10 o'clock now we want to get to the top story, which is what's going to happen if anything. >> to the protesters who shut down the golden gate bridge on monday for our and so far, no charges in san francisco's district attorney brooke jenkins says that she needs more evidence if she's going bring any of those cases forward. kron four's. michael thomas is live at the bridge now, which is fine right now with details on the mess from monday. good morning. >> hey, good morning, everyone. you know, this decision from san francisco district attorney brooke jenkins really shock some people that she didn't have enough evidence because there were numerous from that arrest made by california highway patrol with numerous reasons of why they were making those arrest for not only stopping the golden gate bridge traffic but really causing havoc throughout the area. take a listen. >> this is what the golden gate bridge look like monday morning at around 8.30, after pro-palestinian protesters took over the bridge causing commuters to be a complete stop on both sides in total, 26 protesters were arrested by chp for false imprisonment, unlawful assembly and

conspiracy to commit a crime protesters. these pipes, chains and locks making things difficult for law enforcement to get them off the road and traffic moving. but despite the havoc caused san francisco da, brooke jenkins says there was no clear evidence to charge these 26 protesters causing her to miss. a 48 hour deadline on filing charges and residents in the north bay have these thoughts on the situation? i don't think she was aggressively pursuing trying hold people responsible for one. >> she would like to get everybody i think she should hold >> the da said she needed video of the arrested. protesters caught in the act directly and says that the public has any of those videos to contact her office says she can pass it along to the chp. >> we have been in constant communication with chp moran regarding their investigation since these arrests were made. once the investigation is complete, we will have to conduct an individualized assessment of the evidence to see what charges should be

to be part of the war machine and there was a protest as well yesterday outside of a google facility in sunnyvale. these protesters are calling on google to stop doing business with israel. as a part of an effort not to support israel and its struggle and with hamas and the battle that's going on in gaza. they don't want more weapons brought in sunnyvale. police say there are about 80 people who came in and they were outside facility at 10, 30 in the morning. most of left by lunchtime. but there were 5 protesters who remain after 6.30, last night and the police arrested them for trespassing. >> in the south bay, former youth pastor in san jose now charged with committing crimes against young women. brett franklin by master is facing 6 counts of committing lewd acts with a girl from the time she was 8 years old until she was 13. he worked as the youth group. pastor is group director and pastor at the river church community in san jose. according to the santa clara district attorney's

office, youth group members claim that by master groom teenagers and performed lewd acts on them. in a statement kron 4 by masters lawyer denies the allegations claiming that they're all part of a slanderous campaign to destroy his client's reputation. he said, quote, mister by master worked at the river, he ministered on the christian ideas of health. all of these lessons were voluntary and were part of a larger curriculum that was approved by the river, including a number of parents on the board. and quote, now the river church also released a statement. you see that on the screen. it reads, quote, we are deeply saddened by these developments and continue to express our concerns, prayers and support for the young people who have bravely raised their voices for all victims of abuse. and for our entire church community. during these distressing times. in 2019 by master left the church for a job at healing grove health center. that's a faith-based clinic in san jose. he's currently on administrative leave there by masters going to be in court this coming

friday when he's expected to ask the judge to reduce his $400,000 bail. >> it's 10, 0, 5, and new this morning, the chp is continuing the fight against retail crime all across the state. and the numbers show that they are actually making progress on this kron four's iran. harvey, stand by here in the studio to explain right now. that's right, daria, james. so chp releasing some pretty impressive numbers this year alone there organized retail crime task forces recovered a record number stolen goods and arrested hundreds of suspects. it's going to look since the start of this year. officials have made 474 rest, governor over 160,000 stolen goods. that's where a total value of over 4 million dollars. a total of 185 investigations. the task force started back in 2019. since chp has arrested over 2500 suspect. they recovered over 2 million dollars worth stolen goods, chp. they've also rammed of efforts right here in the bay area. you might remember back in february, governor newsom,

the plot units to oakland and greater alameda county to help fight violent crime in retail crime. most recently, chp recovered 400 stolen cars and oakland and arrested 200 people last week. members of the public and retailers can also report retail crime directly to the chp website. i'll send it back to you both. so today we are here. >> asking for what's right is for the board of supervisors to give us a special election in the next couple of months and not have us wait until november. >> those are leaders behind the effort to recall alameda county district attorney pamela price showed up to the board of supervisors meeting yesterday with enough signatures to get the recall on the ballot on monday. the registrar of voters validated nearly 75,000 signatures. now that they have the signatures, it's up to the board to set a date. their next meeting is april 30th. but we're not sure this is actually going to

happen. no, that's the big question mark right now because >> even though they have the signatures, it's not guaranteed that this is going to happen. we've actually heard from pamela price's attorney who says this recall effort, the whole process might even be illegal. kron four's dan kerman picks it up there. embattled alameda county district attorney pamela price may soon be going to war with their own county. the reason the attempt to recall her, we believe that the recall is the waggle jim sutton is the attorney for the pamela price campaign. >> well, the registrar of voters says enough valid signatures have been gathered to move the recalled forward. sutton says the recall is illegal because the county did not follow its own rules dictated by the county's charter. that's county charter is very clear that. >> the registrar house to verify all the signatures within 10 days. >> sutton says instead the county took more than 5 weeks to verify the signatures. another problem, some signature gatherers were from outside the county. another

violation of the charter. the county must comply with the law to say what she has to comply with the law. >> and when the county charter is so clear about these roles and we see that from the beginning, the county seems to picking and choosing which. rules and the law was to follow and which it doesn't want to follow. the registrar of voters is expected to certify the vote at the board of supervisors meeting april 30th. >> it's at that time. the board can also set a date for the recall election itself. district attorney plans to before that time asked the board of supervisors to not schedule action because it's illegal. if the board moves forward anyway, it's likely district attorney pamela price. we'll sue the county. it's a writ of mandate against the county. asking the co rt to tell the county that it cannot move forward with election because it violates the county charter. >> we reached out to the alameda county counsel's office for comment. they didn't get back to us. dan

kerman kron. 4 news. >> kron 4 is your local election headquarters and santa clara county says it has started recounting its ballots in the race to replace anna eshoo in congress at the moment we have assemblyman evan low in santa clara county supervisor joe submitting in tied for second place. this recount will decide who moves on to face. former san jose mayor sam liccardo on the november ballot recounting the 150,000 ballots there in santa clara county won't be done by hand, but rather by machine, which isn't cheap. but at least it's fast. >> the estimated duration of this recount can last anywhere between one and 2 weeks. and we require $12,000 deposit daily. additional fees can incur each state depending on what the requester wants examine. >> well, the person who asked for the recount is santa clara voter, jonathan padilla, who reportedly worked for the campaign to elect former san jose mayor sam liccardo back in 2014, padilla claims he

the bay shore, mostly mid 70's today. super comfortable day warm for the south bay. you'll get up into the low 80's with campbell and san jose. 81 degrees. each mid to upper 70's for bayshore in inland areas. oakland at 75 walnut creek, one of our warmer spots along with areas like pittsburgh getting up to 79 today. tomorrow's temperatures same as today's basically repeating about everything we've got today, a little cooler friday and saturday. but that's okay. just means we stay in the 70's as opposed to those 80's james and darya. ok? thank you, john. 10 16 is the time to people are in the hospital now after being injured in a shooting in san francisco. >> that shooting happened about 6.45 last night. that palou avenue and griffith street. that's in the city's 100 point neighborhood. you can see that on the map. police say one of the victims has life threatening injuries. the other less serious, but both are at the hospital. no word on a suspect at this point. but if you have any

information about this case, you're asked to call san francisco police. meanwhile, in the north bay, a fire in santa rosa caused about $20,000 in damage to a home. the fire department says it broke out about one 35 this morning at a home on hillsborough circle. you can see what it looked like when crews arrived. they saw smoke coming from the garage firefighters say it didn't spread to the rest of the house. so that's the good news. everybody inside got out safely. so nobody hurt in this. at this point. they believe the fire started as an accident. there were some discarded oily rags they found in the garage, but they're still conducting a full investigation. >> at 10, 17 convicted killer scott peterson appeared in court in redwood city remotely for the first of 3 hearings for his defense says they are trying to get him a new trial. he appeared on this video conference from the san mateo county courtroom from from the prison where he's being held and he's been serving time for killing his wife, laci and their unborn son. conner attorneys from the la

innocence project are trying to get a new trial. they submitted more than 1500 pages of legal documents wanting the evidence and information in the case and also wanting to retest evidence found near the peterson home around the time that laci disappeared. >> say that those materials are tested for dna and laci peterson's dna on some of those materials that to would give rise for a good basis for a motion for a new tron. >> t e next hearing in the case is set for may 29th. and then there's another for july. 15th. >> well, there's a renewed push in the south bay to re-sentenced inmates that are currently on death row santa clara county district attorney jeff rosen is leading the charge concourse jack moment explains. over time. my thinking has change. it's a new perspective on justice for a long time district attorney who spent a decade prosecuting rape and murder cases in santa

clara county. jeff rosen says he no longer thinks the death penalty is justified. >> adding, well, california hasn't executed anyone since 2006 and governor gavin newsom put a moratorium on it in 2018. santa clara county still has 15 inmates on death row. >> racism and other kinds of biases have deeply affected our country since its founding. his goal now is to ask that all 15 of these individuals have their sentences changed from death to life without the possibility of parole and for a local faith leaders such as san jose bishop oscar cantu. this is a progressive step. but are we a throwaway culture? >> where can simply throw away individuals. bishop can't who recently went to alabama where he met with other bishops who support getting rid of the death penalty. yes, we do want justice to be served. >> but we also don't want to play god either. my hope is that this will help too. and a

lot of the litigation around the death penalty. meantime, da rosen says he's spoken with many of the victims families in related cases, some support his efforts. >> others not so much, but for rosen justices still served as best. it can with some of the worst criminal offenders spending the rest of their lives behind bars while at the same time. >> trying to strengthen and make our justice system more fair. and the district attorney says that it's hard to tell how easy or difficult it will be because each of these cases for the 15 people currently sitting on death row will be taken individually. so the process will take months. the district attorney tells me the first case for that first inmate on death row. it set for about 2 months from now. for now, we're in san jose jack moment. kron 4 news. >> in the south bay, the santa clara county board of supervisors has voted in favor of supporting the effort to keep the regional medical center open. this comes after hours of public testimony in which people got up and spoke against the closure supervisor. cindy chavez says

the closing that trauma center would mean people that are suffering from a stroke or a heart attack were in a car accident would have to go a whole lot further to get the help they need with the help they need. supervisors are now calling on the state department of public services to help them with this. believe that if they can demonstrate that closing the trauma center would be a major public safety danger, then the state would have no choice but to keep it open. >> it's time. 21 and the sfmta board of directors has voted to finalize the plans for installing speed cameras around the city and 2023. a state bill allowed that san francisco and 5 other cities can implement a 5 year safety camera pilot program. so the sfmta can now install 33 speed cameras on streets that have a history of speeding or also a history of severe or fatal crashes. >> we're going to take a break here at 10. 22. but coming up on the kron 4 morning news, police are still looking for the suspect who robbed a mail carrier at gunpoint in union city will have more on that.

>> it's 10. 24 in a new study reveals san francisco has a lot of mosquitoes. i saw my first day one yesterday and that's not all. researchers say mosquitoes are coming out sooner and sticking around longer than ever before. and you can see what remains behind for mosquitoes bite. okay. so term annex, the pest control service. did this study. they rank san francisco number 10 in the nation for having the most mosquitoes. and they also found areas that have seasonal temperatures

over. 55 degrees are at a higher risk of mosquito activity, especially along the coast. that's us now the number one city for having the most mosquitoes in the whole country is los angeles. other california cities on the list for mosquito favorites. they love palm springs, james, sacramento and san diego. and they love me. i don't know about that sweet blood thing. but they definitely are attracted as measles cases continues to rise and nationwide, some states are reaching out directly to parents to help get kids vaccinated. as of last week, there are more than 120 confirmed infections of measles in 17 states. the cdc says more than double the 58 cases that we saw in all of 2023, the data shows that the national coverage for measles, mumps and rubella vaccine among kindergartners has now fallen below. 95 1% for the 3rd straight year. and that we need that level for herd immunity. so they want you to get your kids vaccinated.

well, sequoia hospital, speaking of medical news, a stuck with hospital in redwood city has just been named among the top 100 hospitals in the nation. >> the list was published this week by fortune magazine, sequoia hospital, the only hospital in the bay area. by the way, to make that list this year, the rankings are determined by patient outcomes and community impact and according to the study of all, hospitals performed at the level of these top 100 and additional 350,000 lives could be saved each year and the health care system might be able to save 17 billion dollars scripps memorial, by the way, in southern california. and senator davis hospitals were the only other 2 california hospitals to make the list. >> coming up next on the kron morning news, we're talking about water bills from santa clara county residents could become more expensive. we'll tell you while water agency is now considering raising the rate

conquer doubling in pittsburgh, each at 65 degrees. timber and already warmed up to 66 and petaluma wasting no time up to 68. now later on today, we'll get to those upper 70's to even low 80's at the very warmest. back to you. >> thank you. it's 10, 30 right now. chaos and confusion as what one advocate says is happening at the all women's prison in dublin. yeah, this is the one that federal officials announced they were going to be closing following a years long abuse scandal. kron four's philippe djegal has the story. >> emily shapiro has been a volunteer advocate for the california coalition for women prisoners for 8 years and has been visiting inmates at federal correctional institution. dublin for the past 2 years. she's concerned by the abrupt announcement, but the troubled facility is closing their way that it's happening is a bad thing. just weeks after a u.s. district judge ordered the appointment of a special master to oversee the all-women prison in the east bay federal bureau of

prisons. director colette peters says the facility will be shuttered. one plagued by rampant abuse and poor living conditions. the back of opiate, the 19 that the prison is close doesn't feel like they're admitting their culpability in harming people inside. >> i feel what's happening is. to me, i believe essentially trying silence and disappear. the people who really put a lot on the line to call out the abuse abuse is they've staff in a statement, peters says, quote, over the past several years at fci, dublin, the fb o p has taken unprecedented steps and provided a tremendous amount of resources. >> to address culture, recruitment and retention aging infrastructure and most critical employee misconduct.

>> despite these steps and resources, we have determined that fci, dublin is not meeting expected standards and that the best course of action is to close the facility. this decision is being made after ongoing evaluation of the effectiveness of those unprecedented steps and additional resources like silencing in disbursing blowers and >> putting an end to the bad press surrounding the prison without actually address, seen the harms. colette peters says no employees will lose their jobs with the closure and the women currently house. there will be transferred to other facilities without providing a timeline. we're defining the closure as permanent. philippe djegal all kron. 4 news. >> the san francisco sheriff's office says the lockdown at one of its jails ends today to jails have been locked down because of a number of inmate attacks on deputies and staff. the jail in san bruno is going to reopen later this week after 9 members of their jail staff were assaulted by one

today and one later this week will open up. >> detectives in san pablo. >> now they've identified the body of a woman who was found. >> dead in september, the oakland estuary, they believe she was killed by her son in law. 75 year-old kate ran was killed in police have been looking for her. 40 year-old daughter she went missing in september last month, police arrested. fork vo, as you see here, they say that the woman took off in a car after an argument and police later found the car in oakland with vo behind the wheel. investigators believe he was involved in the deaths and disappearance of both women. now police are still looking for his wife's body, though. >> in the south bay to san jose police department says it is increasing patrols local places of worship as the conflict between israel and hamas continues to escalate. this comes as a new report says that antisemitic

incidents have increased by about 140% since 2020. this is video from lake merritt back december when vandals tossed them in or into a lake. and then here you see back in march of walnut creek city council meeting was disrupted by a man's anti-semitic rant. the anti-defamation league says there's been a spike in incidents after the attack on israel by hamas and israel's retaliatory bombing in gaza. >> we need a whole society response to fight hate. we know there are far more allies to address this up, going hate and those who act to undermine american values. that's some great diversity for audi and a multitude of cultures. well, the human rights organization released this map showing what they say are anti-semitic incidents across the u.s. since october, 7th. >> they say they've recorded more than 3200 incidents in the last 6 months. >> new this morning, the city of san jose has a new police watchdog. any aubrey is the city's new independent police auditor. the city council made

the decision after seeing reports that actually show complaints against the police in 2023. dropped for the first time since 2019. aubrey was the head of the office of professional accountability for the richmond police department before now he is now san jose, 7th ipa and he takes over on may 6th. it's 10 35 and south bay residents could have to pay more on their water bill. yeah, that's if a local water agency gets its way. kron four's reyna harvey here in the studio to explain random. >> yep. so valley waters, santa clara county's main supplier and they're spending pretty big to fix the anderson and pacheco dams and a lot of other projects hold and protect the county's water supply from climate change. so in order to get the money for the project they're proposing raising groundwater production charges on cities and private water retailers could at almost $9 a month to customers bills in the upcoming fiscal year. you got valley water. they're also the supplier for

san jose water company which serves about 1 million santa clara county residents. and then you got san jose water company. they're already separately asking the california public utilities commission to allow at 22 rate increase over 3 years. starting next year. so san jose water, which is also seeking approval to add a surcharge to customers, bills because they claim to have spent 23 million on on for seen costs since the last rate hike back in 2021, we don't have word yet on any action on that request. meantime, for valley water, the water district held 2 meetings on the proposed rate hikes last week. a final decision is going to be made on may 14th one valley waters board approves that upcoming budget. i'll send it back to both of the deaths. >> thank you. ran it is 10 37 and just into the kron. 4 newsroom. multiple contra costa county schools apparently were on high alert this morning in response to bomb threats that called for the release of russian prisoners. so these threats

were made to the liberty union high school district and the brentwood, antioch, pittsburgh, out there school districts as well. the letter claimed a bomb would detonate at 01:00pm on school campuses unless quote, all russian prisoners and captives and persons were released. the district's notified local police and verify that these threats were not credible. but here is a statement that was put out from the city of oakley repaired is on your screen. it reads in part, quote, the oakley police department was made aware of the threat of a device being detonated this afternoon made to the 3 school districts operating within oakley. and then it lists those districts. it said that the school district would have to confirm which if any specific schools within their districts received that threats. but the threat has been deemed to be not valid by the school district at this time. >> a state bill that would have banned homeless encampments near schools. a major transit stops has failed to pass. and sacramento, the

bill would have also banned camping on sidewalks of shelter. space is available. >> disappointing obviously. you know, we worked very hard to make this a bipartisan bill. i think my coauthor as senator catherine blakespear also from san is taking this issue seriously. and we it just shows us that we have a lot of work to do with the committee and with the voices in opposition that, you know, in my opinion, really don't understand the goal of the bill. it's not to criminalize homelessness. >> the bill is not completely dead yet. there's still a possibility to submit it to committee. time now is 10 38 and lets talk warriors because you know it is dead. their season is over. yeah. unfortunately, they lost to the sacramento kings last night. so that brought their season to an end. they were hoping to make it to the playoffs. just not going to happen this year. let's take a closer look at what happened with kron four's kate rooney. >> a must-win game for the warriors and sacramento. we've
