kron. 4 news at 6. >> now at 6 san francisco's heading back to the drawing board after street vendors in the mission say that the solutions the city offered are suffocating business. good evening, everybody. i'm vicki liviakis. i'm ken wayne. thanks for joining us at 6 officials in san francisco say since they shut down street vending merchants in the mission report both cleaner and safer streets. but it is also been tough on legitimate street vendors as kron four's. dan kerman reports for us tonight. they're not waiting for another transition. san francisco put a stop to street vending along mission street back in november due to crime and safety issues. the city set up to temporary sites for legitimate vendors. one was this indoor storefront admission near 18th called lt on guy. >> the problem is, shoppers have been scarce and sales have been dismal. looking

>> the case may be that, what about now? this indoor shopping site is slated to close in just over a week. at the end of the day, the cells did not pick up in the way that they expected or that we expected. >> so that's why, you know, we're shifting our strategy here again. >> asked partnership with to try and refocus on one site and and really improving the cells there. >> the other vendor site is located at this outdoor parking lot at 24th and capp the site known as la cita had until recently been home to both street vendors and covid testing going forward. the site will expand and focus solely on street vendors in hopes of attracting additional vendors and shoppers. so that's the goal is that we will have 20 vendors there. let leslie the selling a variety of products with more visibility. word about the expansion at love. plus seat on 24th. >> had made it to all of the vendors said lt young guy who are still weighing their

options. look at the market, you know, plan buy something they can do not >> not trying keep her heart the city's also in the process of renovating another indoor storefront at mission near 17th, which could open defenders sometime this summer. >> ultimately, the city's goal is to allow again. but at this point, they don't have the resources to either keep it safe or to differentiate legal and those selling stolen goods. dan kerman kron, >> developing news tonight. authorities have found the body of a teenager who was swept away in the russian rivers. sonoma county sheriff's deputies say the body was found about 10, 30 this morning around 5 o'clock yesterday evening. they got a call about 2 teens said needed to be rescued. witnesses say one of them was able to get out on their own. but the other one didn't make it out. authorities are now working to identify that victim. >> a san jose state student has been arrested and charged after police say he set 2

fires on campus. they say the fires happened in the martin luther king junior library on campus on march 31st. and april 8, police say that they happened while students were there, but nobody was hurt. the suspect identified as a sophomore student was booked into jail on a 4 $100,000. bail american canyon school teacher high school teacher was arrested again today. it's the second time this week. >> authorities say they found new evidence it. 41 year-old brad raul committed crimes with a minor. he was arrested at his home in sonoma this morning. the pe pe teacher rather, was arrested at the school earlier this week on similar counts. he had bailed out of jail, but he was rebooked on new charges today. the school says he is now on administrative leave. >> san francisco, the muslim community and interfaith leaders are speaking out about the arrest of a man accused of vandalizing a mosque and harassing members during the holy month of ramadan. our

present. >> but but the trust is so important because we want to help people. we want to respond rapidly. we take a crime very seriously here. we truly believe it is every san franciscans right to have a safe place to worship. the mosque's board members say there have been other acts of vandalism during the holiday month. month. >> and hope the arrest of the send a message the city's actions. today will show the city is serious and taking action against people who hate against muslim than any other race. religion in the city to see the francisco police department step up. >> the way that they to see the temps, a school district attorneys office the way that they to show that the muslim community is has heard seen as other community members and cisco. the word comes from the word in arabic language which means peace. so we hope these and blessings are spread across all communities. and we hope that such incidences do

not impact anybody. great remains in custody and is facing 6 years in state prison if convicted of all charges and the hate crime allegation. >> in san francisco, gayle ong kron, 4 news. >> a man was arrested in south san francisco after police say he threatened and attacked a group of demonstrators who are calling for a cease-fire in gaza happened just after 6 wednesday night near camino, real and chestnut avenue. witnesses say the group was holding a peaceful protest when the man who had opposing views about the gaza conflict made threats to a protester based on their perceived ethnicity. police say he then attacked several people which resulted in minor injuries. the suspect was booked into jail on several different counts. >> the morning commute back up again today after another big rig crash happened about 4.30, this morning on southbound 8.80, in hayward. chp says that the hit a wall. and then when the driver chart tried to correct the truck, he ended up slamming into the center

divide. officers say that the driver may have been drowsy at the time. he wasn't hurt. all lanes were shut down this morning, but they opened up about 5 hours later. this comes after yesterday morning's big rig crash on the connecting ramp between westbound to 38 and 8.80. in san lorenzo. officers say the driver fell asleep at the wheel and the semi overturned was not hurt. the crash also backed up the morning commute but lanes reopen little later on that afternoon. all right. well, if you looked outside urban outside, you know, there's something going on out there, vicki, there's a change in the works. yes, those are some mean looking clouds out there, lawrence. yeah, here we go again, right? get ready for the weekend and could see another weekend storm affect your plans around the bay area. cold won 2. in fact. >> you may have noticed some places more than 20 degrees colder, then we were yesterday. so the change is already begun. clouds are now rolling in no rain just yet staying dry so far, but it won't be long and we are going to hear that rain make a return to the bay area,

especially we head toward the midnight hour. temperatures a cooling off. remember just a couple days ago, we're looking at some 70's and even some 80's and this time. but now we're looking 50's and 60's out the door all around the bay. are the clouds gathering outside? so far a lot of clouds, not much in the way of rain just yet more of that hovering off the coastline and getting ready to move on shore. you see that kind of swirl. the little common, the atmosphere that's going to move a little bit closer. and his approach is that rain will be picking up tonight. i think it's going to be heavy at times overnight tonight into early tomorrow morning. but if you are stepping outside this evening, i think you stay mostly dry. the temperatures are going to be cool. the wind is going to start to pick up. more rain is on the way. we'll talk more about that coming up in a few minutes. thank you, lawrence opens first. fridays is back tonight after a three-month long hiatus. organizers say they had to take time at the start of the year to fund raise for this expensive event supposed to happen last week. but that was canceled due to rain in the forecast. >> kron four's rob nesbitt joins us now live in the studio with more on how the

city benefits from the event on telegraph ave dropped. the king can around. 70 vendors lined telegraph ave for oakland first fridays. and tonight's just started about an hour ago. it brings in a lot of money for local businesses, but it's also expensive to put on. oakland. first. fridays is back tell. a says thousands will show up. it kind of started reaching numbers of anywhere from 30 to 50,000 people coming out. that's one of the goals of first friday to bring people to oakland to experience the city and the rich culture that exists here. but these crowds coming a price mcgee says first fridays costs an average of $40,000 a month to put on that cause is why organizers spent time from january to march to fundraise instead of put on first friday events. we figured it was best to just kind of take that 1st quarter and just really shift our focus to fundraising. >> so that we can try to make the event restate ability. she says they are ready to kick things off friday and help

businesses like dairyland benefit. >> owner jason luge acts as the vendors in crowds help the public perception of oakland when it comes to public safety. when you have a bunch of people, the street at crime is less likely to happen. >> right. because the crime that happens here sort of happens in the shadows. all and so i think the more people that are on the street and sort of milling about and having a good time and keep an eye out for each other is a really good thing. now that new funding has been secured in the festivities are able to continue with music and food. >> the 3rd and final goal of first fridays is in focus, community engagement. we take great pride in being a positive, safe pace here plant for the people of oakland as well as surrounding communities cities. the common partake. >> first fridays has already started, but still a few more hours for you to go and take part. if you'd like vendors will be parked along telegraph ave until 09:00pm tonight. my biggest recommendation, if you do go the food that many of yeah, for yeah. haha. and they're just making it with

has entered into a settlement agreement for police oversight with california's department of justice. >> in 2020, the vallejo police department had to make at least 25 improvements surrounding unlawful use of force racial bias and strengthening police accountability. the department has since complied with 20 of the 45 recommendations. but the department of justice says it's really not enough. california attorney general rob bonta said in a statement the new agreement demonstrates commitment to correcting injustices and enhancing public safety for the people of the lighthouse in the south bay. 2 men were arrested after police rounded up more than a dozen illegally manufactured guns and ammo in san jose. take a look. police say the suspects. >> 29 year-old david rios and

38 year-old dustin mole sold the guns out of their home near river ashe court and stone canyon drive. they were both booked into jail on several gun-related charges. >> tsa says it discovered more than 1500 guns at airport checkpoints nationwide in the first 3 months of this year. that number actually a smaller compared to last year around this time. but the number of guns intercepted is still up overall. more than 90% of the guns found in the 1st quarter of this year. and last year were loaded. if a passenger must travel with a gun, tsa requires that they be unloaded locked away and declared in a checked bag. gas prices across the bay continue to rise and you may not feel relief any time soon. that's not good news. the shift from the winter to the summer gas plan. plus more people hitting the roads. >> as the summer season gets close, that is affecting prices. here's what you're looking at for a gallon of regular in the bay area. most

expensive is in napa. 5.79 a gallon, san francisco and center fell just a couple of cents less. that's followed by oakland and san jose around 5.60, a gallon, the cheapest is in fairfield area about 5.58 kron. 4 talk to berkeley professor severin borenstein about a solution for these high gas prices. >> the best way to beat high gas prices is to make sure that you have a car that gets decent fuel economy because if you can go from 20 miles per gallon to 30 miles per gallon, that is like cutting your price of gasoline by a 3rd. so its important to think about that when we're buying cars. >> professor bernstein says while the state average is 5.44 a gallon, there is a committee investigating why the prices are so high here in california, especially compared with the rest of the country. meantime, the slowdown in ev sales continues to snowball. according to car search engine iseecars, the average price for used

electric vehicle fell by more than 30%. the average price for a gas model slipped by more than 3 and a half percent. kelley blue book says the hottest auto trend for this year, hybrids because they're relatively aff1rdable and they get great gas mileage. our 4 zone forecast as we get a live look our favorite freeway shot. you know, all the freeway shots. we had a lot of cars out there. whether you're hybrid ev or >> you know you you may not want to be on the roads this 'pweekend, right, lawrence? yeah, you may not. i mean, it could be slick out there. you crank up the heat or 2. it >> going to be unusually cold as we set sail into this weekend is. >> well, we've got an unusually cold storm system coming in late this season. so clouds moving in late today. we've seen some fog along the coastline. now we're seeing some of those amid clouds moving in. here we go. we're getting ready for some raindrops now as a storm just spinning off the coastline, half moon bay. yeah. chilly evening in half moon bay. right now the clouds move in

and those temperatures really dropping, in fact, dropping off all around the bay area. this over the last 24 hours. look at that 20 degrees colder today in carter dropped. 21 degrees a little more 14 degrees colder in san jose. and 21 degrees colder in santa rosa. these numbers really taken a hit. just big change in the weather. high-pressure head to the east being influenced by that front that's approaching the coastline high today actually below the average of 58 degrees in temperature school. remember, lot of these places were in the 70's and the 80's just over the past couple of days. oakland, 60 degrees, a san jose 68. 64 in livermore. 66, you are well in the 80's yesterday and 64 degrees in santa rosa. so this low on final approach now, maybe last significant storm of the season begin to roll in now getting a little bit closer. i think that rain be wrapping up overnight tonight so far beginning to see couple pop-up showers in far northern california. nothing in our skies just yet. but i think as we head toward midnight tonight, that's all going to change here in the models to as we head through the night

midnight, you see some of the rain begin to show up in the north bay, then really kind of wrapping up tomorrow morning. look at that. 06:00am some heavy rainfall showing up around the bay area. the good news is most of that heavy rain comes in overnight tonight and then it just begins to taper off a scattered showers kind of on and off throughout the day tomorrow. so not a full rain out tomorrow. not a washout, it will be wet at times. so be prepared and really cold out there. i mean it to be breezy. often out in the 50's. that's it yeah. summer. how about stacked, all right. i thanks. >> transportation department is says spending more than 800 million dollars on projects that are meant to protect infrastructure from the effects of climate change, including here in the bay area received 20 million dollars to help prepare highway 37 because of the winter storms. our washington correspondent hannah brandt reports. >> as climate change worsens, natural disasters are leading more damage in their wake. sea levels are higher than they used to be. >> flood plains are changing

from where they used to be. wildfires are more frequent than they used to be. then why in the world would we keep putting the infrastructure back the way it used to be? that's why for the first time the transportation department is spending 800 million dollars on what it calls climate resilience projects. transportation secretary pete buttigieg tells me they're urgently needed this resilience. funding can help make piece of infrastructure. we all count on. >> more resistant to those threats. the goal is to target spots that are especially vulnerable to extreme weather and the money will be used to revamp dozens of roads, bridges, ports and other infrastructure across the country. this is about smarter better designs, our economy, our daily commutes, sometimes even our lives depend on making sure that infrastructure is strong. the funding for these projects comes from the infrastructure law passed in 2021. democratic senator mark warner says it's an investment that pays off for everyone. if you want to be good stewards of our taxpayer money, if we didn't do that, it would be irresponsible to the nth degree. and republican senator shelley moore capito agreed

specifically pragsing the money going to her state of west virginia to elevate a highway to prevent flood damage. i look forward to seeing it happened. i think this is what it means, what it means to rebuild in a and smart areas. secretary buttigieg says there's a reason the support is bipartisan, but i think that reason is that there's no republican or democratic roads or bridges. they're just pieces of infrastructure. we all count on every day in washington. i'm hannah brandt. coming up, more bay area tech companies getting hit with layoffs. we'll break down the numbers when we come back.

more layoffs hitting the bay area's tech industry to the

region's largest biotech firms are cutting. >> more than 500 workers genentech says it's cutting 436 jobs at south san francisco headquarters. according to the chronicle, the layoffs are going include scientists, doctors and engineers, layoffs are also set to start in june. meantime, french pharmaceutical company sanofi plans to shut down its south san francisco facility leading to the layoffs of about 100 employees. the chronicle says layoffs are also expected to start in june and will stretch right on through september when the company plans to stop operations altogether in the u.s.. >> another san francisco business is closing up shop temple nightclub in the soma district shuts down its doors on may 25th. the club says financial difficulties due to economic changes is forcing them to closed down. a temple is known for its live dj and music performances. they do still have tickets available for several concerts. coming

>> francisco police say they've completed a series of reforms in the department, but as our kron 4 charles clifford reports tonight, critics say there's still work to be done. >> well, here in san francisco, the city and the police department say that they have completed a series of reforms that they have been working on for the better part of a decade. 7 years ago, the police department was under heavy criticism following several violent incidents,

including the shooting death of mario woods. at the time the obama administration department of justice may 272 reform recommendations, including asking the department to address biased policing limit use of force, address racial equity issues, improve transparency and data collection. on friday, the police department announced that they have submitted the last 27 responses to all 272 reform recommendations. they submitted those responses to the california department of justice. now, critics of the department have said that the police department still has issues that need to be addressed, including use of force against black people in san francisco who make up a smaller percentage of the population. on friday. mayor london breed and police chief william scott acknowledged that there are issues that still need to be resolved. >> and while this is definitely a commemorative moment, this does not mean that we won't continue the great work that we're doing to balance the reforms that we need to implement as well as making sure that we focus on
