clouds flowing overhead so far staying dry, but not for long. the system want to come rolling on in as we head in toward tomorrow, making for another weekend of some rain. boy, we've had a lot of that this year. more on the way. here's models picking up on as we head through the night tonight into tomorrow morning. we're into that rainy start to see the blue in the pink here that some snow being picked up by the computer models. don't be surprised if you look up the hamilton tomorrow afternoon and see some more snow up there that shower activity continues as we head toward tomorrow night

as well. maybe a better chance thunderstorms by tomorrow evening. then even a lingering shower into sunday as well. so be prepared for that rainfall totals. yeah. maybe as much as an inch of rain or so across parts of the bay area. so you get the idea. look at the temperatures tomorrow. but this is amazing. or even try to drive a close to a cold. miss highs only tomorrow in the 50's outside all around. some of the models may be over the mountain tops. we could very well see numbers generally in the 40's. so very, very cold out there. those temperatures stay cool. maybe a little bit unsettled on sunday as we get into next week, return to some dry weather. so this could be it. this may be the last storm of the season. a sad well, a little bit. yeah, but you know, they do something still coming. so i'm keeping my hopes up. i'm looking like this that this is going to be but actually maybe, you just never know. i mean, it's that time of year where things kind of wind down, right? yeah. if you want to be a real shot, caller, you've got commit to this is that this is it that this is the big one. so enjoy it. all jeremy. well, thanks.
