>> now from the bay area's local news station. this is kron. 4 news at 3. >> thanks for joining us here on kron. 4 news 3, i'm justine waldman, leaders behind that effort to recall alameda county district attorney pamela price say they have the signatures required for a special election. kron four's. tiffany justice has the latest toll today. we are here asking for what's right. as for the board of supervisors to give us a special election in the next couple of months. >> and not have us wait until november tuesday, leaders a safe say that media for everyone, the group behind the effort to recall alameda county district attorney pamela price speaking in front of the county's administration building, also making their presence known at the board of supervisors meeting in had the required amount of signatures needed for a special election.

april 30th. and secondly, they must set in the election on april 30th. that is by law, both under county and state law. and if they set that there will be a special election in march. safe said it is a broad coalition of alameda county residents, business owners, victims, victims, families. >> and concerned citizens who have come together in the face of rising crimes and what they say is a failure by the district attorney to hold perpetrators accountable. the coalition adds price is jeopardizing residents in the safety of businesses by failing to enforce the law, prosecuting criminals and keeping violent offenders off of our streets may not know. but in oakland this year, violent crime, the violent crime index is up 10%. that's up. >> from 20% last year, robberies, violent robberies against our citizens are up already. 28% this year. that's up from 49%. last year.

>> issue affecting the recall effort is measure b, which would adopt state guidelines for recalling elected officials, a move that would raise a number of signatures required and give local election officials additional time to schedule a vote. >> that was tiffany justice reporting for us. the next board of supervisors meeting will be held april 30th safe plans on being there. we did reach out to pamela price, but so far have not heard back. the san francisco sheriff's office discussing recent to jails in the city. they say the jails were locked down after a number of inmate attacks on deputies and staff. this happened at county jails 2, 3, where the sheriff's office says inmates hurt 7 staff members since march. 29th. the union representing the deputies is demanding the california national guard be called in to help. the all-women federal correctional institution in dublin is going to be shutting down. this

follows a years long abuse scandal at the prison. that includes the convictions and prison sentences for 7 former correctional officers, including the former warden and chaplin kron 4. some to call tells us what happens next. >> emily shapiro has been a volunteer advocate for the california coalition for women prisoners for 8 years and has been visiting inmates at federal correctional institution. dublin for the past 2 years. she's concerned by the abrupt announcement, but the troubled facility is closing their way. that it's happening is a bad thing. just weeks after a u.s. district judge ordered the appointment of a special master to oversee women prison in the east bay. >> federal bureau of prisons director collect peters says the facility will be shuttered. one plagued by rampant abuse and poor living conditions. the fact that the b o p at the 19 that the prison is closed. >> doesn't feel like they're admitting their culpability in harming people inside.

>> i feel what's happening is there to me. i believe that essentially trying to silence and disappear. the people who really put a lot on the line to call out the abusive abuses they in a statement, peters says, quote, over the past several years at fci, dublin, the fb o p has taken unprecedented steps and provided a tremendous amount of resources to address culture, recruitment and retention aging infrastructure and most critical employee misconduct. >> despite these steps and resources we have determined that fci dublin is not meeting expected standards and that the best course of action is to close the facility. this decision is being made after ongoing evaluation of the effectiveness of those

unprecedented steps and additional resources like silent seen in disbursing blowers and >> putting an end to the bad press surrounding the prison without actually address seen the harms. colette peters says no employees will lose their jobs with the closure and the women currently house. there will be transferred to other facilities without providing a timeline. we're defining the closure as permanent. philippe djegal all kron. 4 news. >> san francisco congressman mark to sonia commenting on the closure of the federal correction institution in dublin. in a statement, he says the fact that we got to this point is deeply troubling. the top priorities must be the protection of the inmates and their constitutional rights, the job security of innocence, staff and whistleblowers and supporting the local community. he goes on to say this closure does not right. the wrongs that occurred at the facility, which is why it is imperative that the federal investigations continue. and now to the north bay where 3

people have been arrested for the shooting deaths of 2 teenagers in napa over the weekend. napa police say one of the victims was a 17 year-old girl. the other was a 19 year-old woman. the shooting happened on saturday on riverside drive right near the napa river. now, police say they have now arrested 3 people. one of them is john nicholson of allay. he is being charged with murder jessica, when and judith 8 off both of santa rosa have been charged with aiding a felony. napa. police say all 3 suspects have been charged and booked into the napa county jail. and officials say even though there have been arrest, they're still looking for witnesses to the shooting to come forward. more on the story tonight. coming up at 5. also in the north, a man who was hit by a car earlier this month in santa rosa has now died from his injuries. police say that the car hit the man on the 6 just after 9 at night while he was walking in the area of corporate center parkway in sebastopol road. they say he was taken to the hospital, but he died on sunday. they say he was not in a marked crosswalk already

controlled intersection at the time of the crash. officers say the driver did cooperate with investigators, adding that drugs or alcohol do not seem to be a factor in this accident. caltrain had an accident on the peninsula that hurt a driver of a car right near the san martine stations. so we'll show you the car now because was on the tracks last night when a southbound train hit it. the driver went to the hospital for treatment about 25 passengers on the train at the time. none of them were hurt. police are looking into why the car was on the tracks. and now pg and e's is planning to host an earthquake awareness event all throughout the rest of the month of april. they have an earthquake simulator. that's the sesh a trailer and it shows you how a magnitude 7.5 quake fields. they're also be information about earthquake risks in different areas and tips on how to protect your family during an earthquake. san

at 65. but oakland at the 70 degree, mark santa rosa about 73 and out of half moon bay about 59 degrees. as you can see, stormtracker 4 showing we've had some really beautiful blue skies not just here, but throughout the state of california. just looking really nice. we've got high pressure sitting right off the coast building this little ridge here. it's not a terrifically strong ridge, but it's going to hang out for the next couple of days. and that will allow those temperatures to really pump up. we're getting a little bit of a sea breeze right now. you can see about 13, 14 miles per hour out at the coast. little bit there in the north bay. but other than that relatively calm. this is the story, though. we have a show this again because this is the difference between temperatures 24 hours ago and now and you can see we're talking about 10 degrees warmer in most big difference in believe it or not. this is just the beginning of a warm-up that's going to be going through the next couple of days as we get into are wednesday and taken concord. here's an example. we're likely to see the 80 degree mark before we pull it back again on the back a little bit. we'll talk about our 7 day forecast and how long this lovely weather will be lasting. governor newsom in

the bay area today signing a climate partnership with norway. the governor joined by ada region delegation, including the nation's crown prince and norway's. >> minister of trade and industry, the climate partnership. so that was signed. some men say framework for collaboration between california and norway to both support climate action and to help grow both respective economies. >> it's a point pride that we dominate the american solar week dominate in electric vehicles were dominating on battery storage. we're proud of that leadership and we want to see that we will not see that regardless of the prevailing winds. my one political comment regardless of the prevailing winds nationally, california is from in advancing its environmental strategies and its environmental leaderships. >> addressing criminal justice and prison reform. also part of today's agreement with norway. the governor spent time with the norwegian

>> a hearing for convicted killer scott peterson held this morning in redwood city. this is the first of 3 hearings that have been set as his new defense team tries to get him a new trial kron. 4 charles clifford takes us there. >> tuesday's hearing here in redwood city was brief only about 15 minutes, but it is the first of 3 hearings that will be held over the next couple of months as scott peterson tries to get his

murder conviction overturned. tuesday morning, scott peterson appeared to the san mateo county courtroom via video conference from mill creek state prison in amador county. his attorneys from the la innocence project have submitted more than 1500 pages of legal documents requesting evidence and information related to his case. among those documents was a letter asking that any new details they obtain be sealed to protect the identities of those who might provide that information. on tuesday, the innocence project withdrew that letter after the stanislaus county district attorney's office raised concerns that ceiling new information could be problematic. the da's office also said they are struggling to review and respond to the innocence projects large requests for records and evidence in the now. 21 year-old case following tuesday's hearing. there are 2 additional court date scheduled for later this year and which the judge is being asked to rule on defense requests for access to evidence, documents and witness testimony. the innocence project is also seeking to perform new dna testing on blood samples that

were found in a burned out van near the peterson home around the time of laci peterson's disappearance. it's unclear at this point if these hearings will eventually result in a new trial for scott peterson. but attorney paula canny says that of laci is blood is found in the van. all bets are off. >> let's say that those materials are tested for dna and laci peterson's dna on some of those materials. they would give rise for a good basis for a motion for a new tron. >> the next hearing is in this case are set for may 29th july 15th in redwood city, charles clifford kron. 4 news. >> today, california attorney general bob onto hosting a roundtable discussion with los angeles community leaders highlighting the ongoing efforts to prevent gun violence and identifying best practices to help keep communities safe. his focus is equipping locals with the tools necessary to stop the shooting before it happens. foster knowledge about

accessible resources for the public and enhance partnerships statewide to prevent shootings and interrupt cycles of trauma and violence in california. >> so often after. i tragic, horrific mass shooting. we we hear interviews of of of family members or co-workers folks, you know, the person and they say often, you know, there's you know, this is not a total surprise to me. i saw something that was off. i saw something that was wrong. and if that person was empowered and have the education and awareness and had a great gun violence restraining order program like san diego has maybe that could have prevented one of those tragic mass shootings. and if we can prevent those. >> we should. >> no word yet on when these practices could take effect or be presented for consideration. let's consider how nice it is outside right now, though, with this live look at san francisco. beautiful blue skies out there. the one feels good. kind of thought today so come the rain boots. go back in the

do with high pressure that's hanging out off the coast and it's going to continue to build these temperatures up as we get into wednesday and thursday. that will kind of tap out and we're going to pull it back a little bit. not that anything dramatic is happening after that. we just get a little bit which means that we kind of have a quiet weather pattern. as we look at tomorrow's highs, though, you can see it's likely to be a little more impressive than today. we're going to see those upper 70's to even the 80 degree mark. you spots could get even warmer than that. like morgan hill looking out for about 83 tomorrow. so well above average, when you consider inland, we should be like 69, 70 degrees. and that's about it. but we will stay above average. not just the next couple of days, but right on through the weekend. if you've got plans for the weekend there looking great for getting outdoors and enjoying the beautiful bay area. while we have this nice weather, we will start to cool down a little bit on monday. you can see back to kind of average temperatures by tuesday, but the next 7 days that just kind of fantastic.

kron four's your local election headquarters in southern california. senator steven bradford launched a campaign for lieutenant governor and 2026. >> senator bradford served in the senate since 2016 and previously served in the assembly as well as on the guard. any u.s. city council. he was also a member of california's reparations task force. bradford says he believes his background as a fighter within the legislature will help him in his run for lieutenant governor. >> i'm running for lieutenant governor because i think we're place and time in the state of california where we really need all levels of government working closely, kind been responsive. i've been engaged. i show up. this is the kind of job that the lieutenant governor's position is. it's not about about put your head down and doing the real work. i've done that for 26 years that i've been an elected official. >> if elected senator bradford would be just the second black person to hold this role. his mentor mervyn. molly was the

first bradford, a democrat who represents parts of la county, including inglewood and compton. that is he becomes the second significant candidate to enter this race. california treasure fiona ma announced her campaign last year. and the race for congressional district 16 is being recounted right now. this is retiring congresswoman anna eshoo seat. sam liccardo came in first and then evan low and joe, somebody in tied for second. they both have 16.6% of the vote. it could take up to 5 days for this recount to be finished. the chp is condemning yesterday's pro-palestine demonstrations that blocked traffic on 8.80, in oakland and on the golden gate bridge. >> still ahead, a legal expert will explain what happens to the dozens of people that the chp arrested. but first, gas prices continue to climb, which perry counties are charging the most at the pump.

gas prices are now almost $0.10 higher than they were last week. that's according to triple a nowhere in the bay area. >> are you going to be able to find gas under $5 a gallon? gas prices are about one to $0.2 lower, though, than they were yesterday. so take a here from the north bay to the peninsula. you're paying about 5. 75 75 for a gallon of regular in the east bay gases about 5.67 in alameda county and 5.62. in contra costa in the south bay and solano county. the best bang for your buck this 5.61. for a gallon of regular. pg. now warning

customers about a significant increase in scams in an email. the utility company said the rate of scams increased and then alarming rate. they say the scammers can be convincing and often target those who are most vulnerable. they also target small business owners during busy customer service hours pg e says common trends with scammers include asking for payment in unconventional ways such as prepaid debit cards, gift cards are third-party mobile payment applications. they also threatened to disconnect power because of past due bills of payment is not made immediately. they also asked for personal information and pga will never do any of those things. the department of justice is reportedly preparing to file an antitrust lawsuit against the parent company of ticketmaster live nation. according to the wall street journal, federal prosecutors believe live nation has a monopoly over the ticketing industry. they say the nation's largest concert promoter leverages its dominance in a way that undermines competition. the

>> we're following some breaking news now out of the north bay where there has been a fatal crash involving multiple vehicles in santa rosa. the california highway patrol is now on the scene of this crash on lakeville highway right near dustman road, both direction of lake the highway are now blocked. there's no estimate as to when this will reopen. drivers are being advised to avoid the area and find other ways around. we're following the story. of course, we'll bring any updates as soon as they come in to the kron. 4 newsroom. nice. but a kron 4 dot com for details and now a protest against the israel-hamas war unfolding today at google's headquarters in sunnyvale, demonstrators targeting google at their main offices in the bay area as well as in new york and seattle. those behind the protests, one google to stop doing business with israel, which they accused of committing genocide in some

employees are also protesting against a contract between google and israel. >> today at. >> a couple of a workers are sitting in at almost koreans office. the ceo of google cloud to demand an end to the contract project nimbus which is a 1.2 billion dollar contract between the state of israel, including the israeli military, israeli defense forces. i contract between them and amazon services aws and google cloud. >> the group wants google to end its contract with the israeli government. >> the chp releasing new video showing how they removed the protesters from concrete barrel drums during yesterday's demonstrations that blocked traffic on 80 in oakland and on the golden gate bridge, the protesters used what's called sleeping, drag

it they handcuffed themselves and put their hands through pvc pipes. the protestors then used their hands to hold on to a piece of rebar and then eventually the man in this video was released from the barrel that's filled their with concrete. the chp releases video showing why it took so long. also to remove the protesters because they had to deal with this situation and the protesters. >> it's crazy plan for >> now yesterday morning was a mess for commuters all across the bay area. we brought that to you live starting during the kron. 4 morning news. we continue our coverage all afternoon. and this all started on 81 protesters chain themselves to 6 concrete filled drums. traffic stayed at a standstill on both directions at 80 for about 5 hours. protesters also blocked the southbound lanes of the golden gate bridge. they chained themselves together. there for 4 hours. traffic was shut down in both directions and all the chp arrested about 40 people. so now the question is what happens to them? kron

four's sara stinson spoke with a legal expert to find out. >> i implore people, please. protest were here to protect your rights to protest, but you cannot block roadways. you cannot keep emergency personnel, whether it's ambulance or law enforcement. fire department from getting out to assist other people. >> stern words from california highway patrol after arresting 38 protesters monday. they were among hundreds of people who disrupted traffic for hours at 3 different locations in the bay area. all calling for an immediate cease-fire in gaza. 26 people got arrested after blocking all lanes on the golden gate bridge. 7 people got arrested on i-880, in oakland after a group locks their arms 280 pound concrete barrels in the middle of traffic lanes. and at the 7th street exit of i-80, 8000's of protesters walked onto the freeway. 5 people got arrested

there. chp says the protesters now face a slew of charges. the most serious being conspiracy to commit a crime and false imprisonment, which surprise legal expert stephen clark. >> the chp is obviously taking this very seriously with these arrests suggesting conspiracy that could elevate these charges to a felony. the protesters on the golden gate bridge will be prosecuted by the san francisco district attorney and the protesters in the east bay will be prosecuted by the alameda county district attorney. >> clark says it might be hard to prove the false imprisonment charges. certainly you can argue that the protesters by shutting down access on the bridge you are in presenting those drivers at the same time, the drivers could have got out of their car and left. so i don't know that that false imprisonment charge would hold up in trial. clark says as a former prosecutor, this will be overall a challenge in court when the defense argues

for first amendment rights. i think it will be a difficult call for the da just how to handle these cases. >> because this is a very progressive community. we do respect the right free speech. but at the same time, we don't want to see public safety jeopardized. >> i'm sara stinson reporting kron. 4 news. >> the american jewish committee of san francisco released this statement regarding yesterday's protest that says in part the american jewish committee, san francisco condemns in the strongest possible terms, the selfish and this kind of demonstrations that closed down several san francisco bay area bridges and adversely impact a thousands of local residents. it goes on to say we thank law enforcement agencies for doing everything they can to safely put an end to these illegal and disruptive actions. in anti-semitic incidents have drastically increased in the u.s. and northern california, according to the anti-defamation league incidents of assault, vandalism and harassment are up 140% from 2020. this is the

highest level of incidents since the adl started tracking this data in 1979 anti-semitic incidents after october, 7th spiked dramatically in response to hamas is attack on israel. mark levine, the director of the adl says it's up to all of us to push back against hate. >> the audit is an alarm and a call to action we need a whole society response to fight hate. we know there are far more allies to address this upcoming of hate and those who act to undermine american values that celebrate diversity. rowdy and a multitude of cultures. >> just last month in the bay area, hundreds of uc berkeley students, faculty alumni gathered on campus saying school leaders were not doing enough to protect jewish students from anti-semitism. and despite many stories of people leaving california data from the state capitol is showing that the golden state's population is on the rise. the data says as the

beginning of the year, the state's population rose above. 39 million people. that's being credited to fewer people working remotely and relax restrictions by the federal government on legal immigration. hundreds of california business leaders are in the nation's capital today working to secure funding for communities all across the state. this is part of the 2024 capped a cap conference and organizers say this year marks the largest ever turn out for this annual event. our eytan wallace has more now from washington, d.c.. >> 425 strong showing california pride in our nation's capital as they marked the final day of this year's 52nd annual capital to capital at the conference or cap, the cap looks mild. what to rate put on by the sacramento metropolitan chamber of commerce. the four-day event includes meetings with influential government leaders all with the goal to secure billions of dollars in federal funding for

back home to address key issues facing the state, including economic development and innovation and issue. special guest, an entrepreneur steve case narrowed in on during remarks to the group. these are really big opportunities cases. investment firm revolution growth has invested nearly 1 billion dollars into startups. but before that, he was known for co-founding america online, also known as aol nearly 40 years ago. we started only 3% of people are online and those 3% online. an average of one hour a week so as the early days of of the internet, but aol quickly took off and played a major role in integrating the internet. >> into american daily life case as well. start ups. make up a major portion of some parts of the state like silicon valley. he wants to see more created across california. it starts with people. >> that starts with talent. exactly the point you're making people that are willing to take the risk of starting something, even though it's risky and might fail and that

are surrounded by people willing back them. most of the net new jobs in this country come from new company startups not from small business, not from big business. but from new business sacramento congressmember doris matsui, who invited case to speak to the delegation believes the federal government can help achieve that goal. innovation is not democrat republican thing at all. >> it is everybody she helped lead the effort to right pass and sign the chips and science act into law. a 280 billion dollar bipartisan effort to increase investments for u.s.. manufacturing of semiconductor chips found all kinds of items. >> and technologies, high-quality chips, be able to build them here so we can bring the manufacturing here. >> and on the affiliate industries will be here with us for national security reasons. and also the fact then we need to be leaders of the world. its advocacy, those here say is not easy but worth it for tenants have been coming to this conference for years, including kiss under jennings.

indicated tornadoes, right? so cells that are showing that they have circulation. and then as zoom in here, you can see where they are and the concern for here is that it's so close to populated areas. so this is just south of davenport, iowa. all of this is along this incredibly charged up line of storms that you can see are pushing over towards places like chicago. now it's losing as its own as it gets towards chicago. but, you know, very dangerous night on tap. so if you have any friends and family in that area, just make sure they have a way of getting there warnings as this goes through. meanwhile, the west coast, we had just a beautiful day today. lots of sunshine out there. you can see that as we take a live look outside. temperatures have been warm. we are in the mid 70's and some of our inland spots and we're only going to see this warm-up continue as we roll into tomorrow and even towards thursday. so as we look ahead here, you can see that those temperatures get up to about 80 degrees inland wednesday and thursday. i'll be back in a little bit. we'll talk more about your seven-day forecast and we're going to cool back down. >> all right. well, for your health right now, top psychological groups are saying social media features

such as infinite scrolling are very risky to youth mental health. a report released by the american psychological association found endless scrolling can cause a distraction youths developing brains. another urging tech companies to change policies and take greater steps in protecting adolescence, mental health. they argue that age restrictions on apps don't really fully address the dangers as kids can easily work their way around them. the report did not offer any specific changes on social media apps but says parents can also play a role into limiting social media use for their children. bipartisan legislation that would loosen restrictions around psychedelic drugs is now moving through the state senate sb 10, 12 would allow adults. 21 and older to use certain psychedelic substances in regulated context. the bill introduced by san francisco senator scott wiener would also establish a professional

are fighting for their basketball life tonight in sacramento with the loss. the season is over with the win. >> they get to go on and fight another day. kron. 4 sports director jason dumas says in sacramento. he joins us with the details about this play-in game. it's like a game 7, but it's like it's just really intense. jason, that's all. that's all i got. >> 100% and really justine is like deja vu because here we are back in sacramento one year later, once again with the warriors playing with their season on the line. now to be more specific, it was april 30th of last year when the warriors had to come to sacramento and play in a game 7 elimination game and now they find themselves here again. now the journey to that point last year in the journey to this point this year might be a little different. but the feelings are the same. the

couple of months is certainly helped temperatures right now across the state. 70's in los angeles. also in bakersfield, fresno, 74 in sacramento. wow, check out. been reading their 79 degrees have out that we are not quite that warm but still temperatures have been warming up inland to the tune of some mid 70's out there looking pretty good as well. in oakland, san francisco's the oakland native, 70 degrees. but we've got a really nice night on tap for you tonight. we've got some a little bit of breeze out there between about 10 to 15 miles per hour. not too bad. you can see some of that making it across the bay. now to hayward. so this evening, we will be looking out for partly cloudy skies should be some nice mild temperatures overnight lows. you know, from those upper 40's to the mid 50's, not bad at all. not bad at all. and then let's talk about this. speaking of not bad at all. have you noticed the sun angles been changing a little bit? the daylight is increasing. we have 14 hours and 9 minutes of daylight today. that is the improvement. right since we've been gaining a little bit. a light sentence at 08:14pm.

this goes until the summer solstice. and then we start to kind of roll back down the other side. that's we lose a little bit of the daylight. but i've been enjoying the daylight walking, want to go home after work. it's really nice. the sun is still kind of high in the sky. all right. so here we are going to be warming up again tomorrow and thursday. cooling it down. just a touch on friday. but you can see these temperatures still staying pretty nice right through the weekend. nice and dry as well. we'll go back to normal. you want to call normal average temperatures by next tuesday. the san francisco fire department teaming up with the chp and fema's urban search and rescue to demonstrate how they will search for victims after a large earthquake. >> and with the help of canine barney and his human handler of the pair can search for people trapped in collapsed structures. a chp helicopter can lower the pair into a disaster zone so they can rapidly deploy these news assets where they're needed. canines really are the best way to locate people in the rubble. they can smell and identify if there are any victims there that need help.

decades since the west lost its first butterfly species. the xerces blue butterflies. but now they're making a little bit of a comeback with a close relative being reintroduced into the dunes of the san francisco presidio. so through genetic testing, scientists were able to compare the genetic code of those are c's to the structures of other common blue butterflies. and then last week, dozens of silvery blue butterflies were released into 50 acres of a restored dune habitat. and researchers say that this silver blue color is going to perform the same ecosystem functions as the 0 seas as both the pollinator and a critical member of the food web. >> and so we found thriving population that totally capable of donating a few individuals establish a new population. so this is a new beachhead for silvery blues and they're standing in the big shoes of
